2 Welcome Message Message from the General Chairs We would like to convey our warmest welcome to all the attendees of the International Joint Conference on Biometrics (IJCB 2014), which combines two major biometrics research annual conferences, the Biometrics Theory, Applications and Systems (BTAS) conference and the International Conference on Biometrics (ICB). The merging of these two conferences in 2014 by agreement between the IEEE Biometrics Council and the IAPR TC-4, presents a major, authoritative event, bringing the worldwide biometrics research community into a single location to report and discuss the recent progress in the field. IJCB 2014 is held in a beach resort in Florida, overlooking the Gulf of Mexico and the Intracoastal Waterway. IJCB 2014 is jointly sponsored by IEEE and IAPR. This second edition of IJCB is a result of major consensus and continuing efforts to coordinate the professional activities of these two key societies and to establish IJCB as a forum for presenting biometrics research results of highest quality. The event is generously co-sponsored by industry. The technical program of IJCB 2014 includes exciting contributions reporting the most recent advances in the field of biometrics. It also includes a special session on National ID programs as well as a session reporting the results of four biometric algorithm competitions that were held in conjunction with this conference. The Program Chairs have done a great job of handling a large number of submissions and creating an exciting technical program. They detail the reviewing and selection process in their welcome message on adjacent page. We greatly appreciate their relentless effort in shaping the technical program and enriching it by invited presentations. Putting together an event of this nature requires the coordinated, volunteered effort of many in many different aspects. In particular, we would like to acknowledge the effort of Rangachar Kasturi in coordinating the food, meeting room arrangements, and social functions. 3 My Notes Message from the Program Committee Chairs On behalf of the Program Committee, we would like to welcome you to the 2014 edition of International Joint Conference on Biometrics, the flagship event for the biometric community. The technical program is full of interesting contributions: 25 presentations are given in 6 oral sessions and 55 contributions are presented in 3 poster sessions (preceded by stoplight oral introduction), 2 invited keynote speeches, 4 tutorials, 2 panel sessions and a special session on National ID program enrich the conference menu. The presentations cover the main topics in Biometrics spanning from traditional to emerging themes such as the issues related to the deployment of biometrics in large scale ID programs and the efforts to acquire usable biometric samples in critical conditions. With great help from over 150 reviewers and 21 area chairs, the PC Chairs were able to manage the review process of 261 submissions, by ensuring at least three reviews per paper (with an average of 4). The process included a useful rebuttal stage where about 85% of the authors replied to reviewer comments, often leading to an adjustment of the final paper scores. Based on the Area Chairs recommendations, the PC Chairs deliberated on all the submissions, except for those cochaired by a PC Chair or a General Chair. The latter types of papers were handled offline by nonconflicting General Chairs (for papers co-authored by PC Chairs) or PC Chairs (for papers coauthored by a General Chairs). The final acceptance rate was about 30%. We apologies for some interesting contributions that were not accepted but the limited number of available slots for oral and poster presentations imposed a hard selection. We would like to express our sincere appreciation and thanks to all the people participating in the review process; without their precious and timely response it would not have been possible to meet the stringent schedule imposed by the event organization.
