8 Budgeting Process Each cost-shared department has an Ohio State Newark Budget, a COTC Budget and a Cost-Shared Budget with all budgets tied to each institution s strategic plan, initiatives or action items
9 Governance, Management and Communication Central Ohio Technical College Board of Trustees Fiduciary board of trustees established under Ohio Revised Code, Chapter members, 3 appointed directly by the governor, 6 are elected by local school board caucuses from the college s service district of Licking, Knox, and Coshocton Counties Members of the COTC Board of Trustees meet monthly The Ohio State University at Newark Advisory Board Established through policy of The Ohio State University 10 members (including one, non-voting student member) appointed by the provost in consultation with the dean/director of the campus Serves in an advisory capacity and meets every other month Cross-Board Communication: A representative from each Board attends the other Board s meetings and delivers a report.
10 Campus Partnerships and Highlights Targeted Investments and Collaborative Design of Shared Spaces Cost-shared Engineering Lab in LeFevre Hall Scholarship Growth Because of our partnership approach, The Next Generation Challenge campaign raised over $21 million. COTC and Ohio State Newark students now have access to more than $1 million in scholarships each year!
11 Outcomes and Impact Increased student access and affordability Increased purchasing power, leveraging of scale and combined resources No duplication of services Allows institutions to invest in higher quality campus amenities for all students COTC is debt free and Ohio State Newark has limited debt that is 100% serviced by endowed philanthropic gifts Focused Operations No Mission Creep Responsive to Community and Workforce Needs
12 Final Thoughts and Questions Each institution adds specific value to meet local community needs Cost-sharing agreement and cooperation accomplished under existing structure Additional bureaucratic layer would add to costs and limits flexibility to adjust arrangements as needed For every complex problem, there is an answer that is clear, simple, and wrong. -H.L.
