6 Overview One of the largest and most successful workplace fundraising campaigns in the world. Since 1961, the CFC has raised more than $8.3 billion to help those in need. Federal employees and retirees choose from thousands of vetted charities to support. Federal employees are also invited to pledge volunteer hours to CFC charities. 6

17 Step 1: Prepare Information Gather supporting documentation, which may include: IRS determination letter IRS 990 Financial statements (audit or review) Note: required application documents are based on your charity type Identify your charity type, affiliation type, and application and listing fees 17

18 TIP: Understanding your Charity Type Federations A group of at least 15 voluntary charitable human health and welfare organizations created to supply common fundraising, administrative, and management services to its constituent members Family Support and Youth Activities (FSYAs)/ Family Support and Youth Programs (FSYPs) An organization on a domestic (in the case of FSYAs) or non-domestic (in the case of FSYPs) military installation recognized by the Department of Defense as providing programs for military families on the installation Independent Organizations/ Members of Federations All other organizations, both those that are members of one of the federations and those that are not (a.k.a. unaffiliated, or independent, organizations) 18

19 TIP: Understanding your Charity Affiliation Local Maintain a substantial local presence and provide services in the campaign zone to which they apply Services provided during the calendar year immediately preceding the start of the campaign's application year National/International Provide services in 15 different U.S. states and/or one foreign country Services provided over the three-year period immediately preceding the start of the campaign's application year International Provide services either exclusively or in a substantial preponderance to persons in areas outside of the United States Must provide evidence of services in at least one foreign country over the three-year period immediately preceding the start of the campaign's application year 19

20 TIP: Understanding the Fee Structure Application Fee All charities applying for participation in the CFC must pay a non-refundable Application Fee, which is due at the time the application is submitted. Applications that do not include payment at the time of submission will not be processed. Charities that are denied or withdraw will not have their fees refunded. Listing Fee Charities that are approved for participation must pay a mandatory Listing Fee which must be paid before the listing window closes. Approved organizations that have not paid the fee by that date will not be listed in either the 2019 CFC Charity database or printed materials. Pledges will not be collected for unpaid organizations. There are no waivers of the fee and requests for reconsideration will not be considered. Distribution Fee A distribution fee may be assessed against pledges received should the application and listing fees not cover all the costs of the campaign. The distribution will not be determined until after the end of the campaign. 20

21 CFC MEMORANDUM November 8, 2018 TO: COMBINED FEDERAL CAMPAIGN (CFC)-PARTICIPATING FEDERATIONS AND ORGANIZATIONS, LOCAL FEDERAL COORDINATING COMMITTEES, CFC CENTRAL CAMPAIGN ADMINISTRATOR (CCA), AND CFC OUTREACH COORDINATORS "' FROM: KEITH WILLINGHAM. DIRECTOR, COMBINED FEDERAL CAMPAIGN SUBJECT: 2019 CFC SCHEDULE OF APPLICATION AND LISTING FEES The new CFC regulations offered numerous improvements over the previous structure of the CFC. Additionally, the new structure of the CFC allowed the Office of Combined Federal Campaign (OCFC) and the CCA to develop and rapidly deploy a number of improvements to the CFC Charity Application and Online Pledging systems following feedback from charities and donors and analysis of the 2017 CFC and 2018 application period : The online dashboard gives organizations the results they need and the transparency they demand. In the first year of operations, the new CFC systems generated more than $100million in pledges to 8,200 local, national and international charities. Federal employees pledged over 125,000hours of volunteer time worth more than $3 million to charities. Retiree and new hires added more than $1.2 million in new pledges in their first year. Given an earlier start we expect giving from retirees to finish well ahead of last year. Moving into 2018, we made critical improvements to the new online donation and application systems that improve both donors' and charities' experiences: The approved charity list was issued two months earlier than in Charities were more successful in completing the application, resulting in fewer appeals. Donors have the flexibility to allocate each designation to the penny. There are expanded options in the Donor Profile to identify the Department/Federal Agency/Office or Military Unit.

22 We ve enhanced and improved Charity Search functionality. There isanexpanded abilitytoauthorize thereleaseofname andcontact information to charities where a donor gives or promises to volunteer. We ve improved reporting to charities for greater transparency throughout thepledge and distribution cycle. CFC transaction data sharing allows for improved target marketing. In an effort to improve upon the original CFC fee schedule (which could not benefit from previous feedata), thisfeeschedule was derived fromathorough analysisoffederations and charities designations and decisions toapply. The OCFC s fee model hadthe aimto(inpart) reduce distribution fees and also covers the remaining CCA s system development costs. 23 Step 2: Complete Application View the OPM application training at youtu.be/jhbkynn_y4q Visit cfccharities.opm.gov to begin your application. The online system saves everything, so you can come back to edit or complete later. Utilize the completeness review checklist provided by OPM. There is no completeness review by OPM. Ensure information is correct once application fee payment is submitted, information cannot be changed. TIP: Designating your Charity Contacts The addresses entered are the only way in which OPM will communicate with your charity throughout the application process. Ensure these contacts remain active. OPM urges organizations to provide multiple addresses and monitor all for updates. 23

27 The CFC is important to me for many reasons, but the main reason is that it is so easy and efficient to use the payroll deduction option. I know my contributions are going where I want them to go, and that those charities can depend on receiving my contributions on a regular basis. 32 TIP: Understanding Campaign Reports 2018 Designation Summary Log in to cfccharities.opm.gov. Access your 2018 Designation Report. Data Approved charities that have paid the application and listing fee can see daily reports on designations. Data includes monetary donations and pledges for volunteer time (if applicable). Decision Window Your organization has until Jan. 31, 2019, to submit its new application and fee for

34 NOTE All charity communications will be conducted electronically using the charity contact information provided on the application. Organizations are urged to list at least two contacts and monitor both accounts. 34
