Jones, Executive Assistant to the President Cathryn Keller, Director, Public Affairs Department Representatives from the News Media * * * * * * Since none of the elected Election of Acting Officers officers were present, it was moved by Regent Frank Borman that the Regents elect Jerry Apodaca to be acting president for the meeting and Gene Samberson to be acting secretary/treasurer. The motion was seconded by Regent Roberta Ramo and carried.

3 * * * * * It was moved by Regent Adoption of the Agenda Ramo, seconded by Regent Borman, that the Regents adopt the agenda as printed. Carried. * * * * * It was moved by Regent Minutes of April 10, 1990 Samberson, seconded by Regent Borman, that the Regents approve the minutes of April 10, 1990 as distributed. Carried. * * * * * President Gerald May Administrative Report announced that Dr. Leroy ortiz had been appointed interim dean of the College of Education as of July 1, Dr. ortiz will serve during the search for a permanent dean. He introduced Dr. Ortiz who was in the audience and also Dean David Colton who has resigned as dean. President May expressed appreciation to Dean Colton for his dedicated service to the college and to the university during his eight years as dean. Regent Apodaca pointed out for the record that Dr. ortiz may become a candidate for the permanent dean position if he so desires. President May asked Vice President Orcilia Zuniga-Forbes to introduce two students who had been awarded Harry S Truman Scholarships. Vice President Forbes explained that the scholarships were awarded to outstanding students who intend to pursue careers in public service. The general guidelines are that the scholarships are awarded on the basis of merit to students who will be college juniors and who have outstanding potential for leadership in government and related public service. Each scholar is awarded a maximum of $7,000 annually for up to four years of study. The candidates for the scholarship are nominated by the institution and the final selection is made after personal interviews. Vice President Forbes introduced Jennifer Dalton and John Webber who were recipients of the scholarships this year. Vice President Forbes announced that the Student Affairs division has received two grants to help meet the goals of the New Mexico Plan. Citicorp has awarded a grant of $20,000 to sponsor the Lorenzo de Zavala Leadership Program. This fall forty-seven of the LDZ students will come to UNM. The University's target was to attract twenty students. A second grant of $15,000 was awarded to the division by Raytheon White Sands. The University will

4 receive $5,000 per year for three years for Las Angelitas, the Dona Ana Mother-Daughter Project. One hundred and twenty-five Hispanic students and their mothers have been enrolled in the program. This fall twenty-seven of the high school seniors will be enrolled at UNM. This program encourages Hispanic high school students to continue their education by attending an institution of higher education. President May continued his report by announcing that four faculty members have received the Burlington Northern Foundation awards for outstanding teaching. These faculty are Joseph Martinez, ; Rowena Rivera, Modern and Classical Languages; Joyce Rogers, university college; and Jane Slaughter, History. He also said that the following faculty have been selected as outstanding teachers of the year: Michael Cook, Art and Art History; Jeff Davis, Mathematics and Statistics; Harold Delaney, Psychology; Bernard Moret, Computer Science; and Mary Ann Smith, Pharmacy. These awards are sponsored by the UNM Foundation and Cyrene Mapel, a former Regent. '~'''' President May concluded his remarks by announcing that Dr. Kenneth Walters has been named Dean of the Anderson Schools of Management. Dr. Walters is currently dean of the business school at California Polytechnic State University and will begin his duties at UNM at the end of the summer. President May expressed appreciation to Edwin Caplan who has been interim dean of the Anderson Schools during the search process. President May introduced Beth Hadas, Director of the UNM Press, who made a brief presentation. Ms. Hadas told the Regents that the UNM Press has been in existence for sixty years and has the reputation for publishing books about the history and culture of New Mexico, the Southwest, and the West, as well as scholarly works by UNM faculty and faculty from other institutions. The Press imprint is controlled by an editorial committee composed of twelve faculty members appointed by the Faculty Senate. All manuscripts submitted are subject to peer review and the committee examines proposals, budgets, and the reviews. A book cannot be published until it is approved by the committee. At present the Press is publishing approximately seventy books per year and, during the last five years, sales have increased 150%. The UNM Press has an international reputation for its excellent regional and scholarly publications. The Regents thanked Ms. Hadas for an interesting report and said they were proud to be associated with a university which has such an outstanding press.

5 A list of candidates for degrees for Semester II, was distributed to each Regent, '* '* '* * * Candidates for Degrees, Semester II, and Regent Gene Samberson explained that the list would be presented to the Faculty Senate at its meeting in the afternoon. For the Academic Affairs Committee he moved that the Regents approve the candidates subject to final approval by the Faculty Senate. The motion was seconded by Regent Ramo and carried. (Note: The composite list of degree candidates for Summer 1989, Semester I, , and Semester II, is filed with the official minutes of the meeting.) * * * * * Regent Samberson explained Managerial Group for that the Department of Defense Classified Information Safeguarding Industrial Security Program requires that, when there is a change in officers of the University, action must be filed with DOD listing those officers designated as the Managerial Group to be processed for clearance to classified information. The Managerial Group includes the University President, the Vice President for Business and Finance, the Vice President for Research and the University Controller. All other officers of the University and members of the Board of Regents are excluded from access to classified information. Since the last action of the Board, Orcilia Zuniga-Forbes has been appointed as Vice President for Student Affairs and he moved that the Regents approve the resolution as stated in the agenda to exclude Vice President Forbes from access to classified information. The motion was seconded by Regent Borman and carried. '* '* * * '* Regent Samberson said that Intellectual Property Report at its March 1989 meeting, the Board of Regents approved an intellectual property policy for the University. At the same meeting, the Board requested a report after the first year of operation of the new policy. The report which was included in the agenda summarizes the past year's activities in the areas of inventions disclosed, patent applications filed, and royalties generated by main campus activities. No action was required by the Regents. Regent Ramo said that the report was most helpful and she asked that a similar report be given to the Regents next year.

13 254 HONORARY DEGREES Preference in the awarding ofhonorary degrees at the University ofnew exico is given to those persons who have contributed significantly to the ultural or scientific development of the region, or to the spiritual or material welfare ofits people. section entitled "Rights and Responsibilities at the University of New Mexico." This Statement of Policy still stands today and is an integral part of the UNM Faculty Handbook. Mr. Ortega was awarded an honorary Doctor of Laws degree by the University in He has received the Award of Distinction and the Bernard S. Rodey Award from the UNM Alumni Association. CARL GORMAN Doctor of Humane Letters Carl Gorman has achieved international prominence as an artist, but he is also a teacher, philosopher and a spokesman for the Navajo People. He was one of the 29 original Navajo Code Talkers of World War II. He has served as the director ofthe Navajo Arts and Crafts Guild which greatly expanded the market for Navajo artists. He is a past director ofthe Navajo Cultural Center, and has supervised the collecting of material on Navajo culture and history throughout the reservation. In the position of director of the Native Healing Sciences ofthe Navajo Health Authority, he focused on the preservation of the traditional oral lore of medicinemen, singers and herbalists. Mr. Gorman has lectured on art, culture and healing at numerous universities and, most recently, he has come out of retirement to teach an occasional course on Native American art from a cultural perspective at UNM's Gallup campus. ANTHONY HILLERMAN Doctor of Letters Tony Hillerman is Professor Emeritus of Journalism at the University of New Mexico and an internationally acclaimed author. His increasingly popular mystery novels featuring two Navajo detectives have brought the reservation a new level of respect and interest from non-indians, and the novels are required reading in the Navajo tribe's schools. His works, including eleven novels and five non-fiction books are read in thirteen languages. He has promoted the Southwest and its culture to people all over the world. He has won numerous writing awards including the Edgar Allen Poe award for mystery novels, the Gold Spur award, and most recently the Interior Department's Public Service Award for his work in promoting a better understanding ofamerican Indian cultures and the ~ulnerabilityof archaeological sites important to those cultures.." ALBERTO SZEKELY Doctor of Laws Ambassador Alberto Szekely is the chief legal advisor to the Foreign Ministry of Mexico, a position which makes him the top legal advisor on all foreign policy and diplomatic issues facing his country. He has long been interested in the Southwest in general and New Mexico in particular. He drafted and negotiated the 1983 La Paz agreement signed by presidents Reagan and De La Madrid for dealing with growing U.S.-Mexico border environmental problems. Ambassador Szekely has had close ties with UNM for a number ofyears. He has headed research teams working with UNM on U.S.-Mexico water problems, and he has lectured at the Law School on numerous occasions. He recently was instrumental in setting up an exchange program between the Foreign Ministry of Mexico and the University Law School to train lawyers from the foreign ministry. REGENTS' RECOGNITION MEDAL Awarded periodically to persons who have performed outstanding service to the institution and who have given extraordinary and unselfish assistance to the University over an extended time. ARTURO G. ORTEGA Arturo Ortega is perhaps best known to the university community for his distinguished service as a regent of the University from during some ofthe most critical years in the history ofeducation at UN M. He was the board's secretary in and president from 1968 until His interest in higher education is further evidenced by his service on the Colorado College Board of Trustees and Georgetown University Board of Regents. During his tenure as president of the Board of Regents he was instru.ental in writing the Regents "Statement of Policy" which includes a REGENTS' MERITORIOUS SERVICE MEDAL Awarded annually to members of the University of New Mexico faculty and staff in recognition ofextraordinary and distinguished service to the University. RUDOLFO ANAYA Rudolfo Anaya is Professor of English at the University of New Mexico. In 1989 he was named the UNM Research Lecturer which is the highest award the faculty bestows on one of its own members. He is the author of numerous books and articles and in 1971 won the Premio Quinto Sol, a national literary award, for the novel Bless Me Ultima. In 1980 he was one of twenty-three writers invited by President Carter to read in the White House in a "Salute to American Poets and Writers." Professor Anaya's research travels, supported in part by a prestigious W. K. Kellogg Foundation Fellowship, have taken him around the world and have led to several publications, including the highly acclaimed travel journal, Chicano in China. He has an impressive record of professional services at all levels, from the University to international forums. ROSE MARY TORRES EAKIN Redd Eakin was the director ofthe University's Centennial celebrations in Beginning in 1985 she oversaw the organizing of 125 committees staffed by more than 1,000 volunteers who carried UNM's birthday party throughout the state. The Centennial celebration was remgnized as a most successful series of events which began with an academic convocation in October 1988 and concluded with the UNM Showcase in October Ms. Eakin has been cited for "inspiring and educating staff and volunteers alike, and making thousands of new friends for the University." A graduate of UNM, Redd has continued to be active in University affairs, including serving as president of the UNM Alumni Association in RITA M. PADILLA Rita Padilla is assistant director of Student Financial Aid for scholarship and outreach. She began her career at UNM as a clerical specialist while working on her master's degree in guidance and counseling. Her primary role is to oversee the scholarships administered by the University and to help students obtain scholarship assistance from additional sources. She also represents the University in numerous off-campus activities including helping the State's high schools in establishing workshops on early awareness programs and opportunities for special groups and populations statewide and locally. Ms. Padilla is a founding member of the Hispanic Women's Council and serves on the Hispano Chamber ofcommerce Education Scholarship Committee. Her involvement in professional associations serves to give visibility to the University of New Mexico in the mmmunity. TOM L. POPEJOY DISSERTATION PRIZE The Tom L. Popejoy Dissertation Prize of$1,000 is awarded annually for the most distinguished doctoral dissertation written at the University of New Mexico in a given area within a three-year period. It was designed as a permanent memorial emphasizing excellence at the highest academic level, a fitting tribute to the man who did so much to further graduate education at the University ofnew Mexico.
