The site of the conference is The Coeur d'alene Resort located on spectacular Lake Coeur d'alene in Northern Idaho. Pre-conference tours showcasing the history and beauty of this region of Idaho are set for Sunday, October 4th. National Committee meetings will be held Sunday afternoon from 5:00 to 6:00 pm, followed by the First Timer/Life Member Event. The opening event, scheduled for Sunday, October 4th from 7:00 to 9:00 pm, will be a dinner cruise on Lake Coeur d Alene. During the week participants will enjoy over 20 outstanding seminars, 15 poster sessions, excellent speakers, the Ruby luncheon and lecture, educational tours and networking throughout the agenda. Conference keynote and capstone speakers include: Dr. Kay Sagmiller, Director OSU Center of Teaching and Learning Presentation title: Being the Best Educator Possible...The Key to Impacts. 3 ESP s 25 Years of Service Janice Cowan Janice Cowan has directed the Baker County s 4-H Program since Not only has she maintained a strong viable program, but has also collaborated with colleagues to develop and implement the award winning program Survivor Camp; a financial and career educational camp for high school students. Janice is also the horticulture agent and provides leadership for the Master Gardener Program. Maureen Hosty Prior to joining OSU Maureen held a variety of youth development positions including 3 years with Virginia Extension as well as positions with Camp Fire, Red Cross, Peace Corp Micronesia and Teachers in Space Foundation. During her career Maureen has worked with hundreds of schools to create school garden projects and recently helped establish the Urban-Rural Exchange. Doug Hart Doug grew up in Union County where his father served as Extension Agent and Doug got an early start in 4-H livestock, horse, & leadership projects. Doug began his OSU career as the 4-H agent in Columbia and then Curry Counties. He went on to serve as the Eastern Extension Regional Director for 4 years before taking on the role of Associate Program Leader for 4-H/Family & Community Health. Doug has been as active participant in NAE4HA leadership and Outreach and Engagement programs during his career. Mylen Bohle Mylen s career with OSU Extension Service began as a contract Extension Agent leading to his role in Crook County responsible for Forage and Crop Management. Prior to 1989 he served as an OSU Extension Agronomist in Tunisia and provided Ag Training Coordination for the Peace Corp. Mylen s major Extension programs have addressed forage and cereal information for producers in Central Oregon. Willie Riggs Willie has been with Extension for 25 years. 15 years in Oregon and 10 years in Nevada. He has served as a County Agent, Regional Specialist, and Administrator during his tenure. Currently Willie serves as the Director for the Klamath Basin Agriculture Research and Extension Center as well as the Outreach and Engagement Regional administrator for Klamath and Lake counties. Willie also has been involved in extensive work related to Ag Production and Community Economic impact analysis. Scott Reed Scott has served as the Vice Provost for University Outreach and Engagement since He has been at Oregon State since 1990 in various roles, including professor, executive associate dean and Extension program leader. Before coming to OSU, Scott coordinated activities at the University of Minnesota Cloquet Forestry Center while serving as an outreach specialist in timber harvesting and economic development.

Most groups meet via teleconference 4-6 times annually with a face-to-face meeting at the national Conference. Committee members also receive a $200 stipend if they attend the National meeting. Oregon is fortunate to have the following National Committee members: Mike Knutz, Yamhill County, is serving as the Western Region Contact on the National Scholarship, Grants and Recognition Committee for his second year. Lillian Larwood is serving as the Western Region Contact on the Global Relations Development Committee for program year. Joy Jones is serving as Western Region contact for the National Membership Recruitment and Retention Committee. Incoming National President Patricia Dawson, Umatilla County 4-H Youth Development Extension Agent, will take over the reins as National President, Epsilon Sigma Phi this October at the close of the National Conference in Coeur d Alene. During her career in Extension she has served as an Extension Agent in Elmore County, Idaho, and in Gilliam County prior to relocating to Umatilla County. Patricia has served in numerous leadership roles during her tenure including Board member of NAE4-HA 2 terms, Journal of Extension National Board 2 terms, Gamma Chapter ESP President and committee roles, OSUEA4-HA President and National Editor of the Journal of Youth Development. Patricia is appreciative of the support provided her during her leadership journey and hopes to see many Gamma Chapter members at the installation of officers this Fall.

7 2015 Public Issues Leadership Development Conference Mike Knutz, President, Gamma Chapter Oregon I had the privilege to attend the Public Issues Leadership Development Conference (PILD) in our Nation s Capital. I was grateful to the Oregon ESP Chapter for supporting $400 towards the cost of the trip. Likewise National Epsilon Sigma Phi funded $600 through a PILD Grant. We arrived at the end of Washington D.C. s Cherry Blossom Festival. Although crowds abounded, the trees were absolutely beautiful around the Capitol Mall and I am always inspired by the historic words of past presidents inscribed on the memorials. Delivering a greeting from the USDA s National Institute of Food and Agriculture was Director Sonny Ramaswamy (Oregon State University s former Dean of the College of Agriculture.) Dr. Ramaswamy shared his personal story growing up in poverty in India and how the work of the U.S. Land Grant University and Extension System positively impacted India s agriculture. Sonny offered his story as an example of how Extension has always been about extending knowledge and changing lives and underscoring the important work of Extension Professionals. I was relieved to learn the difference between advocacy and lobbying during the first session. Extension Professionals can educate and inform regarding pending legislation (advocate) so long as they avoid giving an opinion on a specific legislation and/or commanding a desired call to action. During the conference we also learned about the 125th Anniversary of the signing of the Second Morrill Act, which established 1890 Land Grant University s. This act was in response to an 1883 Supreme Court ruling that declared the Civil Rights Act of 1875 unconstitutional, which resulted in many states establishing Jim Crow Laws and making it illegal for Blacks to vote and attend schools with Whites. This was contrary to the intent and purpose of the first Morrill Act of 1862 which sought to provide higher education to middle and lower class. Thus the 1890 Morrill Act was passed to require each state to show that race was not an admissions criterion for their Land Grant University, or establish a separate land-grant institution for persons of color. More information can be found at There were more sessions than I have space to write about. Most of which were aimed at preparing us to have a successful meeting with Oregon s U.S. Senators and Representatives. Armed with some brief impact stories and statistics, we were prepared to speak on the program areas of Extension and particularly the areas that might strike a chord with our elected official. As one of my colleagues mentioned, you may be surprised at the number of 20 something aged Americans that worked on behalf of the Congress as legislative assistants. They were attentive, friendly and often knowledgeable regarding the information we had to share. It took most of the day to complete the seven meetings; running back and forth among five legislative office buildings. Overall it was a pleasure to speak about the valuable work that Extension is doing for the people of Oregon and to see our democratic process up close. With professional development conferences, the most significant impact comes from connecting with colleagues. The synergy from spending time with other Extension Professionals serves to charge your batteries and stir your passion for the important work that we do.
