3 COMMITTEE: COMMITTEE CHAIR: SUBJECT: Councillor Daryl O Shea Branding/Slogan Contest Submissions RECOMMENDATION THAT the recommends to Council the formal adoption of the Town colours of blue and white; AND THAT Council review the slogan submissions during the Special Council working meeting to be held on Wednesday February 5, INTRODUCTION As part of the strategic review process, the Town identified the need to create a consistent branding and slogan for the Town. Residents were encouraged to submit an entry (no more than 500 words), outlining what they thought were Penetanguishene s strongest assets, along with a proposed slogan. The entries were to be reviewed by Council as a whole as part of the strategic review process. The winning entry will be featured on the Town s website and in a future Town Page. The winner will also be provided with a plaque featuring the Town logo and slogan. The contest was open for submissions until December 1, 2013 and was advertised via the Mayor s Message, Town page, website and through the schools. ANALYSIS Branding Over the course of 2013, the Town has redeveloped its website, redesigned the downtown street banners and created communication branding utilizing the Town s logo. The blue and white of the logo depicting the sail boat and St. Ann s Church has been adopted as the Town s colours and branding but has not been officially communicated to the business community, residents or general public. It is recommended that Council officially adopt blue and white as the Town s official colours and that all future Town facilities, assets and amenities incorporate these colours or consideration thereof. Slogan Contest The intent of the public engagement was to gather key points for the redevelopment of the Town s mission, vision and core values. Although the Town did receive some slogan submissions, the entries did not include the detailed points Staff were hoping for. Report from the CAO/Town Clerkre: Branding/Slogan Contest S... 4 The Town s current slogan is Gateway to Georgian Bay. Although this is reflective of our geographic location, the same could be said about each community along the shores of Georgian Bay. Slogan Submissions were received from the Public and Staff (12 in total). The submissions were all somewhat similar in nature and focused on our culture (c), history (h) and location on Georgian Bay (gb). Main Street isn t the only thing going down in Penetanguishene Your adventure begins in Penetanguishene Penetanguishene opportunity is waiting for you Penetanguishene where your journey starts A slogan is a short and striking or memorable phrase used in advertising. It should grasp the reader s attention and encourage them to find out more. It should highlight a distinct feature or element and be unique to the community it is describing. Based on the submissions noted above, the top Staff favourite is: Explore our shores and Experience our history! BUDGETARY IMPLICATIONS RISK MANAGEMENT COMMUNICATION & MARKETING SUSTAINABILITY The Strategic Plan is an integral part of the sustainability plan. 5 STRATEGIC GOALS & OBJECTIVES It is a strategic goal of the Town to define its strategy, direction and decision making to allocate resources appropriately to achieve the goals and objectives contained within the strategic plan. 6 COMMITTEE: COMMITTEE CHAIR: SUBJECT: Councillor Daryl O Shea Strategic Plan Process Update Step 3 Vision Step 4 Setting Directions RECOMMENDATION THAT the recommends to Council that a Special Council working meeting be held on Wednesday February 5, 2014 for the purpose of working on the Town s strategic plan and to: o reviewing collected data; o to draft a mission and vision statement; o identify core values; o identify top 5 council priorities for the next 5 years. INTRODUCTION In September 2011, Council began the Strategic Plan Review process with a Start Up Meeting for Council and the Management Team to exchange ideas and identify priority areas for goal setting for the next 5 to 7 years. In May 2013, the Ministry of Municipal Affairs and Housing (MMAH) provided Council with a presentation outlining the strategic planning process. The steps involved in completing a Strategic Plan include: Step 1 - Environmental Scan Step 2 - SWOT Step 3 - Defining the Vision Step 4 - Setting Directions Step 5 - Performance Measures Step 6 - Action Plans and Timelines Step 7 - Implementation Step 8 - Monitoring and Reporting Step 9 - Evaluation During the course of the Fall 2011 and into 2012, several Special Council meetings and planning sessions were held to review the existing provisions contained within the Town s Strategic Plan. In addition to Council input, the following consultation sessions were completed: September Draft summary based on prior priorities presentation. January Town Report Card survey. - Review of Corporate Goals and Objectives for 2013 (included: Staff Relations, Customer Service, Strategic Goals, Objective and Plan and Fiscal Management). 8 ANALYSIS Step 3 - Defining the Vision The MMAH guidelines outline the items pertaining to step 3 as: Mission Core purpose Vision Where do you want to be in 3-5 years Values Core values The Town s current mission states: The Town of Penetanguishene Council and its staff are committed to delivering the services that fall under its mandate to residents and businesses in a cost effective and creative manner, respecting the environment, values and heritage of our culturally diverse community, so that the Town may continue to grow in a managed fashion while preserving and enhancing those features that make Penetanguishene unique. The Town s current vision states: Through effective governance and the support of the community, the Town of Penetanguishene is a safe, healthy and diverse place to live, work, and retire. It is well maintained and is proud of its waterfront location on Southern Georgian Bay, its history, its bilingual character, its natural environment, and its small town atmosphere, where people are friendly and look after their neighbours. Council and staff are focused on providing quality services to the public in the most cost effective manner possible, based on an accepted mission statement, with a realization that Government cannot provide everything and be all things to all people. Services are delivered using alternative methods, including forming partnerships with non-profit agencies and neighbouring municipalities, where practical to do so. A good portion of the Town s Capital Budget is spent on maintaining and enhancing the Town s infrastructure investment. The Town is recognized as a leader among small municipalities in responding to the challenges of the 21st century. 9 Well Maintained Town properties and facilities are well maintained Infrastructure is updated and upgraded Although the current mission, vision and valves encompass the general nature of municipal government, they do not speak directly to the unique nature of our community and, in its current form could be any community in Ontario. Next Steps In order to move forward with the strategic planning process, step 3 and 4, it is recommended that a Special Council working session be held on Wednesday February 5, 2014 at 7:00 p.m. which will include: o review collected data; o to draft a mission and vision statement; o o identify core values; identify top 5 council priorities for the next 5 years (step 4-setting directions). Once the above items have been identified, the Senior Management Team will draft the required items for steps 5 (Performance Measures) and 6 (Action Plans and Timelines) for Council s review in March.
