DMSMS 2010 Achievement Awards The DMSMS 2010 Achievement Awards seek to recognize both teams and individuals who have demonstrated outstanding achievement in providing warfighters with increased operational readiness and capability through the proactive management of Diminishing Manufacturing Sources and Material Shortages. This award is sponsored by the DoD DMSMS Working Group and is open to teams and individuals from both DoD and Industry. This year s committee focused on DMSMS activities exhibiting accomplishments in: Exceptional DMSMS Management of a Defense System or Enterprise Significantly improved quantifiable Readiness Levels Substantial Cost Avoidance(s) or Saving(s) Life Cycle Management of DMSMS Issues Creation and/or Implementation of a DMSMS Best Practice The DoD DMSMS Working Group Award Panel received fourteen nominations, all of which demonstrated achievement in mitigating DMSMS within their respective communities. TEAM ACHIEVEMENT AWARD (Navy) Naval Air Systems Command DMSMS Team NAVAIR 6.7.1.6, the NAVAIR DMSMS Team s mission is to mitigate the impact of total ownership cost on Naval Aviation and provide NAVAIR with a trained DMSMS workforce. The NAVAIR DMSMS team has been instrumental in addressing counterfeit awareness issues from commissioning the Department of Commerce report to working with the Defense Acquisition University and ARINC to develop the first DAU counterfeit awareness continuous learning module (CLL). Recognizing the lack recognition training for identifying counterfeit microelectronics, the NAVAIR DMSMS Team worked with the NASA JPL to develop the first DON counterfeit micro-electronic recognition training program. This program was used in the development of counterfeit awareness and recognition module that is incorporated in the DOD 2M certification and annual recertification training program. In addition the team developed a NAVAIR DMSMS Certification Program and Standardized Work Package. These programs enhance the DAU DAIWA training by requiring additional DMSMS certification training and formalizing the essential information required for contract language utilized in the development of a Specification and Statement of Work requirements for the NAVAIR DMSMS community. TEAM ACHIEVEMENT AWARD (Air Force) B-2 Obsolescence Mitigation Team Under the direction of Michael Davis, the B-2 DMSMS Management Team (DMT) assembled an outstanding and experienced support team from NCI Information Systems and Principal Technologies Inc. with extensive logistics, engineering and supply chain expertise. In addition to Government data sources, the Team uses the Supportability Management Assessment Reporting Tool (SMART) to obtain commercial data from over 210 million parts from 3 commercial databases. The Team consolidated the various tool inventories into SMART in order to present a comprehensive picture of ALL available assets to support the B-2 weapon system. The combined talents of all Government and contractor personnel are documented in the DMSMS Engineering Requirements Plan that serves as a roadmap for each major LRU or SRU component to preserve and extend its serviceable life to support our warfighters worldwide. Using the SMART tool and the B-2 DMSMS Management Plan, the team automatically reviewed, analyzed and performed status actions on thousands of items resulting in a phenomenal 43.6 to 1 return on investment in the first 10 months and a cost avoidance of over $20M. TEAM ACHIEVEMENT AWARD (Air Force) AFGLSC DMSMS Team AFGLSC DMSMS Team (Tinker site) is comprised of both Government personnel and contractor support personnel from BAE Systems, Inc. and Northrop Grumman Corporation. This team was established in 2006 and has consistently met the challenges involved with providing proactive DMSMS management for all Tinker-managed USAF systems encompassing over 4,000 equipment Technical Orders. Through the use of automated DMSMS management tools and proven processes, the team resolved 17,480 DMSMS issues from October 2009 through July 2010. This resulted in a potential total cost avoidance of $67.7M as calculated per DMEA Resolution Cost Metrics for DMSMS. A significant advancement occurred over this past year with the stand-up of DMSMS IPTs. These IPTs include members of both the AFGLSC DMSMS Team and the Tinker Weapon System IPTs, thereby providing a greater degree of DMSMS focus to the overall life cycle management of Tinker assets. This has also provided the AFGLSC DMSMS Team with greater insight into weapon system management and planning, thus allowing them to develop DMSMS management strategies better tailored to the individual systems and/or equipment. The ongoing proactive DMSMS management provided by the AFGLSC DMSMS Team, along with the tighter integration with weapon system life cycle management, has resulted in a DMSMS program widely utilized and respected across Tinker AFB. TEAM ACHIEVEMENT AWARD (Air Force) USAF Space & C3I Systems DMSMS Team The Space and C3I Systems DMSMS program has been in-place since Feb 2001. The DMSMS team provides obsolescence support to the 20 diverse Weapon Systems within the 415 Supply Chain Management Squadron (Space and C3I Systems). The Space and C3I DMSMS Program consists of a Government Program Manager and a professional team of contractors (BAE Systems, Inc. and NCI Information Systems, Inc.) The team effectively implements the required functions outlined in the organization s DMSMS Management Plan. BAE Systems performs data mining, loading of systems Bills of Materials (BOM), and component obsolescence statusing. NCI Information Systems provides the Analysis and Resolution of the critical Proactive and Reactive processes. The DMSMS team primarily consists of 17 on-sight professionals, to include Electronic Engineers, Logisticians, Technicians, and Program Managers. INDIVIDUAL ACHIEVEMENT AWARD (Air Force) Mr. Wade La Moureaux USAF Space & C3I Systems DMSMS Program Manager Mr. Wade La Moureaux has been the Space and C3I Systems DMSMS Program Manager for well over five years. The DMSMS program provides obsolescence support to the 20 diverse Weapon Systems within the 415 Supply Chain Management Squadron (Space and C3I Systems). Under Wade s direction, the Space and C3I DMSMS Program consists of a team of professional contractors (BAE Systems, Inc. and NCI Information Systems, Inc.) Over this past year, Wade s performance has been exemplified through his expert leadership and management skills. The DMSMS program achieved a potential cost avoidance of over $50 million with a direct impact to the increased parts availability of over 17,000 managed items which led to a 44 percent reduction in MICAP Hours and an 18 percent reduction in Backorders.

INDIVIDUAL ACHIEVEMENT AWARD (Navy) Mr. G.F. Ric Loeslein Naval Air Systems Command Mr. Ric Loeslein serves as the Branch Head for the NAVAIR DMSMS Team where he provides direct oversight and management. Their mission is to serve as the DMSMS focal point for Naval Air Systems Command and function as an Obsolescence/DMSMS asset to NAVAIR Program Offices as well as work with DOD, DLA, NAVSUP, SYSCOMS, and Industry to implement a pro-active strategic plan to mitigate the effects of Obsolescence. Ric provides the NAVAIR direct interface and insight with these agencies through his participation on various DOD, DON and Industry IPTs. He has played an active role in the DOD and Industry efforts to mitigate the impact of counterfeit materiel infiltration into the DOD supply chain by providing training to over 500 NAVAIR artisans and technicians on identification techniques and presenting awareness training to other government agencies and industrial groups. The culmination of these efforts have resulted in the establishment of a counterfeit awareness module in the certification course for all DOD 2M technicians and the establishment of a counterfeit awareness DAU Continuous Learning course.

INDIVIDUAL ACHIEVEMENT AWARD (Navy) Mr. Donald Myrl Leach Naval Air Systems Command Mr. Donald Myrl Leach serves as the Deputy Branch Head for AIR 6.7.1.6, the NAVAIR DMSMS Team. He is responsible for day to day functions of the team members as well as interfacing with all NAVAIR programs. In this position Myrl has completed 13 Independent Logistic al Assessments on major NAVAIR acquisition programs. During the ILA he conducts a very detailed assessment on the DMSMS activity, ensures that planning is in place, funding is identified, processes have been established and personnel are aware of their responsibilities. His thoroughness during this evaluation as well as his ability to assist the programs in correcting their deficiencies has earned him the reputation as an outstanding evaluator with numerous accolades from the Programs. Myrl was, also, instrumental in developing the DMSMS Standard Work Packages and NAVAIR DMSMS Certification programs. In addition to his competency functions Myrl is recognized in the DMSMS community as the first responder. He is always willing to share his knowledge and provide insight to the various DOD and Don committees that he supports.

LIFETIME ACHIEVEMENT AWARD Mr. Charles Chuck Marshall ARINC Engineering Services, LLC Mr. Charles Marshall has enjoyed leadership with the US Army, DLA, and ARINC that enabled him to do what needed to be done throughout his career. He is the proverbial man behind the scenes making things happen. The first thing you will hear him say is, There is no such thing as the all knowing expert. When he isn t preaching RNCC/RNVC codes, he will tell you a tool alone is not enough, it takes a team and a tool set, followed closely by the minute you think it up you need to start planning for DMSMS ; and of course, there is his pleading for Engineers and Loggies to work together! Some of his many contributions to the DMSMS community include the first DLA semi-automated processing of a DMS Case (the Motorola/AMD case caused by the Perry Memo ), development of the cataloging filters and procurement guidance for Nuclear Hardness Critical Items, and his work in helping to establish a very effective proactive DMSMS program for the B-2 and orchestrating the multi-year buy based on pro-active management of the aircraft bills-of-materials. While he will stress the fact that it was a team effort, he will be most remembered for orchestrating the development of the first DMSMS courses, both instructor led, and computer based training modules that have enabled the training of over 8,500 students since 2005 in Proactive DMSMS Management basics.
