1 Draeger Alcotest 9510 Implementation Plan This plan is intended to identify the location of each evidential breath test instrument that will be transitioned to the new Draeger Alcotest There are currently 80 instruments owned by the WSP. Training is intended for currently certified operators holding a valid operator permit. The class will only cover the operation of the Draeger Alcotest 9510 and will not satisfy the requirements for operator refresher training. Officers will need to continue with their current cycle of operator refresher training every three years. The Draeger training class is expected to last up to two hours. Officers will be certified to operate the Draeger Alcotest 9510 after successfully completing the training. Class size will vary and may reach up to 20 participants each session. The Traffic Safety Resource Prosecutors (TSRP) will provide training to prosecutors in each area prior to the deployment. Local prosecutors will be invited to also attend an operator training class in their area. Department of Licensing hearing examiners will receive training from the TSRPs and Breath Test Program prior to deployment. The impentation plan has been identified by phases to take place across the state utilizing the currently purchased instruments. Phase 1-7 cover the currently purchased instruments. Phase 8 had been done in anticipation of making additional instrument purchases. Phase 1 Whatcom County Phase 2 Skagit County Phase 3 Island County Phase 4 San Juan County Phase 5 Snohomish County Phase 6 Yakima and Kittitas counties Phase 7 Benton, Franklin, Walla Walla, Adams, Columbia, Garfield, and Asotin counties Phase 8 Spokane, Ferry, Lincoln, Pend Orielle, Stevens, and Whitman counties A similar schedule would be followed to implement the remaining areas of the state. The current plan is to complete deployment in the following order: District 2, 1, 5, 6, and

2 Phase 1 Whatcom County was chosen as the lead county for implementation of the Draeger Alcotest 9510 for the following reasons: 1. It is likely that a Frye hearing will occur as the result of a change in evidentiary instruments. The Toxicology Laboratory Division and the Impaired Driving Section are reasonable driving distance from Whatcom County. The TSRPs will be key players in preparing for a Frye hearing. The reasonable proximity will make their effort more productive. 2. The reasonable proximity also makes it easier for the Seattle Breath Test Technicians to assist in the initial deployment and the training of prosecutors, troopers, and allied agencies officers. There is also a technician in Marysville who will assist with the training and implementation. 3. On the initial deployment, issues may arise that need a rapid response. The Impaired Driving Section s ability to rapidly respond will be enhanced by the close proximity. There are 9 evidential instruments currently in Whatcom County, and an additional 4 would be utilized for spares/trainers to support Whatcom, Skagit, Island, and San Juan counties. Draeger Phase 1 Implementation Schedule Bellingham PD will provide the use of their training room. On a Friday, one week prior to the start of our full training cycle for Whatcom County, we will provide the first training session to Bellingham PD officers. At the conclusion of this training we will seek feedback about the training and utilize this input to make any needed adjustments to our training curriculum. First full week of training will consist of three classes a day starting on a Monday and ending on Friday. We will provide an early class to accommodate day shift, a mid day class to accommodate swing shift, and evening class for night shift employees. This is the highest use instrument in Whatcom County. To facilitate the transition, in addition to the Draeger, a DataMaster will remain at the Whatcom County Jail until all local officers have been trained. The remaining instruments would be installed in the following order: Western Washington University Police Department Ferndale Police Department Blaine Police Department WSP - Bellingham Lynden Police Department Sumas Police Department Nooksack Tribal Police Department Whatcom County Sheriff s Office - Point Roberts Total field instruments 9 Spares and Training instruments 4 Remaining 67 (Based on 80 owned instruments) 3 608

4 Phase 2 Phase 2 will implement the Draeger in Skagit County. There are 7 evidential instruments currently in Skagit County. Draeger Phase 2 Implementation Schedule Mount Vernon Police Department will provide use of their training room. Training will consist of three classes per day starting on a Monday and ending on Friday. We will provide an early class to accommodate day shift, a mid day class to accommodate swing shift, and evening class for night shift employees. 5 Phase 3 Phase 3 will implement the Draeger in Island County. There are 4 evidential instruments currently in Island County. Draeger Phase 3 Implementation Schedule Oak Harbor Fire Department will provide use of their training room. Training will consist of one day and one evening class on Monday, Tuesday, and Wednesday. If an additional training day is required Thursday will be utilized. If required, a night shift training session would be accommodated. Washington State Patrol Oak Harbor Police Department Island County Sheriff s Department Coupeville Marshalls Office Langley Police Department Officers from agencies that missed Phase 2 Training On Friday of implementation week, the first Draeger will be installed at the Oak Harbor Police Department. This is the highest use instrument in Island County. To facilitate the transition, in addition to the Draeger, a DataMaster will remain at the Oak Harbor Police Department until all local officers have been trained. The remaining instruments would be installed in the following order: Island County Sheriff s Office Coupeville Jail Island County Sheriff s Office South Precinct Naval Air Station Whidbey Island Total field instruments 4 Remaining 56 Spares and Training instruments NA 5 610

6 Phase 4 Phase 4 will implement the Draeger in San Juan County. There are 3 evidential instruments currently in San Juan County. Draeger Phase 4 Implementation Schedule San Juan County Fire Department District 3, Station 31 will provide their training room. Training will consist of one day and one evening class on Monday, Tuesday, and Wednesday. San Juan County Sheriff s Department On Wednesday of implementation week the first Draeger will be installed at the San Juan County Sheriff s Department on San Juan Island. This is the highest use instrument in San Juan County. The remaining instruments would be installed in the following order: San Juan Sheriff's Office Orcas Island San Juan Sheriff s Office Lopez Island Total field instruments 3 Remaining 53 Spares and Training instruments NA 6 611

7 Phase 5 Phase 5 will implement the Draeger in Snohomish County. There are 17 evidential instruments currently in Snohomish County. An additional 4 instruments would be utilized for spares/trainers. Draeger Phase 5 Implementation Schedule Lynnwood PD will provide the use of their training room. First week of training will consist of day classes on Monday and Tuesday, followed by evening classes on Wednesday and Thursday. If required, night training sessions would be accommodated. Lynnwood Police Department WSP South County Snohomish County Sherrif s Office South Mount Lake Terrace Police Department Brier Police Department Edmonds Police Department On Friday of the implementation week the first Draeger will be installed at Lynnwood PD. This is the highest use instrument in District 7. To facilitate the transition, in addition to the Draeger, a DataMaster will remain at Lynnwood PD until all local officers have been trained. Once all local training has concluded the second instrument at Lynnwood PD will be replaced by a Draeger instrument. Week 2 would commence with the training conducted at the Everett PD South Precinct. The number of classes will be determined by the number of students left to be trained. 8 On Friday, instruments would be installed at Everett PD South Precinct and the Snohomish County Jail. The DataMasters would remain at both locations until all affected officers are trained. Week 3 would consist of training officers from: Snohomish Police Department WSP Monroe Snohomish County Sheriff s Office East Monroe Police Department Following training, an instrument would be installed at Snohomish PD. The remaining instruments would be installed in the following order: Lake Stevens Police Department Sultan Police Department Monroe Police Department Mill Creek Police Department Mukilteo Police Department Stanwood Police Department Arlington Police Department Camano Island Police Department Everett Police Department Headquarters Marysville Police Department Darrington Police Department Snohomish County Sheriff s Office North Precinct Total field instruments 17 Spares and Training instruments 4 Remaining

9 PHASE 6 Phase 6 implementation will occur in Yakima and Kittitas counties. Initial training and deployment would be in Yakima and then transit to the outlying areas. Although Kittitas is in District 6 it is supported by the technician in District 3. District 3 was chosen for several reasons. Yakima is a high density population area and would allow a high volume of breath tests using the Draeger. The two technicians supporting District 3 instruments would be positioned to support the District 4 implementation. Draeger Phase 6 Implementation Schedule The transitition will require 11 evidential instruments plus 3 spares/trainers for a total of 14. Initial training will be conducted at the District 3 office. Utilizing the local technician and technicians from adjoining districts, four classes will be taught each day. On Monday Thursday of implementation week, there will be two day and two evening classes. On Friday, one Draeger will replace one of the two instruments at the Yakima County Jail. The second Draeger at the Yakima County Jail will be installed once all officers have been trained. On Friday, one Draeger will also be installed in the WSP District Office and the DataMaster will remain until all officers have been trained. Because of space considerations, the DataMaster at Yakima PD will not be replaced with a Draeger until all officers have been trained. 10 Because of space considerations, the DataMasters at Wapato, Toppenish, Grandview, Sunnyside and Mattawa will not be replaced with a Draeger until all officers have been trained. Week two training will be conducted at a location TBD in Kittitas County. Training will be Monday and Wednesday with one morning and one evening class each day. On Thursday, one Draeger will be installed at the Kittitas County Jail. The DataMaster will remain at the jail until all officers have been trained. When Kittitas County training has been completed, the DataMaster at Scale 53 (Cle Elum) will be replaced with a Draeger instrument. Total field instruments 11 Spares and Training instruments 3 Remaining

11 PHASE 7 Phase 7 will complete the Draeger deployment in District 3. The counties covered will be: Benton, Franklin, Walla Walla, Adams, Columbia, Garfield, and Asotin counties. This will require 13 instruments, plus 3 spares, for a total of 16. Draeger Phase 7 Implementation Schedule The first week s training will be for officers in Benton County. Training will be conducted at the Pasco DOT office (1812N 4 th Street, Pasco). Utilizing the local technician and technicians from adjoining districts, four classes will be taught each day. On Monday Thursday of the implementation week, there will be two day and two evening classes taught. Night classes will be added if required. On Friday, two Draegers would be installed at the Benton County Jail in Kennewick, leaving one DataMaster. One additional Draeger will be installed once all officers are trained. One Draeger would also be installed at the Prosser Police Department. o Attendees would include officers from: WSP Benton County Sheriff s Office Kennewick Police Department Richland Police Department West Richland Police Department Prosser Police Department Week two training would be for officers in Franklin County and will be held at the Pasco DOT office (1812N 4 th Street, Pasco). Utilizing the local technician and technicians from adjoining districts, four classes will be taught each day. On Monday Thursday of implementation week, there will be two day and two evening classes taught. Night classes will be added if required. On Friday, one Draeger will be placed in the Franklin County Jail in Pasco. One DataMaster will remain at the jail until all officers have been trained. One additional Draeger will be installed once all officers are trained. One Draeger will also be placed at Connell PD. o Attendees would include officers from:

12 WSP Franklin County Sheriff s Office Pasco Police Department Connell Police Department Week three training will be for officers in Walla Walla County and will be held at the Walla Walla DOT office (1210 G St, Walla Walla). Utilizing the local technician and technicians from adjoining district, four classes will be taught each day. On Monday Thursday of implementation week, there will be two day and two evening classes taught. Night classes will be added if required. On Friday, one Draeger will be installed in the Walla Walla County Jail. A DataMaster will remain at the jail until all officers have been trained. One additional Draeger will be added after all officers have been trained. o Attendees would include officers from: WSP Walla Walla County Sheriff s Office Walla Walla Police Department College Place Police Department Veteran s Affair Police Department Because of the small number of law enforcement personnel that support Adams, Columbia, Garfield, and Asotin counties one day of training will be conducted at Dayton, Asotin, Pomeroy and Ritzville. Officers from these four areas will be invited to attend training at Walla Walla and the Tri-cities. As with all other areas, the additional training required will be scheduled as appropriate by the Breath Test Technician. 14 PHASE 8 When more Draeger instruments become available the deployment will continue, starting with District 4. There are 18 evidential instruments currently in use in District 4 and an additional 4 would be needed for spares and training. (Total 22) Spokane County is a high density population area and would allow a high volume of breath tests using the Draeger. The two technicians supporting District 3 instruments would be positioned to support the District 4 implementation. Draeger Phase 8 Implementation Schedule Training will be conducted at the Spokane County Training Facility and the Spokane PD Academy. Utilizing the local technician and technicians from adjoining district, four classes will be taught each day. On Monday Thursday of implementation week, there will be two day and two evening classes taught. Night classes will be added if required. On Friday, one Draeger will be installed at the Spokane County Jail, the Spokane County Sheriff s Office Valley Precinct, and the WSP - North Office. At all three locations DataMasters will remain until all officers are trained. At the completion of training one additional Drager will be installed at Spokane County Sheriff s Valley Precinct and one at the Spokane County Jail. WSP (Spokane County) Spokane Police Department Spokane County Sheriff s Office Officers from other municipalities in Spokane County Week 2 training will occur at Liberty Lake PD. Training will be conducted on Monday and Wednesday, with one day and one evening class taught each day. On Thursday, one Draeger will be installed at the WSP Port of Entry. A DataMaster will remain at the Port until all local officers have been trained. Liberty Lake Police Department Spokane County Sheriff s Office

On Thursday, Draegers will be installed at Cheney, Airway Heights, and Deer Park. DataMasters will remain at Cheney and Deer Park until all local officers have been trained. Cheney Police Department Airway Heights Police Department Fairchild AFB Officers from agencies that missed week one and two training Week 4 training will occur at Pullman PD Two day and two evening classes with be taught Monday Thursday. On Friday, Draegers will be installed at Pullman and Colfax. DataMasters would remain at these locations until all officers have been trained. WSP Pullman Police Department WSU Police Department Colfax Police Department Whitman County Sheriff s Office Town Marshalls Week 5 training will be conducted at the Colville Fire Department. Monday Wednesday, one day and one evening class will be taught. On Thursday, Draegers will be installed at Colville and Chewelah. The Draeger will be installed in Republic once all officers have been trained. WSP Colville Police Department Chewelah Police Department

16 Week 6 training will be conducted at the Pend Orielle County Sheriff s Office. Training will be conducted Monday Wednesday and will consist of one morning and one evening class each day. An instrument will be installed in Newport and Davenport when all officers have been trained
