Organisational Environment: The State Residential Care Manager is an important leadership position with Centacare Tasmania Family Services. The position will lead service delivery including developing, operating and evaluating Therapeutic Residential Care Services in line with Centacare Tasmania s vision, mission and values. The State Residential Care Manager will report directly to the Director Family Services and have operational responsibility for all therapeutic residential houses across the state. This will include ensuring compliance with all requirements and KPIs within the programme Service Agreement and relevant legislation, plus overseeing budgets and house staffing requirements. This position will provide emergency on-call support to house teams on a rotational basis. Major Accountabilities: 1 Interpersonal and communication style: Strong and effective verbal and written communication skills, with the ability to present complex and/ or contentious information to clients, staff, stakeholders and partner agencies Ability to encourage, promote and participate in cross-programme service provision, planning and evaluation Maintain constructive and effective relationships with funding bodies and appropriate service sectors Maintain confidentiality on all issues relating to the agency, clients and colleagues, plus act as a conduit for information sharing throughout and between all levels of the organisation Understand and accept additional tasks within professional capability as instructed by the Director, Family Services and Executive Director Centacare Tasmania. 2 Professional/technical elements: Sound understanding of theories and principles which underpin the provision of Therapeutic Residential Care services for young people aged 12 years to 18 years Demonstrate sound research, problem solving and analytical skills Compile both formal and informal high level reports within agreed timeframes Deliver change in the context of service modernisation, redesign and improvement as evidenced through research and any changes in community or legislative changes Develop, plan, manage and lead projects designed to improve outcomes of young people receiving Therapeutic Residential Care services Undertake responsibility, appropriate decision making and exercise initiative and sound judgment for all aspect of service delivery within Therapeutic Residential Care programmes across Tasmania Demonstrate competency in the use of current business technologies such as Microsoft Office applications, mobile phones and client/ service databases 3 Financial and organisational activities and reporting: Exercise sound financial management of the service in consultation with the Archdiocesan Finance department Determine spending priorities within the parameters of the programme budget Ensure all budgets are carefully managed and resources are fully maximised Provide monthly reports to the Director, Family Services Manage all contracts are per agreed and written requirements, ensuring that all funding body reporting requirement are met Participate in Centacare Family Services Co-ordinator meetings and organisational strategic planning activities. 2 P a g e Position Description: State Residential Care Manager Version date: May 2015
4 People management or teamwork activities: Ensure the effective recruitment, induction, professional supervision and annual performance appraisals of all Therapeutic Residential Care team members, actively promoting on-going professional development to ensure workers and practice are current and up-to-date with emerging trends and research findings Lead and support individual team members to achieve their fullest potential, whilst maximising their contribution to the achievement of programme and agency goals and outcomes Foster a culture of team flexibility, with staff motivated to adapt to a changing and dynamic working environment Ensure individual and team performance is effectively managed, with all team members fully competent and trained to undertake the roles for which they are employed Actively participate in team meetings, staff general conferences, annual performance appraisals and professional development opportunities Provide line management supervision to House Co-ordinators and Therapeutic Specialists Actively engage and participate in both line management and clinical supervision Provide emergency on-call support to house teams across Tasmania on a rotational basis Regularly travel intrastate to provide management support to all Therapeutic Residential Houses 5 Compliance requirements and quality control activities: Develop and maintain appropriate data collection systems to assist in monitoring activity and assessed and emerging need Demonstrate ability to ensure that work practices and reporting complies with the terms of all funding body Service Agreements and KPIs Development of and participation in on-going programme and Agency strategic evaluates and review processes and Quality Improvement processes Participate in any or external audit requirements, ensuring that services meet nationally accepted standards of practice Demonstrate an understanding and knowledge of all external legislation and internal policies that relate to the position and Centacare Tasmania, ensuring that all services meet legislative requirements and standards Take all reasonable and practical steps to ensure all work areas and practices are consistent with Workplace Health and Safety Standards and legislation 6 Personal accountability level This role reports directly to the Director, Family Services. This role has direct responsibility for employees of the Therapeutic Residential Care services The role will work with a relative degree of autonomy and responsibility, ensuring the effective delivery of all Therapeutic Residential care Services This role will exercise appropriate initiative and professional judgement in relation to ensuring service delivery meets quality standard practices and National Out of Home Care standards. Selection Criteria Essential requirements 1 An understanding of, and commitment to, the operations of the Catholic Church and a commitment to the identity and mission of Centacare Tasmania. 2 Essential background: i. Tertiary qualifications at degree level in Social Work, Psychology or relevant Human Services ii. Extensive professional and management experience in the Human Services (at least 3 5 years) iii. Full, unrestricted Tasmanian driving licence iv. Working with Children s Check Desirable background: i. Qualifications in Business or Management ii. Experience in the provision of Out of Home Care services 3 Demonstrated high level skills, knowledge and expertise appropriate to the provision of therapeutic residential care services to young people age 12 years to 18 years. 4 Highly developed leadership and negotiating skills with the ability to manage and maintain relationships within workplace teams, organisationally and with external stakeholders and funding bodies. 5 Ability to provide professional expertise and act as a consultant to colleagues, fellow and senior managers in matters related to the provision of Out of Home Care services, and be accountable for that advice. 6 Demonstrated experience managing people and performance including recruitment, objective setting and measuring, and monitoring workplace outcomes. 7 Proven ability to successfully manage and allocate budgets to agreed standards and quality, including the effective use of time limited financial resources. 8 Ability and willingness to undertake the relevant employee screening processes, including the provision of a National Police Criminal History Check satisfactory to the Archdiocese of Hobart. 5 P a g e Position Description: State Residential Care Manager Version date: May 2015
