3 Symposium Speakers Cynthia Forland has served as director of the Labor Market and Performance Analysis Division with the Employment Security Department (ESD) for over four years, having served as ESD s director of research and policy since early Cynthia previously worked as a research and policy analyst for the Washington and New Jersey State Legislatures, primarily in the areas of health and human services. Cynthia Forland This included over five years with Washington State Legislature s Joint Legislative Audit and Review Committee. Cynthia has a Ph.D. in political philosophy from the New School for Social Research in New York. Dr. Michael Horrigan has worked at the Bureau of Labor Statistics since 1986 in a variety of positions including running the Surveys of Employer Provided Training, the National Longitudinal Surveys Program, the Occupational Employment Survey, and the BLS Occupational Projections Program. From 2004 to 2007, he oversaw the BLS Producer Price Index program and from Michael Horrigan 2007 to 2014 he served as Associate Commissioner in the Office of Prices and Living Conditions (OPLC), which publishes consumer, producer and import/export price indexes as well as estimates of consumption expenditures. In August 2015, Mike became the Associate Commissioner for Employment and Unemployment Programs at BLS, which includes the publication of the national civilian unemployment rate and the monthly payroll jobs numbers. This office produces a wide variety of labor market indicators from 11 different survey programs including local area unemployment statistics, and payroll employment for counties, states, and regions, as well as detailed information on occupational employment at the national, state and MSA level of detail. Scott Bailey has served as the Southwest Washington regional labor economist for Employment Security s Labor Market and Performance Analysis division for more than 20 years. Scott covers Clark, Cowlitz, Klickitat, Skamania and Wahkiakum counties. He also works closely with economic development and workforce development organizations in the region. Scott received his master s Scott Bailey degree in economics from Portland State University and is a board member of the Pacific Northwest Regional Economics Conference. Scott has done extensive research on wages in the state, and has served as a national trainer with the U.S. Census Bureau for the Local Employment Dynamics database. Doug Tweedy has served as the Spokane regional labor market economist since February of He covers Ferry, Lincoln, Pend Oreille, Spokane, Stevens and Whitman counties. Prior to coming to ESD, Doug worked as an economist for the research and analysis unit of Idaho s Department of Labor. Doug has extensive experience in working with both rural and urban economies. Before entering state Doug Tweedy service, Doug was a high school science teacher and college vocational counselor. The experience in education laid the foundation for his passion in analyzing industry, employment/unemployment, wage and occupational data. Doug serves as a consultant on a variety of boards and community organizations including the Spokane Mayor s Council on Economic Policy and Forecasting and the Spokane Area Workforce Development Council. Anneliese Vance-Sherman Anneliese Vance-Sherman has served as a regional labor economist for the Employment Security Department for over six years. She covers Island, King, San Juan, Skagit, Snohomish and Whatcom counties. Anneliese works closely with economic and workforce development partners, and serves as a board member of the Pacific Northwest Regional Economic Conference. Prior to state service, she was a visiting fellow at the Border Policy Research Institute at Western Washington University. Anneliese has a Ph.D. in economic geography and a master s degree in economics both from the State University of New York at Buffalo.

Interstate 5 Traveling north or south on Interstate 5 Take Exit #101 (Tumwater Blvd.), head east to the first light. Turn left onto Linderson Way. City of Tumwater Take Capitol Way south from Olympia. Turn right on Israel Road and then left on Linderson Way.
