1 County of Peterborough Meeting of County Council Minutes 1. Call To Order A quorum of Council being present, Warden Jones called the meeting to order at 9:36 a.m. 2. Invocation Warden Jones led Council in prayer. "Most merciful God, we yield Thee our humble and hearty thanks for Thy Fatherly care and preservation of us this day, and for the work which Thou has enabled us to perform." "We pray for Your Guidance and direction in our deliberations during this meeting, so that we may render a service to the Community that we are trying to serve. - Amen" 3. Declaration of Pecuniary Interest Councillor Mitchell declared a pecuniary interest with Agenda Item Number 13. a. Dept. 91 concerning the GPA EDC due to his involvement with the Innovation Cluster. Councillor Moher declared a pecuniary interest with Agenda Item Number 10.b. due to his facilitating that investment. 4. Roll Call The Clerk conducted the roll call. Delegations, Petitions and Presentations a. Gary King, CAO, County of Peterborough Re: Introduction of Patti Kraft, Director of Human Resources The CAO introduced Patti Kraft, the Director of Human Resources to County Council and provided Council with her educational and professional background. b. Warden, J. Murray Jones, County of Peterborough Re: Presentation to Randy Mellow, Deputy Chief, Emergency Medical Services Warden Jones presented Deputy Chief Randy Mellow with a Certificate of Appreciation for his past services to the County as EMS Deputy Chief. Chief Bob English thanked the Deputy Chief for his exemplary dedication and achievements provided Page 2
3 to the residents since August of 2007 and wished him every success as he moves to the County of Essex as the Chief of EMS. c. Chris Eaton, Public Health Inspector, Peterborough County- City Health Unit Re: Mandatory Food Handler Certification By-law The Public Health Inspector explained that the Food Safety Program Standard s goal is to prevent or reduce the burden of food-borne illnesses. The Food Handler Training and Certification Course is offered by the Health Unit on a regular basis, free of charge. Mr. Eaton advised that inspections of moderate and high risk food premises in 2010 found that 38% in the County and 21% in the City did not have a certified food handler on staff. Mr. Eaton informed County Council that a sixhour training session has been scheduled for County Council on Tuesday, May 17 in the Council Chamber and invitations will be sent next week. The May 17 th date will be rescheduled to accommodate attendance by County Council. Mr. Eaton explained that having a County by-law would further the Health Unit s goal of preventing or reducing the burden of food-borne illness, making Peterborough an even healthier place to live and visit Moved by: Councillor Taylor Seconded by: Councillor Moher Be it resolved that County Council receive the delegation from Chris Eaton, Public Health Inspector, Peterborough County-City Health Unit concerning the Mandatory Food Handler Certification By-law; and further Be it resolved that the Health Unit be requested to contact the local Townships to arrange a similar presentation to the Township Councils; and further Be it resolved that County Council directs staff to request from each municipality within the County a resolution stating its position on having a County-wide mandatory food handler certification by-law. Hugh Nicholson, Executive Director, Lori Stanley, Director of Services for Peterborough County, Rachael Reynolds, Child Protection Worker assigned to Havelock/Norwood area - Kawartha-Haliburton Children's Aid Society (CAS) Re: 2010 Annual Report and Year-End Summary The Executive Director reviewed his presentation with County Council advising that the three priorities of the local CAS was to find permanent families for children-in-care, resolve protection issues within the family and prevent apprehensions and to increase the quality of services provided to children and their families. Municipality of Tweed - resolution dated January 25, 2011 Re: Grow Ops Moved by: Councillor Gerow Seconded by: Councillor Pearcy Be it resolved that County Council support the Municipality of Tweed resolution dated January 25, 2011 to petition the Federal and Provincial governments for mandatory destruction of buildings that have been used as grow ops and that all costs for the demolition and safe removal of the buildings and materials be at the expense of the Federal and Provincial governments and that the monies collected from the drug busts be used to compensate these costs. City of Mississauga resolution dated March 30, 2011 Re: Revenue from H.S.T. charged on gasoline and diesel sales Transportation Infrastructure Funding Moved by: Councillor Nelson Seconded by: Councillor Clarkson Be it resolved that County Council support the City of Mississauga resolution dated March 30, 2011 requesting the Province consider directing a portion of the revenue derived from H.S.T. charged on gasoline and diesel sales to a new predictable funding mechanism to allow the City of Mississauga and other Ontario municipalities to make the critical investments needed to be effective stewards of transportation infrastructure. e. Regional Municipality of Halton resolution dated March 30, 2011 Re: Harmonized Sales Tax Revenue and a New Funding Mechanism for Transportation Infrastructure Moved by: Councillor Taylor Seconded by: Councillor Crowley Be it resolved that County Council support the Regional Municipality of Halton resolution dated March 30, 2011 requesting the the Government of Ontario consider directing a portion of the revenue derived from H.S.T. charged on gasoline and diesel sales to a new predictable funding mechanism to allow Ontario municipalities to make the critical investments needed to be effective stewards of transportation infrastructure. Councillor Mitchell returned to the meeting at 11:46 a.m. 14. Liaison Reports from External Committees, Boards and Agencies a. Affordable Housing Action Committee - Councillor Clarkson reported that the Committee is meeting tonight and will continue discussions concerning the restructuring of the Rent Review Tribunal. b. City of Peterborough Transportation Plan Steering Committee - Councillor Gerow and the Director of Public Works reported that a recommendation was taken to City of Peterborough Committee of the Whole which approved the Page 10
11 alternative route which will be beneficial to the County as a means of a long-term transportation corridor from the north to the Hospital that was Council s critical issue. c. Fairhaven Committee of Management - Councillor Pearcy reported that the retaining wall projects has been completed and on budget. He advised that the Ministry of Health and Long- Term Care has announced new funding for long-term care and it is not known at this time how that funding will impact Fairhaven. Councillor Pearcy concluded by advising that a Volunteer Appreciation event was held recently celebrating volunteer involvement at Fairhaven. d. Peterborough County-City Health Unit - Councillor Sharpe reported that a slight increase to the sewage inspection fees will occur once the by-law is considered by County Council after the mandatory Public Meeting is held on May 5th. There have been no increases in four years. Councillor Sharpe advised that the Dental Clinic on George Street is opening on May 19 th and that the mobile clinic has not yet arrived. e. Peterborough County Federation of Agriculture - Councillor Crowley announced that in conjunction with the Peterborough Cattlemen s Association, an All-Candidates Meeting will be held at the Douro Community Centre on Thursday, April 21 st at 7:30 p.m. f. Resolutions Minutes of Peterborough County Council a Ontario Municipal Internship Program Moved by: Councillor Crowley Seconded by: Councillor McFadden Be it resolved that County Council authorize the drawing from the Working Fund Reserve of up to $20,000 toward salary costs and up to $5,000 to reimburse travelling and other expenses related to the AMCTO approval of the County of Peterborough s Ontario Municipal Internship Program application. 16. Notices of Motion There were no Notices of Motion introduced. 17. New Business a. Recognition Awards The Warden advised that a short video will be shown at the May 4 th County Council Meeting to provide Council with a better understanding of the set-up for the award presentations. b. Volunteer Firefighters Retirement Councillor Nelson advised that the recent legislation concerning the mandatory retirement of firefighters at age 60 does not apply to volunteer firefighters. The CAO added that this information has been forwarded to the Human Resources Department because this change mayl have implications for police and EMS. c. Douro-Dummer Councillor Moher expressed thanks to the local Township Fire Departments who attended a recent fire in Douro-Dummer. Page 12
