If lives are going to be saved from an act of terrorism like CBRN, it will be the actions of Organizations that can respond within minutes, not hours or days... There is only one agency that can do that and it s the Fire service - Chief Neil Svetanics

Who is a First Responder? The individual who arrives first on the scene of a hazardous materials incident with the responsibility to ACT. For our purposes, first responders are emergency response personnel, NOT members of the public, who may arrive on the scene first.
