Benefit of LAMATA The establishment of a Transport Authority has been instrumental to developing a sustainable public transport in Lagos State. This has led to:- Development of a road map for Lagos State Development of transport Infrastructure; Reorganisation of the public transport; Provision of good and efficient public transport services; Increase in transport funding from the State
Key Success Factors for LAMATA Established Transport Authority backed with robust legal and regulatory framework Well resourced (technically and financially) Strong political support Early delivery of key projects to demonstrate the authority capabilities Proactive leadership at the top and middle management level Commitment to provision of public transport Infrastructure and services e.g., BRT, Rail, Water Transport
LAMATA S SUSTAINABLE FUNDING STRATEGY 25 20 15 10 5 0 W.B. LSG TRANSPORT FUND * Amount is indicated in Billions of Naira
Challenges of LAMATA Difference in political opinion between the previous Governor (the initiator) and the present Governor; Loss of control of Water Transportation implementation Incursion of LAGBUS Issues related to increase in State Funding. Issues related to integration of state and federal government programmes 34
Reflection on the urban transport theme papers Establishment of a Transport Authority backed with robust legal and regulatory framework. Integration of urban and transport planning through integrated designs, mandatory transport impact assessment procedures, land value capture mechanisms, etc. Identifying a lead agency in government to guide national road safety efforts by setting standards and implementation at local level. NMT plan should be part of the mass rapid transit design and not separate.
Reflection on the urban transport theme papers The idea of all cities having a resourced Traffic Management Unit can not be over emphasized. The policy on motorcycle as a means of public transport should be restricted to the feeder routes. The Bank should focus on more research and development to provide support for future land use planning and implementation of good public transport.
Conclusion Urban cities with intention to plan efficient and effective transport system should have; - Clear policies; - An integrated urban transport institution with statutory powers; - Superior human, data and technical resources. 37
