2 GREETINGS FROM THE DIRECTOR OF INTERCOLLEGIATE ATHLETICS July 2017 Dear Explorer Student-Athlete, Welcome to La Salle University and the intercollegiate athletics program, in particular. It is my sincerest hope that your experience as a student-athlete, whether you are beginning your collegiate experience or nearing the end, will be a successful and rewarding one. Your participation will present you with many challenges, but the opportunities should also be outstanding. I am confident that you will represent yourself, your team, and La Salle University with distinction while promoting our La Sallian values and maintaining full compliance with all conference and NCAA policies. Athletic Department coaches, staff, and administration are here to support your growth as a student and as an athlete. 3 WELCOME FROM THE NCAA FACULTY ATHLETICS REPRESENTATIVE July 2017 Dear Student-Athletes, I d like to take this opportunity to welcome those of you who are new to La Salle and welcome back those who are returning for another year of academic study, athletic practice and competition, service, friendship, and fun. If I asked you to tell me what a college professor does or a coach or athletic trainer, my guess is that you could easily come up with a list of activities for each. But what about a Faculty Athletics Representative? Quite frankly, until I became one I had no idea either. First and foremost, I am a faculty member. I teach economics. In my position as La Salle s NCAA Faculty Athletics Representative I report directly to President Hanych. I am not a member of the Athletics Department, but I work closely with the members of that department as well as with members of the Academic Support for Student Athletes program in three key areas: institutional control (as it relates to the Athletic Department), academic integrity, and student-athlete well-being. I am the one who signs off on your academic eligibility for practice and competition each season. I meet frequently with Christine Cahill and Kate Maher in Academic Support to review your academic progress. I work closely with Mary Ellen Wydan, in submitting NCAA reports on academic progress and graduation. I proctor the annual exam that each of your coaches must take in order to be certified to recruit new student-athletes in your sport. In other words, I do a lot of different things, many of which are out of sight. But while I may be out of your sight most of the time, I ask that you keep me in mind. If you need help in figuring out how best to approach a difficult professor or other person in authority; if you need help in balancing the demands of academics and athletics; if you need help in finding out about and applying for Atlantic-10 and NCAA post-graduate scholarships; if you need help in your economics classes (!) please know that you can always come to me. I take my responsibility for student-athlete well-being very seriously. Finally, as this new academic year begins, I d like you to take a minute or two and reflect on the following quote by Jon Gordon: "Strive for greatness! Pursue excellence! Because when you do, you'll find that greatness is not in the outcome, but in the process...in who you become and in the greatness you bring out in others." 5 LA SALLE UNIVERSITY MISSION STATEMENT FOR ATHLETICS MISSION STATEMENT La Salle University is a Roman Catholic institution of higher education with traditions of the De La Salle Christian Brothers. In that framework, the Department of Intercollegiate Athletics and Recreation of La Salle University is committed to both the spirit and principles set forth by The NCAA, The Atlantic 10 Conference, La Salle University and other entities with responsibility for the conduct of the program. The Athletic Department, through its recreational, intramural and club sports programs, and through its intercollegiate programs enables and encourages all individuals to participate in a wide variety of sports at many levels of competition. Values such as leadership, diligence, determination, competition, teamwork and sportsmanship are emphasized. The importance of continuing and lifelong activity is also encouraged. The University strives to operate its athletic programs within the confines of a fiscally sound plan at a level of intercollegiate competition that is consistent with its philosophical objectives. La Salle University seeks to join other institutions with like commitments to institutional integrity, academic and athletic excellence, and service to the community. La Salle University is dedicated to the fair and equitable treatment of all those associated with its programs. The University is also committed to sponsoring an Athletics Program that is well integrated with other University Programs and that provides its student-athletes with the opportunity to benefit from a well-rounded collegiate experience. STUDENT-ATHLETE RESPONSIBILITIES A student's matriculation to La Salle University is a voluntary decision which involves acceptance of the responsibility to perform academically and to behave socially in ways consistent with the goals and objectives of the University. When registering at La Salle, the student accepts University rules and regulations and the authority of the University to exercise disciplinary powers, including suspension and dismissal. As a member of student organizations and as an individual, the student assumes responsibility for knowing and complying with all existing regulations in the University Bulletin, The Student Handbook, The Resident Student Guidebook, and any rules and regulations subsequently promulgated through appropriate publication to the University community. DEFINITION OF A STUDENT-ATHLETE NCAA Bylaw Student-Athlete. A student-athlete is a student whose enrollment was solicited by a member of the athletics staff or other representative of athletics interests with a view toward the student's ultimate participation in the intercollegiate athletics program. Any other student becomes a student-athlete only when he/she becomes a member of an intercollegiate squad that is under the jurisdiction of the athletics department. Statement of Purpose THE ATHLETICS COMMITTEE The Athletics Committee advises the Director of Intercollegiate Athletics and Recreation and the President on current and proposed policies and practices regarding intercollegiate and recreational sports programs. The Committee meets regularly with the Director of Athletics to discuss matters which deserve his/her attention, or to consider issues on which he/she seeks advice. The Committee will meet at the beginning of each academic year 5

6 with the University President to discuss plans for the upcoming year. The Committee will receive annual reports from the Director of Athletics and the Faculty Athletic Representative. The Committee may also meet periodically with coaches, student-athletes, and athletic administrators to review their experiences in an effort to promote the enhancement of the intercollegiate and recreational sport programs. Athletics Committee members communicate routinely with and serve as a liaison between their respective constituent groups and the Department of Intercollegiate Athletics and Recreation. You have been extended the privilege of participating in Division I intercollegiate athletics, and you will be held responsible for your behavior and actions. Student-athletes are required to abide by all Team, Departmental, University, Conference, and NCAA rules. LA SALLE UNIVERSITY ATHLETICS DEPARTMENT CODE OF CONDUCT The La Salle University Athletics Department is committed to ensuring that all of its student-athletes comport themselves in a sportsmanlike manner when representing the University. Once registered at La Salle University, students are expected to conform to all federal, state, and local laws, as well as, University regulations (see Student Guide to Rights and Responsibilities, Student Handbook and the Academic Bulletin) and policies. Students charged with violating a law are not exempt from further judicial action by University authorities if their actions also violate University rules (see Student Guide to Rights and Responsibilities, Student Handbook, and the Academic Bulletin). Student-Athlete Conduct Upon entering the University, you have the freedom to manage your lifestyle to a far greater degree than you have had in the past. This freedom must be handled in a responsible manner so as not to jeopardize the opportunity to obtain maximum results from your University experience. It is also important to comprehend that as a student-athlete, you are at all times a representative of your team and the University; thus your personal conduct must demonstrate good moral and ethical judgment. You are expected to behave both on and off campus in a manner which will bring credit to the University and your team. This requires, but is not limited to, appropriate conduct in the following areas: I) Sportsmanship Behavior 1. General Principles Student-Athletes are expected to promote sportsmanlike behavior and to foster good character by teaching, advocating and modeling the following characteristics: Trustworthiness Respect Responsibility Fairness 7

8 Caring Good Citizenship 2. Acts of Sportsmanship Conduct Those engaging in acts of unsportsmanlike conduct shall be subject to disciplinary action. These acts of unsportsmanlike behavior shall include, but not be limited to the following types of behavior: Striking or attempting to strike or otherwise physically abusing an official, opposing coach, spectator or athlete, Intentionally, or with careless disregard for one s conduct, inciting participants or spectators to violent or abusive action, Directing obscene gestures or profanity or unduly provocative language or action toward an official, student, coach or spectator, Publicly and unduly criticizing a La Salle University student, staff member, game official, Conference personnel, or a student-athlete or personnel of another university, Engaging in negative recruiting by making derogatory statements about another collegiate university, its athletic personnel or its athletic program to a prospective student-athlete, the prospect s parents, high school coach, or other persons interested in the prospective student-athlete II) Alcohol Use As an intercollegiate athlete, you are expected to present a positive public image and not abuse or take advantage of your role. In this program, it is not permissible to drink alcoholic beverages when traveling with or representing your team. Also, alcoholic beverages should not be consumed while attending an athletic or athletically sponsored event. (See: Student Guide to Rights and Responsibilities, Student Handbook and the Academic Bulletin.) III) Disciplinary Action: Enforcement Procedures for Misconduct Prohibited conduct is defined as any behavior that adversely affects the University community in its pursuit of educational objectives, violates the rights of others, or damages property. Enforcement of disciplinary actions imposed for misconduct is based on the severity of the misconduct. A detailed description of the University s student disciplinary process can be found in the Student Guide to Rights and Responsibilities, Student Handbook, and Academic Bulletin. Generally, sanctions may include a warning, probation, suspension or expulsion of the student from the University or that team. Should the misconduct be severe enough to warrant federal, state, or local charges a student may be suspended from participation in intercollegiate athletics until the matter has been resolved or charges have been dismissed? The University and the Athletics Department are in no way pre-judging the situation by suspending you from participation; rather, such action is required in order to protect your team from negative media attention, which is inevitably attached to this type of situation. It is also assumed that you will have neither the time nor the mental concentration required for sports participation until the problem has been resolved. During this time, your financial aid will not be discontinued or reduced, nor will you be dropped from the squad list. You may continue to train and use the academic support services and all other services normally available to you, and you are expected to attend all classes. IV) Resolution Procedure Every student has access to a number of different appeal procedures. As a student-athlete, you have the same access as any other student. However, since there are issues that may arise in response to the specific guidelines of the Athletics Department a student-athlete resolution procedure has been established 8

9 STUDENT-ATHLETE RESOLUTION PROCEDURE When a problem arises for a student-athlete, the following steps are to be followed to address the situation: Step 1: Athlete Goes to Head (or Assistant) Coach and Presents Concerns If not resolved: Go to Step 2 Step 2: Athlete and Head Coach Meet Senior Woman Administrator and/or Associate Athletics Director If not resolved: Go to Step 3 Step 3: Athlete and Head Coach Meet with Director of Athletics and Associate Athletics Director If not resolved: Go to Sept 4 Step 4: Athlete Meets with Division of Athletics Appeals Committee Members of the committee are as follows: Faculty Athletic Representative; Director of Academic Support Services for Student-Athletes; Athletics Committee Member; Head Men s Coach; Head Women s Coach 9

10 RULES & GUIDELINES FOR STUDENT-ATHLETES The following guidelines have been developed for all student-athletes participating in the intercollegiate athletics program. Student-athletes are also responsible for compliance with the rules and regulations of the University, the NCAA, and other related associations, conferences, etc. 1. Student-athletes must satisfy all eligibility requirements for athletic participation and financial aid as established by La Salle University, the NCAA, and other related associations (including but not limited to the following: Atlantic 10 Conference, Eastern Collegiate Athletic Conference). 2. Student-athletes must adhere to the La Salle University Alcohol and Other Drugs Policy, and the NCAA Alcohol, Tobacco, and Other Drugs Policy (included in, but not limited to Students Guide to Rights and Responsibilities, Student Handbook, and the Academic Bulletin). 3. Student-athletes must maintain enrollment as a full-time student at La Salle University, be in good academic standing, be making satisfactory progress toward a degree and comply with all University, NCAA and conference academic regulations in order to be eligible for athletic participation. 4. Student-athletes must attend classes regularly and on time. Written excuses may be obtained from the Office of Academic Support Services and should be submitted to faculty prior to away contests. It is the responsibility of each student-athlete to communicate with professors regarding possible conflicts. Student-athletes may not be excused from class for practice. 5. Student-athletes who receive an athletic scholarship (partial or full scholarship) must notify the Financial Aid Office and the NCAA Compliance Coordinator regarding any other scholarships received. 6. Student-athletes must attend all conditioning sessions, practices, contests, and meetings on time. The Head Coach and/or Senior Associate Athletic Director of Athletics must approve exceptions. 7. Student-athletes are expected to represent the team with good conduct both on and off the field. Profanity or poor sportsmanlike behavior will not be tolerated. Whenever you participate in La Salle Athletics, you are a representative of the team, the coaching staff and the University; your behavior must reflect this responsibility and privilege. Enforcement procedures for misconduct will be based upon the severity of the misconduct. The Division of Student Affairs staff, and other University administrators, may be involved along with coaches or athletic administration in enforcing disciplinary actions when a behavior is identified as problematic. 8. All equipment received from the equipment room and the athletic training room must be returned at the end of the season, or when a student-athlete leaves the team. Each student-athlete is responsible for lost or stolen equipment. 9. Any student-athlete that is charged with violating federal, state, or local law may be withheld from competition and/or practice, by the appropriate administrative authority. 10. All student-athletes are provided with various appeals procedures that correspond with the issue(s) or matter(s) at hand. NOTE: Please address any questions regarding Athletic Department Rules and Guidelines to your head coach, Assistant Athletic Director for Compliance, or the Associate Director of Athletics. 10

11 Social Networking Web Sites Cognizant of the potential dangers to students and the possible negative publicity that can result from becoming a member of such sites, the Athletic Department believes it prudent to formalize a statement regarding the participation of La Salle student-athletes. Numerous cases of stalking have been reported around the country in which the stalkers obtained personal information from social media accounts. Pictures, messages, membership in groups, have the potential to portray a student-athlete and his or her team in a negative light. This statement is made in concern for the welfare of our student-athletes and the desire to portray our student-athletes and intercollegiate teams in the highest caliber possible. The La Salle University Athletic Department regards Facebook, Twitter, Instagram and other similar electronic based programs as being in the public domain. Access to these sites is open to a large number and a wide range of people. This is not private space and student-athletes must be aware of this. All University and Athletic Department regulations and policies apply to student-athlete use of this space. Student-athletes are accountable for what is placed on their accounts by themselves and others. For safety reasons it is strongly urged that personal information such as dorm addresses, addresses, phone numbers, class schedules or other identifying information not be available on accounts. All pictures, messages and language should be posted recognizing their public nature and not bringing adverse publicity to the student-athlete, team or University. Student-athletes should also be aware of University policies concerning computer usage and the WWW (found in the Student s Guide to Resources, Rights and Responsibilities). Student-athletes are reminded that they are subject to penalties for violations of the Student Athlete Handbook (see in particular section entitled, Conduct and Ethics) and to referral to the Division of Student Affairs for responses to violations of University rules and regulations. The Athletic Department will not ban student-athletes from social media sites. Student-athletes are encouraged to use social media sites in a positive way to promote their teams and accomplishments and to minimize personal risk to themselves and others. NCAA GUIDELINES ON ETHICAL CONDUCT & BEHAVIOR NCAA Bylaw requires that student-athletes act with honesty and sportsmanship at all times so that intercollegiate athletics as a whole, their institutions and they, as individuals, shall represent the honor and dignity of fair play and the generally recognized high standards associated with wholesome competitive sports. You may be required to provide information in an investigation into alleged NCAA violations. Refusal to furnish information relevant to an investigation of a possible violation of an NCAA regulation when requested to do so by the NCAA or the individual s institution is considered unethical conduct. NCAA Bylaw regarding ethical conduct states that a prospective or enrolled student-athlete who is found to have engaged in unethical conduct shall be ineligible for intercollegiate competition in all sports. Unethical conduct consists of, but is not limited to: Fraudulence in connection with entrance or placement examinations; Engaging in any athletics competition under an assumed name or with intent otherwise to deceive; Dishonesty in evading or violating NCAA regulations; or Knowingly furnishing the NCAA or the individual s institution false or misleading information concerning the student s involvement in or knowledge of matters relevant to a possible violation of NCAA regulations. NCAA Bylaw 10.1 Unethical conduct by a prospective or enrolled student-athlete or a current or former institutional staff member (e.g., coach, professor, tutor, teaching assistant, student manager, student trainer) may include, but is not limited to, the following: Refusal to furnish information relevant to an investigation of a possible violation of an NCAA regulation when requested to do so by the NCAA or the individual s institution; Knowing involvement in arranging for fraudulent academic credit or false transcripts for a prospective or an enrolled student-athlete; 11

12 Knowing involvement in offering or providing a prospective or an enrolled student-athlete an improper inducement or extra benefit or improper financial aid; Knowingly furnishing the NCAA or the individual s institution false or misleading information concerning the individual s involvement in or knowledge of matters relevant to a possible violation of an NCAA rule; or Receipt of benefits by an institutional staff member for facilitating or arranging a meeting between a studentathlete and an agent, financial advisor or a representative of an agent or advisor (e.g., "runner"). ATLANTIC TEN CONFERENCE CODE OF CONDUCT Section 1 Code of Conduct Article 1 1. Code of Conduct 1.01 The Atlantic 10 Conference is committed to developing a competitive atmosphere conducive to upholding sportsmanlike behavior among its coaches, administrators, student-athletes, officials and spectators. Each member institution will make every effort to emphasize the importance of appropriate sportsmanlike behavior at all athletic events The Conference office will emphasize the Code of Conduct at all championships and will also be responsible for educating all game officials in this area The following are specific regulations which apply to all coaching staff members, student-athletes, spectators, game officials, and representatives of the Department of Athletics at a member institution: A. No individual is permitted to address, in a disrespectful manner, a game official, participant, coach, athletic department administrator or Conference office personnel, either verbally or physically. B. Public criticism of game officials, opposing coaches and student-athletes, athletic administrators, spectators and Conference office personnel is not permitted. C. Coaches are not permitted to enter the locker room of a game official preceding or following a contest. D. No individual shall enter the locker room of a game official to discuss game activity, with the exception of Conference office personnel A violation of any of the regulations outlined in 1.03 is subject to a minimum of a one-game suspension. This sanction may be applied through the following process: A. The incident shall be reported to the Commissioner be the member institution(s) involved. The Commissioner has the discretion to request this report in writing. B. The Commissioner will review the case and make a recommendation for action to the Executive Committee for final approval. C. The institution(s) involved may appeal the decision with the Executive Committee. The intention to appeal must be made known immediately after the original decision is reached and will be heard prior to the game in which the suspension would occur. The appeal will be handled in the manner which best facilitates this process (i.e. conference call). The decision of this appeal will be binding. Note: Penalties enacted by game officials within the parameters of NCAA playing rules may be utilized as sufficient sanctions. The Commissioner has the authority to determine other penalties (i.e., public reprimand, monetary fine, etc.) on a case-by-case basis, under circumstances which do not clearly warrant suspension from a contest. 12

13 UNIVERSITY POLICY AGAINST HAZING & HARRASSMENT La Salle University does not condone harassment directed toward any person or group. Student-athletes must refrain from actions that intimidate, humiliate, demean, or undermine a person or group and their sense of security or self-esteem. Engagement in harassment will result in severe disciplinary action. Hazing activities in any form are prohibited. The University supports and will enforce the Commonwealth of Pennsylvania's Anti-hazing Law. This document defines hazing as "any action or situation which recklessly or intentionally endangers the mental or physical health of a student or which willfully destroys or removes public or private property for the purpose of initiation or admission into or affiliation with, or as a condition for continued membership in any organization operating under the sanction of or recognized as an organization by an institution of higher education. Sexual harassment is a serious offense and is prohibited unacceptable conduct that will not be tolerated. The University firmly believes in providing a workplace free from all forms of harassment (sexual and otherwise). UNIVERSITY POLICY STATEMENT ON ETHNIC INTIMIDATION La Salle University is committed to providing a campus community that is free of all forms of ethnic intimidation. The University, in compliance with the Pennsylvania Intimidation Act of 1982, recognizes that certain criminal acts are a result of "malicious intention toward the race, color, religion or national origin of another individual or group of individuals." To be considered a crime in Pennsylvania ethnic intimidation must occur in conjunction with another offense, thereby raising the degree of the primary offense. The University will encourage victims to report cases to the appropriate law enforcement agencies and/or appropriate University offices (Students - Dean of Students; Faculty and Staff - Director of Security and Safety). UNIVERSITY POLICY STATEMENT FOR STUDENTS ON THE USE, POSSESSION, & DISTRIBUTION OF ALCHOL & DRUGS The abuse of alcohol or other drugs is considered a health care problem and is treated as such at La Salle University. For this statement, the term "abuse" refers to the consumption of alcohol or any illicit substance during a student's period of enrollment. This includes any consumption on campus, consumption at University sponsored activities, and inappropriate behavior on campus while under the influence of alcohol or drugs. Federal law requires that students be informed of the sanctions that may be imposed if a student violates federal, state, or local laws regarding unlawful possession, use, or distribution of illicit drugs or alcohol. The following are examples of illegal activities and the applicable legal sanctions. A. Alcohol Under Pennsylvania law, a person under 21 years of age commits a summary offense if he or she attempts to or actually does (1) purchase, (2) consume, (3) possess, or (4) transport alcohol. Police must notify the parents of a minor charged with violating this law. If convicted, the minor's driver's license will be suspended. A second offense will yield a fine of up to $ In addition, any person who intentionally provides alcohol to a minor will be convicted of a misdemeanor in the third degree, for which the fine will be at least $ for the first offense, and $ for subsequent violations. The City of Philadelphia prohibits the consumption, carrying, or possession of an open container of alcoholic beverages in the public right-of-way or on private property without the express permission of the landowner or 13

14 tenant. A person who commits a violation may be subject to a fine up to $300.00, as well as imprisonment for up to ten (10) days, if the fine together with costs, are not paid within ten (10) days. B. Drugs Federal and state laws prohibit the possession, use, and distribution of illegal drugs. The sanctions for violating these laws consist, in many cases, of mandatory imprisonment coupled with substantial fines. The sanctions for any given offense vary widely, depending on the nature of the offense, the type of drug involved, and the quantity of the drug involved. For instance, under federal law, simple possession of a controlled substance carries a penalty of imprisonment of no more than one year, plus a fine of an amount between $ and $ If the controlled substance contains a cocaine base and the amount exceeds five (5) grams, the offender will be imprisoned for not less than five (5) years and not more than twenty (20) years, or fined, or both. Also, under federal law, anyone who is at least 18 years old and who distributes drugs to anyone under 21 will be imprisoned and/or fined up to twice what is otherwise provided by law, with a MINIMUM prison sentence of one year. The Pennsylvania laws that prohibit the use, possession and distribution of drugs are similarly strict. In addition to fines and/or terms of imprisonment for violations of its drug laws, Pennsylvania recently enacted a forfeiture statute. Under this statute, someone arrested for violating state laws concerning the use, possession or distribution of drugs, is subject to seizure and forfeiture of all property used to accomplish the violation of Pennsylvania's anti-drug laws. The University recognizes that the abuse of alcohol or other drugs has numerous long-term negative physical effects on persons who become addicted to these substances. Additionally, there are numerous other health risks associated with substance use/abuse which are common on a university campus. The abuse of alcohol and the resulting impaired judgment may result in vehicular accidents, injuries such as broken bones or burns, unsafe sex resulting in unwanted pregnancy or sexually transmitted diseases, violence such as fights and date rapes, alcohol poisoning aspiration of one's vomit, and alcoholism. Other drugs also may present risks in terms of purity/strength, predictability of effect, and contact with nefarious parties to secure the drugs. Resources for education, treatment, and/or counseling for drug and alcohol problems are located both on and off campus. The Coordinator of Alcohol and Other Drug Education provides direct service to students and acts as a liaison with city, state, and federal resource agencies. Through the Coordinator, whose office is located in the Counseling Center, diagnostic assessments, community education, and consultations are available. Under the direction of the Coordinator, a Peer Education Program provides educational programming on drugs and alcohol and conducts the Alcohol Awareness Project that serves as an alternative sanction to fines in the disciplinary/judicial process. Community resources such as Alcoholics Anonymous (AA) meet both on and off campus. The Coordinator of Alcohol and Other Drug Education has developed a network of area resources for assessment, second opinions, in-hospital detoxification, outpatient treatment, twelve-step programs, and other educational programming 14

15 LA SALLE UNIVERSITY DEPARTMENT OF ATHLETICS Alcohol, Tobacco and Other Drug Education and Testing Policies Revised May 2012 The following policy has been adopted by the La Salle University Department of Athletics. La Salle University reserves the right to make changes to this policy as needed and this policy should not be construed to create a contract between student-athletes and La Salle University. However, signed consent and notification forms shall be considered affirmance of the student athlete s agreement to the terms and conditions contained in this policy and shall be a legal contractual obligation of the student-athlete. The Senior Associate Athletic Director will have responsibility for implementation of the overall program and the Director of Sports Medicine will provide operational support. Overview The Intercollegiate Athletics Department at La Salle University is concerned with the health, safety and welfare of the student-athletes who participate in its programs and who represent the university in competitive athletics. The use of illegal drugs, misuse of legal drugs and dietary supplements, the use of performance-enhancing substances, the illegal or unlawful use of alcohol and inappropriate use of tobacco are completely inconsistent with the standards expected of student-athletes at La Salle University. Substance use and abuse in sport can pose risks to the student-athlete s health and negatively affect academic and athletic performance. It can also compromise the integrity of athletic competition and the ideals of La Salle University. A. Purpose The intent of this program is to help prevent substance use and abuse by student-athletes through education, testing, and professional guidance. Education To provide student-athletes and athletics staff with accurate information about the problems associated with substance use in sport. Testing To analyze biological specimens to detect prohibited substances student-athletes may introduce to their bodies and confirm consequences resulting from their use; Professional Referral To facilitate appropriate counseling, treatment and rehabilitation of student-athletes. Alcohol, Tobacco and Other Drug Education (AOD) The Department of Athletics, in conjunction with the Division of Student Affairs, has developed a program for Education on Alcohol, Tobacco and Other Drugs as well as a policy statement outlining how violations of University and departmental policy will be addressed. A comprehensive program should increase students knowledge regarding the use of alcohol; tobacco and other banned substances, including dietary supplements, as well as deter use. The overall purpose of the program is to encourage a healthy and positive life style for student-athletes. La Salle University will conduct drug and alcohol education programs for student-athletes. These educational programs will be designed to review Department of Athletics, institutional, conference and national governing body policies related to alcohol, tobacco and other drugs (AOD). Appropriate educational materials will be made available to participants including the AOD Education and Testing Policies and a list of banned substances. All student-athletes are required to attend an educational session outlining the Athletics Department Policies and procedures at the beginning of the academic year (Make-up sessions are available for participants who must miss a scheduled educational session). In addition to educating student-athletes and the athletics staff about the various policies, a review of the institutional drug-testing program will be conducted. Dietary supplements and their inherent risks will be discussed. In addition, specialized educational programs may be arranged to provide student-athletes the opportunity to learn more about the dangers of specific substances. Alcohol Policy La Salle University is concerned with the use and abuse of alcohol. The La Salle University alcohol policy states that the consumption of alcohol in conjunction with the violation of any university policy can result in more severe disciplinary sanctions. La Salle University students under the age of 21 may not use, possess or be in the presence of alcoholic 15

16 beverages on the university campus. It is the responsibility of every member of the University community to know the risks associated with alcohol use and abuse. This responsibility obligates student-athletes to know relevant university policies and federal, state and local laws and to conduct themselves in accordance with these laws and policies. This policy extends to the recruitment of prospective La Salle University student-athletes. Prospective student-athletes visiting campus and socializing with current students are expected to participate in all activities without the influence of alcohol. It should be understood that possession or consumption of alcoholic beverages by individuals under the age of 21 is a violation of state liquor laws. Likewise, it is illegal for anyone to supply alcoholic beverages to persons under the age of 21. The Athletics Department will support all university policies regarding the use and consumption of alcohol by team members, and will refer any student violating the university policies to the appropriate judicial program Tobacco Policy The use of tobacco products is prohibited by all game personnel (e.g. coaches, student-athletes, athletic trainers, managers and game officials) in all sports during practice, competition, and travel and in any other capacity while officially representing La Salle University. A student-athlete who violates this tobacco policy will be sanctioned as outlined by the NCAA guidelines. Dietary Supplements La Salle University Department of Athletics personnel are precluded from distributing or encouraging the use of any dietary supplements. Many dietary supplements and ergogenic aids contain banned substances. Oftentimes the labeling of dietary supplements is not accurate and is misleading. Terms such as healthy or all natural do not mean dietary supplements are free from banned substances or are safe to take. Dietary supplements may not only be detrimental to your health but also may cause a positive drug test. Student-athletes who are currently taking dietary supplements, vitamins or minerals, or intend to take any for any reason are required to review the product with the Head Athletic Trainer. Warning: Before consuming any nutritional/dietary supplement product, review the product and its label with your athletics department staff! Dietary supplements are not well regulated and may cause a positive drug test result. Student-athletes have tested positive and lost their eligibility using dietary supplements. Many dietary supplements are contaminated with banned drugs not listed on the label. Any product containing a dietary supplement ingredient is taken at your own risk. Prohibited Drugs/Substances La Salle University s Institutional drug testing program is separate and distinct from the NCAA program. La Salle University s institutional drug testing program may test for substances not listed on the NCAA banned Drug Classes List and at different cut off levels from the NCAA Program. For an ongoing updated listing of the banned-drug classes, view the NCAA s web site at Student-athletes also are encouraged to call the Dietary Supplement Resource Exchange Center (REC) to learn more about dietary supplements. The REC web site is Division 1, Password: ncaa1. It is a free and anonymous service provided by The National Center for Drug Free Sport, Inc. La Salle University requires that all student-athletes keep the athletic training staff aware of any and all prescribed medications, dietary supplements, and vitamins or minerals that he or she may be taking for any reason. A medical exception may be granted for a student-athlete with a documented medical history demonstrating a need for regular use of some banned substances (e.g. stimulants, diuretics) and who tests positive for that banned substance. Drug Testing Program The Department of Athletics believes that random drug testing and testing based on individualized reasonable suspicion are appropriate to ensure the health, safety and welfare of our student-athletes, to promote fair competition in intercollegiate athletics, to affirm compliance with applicable rules and regulations on drug and alcohol abuse, to identify student-athletes who are improperly using drugs or alcohol and to assist them before they harm themselves or others. Furthermore, the Department of Athletics recognizes its responsibility for providing educational programming that will support a positive decision-making process. 16

17 Consent to Participate Each student-athlete will be required to sign a consent form agreeing to undergo drug and alcohol testing and authorizing release of test results in accordance with this policy as a condition to participation in intercollegiate athletics at La Salle University. A parent or legal guardian will be required to sign the consent form if the student-athlete is under 18 years of age. Failure to consent to or to comply with the requirements of this policy will result in suspension from participation or termination of eligibility to participate in intercollegiate athletics at La Salle University. Each student-athlete will be given a copy of the institutional policy and will be required to participate in an informative session describing alcohol, tobacco and other drug education and testing policies. Student-athletes will be given an opportunity to ask any questions regarding the information contained in the policy; the testing program, or other related issues prior to signing the drug-testing consent form. All student-athletes who have signed the institutional drug-testing consent form and are listed on the institutional squad list are subject to drug testing. Students listed on the squad list that have exhausted their eligibility or who have had a careerending injury will not be selected for testing. All other student-athletes are subject to drug testing. NCAA Drug Testing Program. Entire teams are subject to unannounced random drug testing during NCAA Championship Events. Random testing is also conducted in the off season (summer). All NCAA athletes are included in this random program. The NCAA may test you for the banned drugs listed in Bylaw if you test positive (consistent with NCAA drugtesting protocol), you will be ineligible to participate in regular-season and postseason competition for one calendar year (i.e., 365 days) after your positive drug test and you will be charged with the loss of a minimum of one season of competition in all sports. If you test positive a second time for the use of any drug, other than a street drug as defined in Bylaw , you will lose all remaining regular-season and postseason eligibility in all sports. If you test positive for the use of a street drug after being restored to eligibility, you shall be charged with the loss of one additional season of competition in all sports and also shall remain ineligible for regular season and postseason competition at least through the next calendar year. [Bylaw Methods for Selecting Student Athletes La Salle University Drug Testing Unannounced Random Testing Select student-athletes from the official institutional squad lists by using a computerized random number program. Urinalysis and/or on-site saliva testing procedures may be used for unannounced random testing. Pre-season Screening Student-athletes are subject to pre-season drug testing and may be notified of such by the Senior Associate Athletic Director or designee at any time prior to their first competition. Urinalysis and/or on-site saliva testing procedures may be used for pre-season drug testing. Unannounced Random Team Testing Entire teams are subject to unannounced random drug testing throughout the academic year. Teams will be selected for testing using a computerized random number program. Urinalysis and/or on-site saliva testing procedures may be used for unannounced random team testing. Reasonable Suspicion Screening A student-athlete may be subject to testing at any time when it has been determined that the there is individualized reasonable suspicion to believe the participant is using or has used a prohibited substance. Such reasonable suspicion shall be based on information as determined by the Senior Associate Athletic Director or by an Associate/Assistant Director of Athletics, Head Coach, Assistant Coach, Head Athletic Trainer, Assistant Athletic Trainer, Strength and Conditioning Coach, or Team Physician, and deemed reliable by the Senior Associate Athletic Director.
