1 CCOG Activity Reports January April 2011 MEMBER SERVICES/ADMINISTRATION/IT Regional Activities Regional Transportation Planning Study: The Transportation Study progressed into a new phase with the February 28 Policy Group meeting, which focused on how to close gaps identified in the initial study presented and discussed at the November 15 roll out meeting. Gaps generally addressed the lack of a regional framework for transportation needs and funding when compared to some high performing regional areas throughout the country. Elected policy leaders will determine the appropriate scope for regional transportation efforts and options for how to best realize improvements to regional transportation systems. Assessment Centers: Salisbury Police Department Assessment Center for Captain Salisbury Police Department Assessment Center for Lieutenant Salisbury Police Department Assessment Center for Sergeant Gastonia Police Department Assessment Center for Sergeant Region of Excellence Awards: CCOG celebrates the work of member governments through the Region of Excellence Awards. These awards honor outstanding achievements that work collectively to achieve regional goals. Elected officials, managers and other staff were encouraged to nominate innovative projects implemented by their jurisdictions that contribute to significant and positive advancements in the community. Centralina recognized the following Region of Excellence Award winners at its Annual Meeting on February 9, 2011: Local Government Efficiency & Effectiveness Iredell County: Project Access Initiative The Iredell County Health Department (ICHD) implemented Lean Six Sigma tools, methods and principles to advance the system of storing, accessing and retrieving septic system permits. The old system involved a paper filing process that was time consuming with many steps and occasional inaccuracies. Converting hard copies of installed septic system permits into a digital format, has provided instant access to permits and has improved customer satisfaction due to rapid access of information. Community Investment & Development City of Gastonia: Gaston Mall Connector Road The Gaston Mall Connector Road represents a public/private partnership leveraging approximately $20 million in private sector development. The connector road helps improve and diverts traffic by the mall, which ultimately improves local traffic flow and provides regional air quality benefits. This innovative approach to economic development is a model for public/private partnerships, creative financing, and overall coordination to leverage funds for public infrastructure, private investment, and job creation. Service to Citizens Town of Matthews: Library Volunteers Program In light of proposed budget cuts, the Town as well as other municipalities in Mecklenburg County were asked to make significant funding contributions in order to save the closing of the branches. As part of a two fold plan, the Town offered to forgo the rent for the library for and also agreed to recruit and help train volunteers to allow the branch to stay open a minimum of five days a week. The Town staff pulled together community members and library staff to begin working on a volunteer recruitment campaign and rolled out posters, news releases, and e mail newsletters in an effort to recruit volunteers to staff the library. The community response was so great that the fifth day of service was added ahead of schedule.

2 AREA AGENCY ON AGING Regional Activities Special Presentations: AAA co led the North Carolina retreat for A Matter of Balance: Managing Concerns About Falls an evidence basedd health program for master trainers. Presented Living Healthy to all Carolinas Healthcare nursing staff placed in regional YMCA programs and hospitals. Regional Meetings: Conductedd monthly meetings of the Metrolina Falls Prevention Coalition for the entire nine county region. Attendance averaged peoplee each month from multiple counties. Subcommittees have been formed for Professional Education, Outreach and Media/Membership. Participated in the Long term care Enhancements meetings in Raleigh for the State Culture Change Coalition. Facilitated numerous meetings across the region in support of advocacy, communication and education on issues impacting older adults, those with disabilities, and their families and caregivers. Centralina AAA convened the following groups: o Information and Assistance and In Home Aide Services o Nutrition Program providers o Senior Nutrition Program Providers o Senior Center Directors o Title III D Health Promotion Disease Prevention service providers o Community Advisory Committeee members o Region F Aging Advisory Committee o Senior Tar Heel delegates and alternates o Agingg service providers o Evidence based healthy Program/Living Healthy Advisory Committee Newsletters/ Educational Resources: The first Centralina Area Agency on Aging Annual report, detailing successes and key activities of the agency, was created and distributed. Distributed The Outlook. The CAC Connection was developed and distributed to Community Advisory Committee members. It includes training dates and topics of current information. Major Workshops/Events: Certified 19 new leaders for the Living Healthy (Chronic Diseasee Self Management Program). Certified 19 new leaders for the Living Healthy with Diabetes (Diabetes Self Management Program). Held A Matter of Balance: Managing Concernn About Falls evidence based healthh program Master Trainer certification training and over 20 new trainers have been certified to teach the program across North Carolina. Grants Applied For: Applied for Mecklenburg County Community Services grants for the Chronicc Disease Self Management Program andd the Senior Community Services Employment Program to supplement the losss of funds for next fiscal year and to target low income elderly regarding challenges such as unemploymentt and health related issues. 3 Anson County AAA staff conducted programmatic monitoring of the Senior Community Service Employment Program housed in the Anson Council on Aging. Cabarrus County Centralina staff conducted programmatic monitoring of Legal Aid of North Carolina. Although housed in Cabarrus County, this agency services 8 of our 9 counties. AAA staff conducted programmatic monitoring of the Family Caregiver Support Program and Senior Center Operations housed in the Cabarrus County Department on Aging. Met with staff at Kannapolis/Cabarrus YMCA to schedule Living Healthy workshop. Gaston County Provided information to the Gaston County Home and Community Care Block Grant Advisory Committee AAA staff conducted programmatic monitoring of the Family Caregiver Support Program housed in the Gaston Department of Social Services. Iredell County AAA staff conducted programmatic monitoring of the Family Caregiver Support Program housed in the Iredell Council on Aging. AAA staff conducted orientation and training to new Senior Community Service Employment Program Assistant. Lincoln County AAA staff facilitated meeting in Lincoln County to discuss future activities related to planning for older adults in the community. Mecklenburg County Continued efforts for Crossroads Charlotte Connecting Community to Seniors initiative in which Centralina staff provided aging sensitivity and communications training during two session to staff at the town of Huntersville and one session to the town of Matthews. Assisted with design of the Mecklenburg CRC Hospital Discharge Planning Event Provided technical assistance to the Mecklenburg CRC Governance Team Implemented Financial reimbursements for Mecklenburg CRC monthly expenses Held training for a local Nurses Association February 26 th at CPCC on Aging Sensitivity. Held a CRC Event for Mecklenburg County with over 100 attendees at Covenant Presbyterian Church. Held the Social Work celebration event for over 250 case managers and Social workers in Mecklenburg County. Centralina staff conducted programmatic monitoring of Legal Services of Southern Piedmont. AAA staff conducted programmatic monitoring of the Family Caregiver Support Program housed in Mecklenburg County Department of Social Services. AAA staff facilitated the selection of projects for the JARC (Job Access Reverse Commute) grant. This process was conducted through a contract CATS established with Centralina. AAA staff hosted state wide AARP volunteer training event. Held the Senior Community Service Employment Program quarterly meeting with 65 people in attendance. 3 P age

4 Conducted site visit at and completed approval process for new Mallard Creek Congregate Dining site. Rowan County Convened and oriented the Rowan Home and Community Care Block Grant Advisory Committee AAA staff conducted programmatic monitoring of the Family Caregiver Support Program and Senior Center Operations housed in the Cabarrus County Department on Aging. Stanly County Held the Senior Community Service Employment Program quarterly meeting with 15 people in attendance. Union County Facilitated the Union County Home and Community Care Block Grant Advisory Committee meetings AAA staff, along with a volunteer, co taught a 6 week Chronic Disease Self Management Course to seniors residing in Waxhaw. 4 P age

5 COMMUNITY AND ECONOMIC DEVELOPMENT Regional Activities Advanced Manufacturin g Awards: Established through the Minds that Manufacture Initiative, the awards were created to support and highlight advanced manufacturing in our region and to create a hot spot with bright minds, new ideas, innovative talent and resources. The awards recognize and celebrate processs excellence in our region that demonstrates best practices utilized during the calendar year of The awards will be announced at an awards ceremony on June 23, 2011 at the University Hilton Hotel. Winners will be promoted across our region as outstanding examples in four areas of excellence: 1. Best Process Improvement Project 2. Best Innovation Project 3. Green Project 4. Corporate Leadership For more information and to download the application packet or sponsorship information visit: EDA Revolving Loan Fund: Received notice that our application to EDA for the Revolving Loan Fund, has received approval, but due to the current situation with the Federal budget funds have been frozen and cannot be officially awarded until a budget has been passed. Cabarrus County Cabarrus County: HOME rehab services: 3 houses under contract, one house inspected. Gaston County City of Bessemer City: Advised them on potential CDBG applications Housing Development for a tax credit apartment project & reviewedd areas for Community Revitalization project. City of Cherryville: Completed final paperwork to close out their CDBG R project (Cedar St. Replacement Sewer Pump station). Town of Mooresville: One house under contract for housing rehab Iredell County Mecklenburg County Town of Huntersville: Assisting Our Towns Habitat for Humanity with their HOME project at Norman Park subdivision (land acquisition & installing infrastructure for new housing construction). Projectt funded by the CLT Mecklenburg Housing Consortiumm thru the Town of Huntersville. Town of Huntersville: The Vernhoeff Overpasss (installing an overpass over Hwy 115 and the N&S rail tracks to serve a business park) under contract. Project funded thru EDA. We are handling the contract details: EDA reporting and the Davis Baconn compliance (payroll review & employee interviews). CCOG Activity Report: January April Pagee

6 PLANNING SERVICES Regional Activities NCAPA: Centralina COG in conjunction with the North Carolina Chapter of the American Planning Association held a series of four training sessions in Statesville, Wilson, Asheville and Pembroke. Three of the sessions dealt with quasi judicial procedures; the fourth session (in Asheville) dealt with conditional zoning. Over 150 persons attended these sessions. Unlike previous sessions, the training involved presenting actual cases from other communities and attendees were given the opportunity to vote on whether or not to approve each petition. Voting was done using electronic polling devices with real time feedback. Lake Norman Rural Planning Organization: The Lake Norman Rural Planning Organization (RPO) Technical Advisory Committee met in February 2011 and elected Bob Austell, Mayor of Cherryville, to serve as Chairman and George Arena, Lincoln County Commissioner, to serve as Vice Chairman. Mountain Island Lake Marine Commission: CCOG staff will be working with the Marine Commission in facilitating a series of Stakeholder meetings to discuss the future of the Lake. The Commission will be appointing Stakeholders (including Commission members, elected officials and interested citizens) in early Lake Wylie Marine Commission: Once again the Marine Commission played a large sponsorship role in the Catawba Covekeeper s Riversweep. The 9 th annual event was a great success with more than 900 registered volunteers gathering over 56,000 lbs of trash and debris. Rocky River Watershed Improvement Project: Continued oversight of sub contractor Tetra Tech, including obtaining new end date for the contract with NC Division of Water Quality of December Storm Water Partnership: Implementation began on the Partnership s grant from EPA to create and distribute posters printed in Spanish that contain storm water related messages. NC 73 Council of Planning: CCOG staff began planning the Council of Planning s first meeting in FY , scheduled to take place in Huntersville in early Goose and Crooked Creek Watershed: Goose and Crooked Creek Local Watershed Plan Technical Team meeting held at COG offices. Goals and Objectives for the ultimate plan were refined and agreed upon. Training: Bill Duston, Planning Director, attended a training session in December by the USDOT in Detroit, Michigan on air quality conformity and its effects on land use and transportation at the local and regional levels. City of Kings Mountain: Comprehensive Bicycle Plan Developed draft plan for review Gaston County School Walkability Study: Developed base information and existing conditions maps Discussed project issues with stakeholders 6 P age

7 Iredell County Carolina Thread Trail: Served on County Greenway Master Plan steering committee Served on technical review team Rowan County Town of Spencer: On April 4, the Town of Spencer was notified that it was one of 22 communities who will be receiving assistance from US EPA Sustainable Communities Building Blocks Program. The Sustainable Communities Building Blocks Program seeks to provide quick, targeted technical assistance to communities using a variety of tools that have demonstrated results and widespread application. The Town of Spencer has a historic downtown that is the home of the North Carolina Transportation Museum (formerly known as Spencer Shops ). Local leaders are interested in reviving downtown and better integrating the Museum with the downtown and surrounding areas. EPA will send a team of experts to Spencer to address the issue and (1) conduct a one day workshop to gather input and ideas from local residents and Town officials; (2) meet with Town officials to further explore and understand the issues facing Spencer; and, (3) write a report that outlines suggestions the Town could take to address the Town s concerns. Particular attention will be paid to the Town s land use regulations, although updated in recent years, contain many elements that are more suburban in nature and do not wholly promote a compact, urban development form. CCOG staff worked with the Town of Spencer in developing the application submitted to EPA. Town of Waxhaw: Comprehensive Pedestrian Plan Developed initial database and existing conditions maps. 8 WORKFORCE DEVELOPMENT BOARD Regional Activities Charlotte Regional Economic & Workforce Recovery Initiative Team Meeting: January 5: CPCC Harris Campus. This group is implementing plans/strategies to address the layoffs from the financial services sector and other businesses in the region, as requested by Governorr Beverly Perdue. Vail Carter provided an update onn solutions for the faith based/community based connections. Centralina WDB Executive Planning Committee Meeting: January 18: The Floor Pavilion in Concord. Centralina WDB Chair Bob VanGordenn conducted the meeting. David Hollars attended this meeting and provided staff support. Committee worked onn setting the agenda for the Board retreat. Charlotte Regional Partnership Investors Forum on Health Care: January 18: Central Piedmont Community College Harris Campus. David Hollars and Vail Carter and Panico Peres, SABO USAA and Centralina WDB member participated in this event and the accompanying reception with local NC Legislativee delegation. Centralina WDB Youth Council Meeting: January 20: Boys & Girls Club in Concord. The meeting was conducted by Centralinaa WDB member and Youth Council chair Carol Johnson. Natasha Pender participated and provided staff support. A presentation was made by Kwain Bryant encouraging Youth Council members, guests and program participants too make 2011 their best year ever. Competitive Workforce Alliance Allied Health Regional Skills Partnership: Held its first meeting on Thursday, January 20, 2011 and focused on how to build success in the coming year, as well as meeting the needs of the future. Centralina WDB Workforce Readiness Committee Meeting: January 24: Smart Start in Monroe. Centralina WDB member Mary Ann Rasberry hosted and chaired the meeting. Davidd Hollars and Emily Clamp provided staff support. Presentation was made by Robin Richards (DCA, Inc.) on preparation for a regional literacy/lifelong learning summit. Energy Careers for a Bright Future Planning for K 12 Meeting: January 26: CPCC Harris Campus. Natasha Pender provided staff support. Participants discussed how to engage regional Career & Technical Education coordinators from middle and high schools in the planning of an Energy Careers event that will expose youth to careers in the energy field. United Way of the Central Carolinas Community Assessment Meetings: February 1, February 15 and March 1: United Way offices. United Way of Central Carolinas and the UNC Charlotte Urbann Institute teamed up to conduct a comprehensive, five county needs assessment. This study is broader than any assessment previously undertaken in our region. David Hollars was invited as an expert to serve on a panel to examine data from the assessment and recommend key areas of focus for United Way and our community. Charlotte Regional Economic & Workforce Recovery Initiative Team Meeting: February 2: CPCC Harris Conference Center. This group is implementing plans/strategies to address current and anticipatedd layoffs from the financial service sector businesses in the region, as requested by Governor Beverly Perdue. Conducted by Patricia White and Michelle McNulty, this intensive training session was provided to 19 Workforce Investmentt Act (WIA) staff members and supervisors. Centralina Workforce Development Board Meeting: February 15: Rowan Cabarrus Community College s Biotechnology Building on the NC Research Campus in Kannapolis. 9 Relations detailing the Airlines growth in the region and the importance of the Charlotte Douglas International Airport to the region s business development. Centralina WDB JobLink Career Center Managers Meeting: February 15: Rowan Cabarrus Community College s Biotechnology Building on the NC Research Campus in Kannapolis. Keri Allman from Rowan Cabarrus CC s R3 Center discussed Rapid Response delivery. Meeting was conducted by Janet Hudson, Centralina WDB vice chair and staffed by David Hollars and Vail Carter. NC Workforce Development Partnership Conference Planning Committee Meeting: February 22: Raleigh. Natasha Pender participated in this meeting to develop agenda, topics, and speakers for the annual conference to be held in October in Greensboro. Energy Careers for a Bright Future Planning for K 12 Meeting: February 23: CPCC Harris Campus. Natasha Pender participated. Participants discussed how to engage regional Career & Technical Education coordinators from middle and high schools in the planning of an Energy Careers event that will expose youth to careers in the energy field. NC Workforce Development Training Center Board meeting: February 23: NC Workforce Development Training Center in Raleigh. David Hollars participated in the quarterly meeting of this advisory group for workforce development staff training efforts in North Carolina. Data Validation Training: The Centralina WDB partnered with the NC Department of Commerce Division of Workforce Development Performance and Data Validation Specialist to offer Data Validation training to Workforce Investment Act (WIA) staff members from several agencies under contract with the Centralina WDB. The training was held on Wednesday February 23 at Stanly Community College Crutchfield Campus in Locust and on Thursday February 24 at Rowan Cabarrus Community College in Salisbury. A total of 62 WIA staff and JobLink Career Center managers attended the sessions. NC Department of Public Career and Technical Education Administrative Internship Program Conference: February 24: Winston Salem. David Hollars served as a panelist at the conference and provided insight on the Centralina WDB s partnerships local career and technical education programs in local school systems and the community. Southeastern Employment & Training Association Spring conference: March 6 9: Greensboro. David Hollars participated and served as a presenter at the conference. Michelle McNulty also participated in this conference. NC Workforce Development Board Directors Council meeting with NC Department of Commerce officials: March 14 15: Durham. Meeting focused on possible changes to workforce system in NC including consolidation of state agencies, handling potentially large layoffs of state workers, and revamping the one stop career center system. Centralina WDB Youth Council Meeting: March 17: Cabarrus County Boys & Girls Club in Concord. Vanessa Colόn of Piedmont Behavioral Health (PBH) was the featured speaker at the meeting. Vanessa is the Community Relations Manager for the Behavioral Healthcare organization which serves four of the counties in the Centralina WDB region (Cabarrus, Rowan, Stanly and Union). NC Youth Summit Planning Committee Meeting: March 18: Greensboro. Chaired by Natasha Pender, this committee is responsible for planning the NC Youth Summit that will be held on April in Greensboro. NC Workforce Development Partnership Conference Planning Committee Meeting: March 22: Raleigh. Natasha Pender is serving as a member of the committee planning for the state conference on October in Greensboro. Centralina Workforce Development Board Meeting April 12: Cabarrus Regional Chamber of Commerce in Kannapolis. The Board had the opportunity to hear from Ronne Grantham from the Employment Security Commission about the new JobConnector service launched in January. The system provides a better method for employers to list job orders, review applicant profiles, and complete accurate matching of qualified, skilled individuals with jobs in our communities. 9 P age

10 Charlotte Regional Workforce Development Partnership meeting April 19: Central Piedmont CC Harris Campus. David Hollars participated in this meeting where over 40 community college and workforce professionals from throughout the region attended. On behalf of the Competitive Workforce Alliance, David Hollars presented an update on the Alliance s workforce efforts for the past several months. Re Employment Bridge Institute Training Session April 5: NC TeleCenter in Williamston. The Re Employment Bridge Institute staff and their partners offered on site training for over 60 workforce partners, businesses, and other interested parties from the Region Q Workforce Development Board area (Beaufort, Bertie, Hertford, Martin, and Pitt counties). David Hollars participated in the all day training session with representatives from Rowan Cabarrus CC s R3 Center. Charlotte USA Energy Capital Initiative Workforce Taskforce meeting April 26: CPCC Harris Campus. David Hollars participated in this meeting along with representatives from Duke Energy and Central Piedmont CC to plan for regional Energy Careers event to be held on August 9. Schenck Job Corps Center visit April 21: Pisgah Forest. Natasha Pender participated in this visit along with representatives from Union County Community Action WIA Youth program. NC Youth Leads meeting April 26 27: Deep River Events Center in Greensboro. Natasha Pender participated in this quarterly meeting of workforce development board youth specialists from throughout the state to learn about best practices. Union County Transition Fair planning meeting April 26: Monroe. Natasha Pender participated in this meeting to prepare for the event in May where the Centralina WDB is a sponsor. Workforce Innovators meeting held on Thursday April 7 and Friday April 8 in St. Petersburg. David Hollars participated in this meeting with the top workforce development executive directors from around the country. NC Workforce Development Partnership Conference planning committee meeting April 19: Raleigh. Natasha Pender is serving as a member of the committee planning for the state conference on October in Greensboro. Anson and Stanly County leaders collaborate on solutions to a creative economy On Friday January 14, 2011, the Institute for Emerging Issues held its first meeting for creating a creativity conversation for Anson and Stanly counties. The event brought together over 75 key partners from the two communities including businesspersons, artists, workforce and economic development professionals, educators, political leaders, and community organizations to get them thinking creatively about jobs in Stanly and Anson counties. Extreme Entrepreneurship Tour headlines Centralina WDB Youth Council Summit On Friday February 25, 2011, the Centralina Workforce Development Board Youth Council brought the Extreme Entrepreneurship Tour to the area with the goal of inspiring young people to create their own jobs. The event was the Youth Council s 5th Annual Youth Services Summit. The event was held at the Vintage Motor Club in Concord and was co sponsored by Rowan Cabarrus Community College and the Boys & Girls Club of Cabarrus County. Nearly 200 people, including students, educators, community college professionals, business leaders, non profit staff, youth organizations, and WIA contractors were in attendance to apply the entrepreneurial mindset to their lives, regardless of career choice. Experts are optimistic about the County, Regional and State Economy Although there are still issues with unemployment rates, home sales, and other aspects of the economy, the state and county have the potential for growth. Al Guarnieri, a partner with Parker Poe Adams and Bernstein, LLP, offered an optimistic view of the economic future at Union County s Inaugural Groundhog Day Economic Forecast Event. The event focused on economic trends in Union County as well as the regional and national economy and what to expect in the future. The event also featured presentations from Tim Quilan, an economist with Wells Fargo Securities, LLC and Rick Kaglic, an economist with The Federal Reserve Bank of Richmond Charlotte Branch. Kevin Pitts, publisher and CEO of the Charlotte Business Journal functioned as the event s moderator. The Competitive Workforce Alliance Allied Health Regional Skills Partnership For the second year in a row, The Competitive Workforce Alliance Allied Health Regional Skills Partnership (Regional Skills Partnership) sponsored a Career Showcase highlighting careers in allied health one of the fastest growing job markets in North Carolina. The event was held at CMC NorthEast and over 150 people ranging from high school and college students to adults looking for a new career came to talk to educators, trainers and practitioners and see various demonstrations. 10 P age

11 E3: North Carolina Launch of a New Season of Strength for our Manufacturers On Wednesday March 2, 2011, the Monroe E3 Team kick off meeting was held at South Piedmont Community College in Monroe. David Hollars and Vail Carter participated in the discussion. This meeting was the local follow up to the statewide launch of the E3: North Carolina program for manufacturers which was held in December Anson County Anson County JobLink Career Center Management Team meeting January 13: JobLink Career Center in Wadesboro. David Hollars participated in the meeting and provided staff support. FY 2010 Annual Workforce Investment Act (WIA) monitoring of Youth services conducted by Patricia White and Michelle McNulty: Union County Community Action, Inc. Youth services contractor for Union and Anson counties Wednesday January 26 and Thursday January 27 in Monroe and Wadesboro. Anson County JobLink Career Center Management Team Meeting February 10: JobLink Career Center in Wadesboro. David Hollars participated in the meeting and provided staff support. Anson County JobLink Career Center Partners Quarterly Meeting February 10: JobLink Career Center in Wadesboro. Jim Boylin with NC Probation and Parole was the featured speaker at the Partners meeting. David Hollars participated in the meeting and provided staff support.
