1 Curry County Soil and Water Conservation District Post Office Box Gold Beach, OR Phone (541) Fax (541) Job Announcement: South Coast Watershed Council Coordinator Location: Gold Beach, Oregon Open: July 3, 2018 Closes: Open until filled Start Window: September 15 October 1, 2018 The South Coast Watershed Council (SCWC) Coordinator is a full-time position employed by the Curry Soil and Water Conservation District (SWCD) and directed by the SCWC Governing Board. The Coordinator manages the Council s day to day operations, meetings, the development of funding sources, outreach to constituencies and partners, strategic planning, and the development and implementation of watershed restoration projects. The Coordinator also serves on the Leadership Team of the Curry Watersheds Partnership, assisting in the management of the Partnership and its 501c3 organization, Curry Watersheds Nonprofit, and supporting the Partnership s shared programs. The Curry Watersheds Partnership (CWP) is comprised of the South Coast Watershed Council, the Lower Rogue Watershed Council (LRWC), and the Curry Soil and Water Conservation District. The South Coast Watershed Council is a non-governmental, non-regulatory, community-based organization that facilitates watershed stewardship and restoration consistent with the Oregon Plan for Salmon and Watersheds. The Council s Service Area extends approximately 90 miles along the southern Oregon coast, from the California border north to Langlois, Oregon, and includes 8 principal and a dozen secondary coastal watersheds. Within this Service Area the Council strives to bring environmental integrity and economic prosperity to the landscape. The Council s Governing Board is made up of members who represent the geographies, uses, and watershed interests within the Service Area. Primary Responsibilities of the SCWC Coordinator Watershed Management (45%) The Coordinator will promote sound watershed management within the Council s Service Area through projects and actions that enhance watershed processes, water quality, and native fisheries, and support the sustainable use and cultivation of natural resources: Foster landowner relations and agency/ngo partnerships. Serve on technical teams, advisory councils, strategic planning committees, etc. Support CWP s shared programs (Vegetation Management, Restoration, Monitoring, and Data 1

2 Management) by providing coordination, technical assistance, and funding (i.e. grant writing). Take the lead on the development, funding, and implementation of watershed projects on rural residential lands, non-agricultural resource lands, and within the urban communities of Brookings- Harbor and Port Orford. Assist the Curry SWCD to develop, fund, and implement watershed projects on agricultural lands. Update the Council s watershed assessments and action plans. Assist with the development of funding to increase project management capacity within the Partnership. Curry Watersheds Partnership Management (25%) As a member of the CWP Leadership Team, the SCWC Coordinator will assist the LRWC Coordinator and the Curry SWCD s District Manager with the management of the Curry Watersheds Partnership: Provide coordination and support to the managers of the CWP s shared programs. Assist in the management, evaluation, and recruitment of CWP staff. Assist in the day to day operation and ongoing development of the Curry Watersheds Nonprofit (501c3). Assist with the implementation of the CWP s Organizational Development Plan. Assist in the development and implementation of a comprehensive fundraising strategy. Promote the CWP to the communities on the southern Oregon coast and to broader audiences. South Coast Watershed Council Coordination (20%) The Coordinator is responsible for the day to day operations of the SCWC: Organize and facilitate meetings of the SCWC Governing Board (~10 meetings per year). Secure and manage the Council s capacity grant(s). Recruit and engage new Board members. Develop policies to guide Board governance and Council activities. Coordinate the implementation and updating of the Council s two-year work plan. Develop an outreach strategy (i.e. newsletters, social media) to engage and inform the Council s constituencies. Represent the SCWC at the State level through the Network of Oregon Watershed Councils, Oregon Watershed Enhancement Board (OWEB) committees, etc. Coordinate with other watershed organizations, soil and water conservation districts, NGO s, and agencies to promote the Council s interests in the region. Community Outreach and Education (10%) The Coordinator will promote the Council throughout its Service Area and support opportunities that educate students, landowners, and the public about watershed science and natural resource management: Support the CWP s Watershed Education and Foodshed Education programs by providing coordination, funding (i.e. grant writing), and technical assistance. Make presentations to civic groups, Curry County s commissioners, etc. Plan and implement community events and volunteer opportunities (e.g., river cleanups). Implement the Council s outreach strategy. 2

3 Job Qualifications Required A bachelors or advanced degree in a natural resource discipline such as forestry, fisheries, agriculture, environmental science, or a related field. Five (5) years of professional work experience in watershed management, resource planning, or a related field; of which two (2) or more years were in a management or leadership role in a public, private, or NGO sector. An advanced degree in natural resources can substitute for 2 years of work experience, and a degree in business, public, or non-profit management can substitute for the required work experience in a management or leadership role. Professional work experience raising funds through grants, direct solicitations, and/or outreach campaigns. Computer proficiency with , internet browsers, and Microsoft Office software (Word, Excel). A driver s license recognized in the State of Oregon and a personal vehicle for use on the job (mileage will be reimbursed at the current State rate). Preferred Knowledge of the watersheds and natural resources in the Council s Service Area. Experience working with rural landowners on land management and watershed enhancement projects. Experience in the development, design, and implementation of watershed restoration projects. Demonstrated success raising funds through a diversified portfolio of sources, including private and public grants, planned gifts, individual donations, etc. Financial management experience (e.g., budget development, grant management, etc.). Training or experience in organizational development, meeting facilitation, team building, and conflict resolution. Knowledge of non-profit (501c3) management. Proficiency in GIS software, social media platforms, networking and webhosting programs, etc. Compensation and Position Duration The Council Coordinator is a non-exempt, hourly employee of the Curry Soil and Water Conservation District. Starting compensation will range between $24 $28 per hour depending on qualifications and experience. Benefits include flexible work schedule and PTO accrued at a rate of 6% per hour worked. A retirement savings plan will also be available by May, The position is directed by the Council s Governing Board and supervised by the Curry SWCD s District Manager The Council Coordinator is a full-time, regular position funded through grants. Current funding has been secured through July Historically the Oregon Watershed Enhancement Board (OWEB) has funded the position at 60%-75% FTE per biennium, provided the Council meets OWEB s eligibility and performance criteria. The next biennium runs from July 2019 through July The Council Coordinator is responsible for developing and maintaining funding for the position. 3

4 Working Conditions The SCWC s Service Area runs from the California border north approximately 90 miles to the New River watershed near the town of Langlois, Oregon. This beautiful and remote region accounts for a quarter of the Oregon coast, and is recognized as America s Wild Rivers Coast for its concentration of wild and scenic rivers and rugged coastline. Nearly 90% of the landscape is forested, predominantly in federal ownership. The population of Curry County is ~22,000, with most residents living in and around the towns of Brookings- Harbor near the California border. The SCWC shares office space and staff with the LRWC and the Curry SWCD as a member of the Curry Watersheds Partnership. The CWP office is located at Ellensburg Avenue, Gold Beach. The Curry SWCD is the fiscal sponsor and employer of record for the SCWC and LRWC. The CWP currently has twelve staff members who raise approximately $1 million a year in grants for restoration, education, technical assistance, and monitoring. The Council Coordinator position includes office and field work, and occasional evening meetings, weekend events, and overnight travel. Field work may occur in all types of weather, in mountainous terrain, stream and river corridors, and on ranchland.
