A. Eligibility Prgram Highlights: Purpse: T imprve aesthetics f building facades Minimum prject investment: $7,500 Maximum grant award: $10,000 fr ne- r twstrefrnt buildings $20,000 fr multiple-strefrnt buildings Maximum match: 50% Eligible prjects must be: Lcated in Eau Gallie Façade Grant Prgram Area Have a cmmercial cmpnent The prperty must meet the fllwing criteria t be eligible t apply fr the prgram: Lcated within the Eau Gallie Façade Grant Prgram Area Lcated in a cmmercial zning district Have a cmmercial cmpnent See attached map n page 5 Cntact the Cmmunity Develpment Department t determine if yur prperty meets these requirements. The prgram is intended fr prjects that require substantial renvatin; therefre, the minimum prject investment shall be $7,500.00. Eligible match: Grant funding is available t all eligible prperties in the Eau Gallie Façade Grant Prgram Area, with a maximum match f 50%. Tax exempt and tax delinquent prperties are nt eligible fr participatin in this prgram. Applicatins will be cnsidered n a first received, first eligible basis. Applicatins which are submitted with incmplete infrmatin will be returned t the applicant t be resubmitted. Applicants shall make an appintment with CRA/City staff prir t submitting an applicatin. The prgram is nt retractive. Cmpleted prjects, prjects under cnstructin and prjects already under a permit will nt be cnsidered. Prgram funding is intended fr building facades. The prgram may be used fr site imprvements (e.g. landscaping, sidewalks, signage), hwever, applicatins fr prjects that d nt address any imprvements t the building façade will nt be cnsidered. Stand-alne imprvements, such as nly painting the exterir f the building, are nt eligible. The prgram will nly address exterir repairs and imprvements that are apprved by the Olde Eau Gallie Riverfrnt CRA. In rder t be eligible fr the prgram funding, all repairs shuld be cmpatible with the riginal r histrical architectural design f the building, when apprpriate. Eligible exterir imprvements must imprve the aesthetics f the prperty, be cmpatible with the architecture f the building, and must be sensitive t the structure s histric integrity. Imprvements may cnsist f the fllwing: Categry 1 imprvements At least 50% f grant request must cme frm: Façade alteratin and repair (structural and nn-structural) Restratin f histric signage Restratin f histric building materials Painting f the building Awnings and shutters Drs and windws Siding, masnry r stucc facing, when it is cmpatible with the architecture f the building and des nt destry the buildings histric integrity Lighting, when used t enhance the façade appearance Categry 2 imprvements Remainder f grant request may cme frm: New signage Landscaping Paving imprvements (nn-maintenance related) Public art Rfing, may be cnsidered nly when it is integral t the architectural appearance f the building Prfessinal architectural r engineering services, nt t exceed 50% f the actual cst f the services, r $2,000 in ttal reimbursement Successive Grant Award Eligibility Cnsideratins: All prperties may be eligible t re-apply fr full funding if it has been ver ten years since Prgram funding was last awarded. Fr ne and tw strefrnt buildings: Prperties that were awarded Prgram funding less than $5,001 in the last ten years may re-apply fr the Prgram, hwever, the applicant is nly eligible fr the difference between the maximum prject award f $10,000 and what was previusly awarded.\ Fr multiple strefrnt buildings: Prperties that were awarded Prgram funding less than $10,001 in the last ten years may re-apply fr the Prgram, hwever, the applicant is nly eligible fr the difference between the maximum prject award f $20,000 and what was previusly awarded. The EGAD Main Street Design Cmmittee, Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee and Olde Eau Gallie Riverfrnt CRA reserve the right t recmmend denial r reductin in grant amunts t prperties that have already received grant Prgram funding within the last ten years, at any funding level. B. Cmpnents Grants will be awarded based n many different variables, such as: Visual impact n the cmmercial district Cmmitment f applicants t cmplete prject Cntributin f prject t the ecnmic vitality f the cmmercial district Enhancement f prperty appearance Retentin f histric features Leverage f private investment Availability f prgram funding Cnsistency with the City s Histric and Architectural Review Bard recmmendatins Last Updated 11/29/2016 Page 2 f 9

The EGAD Main Street Design Cmmittee, Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee and Olde Eau Gallie Riverfrnt CRA have the discretin t recmmend less than the maximum grant amunt based upn the award criteria and prpsed imprvements. Fr apprved prjects the CRA will prvide a rebate t the applicant at a rate nt t exceed 50% f the ttal eligible prject cst. Fr a building cntaining ne r tw strefrnts, the rebate shall nt exceed $10,000. Fr large cmmercial prperties cntaining multiple strefrnts, the Advisry Cmmittee may cnsider additinal grant funding that shall nt exceed $20,000. Grants will be distributed in the frm f a reimbursement, nce cnstructin is cmplete and the terms stated in the Agreement have been met. The ttal reimbursement will als be affected by the time f prject cmpletin, as determined frm the Rebate Agreement cntract date. There are incentives fr cmpleting the prject in a timely manner as fllws: Prject Cmpletin Timeframe Percentage f Ttal Awarded Reimbursement Within 120 days 100% 121 and 180 days 90% 181 and 240 days 80% 241 and 300 days 70% 301 and 330 days 60% 331 and 365 days 50% After 1 year 0% Ntes: CRA staff has the ability t prvide cntract extensins t prjects demnstrating just cause fr delays. Large prjects (i.e. ver $60,000) may be prvided additinal time cnsideratin within the prgram agreement. C. Requirements Participants must enter int a cntractual relatinship with the City/CRA regarding the prject by signing a Rebate Agreement. The Prgram participant will be required t meet prperty maintenance standards as part f the Rebate Agreement with the CRA. This Agreement will require applicants t maintain, at their expense, the imprvements cmpleted thrugh the Prgram fr five years. Apprval frm the Olde Eau Gallie Riverfrnt CRA and a signed Rebate Agreement must be secured prir t cmmencement f wrk. Applicants must ensure that all required permits and apprvals are btained (building, zning, architectural and ther) fr all imprvements as a part f the Rebate Agreement. When making changes t the apprved design plans, applicants must back thrugh part r all f the apprval prcess. Staff will maintain discretin and use best judgment n the types f deviatins prpsed. Fr majr deviatins, staff may require the applicant g back thrugh the prcess including apprval frm the Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee and the CRA. If prpsed deviatins change items that are required t g befre the Histric and Architectural Review Bard, the applicant must als repeat that prcess. D. Prcess 1. Meet with Staff. Applicant meets with Cmmunity Develpment staff t discuss their prject plans, review the prgram guidelines, discuss their eligibility and learn abut the applicatin prcess. 2. EGAD Main Street Design Cmmittee. Applicant meets with the EGAD Main Street Design Cmmittee, wh will review the prpsed design and make recmmendatins t the Applicant, if necessary. EGAD will frward a recmmendatin n whether t apprve, apprve with cnditins, r deny the Prgram applicatin t the Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee. Cntact Cmmunity Develpment staff t arrange this meeting. Design Cmmittee will review the Prerequisite Attachments listed n page 1. 3. Histric and Architectural Review Bard. Applicant btains Histric and Architectural Review Bard (HARB) apprval fr the prject. Yu may apply fr this thrugh Cmmunity Develpment staff. HARB reviews prjects based whether they meet the adpted Architectural Guidelines. Apprval frm HARB is required t mve frward with the prcess. An HARB applicatin can be btained frm Cmmunity Develpment staff. The Architectural Guidelines can be btained frm Cmmunity Develpment staff. 4. Submit Applicatin. Cntact Cmmunity Develpment staff t arrange a time t review and submit applicatin. Staff will cnduct a review f the applicatin fr eligibility and cmpleteness. If cmplete, the applicatin will be date & time stamped. A cmplete applicatin must include: Current clr phts f all building elevatins Current clr phts f prtins f the site seeking funding Clr renderings, drawings, r elevatins f the prpsed building/site imprvements Shuld clearly depict in clr and text the prpsed exterir changes, nting material, clr, texture, etc. when necessary The drawings d nt cnstitute cnstructin dcuments, but in sme cases may be sufficient t btain permits Prject budget and estimates fr eligible imprvements T be based upn estimates frm licensed cntractrs In lieu f a cntractr estimate, an applicant may submit estimates frm a Flrida licensed architect r engineer Samples f materials and paint clr chices, if applicable 5. Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee. The Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee reviews the Façade Imprvement Prgram applicatin and EGAD Design Cmmittee recmmendatin. The Advisry Cmmittee will make a recmmendatin t City Cuncil, which sits as the Olde Eau Gallie Riverfrnt Cmmunity Redevelpment Agency (CRA). Cmpleted Façade Imprvement Prgram applicatins shuld be submitted at least ten days in advance f an Advisry Cmmittee meeting. 6. Olde Eau Gallie Riverfrnt Cmmunity Redevelpment Agency (CRA). City Cuncil, acting as the CRA, reviews the recmmendatins f the EGAD Design Cmmittee and Olde Eau Gallie Riverfrnt CRA Advisry Cmmittee and decides whether t apprve, apprve with cnditins, r deny the Façade Imprvement applicatin. 7. Rebate Agreement. If the Façade Imprvement Prgram applicatin is apprved by the CRA, the Applicant and CRA enter int a frmal agreement, knwn as a Rebate Agreement. The Applicant will be required t meet prperty maintenance standards, requiring the Applicant t maintain, at their expense, the imprvements cmpleted thrugh the Prgram fr five years. Wrk may nt cmmence until the Rebate Agreement has been signed and any required permits have been btained. 8. Permits. Once the Rebate Agreement has been signed, the Applicant may submit plans t the Building Department fr permits that wuld rdinarily be required. 9. Precnstructin Cnference. Applicant may request a precnstructin cnference with their cntractr and staff t discuss the prject scpe, prcedures fr payment, and any ther requirements. Requests fr this cnference can be made thrugh Cmmunity Develpment staff. 10. Cnstructin. Cntractr shall cmmence wrk accrding t the apprved plans and permits. 11. Reimbursement. Once cnstructin is cmplete and apprved by the City, the Applicant shall submit cpies f dcuments t demnstrate payments have been made. Dcumentatin can include cntractr invices, cancelled checks, bill statements, r any ther apprved paperwrk t certify payment. Staff will cnduct a final inspectin f the prject t ensure cmpliance with the apprved design plans prir t issuance f any prgram reimbursement.
