Association Agent, , for members in good standing Survey Results As an aid in planning for the future of the Association, the Board of Directors developed a survey, requesting all property owners to provide feedback on the demographics of the POA, how and to what extent POA amenities are utilized and what POA members would like to see for the future of the Association. Of the 6,419 property owner surveys distributed, the Board received 368 responses. This represents a 5.7% response rate to the survey. 188 property owners participated in the on-line survey and 180 written surveys were submitted in person or by conventional mail delivery. The compilation of the results will be used by the Board of Directors as a tool in guiding them during the budget process going forward. Holiday Hours of Operation With the holiday season upon us, we would like to inform you of the hours of operation for Missouri Association Management, LLC and Wilson Toellner and Associates, CPA. Christmas Holiday Both the MAM office and Wilson Toellner CPA office will be closed on Friday, December 23rd and Monday, December 26th in observance of Christmas. 2 2/AP COMMUNICATIONS 2017 Assessments OPEN HOUSE: Shawnee Bend Meeting Room The Four Seasons POA Board of Directors worked very hard to budget wisely in order to maintain assessments for 2017, with no change. The Board would like to remind all property owners of the importance of paying assessments promptly. Doing so helps improve cash flow and ensures that operations continue without any delay or interruption of services. It is a membership based Fitness Center. The membership fee is $50 per year, January through December, for all members of your household. The Fitness Center has 4 tread mills, 3 elliptical machines, 2 recumbent bikes, 1 rowing machine, universal gym, dumbbells up to 50 lbs. and a stretching cage. An exercise classroom was added this past spring for members to join in the exercise classes or participate on their own by using the DVD s provided. Current members will receive an invoice for renewal in December. This is NOT a mandatory fee. If you choose not to rejoin the Fitness Center, please contact Heidi. Storage Contracts for 2017 Just a friendly reminder, the storage facility contracts for 2017 will be sent out this month. If you are not interested in renewing your Storage Contract, please advise Heidi as soon as possible to avoid unnecessary charges to your account. You may reach her at or haltman@mam-llc.com. Storage fees for Porto Cima Storage will remain the same for 2017 at $180 per year. The fees for Country Club Storage have been adjusted as follows: the spaces will be $200; the spaces will be $180; and the 23-9 spaces will be $160. The invoices for renewal will reflect the new rates. Come join Missouri Association Management and the Board of Directors as we introduce all POA Members to the new meeting room available for use in Porto Cima at 91 Grand Point Boulevard. An Open House will be held Friday, December 16, from 4 p.m. to 6 p.m. We will be serving wine, beer and coffee. For questions, call the management office at Shawnee Bend Meeting Room 91 Grand Point Blvd. The Shawnee Bend Meeting Room is now available for use by POA members in good standing. For information on utilizing this facility please contact the MAM office at Community Center Deep-Cleaning The Community Center will be closed from Tuesday, January 3rd through Sunday, January 8th, for deep-cleaning. All regularly scheduled group activities and private parties will be suspended for that week so that housekeeping and maintenance personnel can check and clean the facilities for the New Year. The Fitness Center will be closed from Tuesday, January 3rd through Wednesday January 4th for cleaning and disinfecting. For questions, contact the MAM office at

3 COMMUNICATIONS Annual Property Owners Meeting Question & Answer Session: Q. How many of the assessments are delinquent? How many are multi-year past due? What happens to the lost revenue? A. Roughly 1000 lots are delinquent in assessments, approximately 10% of the total lots in Four Seasons POA. Management has a procedure of collecting and recording everything that happens with each lot. The Board accounts for 10% delinquency each year, however, we are seeing more delinquencies being paid in full and hope that will continue to increase with the new collections policy being implemented in Q. When the banks took over several lots from a developer on Seasons Ridge, did they pay the assessments? A. Banks typically pay the back assessments and keep current with yearly assessments. Q. If I buy a lot that has money owed, do I have to pay what they owe? A. That is something that needs to be worked out with the buyer and seller. The buyer should practice due diligence to find out if the property is free and clear of any liens or assessments. Q. How would a buyer know to check for back assessments if purchasing a lot? A. If they use a title company for the closing, they will do a search for clear title. If they choose not to use a title company then they would have to do the research themselves. Q. How would one go about giving a lot away? A. You can list the lot in the classifieds section of and/or call the MAM office to be put on a list of Lots for Sale that is given out to anyone that requests it. MAM is not a real estate office and does not advertise the lot but does offer the list to potential buyers who contact the office. Q. I would like to build a home on my lot and move off the water. Does the water company pay assessments on the lot within Four Seasons POA? Shouldn t the water bills be based on property values? Can t the POA demand the water company treat it as a state tax? A. The water department land is a public facility so it is no longer part of the POA. A. The amount that you pay the water company for undeveloped lots, services the entire water infrastructure throughout the area. The POA has no input. A. Four years ago the POA Board attended a Public Service Commission Meeting regarding water availability service fees. The Board testified in front of the Public Service Commission. They looked at all the documents showing Porto Cima pays $300 per year and Horseshoe Bend pays $90 per year. They realized that the water/sewer availability fee was not something that should continue perpetually, however they did not rule on it. If a resident wishes to ask questions regarding the water company, they may attend the monthly meeting at 7:30 a.m. on the third Thursday of every month at the water company office on Bittersweet. Q. Is there a property owner s directory to see the names of neighbors and to see if everyone is current? Do any of our dues go to helping the Porto Cima Golf Course? What is the website? Is there a map? Is there anyway of selling my lot through the POA? A. There is no directory due to the POA having a confidentiality agreement with residents. None of the POA assessments go to the Porto Cima Golf Course. It is privately owned. The website is There is a map on the website. You may list your lot for sale on the website or put it on the Lots for Sale list at the MAM office. The POA approved residents to place Property Identification Placards on their lot. Such placards may be purchased at any sign company including but not limited to, Instant Signs and Banners. (continued on page 4) 3/AP

You may also contact the Camden County Courthouse to find out the name of the property owner and mailing address. Q. Are there any problems with the placards being taken down? A. No. There have not been any reports of people taking the Property Identification Placards. Q. Where is the money going that has been taken away from Owner Services? A. Owner Services started as security. They have been taken out of that role and the POA has subsidized CCSO to perform the security role freeing up time for Owner Services to focus on amenity checks, violations and serving the community needs. The Board looked at how to balance the budget without raising the fees. Owner Services hours were 16 a day, 365 days a year. In the off season they will now be 8 hours a day increasing to 16 hours a day in season, beginning January 1, Q. Isn t checking the red lights the job of Environmental Services and redundant to have Owner Services check that too? A. Some responsibilities overlap. Sometimes Owner Services may not see an issue but Environmental Services or ACC will see something to report back to them and Owner Services will see issues with wastewater or ACC and report to them as well. A. CCSO also checks for red lights. A. Even though it may seem like no progress is being made, we can assure you that fines are being implemented. Q. Is there any way to get permission from Ameren to put a dock arm at a boat launch area so people can get into their boat? A. The Lodge of Four Seasons Marina offers a discount on launch fees for POA members. If the POA had land to build a community boat dock, it would not be allowed by Ameren. A. This request is something that MAM has researched for the Kay s Point Boat Launch however it would require dredging and the lot lines to be extended so unfortunately it is not something that will work. Q. Owners are often unable to use the Kay s Point Boat Launch because there are boat dock companies that are launching their docks from that area and parking in the clearly posted NO PARKING areas all day long, daily. Owner Services has been very responsive in coming out to talk to the boat dock companies. If you reduce the footprint of Owner Services, I am concerned with the control of the trespassing getting worse. A. Please continue to call Owner Services to report the use of the launch ramp by the dock companies. It may become an illegal trespassing issue where CCSO would be involved. Q. If anyone witnesses someone besides a red 4Runner taking the flags down at the beginning of Horseshoe Bend, please contact CCSO, as there have been several stolen over the past couple years. Ms. Jones is an Emergency Preparedness Advocate and has pamphlets for everyone if they are interested. They are also included in the Welcome Packet for new homeowners. It is always a good idea to keep your 911 address posted in your home for your guests. Q. Who should be contacted about a dead deer? A. You should call CCSO or HBSRD.

5 SOCIAL EVENTS HO! HO! HO! IT S SANTA! Hey POA Kids! Santa has confirmed with the Four Seasons POA that he will be at the Community Center from 10:00 a.m. to 11:30 a.m. on Saturday, December 10, 2016, to take pictures and gather your wish lists for Christmas! There will be an ice cream sundae bar, reindeer food-making and snacks for all, not to mention the jolly ole elf himself, Santa Claus! This is a free event, but we do ask that you please RSVP to the management office at or haltman@mam-llc.com, by Friday, December 7, MAGIC OF CHRISTMAS Come share in the magic of Christmas with the Four Seasons Lakesites POA and Social Committee at the Community Center, Sunday, December 4, 2016 from 6:00 p.m. to 9:00 p.m. It will be a night of good food, fun and entertainment! Heavy hors d oeuvres and desserts will be provided by the Social Committee along with soda, coffee, tea, water, beer and wine. The cost of the event is $10 per person (due prior to event). There will be a gift exchange game and a raffle. The raffle tickets will be $0.25 each or 5 for $1.00. Dress is Christmas casual. PLEASE RSVP to the MAM office by Wednesday, November 30, You must RSVP to participate in the gift exchange. Our entertainment for the afternoon will be the School of the Osage Choir, Les Chanteurs, sharing their beautiful voices singing Christmas Carols. The cost of this event is $10 per person, due prior to the event. We will provide hors d oeuvres, dessert, wine, soda, tea, coffee and water. The attire is Christmas Casual; however we will be having an Ugly Sweater contest if you wish to participate. Don t be Naughty! 6 DEPARTMENTS 6/AP Ditch Rows, What are They and How Do You Care for Them? Storm water drainage control is an important issue no matter whether you live in an urban area or a rural area. Runoff from storm water can become a serious and costly problem for any property owner. In larger urban areas, storm water is usually channeled into subterranean storm water drainage, where most people never see what happens to it. In more rural areas, storm water runs into ditch rows that generally parallel the roads and is then diverted into the Lake of the Ozarks or some other retention basin. In Four Seasons, storm water that is channeled into the ditch rows is typically diverted down between properties or onto common properties and then carried into the lake or one of the POA s interior lakes. Since these ditch rows are the only means of handling storm water runoff, it is extremely important for property owners to help maintain the ones that are adjacent or parallel to their property. Please do not allow grass clippings or leaves to accumulate in the ditch rows. This will block the flow of water through the natural course of drainage. A blocked ditch row can cause serious and costly damage to your property or your neighbors property. Section 14.7, paragraph (f), subsection (xv) of the Fourth Amended and Restated Declaration of Restrictive Covenants that govern this community prohibits Obstructing, rechanneling or failing to keep clear drainage flows If you put yard waste in the ditch rows, such as fall leaves, please make arrangements to have it removed or to burn it as soon as possible. If you are going to burn, please contact your appropriate Fire Protection District to ensure that conditions are favorable to burn and to let them know that you plan to do so. The telephone number for the Lake Ozark Fire Protection District Burn Permits is and the telephone number for the Sunrise Beach Fire Protection District is If you have any questions regarding the ditch rows along your property, please feel free to contact Missouri Association Management at Helpful Tips for Winter Weather When there s ice or snow Clear the sidewalks around your home within ten hours of ice forming or the end of a snowfall. When clearing snow from your driveway, pile the snow on the left side of your driveway (when looking at your home from the road). This will help reduce the amount of snow that is pushed back into the driveway when the snowplow passes by. When there is ice on roadways, salt does not melt ice below 20 degrees. When it snows Don t park on the road or in the lane. Parked vehicles impede the ability of the snowplow to efficiently clear the roads and lanes. Plan for a winter storm Planning for a winter storm is difficult. No two winter storms are alike. Each storm presents its own unique set of complexities that must be carefully assessed in order to determine the type and degree of service required and to be initiated. Missouri Association Management, LLC would like to thank residents for their consideration during this upcoming ice and snow season. On-Site Wastewater Inspections Wow, how time flies when you re having fun! It is hard to believe but it s the time of year when management begins inspecting the on-site wastewater treatment systems for those of you who have this type of treatment. With over 1,400 of these systems to inspect, the process will take several months and for those of you who are here during the winter and early spring months, you might very well see our inspection staff walking through your back yard checking your system. Please do not be alarmed. We try to ensure that our inspectors are wearing clothing that identifies them as members of Missouri Association Management. Our vehicles are all identified and every staff member has an ID badge. Shortly after your system inspection is completed, you will receive an inspection report, advising you how your system is doing and if there were any problems noted during the inspection. During the winter months, when temperatures plummet and the heavy coats come out, it may be difficult to identify who these inspection individuals are. If you have any questions about the inspections, or the report you receive please feel free to contact the management office at and we will be happy to assist you.
