January 26, 2018 Message from the Secretary As the first month of this new year nears its end, I was reminded this week that throughout January, Pennsylvania s County Commissioners Association was taking action to advocate for their 2018 priorities. Having served as both a local area agency on aging administrator and a county human services director, I recalled spending a lot of time at the beginning of each year with the county commissioners I served. Our task was to review the County Commissioners Association of Pennsylvania (CCAP) annual priorities, which are the areas of primary legislative focus that guide CCAP s activities with the commonwealth s general assembly and executive branch. Founded in 1886 as an affiliate of the National Association of Counties, CCAP serves as the voice of county government and represents all Pennsylvania counties as a nonprofit, nonpartisan association. Its membership includes the county commissioners, council members, county executives, administrators, chief clerks, and solicitors. At its core, CCAP supports county leadership that is responsive to the needs and circumstances of the 13 million Pennsylvanians residing in its 67 counties, 2,562 municipalities, and 56 cities. Individually and collectively, Pennsylvania counties deliver crucial human services that protect the most vulnerable, including children suffering from abuse, those fighting addiction, persons with mental illness, individuals with intellectual disabilities, and older adults in need of long-term services and supports. Reviewing CCAP s 2018 priorities served as a gentle reminder for me that our state-county partnership is imperative to services being delivered to Pennsylvania s communities. In public speaking engagements I regularly share that our success in serving Pennsylvanians is embedded in our willingness to communicate, collaborate, and coordinate our efforts so that the limited resources entrusted to us are utilized wisely. To be certain of this, we regularly meet with CCAP s Deputy Director, Brenda Penyak, and routinely attend meetings for the PA Association of County Human Services Administrators, an affiliate of CCAP, formed in 1976 with a mission to improve human services delivery throughout Pennsylvania. I encourage you to review CCAP s 2018 priorities by clicking here. I want to shift focus to one particular CCAP priority: Supporting Veterans Services. As impressed as I am at the breadth and scope of each CCAP priority, for a variety of reasons Supporting Veterans Services rose to the top for me as I put my fingers to the keyboard for this week s Wrap-Up message. To begin, Pennsylvania is home to the 4 th largest veteran population in the nation with nearly 820,000 veterans, and of that number, slightly more than half are age 65 and older. The Pennsylvania Department of Military and Veterans Affairs provides advice and assistance to veterans and their families, and personal and skilled nursing care to qualified aging veterans and their spouses in six extended care veterans homes throughout the state. A wide range of federal, state, and county benefits are available to qualified veterans and their families, and the County Directors of Veterans Affairs is an excellent source for information and assistance when seeking, applying for, and securing veterans benefits in each county. However, 1

despite all the good connections linking veterans to services, we can and must do a better job in communicating, collaborating, and coordinating efforts between the veterans and aging systems of services and supports. Thankfully, the needle is beginning to move forward. There are a few areas of concentration ensuring we are going in the right direction. On Veterans Day in 2013, the Governor s Advisory Council on Veterans Services (GAC-VS) was established by executive order, and became Pennsylvania s first interagency cooperative approach to veterans services. The GAC-VS collaborates with senior staff from state agencies and commissions to review, evaluate, and assess state veterans programs so that information sharing occurs, program fidelity is maintained, program coordination occurs, and access to veterans benefits and services is enhanced. This past Wednesday, the GAC-VS released an updated Resource Guide providing a consolidated list of programs, benefits, and services for Pennsylvania veterans and their families. The guide can be found here. The Department of Aging is honored to serve on the GAC-VS, and I am so pleased that Samantha Cossman, our Aging and Disability Resources Office - Northwest PA Regional Coordinator, acts as my designee. We assisted in the update of the aforementioned Resource Guide and last month Ms. Cossman led our department s efforts to survey our local area agencies on aging (AAA) to better understand their knowledge of available veterans services, specifically the Veterans-Directed Home and Community Based Services Waiver, and further assess the existing partnerships at the local level with the AAAs and the County Veterans Affairs Office. An online questionnaire yielded a 67% response rate, with 35 of 52 AAAs participating. This week our Deputy Secretary, Terry Barley, shared the survey results along with a plethora of information about veterans services that Ms. Cossman helped organize. This provided the network with resources to assist the local AAAs as they strive to connect veterans and military caregivers with available services and supports. Next month, Ms. Cossman will review and report out on these efforts to the GAC-VS. Needless to say, as mentioned above, we are making great progress. By harnessing our energies and efforts to create better synergies with our sister-state agencies, CCAP partners, and aging network, we empower and support Pennsylvania veterans who need long-term services and supports to live and age well in their homes and communities with the dignity and respect they deserve. Notwithstanding, with our veterans and military caregivers in mind, I will close today s Wrap-Up with borrowed words from my favorite poet, Robert Frost: The woods are lovely, dark, and deep, but I have promises to keep, and miles to go before I sleep. Legislative Update On Monday, January 22, 2018, the Pennsylvania Supreme Court issued a ruling on League of Women Voters, et al. v. the Commonwealth of Pennsylvania, et al. This case was brought before the PA Supreme Court arguing that Pennsylvania s Congressional Districts were unconstitutional as currently constructed. The PA Supreme Court ruled that the current construction of PA s Congressional Districts clearly, plainly, and palpably violates the Constitution of the Commonwealth of Pennsylvania. Therefore, the Supreme Court ordered the Pennsylvania General Assembly to submit a new congressional redistricting plan, if they choose, to the Governor by February 9, 2018. If the Governor accepts the plan, it must be submitted to the PA Supreme Court on or before February 15, 2018. If neither of those actions occur, the PA Supreme Court has indicated that they will proceed to adopt a congressional redistricting plan. A request for a stay of the court s order has been filed to the U.S. Supreme Court. Pennsylvania House of Representatives The House returned to voting session from Monday, January 22, 2018 to Wednesday, January 24, 2018, but did not consider any aging-related legislation. The House will return to voting session on Monday, February 5, 2018, at 1 p.m. Pennsylvania Senate The Senate returned to voting session from Monday, January 22, 2018, to Wednesday, January 24, 2018. The Senate voted to advance Senate Bill No. 978, sponsored by Senator Lisa Baker, by a measure of 50-0. This legislation would allow home health or hospice workers to accept and dispose of unused prescription medications for a deceased patient. This bill will now move to the House for its consideration. The Senate will return to voting session on Monday, January 29, 2018, at 1 p.m. Additionally, the Senate Appropriations Committee has scheduled the Department of Aging s 2018/19 Fiscal Year Budget Hearing for Tuesday, March 6, 2018 at 3 p.m. Education and Outreach Office Health and Wellness Program The Health and Wellness Program focuses on health promotion and disease prevention activities for older Pennsylvanians with a special focus on health risk screening, nutrition, chronic conditions, fall risk, exercise, and strengthening to prevent fall-related injury, monitoring behavioral health, and managing medications. The Memory Preservation Nutrition (MPN ) program is based on 6 strategies that are easy to follow principles you can do at home. You will learn about foods that are rich in antioxidants, high in 16
