We encourage you to share with your coaches, sport administrator, and other members of the senior management team any suggestions on ways to improve the opportunities and resources available to you and your fellow student-athletes. 8 Virginia State University Intercollegiate Athletics Philosophy VSU is dedicated to recruiting and retaining quality student-athletes with a desire to succeed academically and athletically. The coaches, staff, and administrators at Virginia State University strive for a balanced, academic and athletic competitive program where winning is defined as giving your absolutely best effort in the classroom, in your sport and being proud of the results. Our academic and athletic programs foster a sense of team, pride, fair play and commitment in our students. Our goal at Virginia State is to encourage students to live life in balance through participation in academic, athletics, intramural, and other extracurricular activities. VSU is a member of the National Collegiate Athletic Association (NCAA), Division II, and competes in the Central Intercollegiate Athletics Association (CIAA) in all sports. Athletics is a fundamental part of the multi-dimensional educational experience offered at Virginia State University. The VSU Athletic Department strives to allow each individual an equal opportunity to develop their potential as student-athletes in a competitive and healthy environment. This healthy competitive environment provides opportunity for growth athletically, emotionally, socially, and intellectually. Coaches, team members and institutional staff members must exhibit professionalism at all times, especially when they encounter officials, players, institutional staff members, spectators, and members of the media. It is the responsibility of all student-athletes, coaches, staff members and administrators to uphold all NCAA and CIAA rules and regulations, and to enforce such at all times. Our goal is to preserve the healthy caring, competitive environment allowing our student-athletes to reach their full potential academically and athletically. 8

Through its commitment to competitive athletics, VSU demonstrates its belief that learning how to prepare, to give your very best effort, to compete with pride and dedication, to sacrifice, to focus and persevere against the best, will develop a sense of pride and appreciation for competition against a formidable opponent. Your best requires my best and vice versa. These lessons in athletics teach accomplishment, respect, character, and for the participants are an invaluable part of the non-academic experience of a college education. Virginia State University views athletics as a compliment to its university and academic mission. The University permits competitive athletics to play a proportioned role within the holistic college experience of a student-athlete as we seek to provide a balanced environment for growth and learning. The Athletic Department staff is committed to diversity and equity across the entire department. We are committed to treating everyone with dignity. We are focused on the education and welfare of all studentathletes; by providing opportunities; and maintain compliance with the 1972 Civil Rights Law as it relates to equitable treatment for male and female student-athletes. 9

10 NCAA Division II Athletic Philosophy Members of Division II believe that a well-conducted intercollegiate athletics program, based on sound educational principles and practices, is a proper part of the educational mission of a university or college and that the educational welfare of the participating student-athlete is of primary concern. Members of Division II support the following principles in the belief that these objectives assist in defining the division and the possible differences between it and other divisions of the Association. This statement shall serve as a guide for the preparation of legislation by the division and for planning and implementation of programs by institutions and conferences. A member of Division II: Believes in promoting the academic success of its student-athletes, measured in part by an institution's student-athletes graduating at least at the same rate as the institution's student body; Believes that participation in intercollegiate athletics benefits the educational experience of its student-athletes and the entire campus community; Believes in offering opportunities for intercollegiate athletics participation consistent with the institution's mission and philosophy; Believes that championships are intended to provide national-level competition among eligible studentathletes and the entire campus community; Believes in preparing student-athletes to be good citizens, leaders and contributors in their communities; Believes in striving for equitable participation and competitive excellence, encouraging sportsmanship and 10

11 ethical conduct, enhancing diversity and developing positive societal attitudes. Believes in scheduling the majority of its athletics competition with other members of Division II, insofar as regional qualification, geographical location and traditional or conference scheduling patterns permit; Recognizes the need to "balance" the role of the athletics program to serve both the campus (participants, student body, faculty-staff) and the general public (community, area, state); Believes in offering opportunity for participation in intercollegiate athletics by awarding athletically related financial aid to its student-athletes; Believes that institutional control is a fundamental principle that supports the educational mission of a Division II institution and assumes presidential involvement and commitment. All funds supporting athletics should be controlled by the institution. The emphasis for an athletics department should be to operate within an institutionally approved budget, and compliance with and self-enforcement of NCAA regulations is an expectation of membership; Believes that all members of Division II should commit themselves to this philosophy and to the regulations and programs of Division II. 11

12 Virginia State University Intercollegiate Athletics CODE OF CONDUCT You are expected to conduct yourself, on and off-campus, in a manner that represents Virginia State University, your team and your family. As a student-athlete, your conduct goes a long way in establishing a positive relationship between the Athletic Department and the VSU student body, faculty and administration. It is a privilege to be a student-athlete and represent our University and with that privilege lays the responsibility to demonstrate good judgment and ethical behavior. Unfortunately, there are some other areas of misconduct that may directly affect your status as a student-athlete. The policies of the University, the Athletic Department, the CIAA and the NCAA require that you, as a studentathlete, refrain from types of misconduct that include, but are not limited to: 1. Lying and fraud 2. Abuse of property 3. Fighting 4. Disturbing the peace and/or possession of firearms 5. Abuse of alcohol and underage drinking 6. Illicit drug possession or use 7. Gambling or bribery 8. Stealing, accessory to theft, unauthorized entry and accessory to unauthorized entry The University and the Athletic Department has zero tolerance for violence, or weapons on campus. Should you at any time violate the Code of Conduct you may be suspended and/or dismissed from the athletic program. The Head Coach, Athletic Director and Presidential 12

13 designee will make determinations on a case-by-case based on the factors listed above. If a student-athlete has been charged with or arrested for a violation of the law involving drugs, gambling, violence, or theft, the student-athlete will be dismissed from all competitions and practices pending the outcome. Student-athletes, like all students, are held accountable under all institutional policies and procedures, such as the VSU Student Handbook and Student Code of Conduct. Violations of these policies and procedures will be administered through the Office of Student Conduct as prescribed (or the appropriate law enforcement body) and handled according to the procedures outlined in the VSU Student Handbook. Each member of the Virginia State University (VSU) community shares in the responsibility for his/her personal conduct and in some cases, may assume reasonable responsibility for the behavior of others. All students are required to engage in responsible conduct that positively reflects the University community and themselves. Pursuant to (A)(6) of the Code of Virginia, as amended, the VSU Board of Visitors (BOV) is required to establish rules and regulations addressing the conduct of students while attending the University. Further, the VSU BOV is charged, pursuant to Va. Code (B)(7), to establish a policy for the discipline of students who participate in varsity intercollegiate athletics. This policy specifically addresses the conduct of student-athletes and the disciplinary and reporting requirements involving varsity collegiate athletics at the University. 13

14 Infractions of policy or law by student-athletes will be adjudicated ac c or d i n gly : a. Violations of the VSU Student-Athlete Handbook will be referred to the Office of the Athletic Director and handled according to the procedures outlined in the Student-Athlete Handbook; b. Violations of the VSU Student Handbook and Student Code of Conduct will be referred to the Office of Student Conduct (or the appropriate law enforcement body) and handled according to the procedures outlined in the VSU Student Handbook; c. Violations of the University s Title IX and related policies will be referred to the University s Title IX Coordinator and handled in accordance with the University s Discrimination Grievance Procedures; d. Violations of local, state or federal law will be referred to the appropriate law enforcement body, who may contact the Office of Student Conduct; Violations that may be considered infractions under more than one Handbook, policy or law will be handled in a manner that does not conflict with the Constitution of the United States or the Constitution of Virginia. It is the responsibility of the student-athlete to pay any fine assessed upon him/her by the CIAA for unsportsmanlike behavior as defined by the CIAA. If payment is not made upon notification, the amount of the fine will be billed to your VSU student account and the student-athlete will be suspended from competition until paid. 14

15 CENTRAL INTERCOLLEGIATE ATHLETIC ASSOCIATION CODE OF CONDUCT As a student-athlete, I am responsible for upholding my duties as a student as well as an athlete, and to exercise self-control while pursuing excellence in my respective sport. I will be held accountable for my actions, and I will represent my university by playing by the rules along with respecting authority. Honesty is expected from all student-athletes. If I participate in any wrong-doing or act of transgression, I am obligated to come forward and remain truthful. I will maintain citizenship, perform well on and off playing environments, follow fair procedures and maintain superior sportsmanship. Athletic Sportsmanship Under the principles of conduct of intercollegiate athletics, the NCAA states Student-athletes of a member institution shall deport themselves with honesty and good sportsmanship. Their behavior shall at all times reflect the high standards of honor and dignity that characterize participation in competitive sports in a collegiate setting. You must conduct yourself so as not to impair the welfare or educational opportunities of others in the University community. The VSU Athletic Department and its coaching staff will not tolerate any action by a studentathlete that deliberately injures an opponent or teammate during a game and/or practice. Examples of unsportsmanlike behavior include, but are not limited to: 1. Physical abuse of an official, coach, athlete or spectator. 15

16 2. Use of obscene or inappropriate language or gestures to officials, the media, opponents, team members or spectators. 3. Any action that violates generally recognized intercollegiate athletics standards, or the values and standards associated with Virginia State University. 4. Equipment abuse will subject the offender to disqualification from competition and possible fees for replacement of items. 5. Any student-athlete ejected from any game, meet or match, conference or non-conference competition, for unsportsmanlike conduct/fighting will automatically be suspended from participation in the next competition, including post-season play. Ejection twice in a year will result in suspension for the remainder of the year. A fine of $ may be assessed after the investigation by the Commissioner of the Central Intercollegiate Athletics Association (CIAA). Commitment to Sportsmanship Virginia State University Department of Athletics is committed to good sportsmanship, it should displayed in all competitions and practices by student-athletes and coaches. Sportsmanship should be displayed to all opponents and their coaches, as well as to the officials. The CIAA has placed special emphasis on sportsmanship while participating and attending athletic events. Please be reminded you are a role model. 16

17 NCAA Sportsmanship Statement This pledge is read at every VSU sport competition and serves as a compass to guide each and every student - athlete on the field, in the classroom and in the community. The NCAA, CIAA and Virginia State University promote good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments or other intimidating actions directed at officials, student-athletes, coaches or team representatives will not be tolerated and are grounds for removal from the site of competition. Also, consumption or possession of alcoholic beverages is strictly prohibited. Preface Rights and Responsibilities of Virginia State University Student-Athletes Virginia State University student-athletes are expected to abide by the university policies and standards concerning student conduct and by the laws of the Commonwealth of Virginia and the federal government. Students are required to exhibit the highest forms of good manners and behavior to the university community and its inhabitants. As students of VSU, you are held responsible for any misconduct that is adverse to good order or tends to degrade or demean disciplinary codes or procedures on campus. 17

18 Rights and Responsibilities From the moment I commit myself to become a member of an intercollegiate athletic team at Virginia State University I am entitled to certain rights: Right to be an INDIVIDUAL, accepted as I am, with the personal qualities which mark me as different from others. Right to DIGNITY, free from intentional humiliation. Right to EQUALITY, to be treated as fairly as any other student-athlete. Right to PRIVACY, recognizing my need for personal time and the expectation that the security of my personal belongings will be respected. Right to RESPECT, for my culture and spiritual beliefs. Right to SUPPORT, in my quest for personal growth, my studies and my social life. At the same time that I acquire these rights, I also accept: Responsibility for GROWTH, to work diligently for the development of myself, my university and my team. Responsibility for LOYALTY, to my team, to Virginia State University and the ideals for which they stand. 18

19 Responsibility for CONDUCT, my personal actions reflect not only me but my team, coaches, the athletic program, the university, my family and friends. Responsibility for RESPECT, the rights, convictions and privacy of others; to work relentlessly to improve relations with other Virginia State University student-athletes, students, faculty, University administrators, and the general public. Social Networking Policy VSU supports and encourages an individuals expression of first amendment rights of free speech. As a studentathlete, you must be cautious of who you connect with. Please know that your social networking (i.e. Facebook/Twitter, Instagram, snapchat, etc.) are not as private as you may think. All information appearing in your account (i.e. personal data, photos, text, etc.) can be published to the internet. This information can be retrieved by anyone who has access to the internet. Below are some helpful guidelines to keep you safe. Assume that all material will be seen by your family, coach, and/or potential employer(s). Do not list personal contact information (i.e. phone numbers, address, physical address, dorm room, etc.). Update your privacy settings so that your profile is not visible. 19

20 Always monitor your account photo gallery. Do not include photos with alcohol, nudity or obscene gestures. Be aware that photos can be altered or saved (tagged) by others. Monitor your account postings and delete any derogatory or obscene statements. You are responsible for all content appearing on your site. Do not reference or discuss issues regarding your team, coaches and/or athletic department. Do not trash talk or post disrespectful comments aimed at opponents. Report any problems or concerns to coaches or Athletic Department personnel. What you post may affect your future employers are using social networking sites to do background checks and saving information from these sites. Carefully consider how you want people to perceive you before you give them a chance to misinterpret your profile or pictures. SEXUAL-HARASSMENT/ASSAULT/RAPE POLICY It is the goal of Virginia State University to provide a productive and challenging environment free from sexual harassment. All members of the University community share the responsibility to ensure that individuals are provided equal access to education, employment, and service without being subjected to sexual harassment. Sexual harassment is a type of sex discrimination and is prohibited misconduct that undermines the mission of the University. 20

21 Virginia State University will not tolerate any conduct by any member of the University community that constitutes sexual harassment as outlined in Title VII of Section 703 of the Civil Rights Act of 1964, as amended, Title IX of the Education Amendments of 1972, the Virginia Human Rights Act, or other applicable state or federal laws and regulations. Upon notification of a sexual-harassment complaint, the University shall take prompt and appropriate action in response to the charge presented by the complainant. Complaints under the policy must normally be filed within 30 days of the date of the alleged harassment. The University reserves the right to accept and review complaints received after more than 30 days if, upon preliminary review by the EEO manager, the president determines that there was just cause for the delay or that it is in the best interest of the University to review the matter. Students shall be made aware of the University s prohibition of sexual harassment through the Office of the Vice President for Student Success and Engagement. Informational sessions shall be conducted once per semester. All student-athletes and athletic staff are required to complete sexual harassment and abuse training annually, regardless of sexual orientation or gender identity. Virginia State University does not discriminate on the basis of race, color, national and ethnic origin, disability, sexual orientation or preference, gender, or age in the administration of educational policies, admission policies, financial aid, employment, or any other University program or activity. It admits qualified students to all the rights, privileges, programs, and 21

22 activities generally accorded or made available to students. Federal civil rights laws demand that all students be allowed to learn and participate in all parts of college life without sexual assault and harassment limiting their opportunities. Student-athletes who have complaints of discrimination or harassment should report the incident immediately to the Director of Athletics and/or the Human Resources Manager (EEO). Julia Walker serves as the Title IX Coordinator for Athletics and the university. All complaints should be filed in accordance with the University s Discrimination, Harassment, Sexual Misconduct, and Retaliation Policy No and these complaints should be filed as soon as possible. Definition of Sexual Harassment Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors or other sexual conduct, or action taken in retaliation for reporting such behavior, when any of the following conditions is met: 1. Submission to such conduct is made explicitly or implicitly a term or condition of an individual s employment or participation in a University-sponsored education program or activity. 2. Submission to or rejection of such conduct by an individual is used as a basis for decisions affecting that 22

23 individual s employment, academic standing, or other benefits. 3. Such conduct has the purpose or effect of unreasonably interfering with a person s work or academic performance or creating a hostile and offensive work or learning environment. Sexual harassment may include, but is not limited to, the following: 1. Sexually suggestive conduct or remarks about clothing, the body, or sexual activities directed personally to a member of the University community 2. Suggestive whistling directed personally to another University community member 3. Sexual propositions, invitations, or other unwanted pressures for sexual contact 4. Obscene gestures directed personally at another member of the University community 5. Patting, pinching, or any other sexually suggestive touching or feeling 6. Attempted or actual kissing or fondling 7. Coerced sexual acts 8. Assault 9. Expressed or implied requests for sexual favors as a condition of employment, promotion, or favorable academic performance 23

24 Know Your Title IX Title IX of the Education Amendments of 1972 ( Title IX ) is a federal civil rights law that prohibits discrimination on the basis of sex in federally funded education programs and activities. No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance. Violations of the University s Title IX and related policies will be referred to the University s Title IX Coordinator and handled in accordance with the University s Discrimination Grievance Procedures. All public and private schools, colleges, and universities receiving any federal financial assistance must comply with Title IX. Employee-Student Consensual Relationship VSU is committed to maintaining learning and work environments as free as possible from conflict of interest, exploitation, favoritism, and any form of harassment. Head coaches, assistant coaches, volunteers and students are not to engage in consensual relationships. Such relationships will be in violation of VSU Policy #1101, Prohibition of Workplace Harassment. Amorous or sexual relationships can be defined as any relationship that includes sexual touching, talking, or flirting; engaging in any form of sex; or otherwise developing a private, personal relationship that goes beyond the context of a coach and student-athlete 24

25 relationship. The department considers such relationships to be a policy violation, a breach of ethical obligations, and inconsistent with the role of a coach in the coachathlete relationship. This prohibition shall extend to all athletics department staff members who have supervisory authority over student-athletes or who are positioned to influence directly or indirectly any activity or evaluation that may reward or penalize a student-athlete and shall remain in place as long as the student is a member of a varsity athletics team and until the student-athlete matriculates through the University. All sexual misconduct behavior to include sexual harassment and/or abuse between coaches or other supervisory staff members and student-athletes should be reported to the Director of Athletics. All reports of misconduct will be investigated consistent with the University s Human Resource Policy #7001, Procedures Governing the Prohibition of Harassment. Reporting the Annual Disclosure of Crime Statistics Clery Act The safety and well-being of all members of our community are of great concern to Virginia State University. Many departments and employees are dedicated to making the campus a safer place to live and work. A safe environment depends on the cooperation and involvement of individuals, like you, in safeguarding themselves and others. We encourage you and all members of the VSU community to use the VSU Annual Security Report as a guide for safe practices on and off campus. The Virginia State University Department of Police and Public Safety (DPPS) prepares this report to 25

26 comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report can be located on our website at Hazing Policy Hazing is illegal under the Commonwealth of Virginia statute on hazing (Virginia Hazing, Civil and Criminal Liability, Va. Code ) as well as by Virginia State University s Code of Conduct. Virginia State University does not condone hazing in any form. Definition: Hazing is activity which is physically or mentally abusive, potentially dangerous, humiliating or demeaning, or which interferes with academic achievement and human rights of the individual. Hazing is an intentional action toward another student, on or off campus, by a student organization or any of its members, that is intended to produce humiliation, physical discomfort, bodily injury, or ridicule. Hazing under Virginia law is defined as activities for initiation or induction into an organization that include calisthenics or other strenuous physical activity; exposure to inclement weather; consumption of any food, liquid, beverage, drug, or other substance; and confinement in any room or compartment. The definition also includes spraying, painting, or pelting with any substance; burying in any substance; burning, branding, or tattooing; or any other activity that may result in physical injury or endangerment to the health or life of the individual being hazed. Hazing by an individual is prohibited. Hazing by an organization is prohibited. 26

27 Attending an event or activity where hazing is occurring is not permitted. Any student-athlete found to have engaged in hazing as defined in this statement shall be in violation of Virginia State University Athletic Department policy and Code of Conduct and may also be in violation of the State statute. Va. Code on unlawful hazing reads as follows: It shall be unlawful to haze so as to cause bodily injury, any student at any school, college, or university. Any person found guilty thereof shall be guilty of a Class 1 misdemeanor. Any person receiving bodily injury by hazing shall have a right to sue, civilly, the person or persons guilty thereof, whether adults or infants. The president or other presiding official of any school, college or university receiving appropriations from the state treasury shall report hazing which causes bodily injury to the attorney for the Commonwealth of the county or city in which such school, college or university is, who shall take such action as he deems appropriate. Violations of Hazing Report all incidents of hazing to your coach, Director of Athletics, Department of Student Success and Engagement and the VSU Department of Police and Public Safety. Incidents of hazing will be dealt with by the VSU Campus Police and Director of Student Conduct on a case-by-case basis. Student-Athlete Discipline Policy 27

28 It is a privilege, and not a right, to participate in intercollegiate athletics. In accepting these privileges, student-athletes accept all the responsibilities of representing the University. In addition to NCAA, CIAA, institutional, and department rules, student-athletes are expected to follow team rules and practices set forth by your coaches. Student-athletes are expected to conduct themselves, whether on or off-campus, in a manner that positively represents the University, their team and their family. Student-athletes who do not conduct themselves in a manner consistent with these expectations may be subject to discipline in keeping with federal, institutional, departmental and team protocols as well as the policies and laws of the Commonwealth of Virginia. Infractions of policy or law by student-athletes will be adjudicated accordingly: a. Violations of the VSU Student-Athlete Handbook will be referred to the Office of the Athletic Director and handled according to the procedures outlined in the Student-Athlete Handbook; b. Violations of the VSU Student Handbook and Student Code of Conduct will be referred to the Office of Student Conduct (or the appropriate law enforcement body) and handled 28

29 according to the procedures outlined in the VSU Student Handbook; c. Violations of the University s Title IX and related policies will be referred to the University s Title IX Coordinator and handled in accordance with the University s Discrimination Grievance Procedures; d. Violations of local, state or federal law will be referred to the appropriate law enforcement body, who may contact the Office of Student Conduct; and e. Violations that may be considered infractions under more than one Handbook, policy or law will be handled in a manner that does not conflict with the Constitution of the United States or the Constitution of Virginia. Sanctions will be commensurate with the severity and/or the frequency of any violation of this policy, University conduct provisions, state policy, federal protocols, or the laws of the Commonwealth of Virginia. 29

30 Grievance Procedures Virginia State University is committed to conducting its intercollegiate athletics program in a manner that will enhance the physical and educational welfare of all athletic department constituents (coaches, studentathletes, staff and volunteers) with integrity, emphasizing equity, inclusiveness and compliance. To this end, the Department of Athletics will operate as an inclusive community that both values the expression of differences and promotes excellence in instruction, personal development, and institutional success. All studentathletes will be treated fairly and equitably. Pursuant to applicable NCAA legislation, appeals procedures will be utilized when a student-athlete thinks he or she has been treated unfairly. This policy does not pertain to grievances involving matters of financial aid and drug test results. The Athletic Department is supportive of the University s processes for voicing grievance in both academic and non-academic issues related to violations of the University s conduct regulations. Moreover, in the event of accusations, the department is committed to providing an environment of fairness where student-athletes have the opportunity to participate in the enforcement of procedures. 30

31 When To Initiate A Grievance Process 1. If a student-athlete thinks his/her coach or another member of the Virginia State University athletics staff has made a decision or taken an unwarranted action against that student-athlete. 2. It is recommended that a student initiate an academic grievance within twenty (20) class days during the academic term following the date on which the incident occurred. Nonacademic grievances shall be initiated within ten (10) calendar days during the academic term following the date on which the incident occurred. Failure to adhere to established time lines by any principal party involved in a grievance may result in immediate termination of the Student Grievance Procedure. Team and Coach Concerns All disputes and conflicts involving student-athletes, coaches and/or athletics support staff that cannot be resolved between the individuals directly involved should be directed to the appropriate Sport Administrator or the Faculty Athletics Representative. The case will be reviewed immediately in an effort to resolve any issues (except in the case of allegations of sexual misconduct). A student-athlete will have the opportunity to appeal the proposed resolution to the Director of Athletics who will review the facts of the conflict and execute a final resolution. All requests for appeals should be made in writing to the Director of Athletics. 3. If a student-athlete thinks he/she has been harassed by or discriminated against by another student-athlete or by a coach/staff member; however a. Alleged grievances against coaches and staff involving gender, race, creed, color, ethnicity or religion must be filed with the Director of Athletics, and VSU s Affirmative Action Office. 31

Alleged grievances against coaches and staff involving sexual harassment must be filed with the Director of Athletics, VSU s Human Resources Office and VSU s Department of Police and Public Safety. c. Alleged grievances against other studentathletes involving sexual harassment must be filed with VSU s Department of Police and Public Safety. Appeal of Team Disciplinary Actions If a student-athlete seeks to appeal a disciplinary action for violating team rules imposed by a coach or staff member, a student-athlete must do so in writing to the Director of Athletics. The Director of Athletics will review the written appeal and render a decision in writing to the student-athlete within seven business days of receiving the written appeal. The decision of the Director of Athletics shall be final. NCAA and Conference Rules Student-athletes who have questions or concerns regarding a coach or athletic department constituent s correct application of NCAA or CIAA Conference rules and regulations should contact the Associate Athletic Director for Compliance. All issues will be investigated per the direction of and in accordance with the policies and procedure of the Athletics Compliance Office. Every effort will be made by the Athletic Department to address the grievance and prevent further occurrences as warranted, as well as to insure the student-athlete does not endure reprisals for bringing a grievance forward. 33 Compliance NCAA Rules and Athletic Eligibility Virginia State University is a member of the Central Intercollegiate Athletic Association (CIAA) conference, National Collegiate Athletic Association (NCAA) Division II, for all sports. The CIAA and the NCAA have rules that are to be followed at all times by members of VSU s Athletic Department, its supporters, and its student-athletes. As a student-athlete you are required by the NCAA to abide by certain regulations that could affect your eligibility for participation. You will be required to complete the NCAA Student-Athlete Statement, Drug-Testing Consent form and the HIPPA-Buckley Amendment Consent Waiver Form online prior to participation. If you or your parents have any questions regarding NCAA rules and regulations, please contact the Associate Athletic Director of Compliance, Deborah Mallory. Time Allowed for Eligibility NCAA Bylaw 14.2: A student-athlete shall not engage in more than four seasons of intercollegiate competition in any one sport. The ten (10) semesters begin when you enroll as a fulltime student at any institution. Exceptions may be granted by the NCAA Eligibility Committee for any of the following reasons: Military Service Official Religious Mission 33

34 The Peace Corps Pregnancy for female student athletes Post Baccalaureate and Graduate Student Eligibility Student-athletes who are seeking a second baccalaureate degree, a post baccalaureate certificate or a graduate degree at the same institution may participate in intercollegiate athletics provided the student-athlete has athletic eligibility remaining, the participation occur within the 10 semester period and the student-athlete remains full-time. Virginia State University Athletic Department Academic Policy Academic Requirements for Participation: All freshmen student-athletes must achieve a minimum grade point average of 1.8 after their first full-time semester of attendance at VSU. After their second fulltime semester at VSU, they must maintain a cumulative grade point average of 2.2. Transfer student-athletes must achieve a minimum grade point average of 2.0 after their first full-time semester of attendance at VSU. After their second full-time semester at VSU, they must maintain a cumulative grade point average of 2.2. Student-athletes in their last season of eligibility will be eligible to participate with a cumulative grade point average of 2.0 or better. All other student-athletes must maintain a cumulative grade point average of 2.2 to participate. A student-athlete that receives two (2) or more F s in a semester will not be eligible to participate in any sport the following semester, regardless of the number of earned hours or GPA. However, if the student- 34

35 athlete attends Winner Session/Summer School and retakes the course(s) in which the F s were received and successfully passes the course(s), he/she will regain their eligibility status for the upcoming semester once the grades are recorded. Also, if a student-athletes GPA falls below a 2.2, he/ she will be required to register with the Academic Center for Excellence (ACE) for academic tutoring. Virginia State University academic policies state the following: 1) Academic warning will occur when a student s semester average falls below the required minimum for their academic classification. 2) Probation occurs when a student s semester average falls below the required minimum for two consecutive semesters. 3) Suspension will occur when a student s semester average falls below the required minimum for three consecutive semesters. Students who are suspended will not be admitted to the University. Academic Eligibility All student-athletes at VSU: Must be enrolled as full-time (minimum of 12 credits) and degree-seeking students in good academic standing. A student-athlete who is in the final academic year of his or her designated degree program may use credit hours acceptable toward any of the institution degree programs provided the institution certifies through review by appropriate academic officials, that the student-athlete is carrying the course(s) necessary to complete degree requirements. Managers must be full-time, degreeseeking students. A student-athlete who has an 35

36 academic or disciplinary suspension is not in good academic standing. Must earn a minimum of 9 semester hours of academic credit in each full-time semester to be eligible for the next semester. NCAA eligibility is predicated on the satisfactory completion of course work that would lead to a fouryear degree in a designated major. In order to ensure continued NCAA participation, student-athletes must confer with their assigned departmental advisor and athletic academic advisor, to create or alter their course schedule. Student-athletes must ensure that summer school courses taken at an institution other than VSU will be accepted. Must declare a major at the beginning of their third year (fifth semester or seventh quarter) of college. If a major is declared prior to the fifth semester, student-athletes must meet satisfactory progress for that major at that time. To be eligible to represent VSU in intercollegiate athletic competition, a student-athlete must earn 24 semester hours prior to the start of the next academic year. No more than 6 credits, taken over the summer, can be counted toward 24 Must be registered an validated as a full-time student by the close of student registration Academic Excellence Student-athletes are provided with a variety of academic support programs through the Office of Student Support Services as well as the Academic Center for Excellence. 37 to arrange for a tutor or be provided with study skills strategies. Both offices are located in the Multi-purpose Center. Study Hall Student-athletes are responsible for attending ALL required study halls and tutoring sessions. Each head or assistant coach is responsible for conducting and monitoring study hall for his/her individual program. The absolute top priority of the Virginia State University Athletic Department is that all student-athletes obtain a well-rounded education and earn a meaningful degree. We want each of you to reach your maximum academic potential. Remember that first and foremost you are a student at Virginia State University and must follow the University Academic regulations and procedures. The NCAA and the University have academic standards to ensure that you will be in good academic standing. All student-athletes are responsible for knowing and fulfilling all requirements related to meeting satisfactory academic progress. These are outlined in your Summary of NCAA Regulations as NCAA Bylaw 14.4 PROGRESS- TOWARD-DEGREE REQUIREMENTS. The following academic enrichment and University Support Services are available for you: The Academic Center of Excellence ( ) will provide you with tutoring support. Your academic major department will assign you an advisor to assist you in your curriculum choices. Career Planning and Placement ( ) sponsors career workshops, assists in internships 37

Withdrawal from Courses Prior to withdrawing from any class, all student-athletes must have their schedule adjustment form signed by the Associate Athletic Director for Compliance, Deborah Mallory. You will not be able to withdraw from any course unless you follow this procedure. Failure to follow this procedure may result in suspension from athletic activities. Classroom Attendance To be successful student, attendance in all classes is required. Absences from class will be reported to your coach and the Athletic Department. Failure to attend class may have an adverse impact on your playing time and/or your scholarship eligibility. It is a VSU Athletic Department policy that classroom attendance is mandatory for all VSU student-athletes. Regardless of the professor s attendance policy, studentathletes are expected to attend ALL classes and complete ALL academic assignments on time, unless there is a conflict with competition and other arrangements are made with the professor prior to missing the class. Grades will be reduced by one letter grade for freshmen that exceed the published hours of allowed absences based on class credit hour per semester. During your playing season, you will miss classes due to competition or travel. Other absences from class should be avoided. All students at Virginia State University are expected to abide by the attendance policies established 38

39 by the department/school. Student-athletes are responsible for informing their instructors of any expected missed class time due to athletic participation. It is your responsibility to notify your instructor prior to your absence and to make up any missed assignments or exams. The Office of Compliance will also notify your instructor s prior to your absence due to a school sponsored activity or event. Academic Integrity Academic integrity is the pursuit of scholarly activity free from fraud and deception and is an educational objective of this institution. Academic dishonesty includes, but is not limited to, cheating, plagiarizing, fabricating of information or citations, facilitating acts of academic dishonesty by others, having unauthorized possession of examinations, submitting work of another person or work previously used without informing the instructor, or tampering with the academic work of other students. We expect all student-athletes to operate using the highest level of academic integrity during their tenure at VSU. Season of Competition NCAA Bylaw : Student athletes may compete in a maximum of four seasons of intercollegiate competition. Any competition [including a scrimmage with outside competition], regardless of time, during a season in an intercollegiate sport shall be counted as a season of competition in that sport. 39

40 Countable Hours A member institution shall limit its organized practice activities, the length of its playing seasons and the number of its regular-season contests and/or dates of competition in all sports to minimize interference with the academic programs of its student-athletes. Student athletes may not participate in countable athletically related activities for more than: In-Season (Championship Segment) 4 Hours per day 20 Hours per week Out-of-Season (Non-Championship Segment) 2 hours per day 8 hours per week Weekly Hour Limitations Outside of Playing Season NCAA Bylaw : Sports Other than Football: Outside of the playing season during the academic year, only a student-athlete s participation in weight-training, conditioning, individual skill instruction. A studentathlete s participation in such activities shall be limited to a maximum of 8 hours per week, of which not more than 2 hours per week may be spent on individual skill workouts : Football: Outside of the playing season during the academic year, only a student-athlete s participation in weight training, conditioning and review of game film shall be permitted : Institutional Vacation Period: A studentathlete may not participate in any countable athletically related activities outside the playing season during any 40
