VBPD VOLUNTEER VIEW VO Virginia Beach Police Department Civilian Volunteer Program November 2017 Welcome to the VBPD Volunteer View! James A. Cervera Chief of Police We have had another demanding summer volunteer season! The summer season brings many extra volunteers including patrol aides, interns, and out of school youth. The July 4 th holiday, Labor Day, marathons, festivals and events keep everyone extremely busy. A fairly recent program was incorporated at the Second Precinct called the Military Liaison Program created by Deputy Chief Tony Zucaro and Lt. Harry McBrien (see page 11). Military personnel volunteers will be helping at the Oceanfront during spring to fall seasons (2018) as needed. We would like to welcome Deputy Chief Bill Dean to the Operations Division. He will now be overseeing the entire Operations Division, including our Civilian Volunteer Program. Welcome Deputy Chief Dean! I hope you enjoy this edition as we highlight more of our wonderful volunteers and focus on many of our divisions and/or units that house group volunteers. Unit Highlight: Explorer Post The Explorer Post is comprised of 14 through 20-year-olds who are interested in law enforcement. The Explorer program is an extension of the Boy Scouts of America, sponsored by Learning for Life. Law Enforcement Explorer Posts offer programs in the areas of law enforcement and criminal justice throughout the country and provide Explorers with practical training and hands on experience. The Post is coordinated through the Community Engagement Unit, formerly the Crime Prevention Unit, and has three Post advisors (department members) overseen by a sergeant. VBPD s Explorer Post Post 911 volunteered over 760 hours in 2016, with the current members totaling nearly 2,000 lifetime volunteer hours. This included participating in community outreach events in neighborhoods across Virginia Beach, including the Strawberry Festival, the Miss Amazing Pageant, Pinwheels for Prevention, firearms awareness training, Coffee with a Cop, and many more. They have cleaned up a Virginia Beach City park and last December they filled the recruitment truck with toys and donated them to charity. Members of the Post are representatives of the police department in an official capacity as well at events such as Citizen Advisory Committee (CAC) meetings and City Hall meetings. On top of their community service activities, the Post members also receive a variety of hands-on training while they explore the department. They have received training in traffic stops, patdowns and prisoner searching, physical fitness tests, defensive tactics, and have participated in role-playing scenarios involving responding to scenes such as loitering, destruction of property, burglaries, robberies and domestic incidents. Explorers can earn ribbons (similar to merit badges) in a variety of law enforcement related topics such as physical fitness preparedness, community service, law enforcement training, emergency preparedness, and law enforcement service. The Explorers also participate in a variety of physical fitness events in the area and meet at Mount Trashmore to complete team workouts. Unit Highlight: Explorer Post Awards 2016-2017 Congratulations to the members of the entire VBPD Explorer Post 911 for receiving the Community Organization Award at the VBPD/Crime Prevention Annual Awards Ceremony. Members volunteered 760 hours for 2016! Way to go Explorer Post 911! Youth Award winner 2016, Explorer Joshua Sewell at the VBPD/Crime Prevention Annual Awards Ceremony! Chief Cervera presented Explorers Ben Huffman, Joshua Sewell and Xevier Carden with Class Act Awards for their help with the Miss Amazing Pageant held in April 2017. (Left to right) This past summer 2017, Explorers Ben Huffman and Joshua Sewell received Class Act Awards for outstanding representation of the Explorer program for two community events (Filipino-American Friendship Event and Community Day in Scarborough Square Park). Along with several officers from various units, Explorer Aaron Whipple received a Class Act Award for outstanding efforts and community engagement for an August 2017 Start SMART2 Back to School Bash at our Law Enforcement Training Academy. 3 P age

Unit Highlight: Mounted Patrol Volunteers The Mounted Patrol Unit (Barn) of the Virginia Beach Police Department is part of the Special Operations Division. The unit is comprised of one Sergeant, eight officers and two paid animal caretakers. The unit consists of four animal caretaker volunteers. The Friends of the Virginia Beach Mounted Patrol assist in the program for fundraisers and special events. Some of the volunteer duties include: cleaning stalls, composter use, looking for missing horse shoes in the fields, filling and cleaning water troughs in the stalls and fields, cleaning tack, and caring for the barn cats. They also assist in keeping our horses clean, clipped and bathed, making them presentable for patrol, ceremonies, and special events. A couple of our long time Mounted volunteers are featured below. ` Mary Seifert has been a volunteer with the Virginia Beach Police Mounted Patrol for 5 years. Mary retired in 2012 after 40 years as a Certified Registered Nurse Anesthetist and a registered nurse for 44 years. Thirteen of those years was spent at Virginia Beach General Hospital working for Atlantic Anesthesia, as a health care provider. Amy Linder has been a volunteer with the Virginia Beach Police Mounted Unit for 5 1/2 years. Prior to retirement she lived in Northern Virginia and was employed as a Registered Nurse for 27 years. Amy worked in Pediatrics and Family Medicine. She has experience in training dogs in both obedience and agility. She worked at Holly Ridge Dog Day care for 8 years. Amy rode horses in her earlier years both for competition and pleasure. Amy volunteers with her friend Mary Seifert and enjoys being around the horses. Thank you for your volunteerism Amy! Mary volunteers with her good friend, Amy Linder and they thoroughly enjoy the involvement. Mary states she is now a horse care provider and will work until she can't lift a bale of hay. Group Highlight: Volunteers Automobile Maintenance Officers (AMO) & Community Service Officers (CSO) Each of our four precincts have several volunteer AMOs including two volunteer CSOs. Below are their job descriptions and pictures. We have many that have volunteered as early as 2003! The department s paid AMO employees (Mert Whitehurst, Elliott Creekmore, Richard Santos & Matt Tanner) are essential in helping with their training and duties. Community Service Officer (CSO) Community Service Officers (CSOs) are civilians (paid employees or volunteers) that play a key role in helping meet the mission of the department by handling a variety of roles and responsibilities. Their duties include assisting at crash scenes by directing traffic and helping safely secure the scenes, making sure no other damage or injuries occur. CSOs help citizens with disabled vehicles by changing their tires, fueling vehicles that run out of gas and jumpstarting cars. In addition, they may push disabled vehicles out of the roadway, call for tow trucks, assist with parking enforcement, and investigate abandoned vehicles, among other miscellaneous tasks. CSOs are scheduled 7 days a week during essential times, in order to respond to various types of calls for service, which supplements the Patrol Officers. Specialized training is required. Automotive Maintenance Officer (AMO) AMOs are civilians (paid employees or volunteers) assist all precincts with various duties including delivery of city property, mail runs, warrant transfers and transporting vehicles to the City garage, precincts or dealerships. They may assist with inspections of equipment in police vehicles. Other duties include performing minor maintenance on vehicles, keeping vehicles clean and in operational condition and tracking logistics regarding assigned inventory in police vehicles. Volunteer AMOs have flexible hours mainly Monday-Friday. Training included. 5 P age

Donald Hipple Don Meet Chaplain & Automotive Maintenance Officer Volunteer, Donald Don Hipple! Don Hipple is our longstanding volunteer who has been with our department since 2003! Don volunteers in a dual capacity as a VBPD Chaplain and as a 4 th Precinct Automotive Maintenance Officer. Don has volunteered a total of 8,856 + hours! I am sure it is more than that prior to our new electronic volunteer record database system that began a few years later. He started out as a Transportation Aide at the Fourth Precinct (See news article next page). Don felt the call to the Chaplain Program in 2006 as he saw the need to help people in grief and to aid the officers when needed. A little background on Don: Born in Virginia in 1937. He grew up and attended school in Norfolk. Don started at age 12 selling newspapers and later delivering groceries for a corner grocery for.50 cents per hour working 10 hours on a Saturday and 3 hours after school. Later he worked at an auto shop after school. Good old days he says, Hard work. Don enlisted in the U.S. Army in 1956 and after field training was transferred to the Army National Guard for 9 ½ years, he was honorably discharged in 1962. He was a wholesale pharmaceutical salesman for 12 years and then worked 15 years as a salesman for a local food service company. He finished off his career in the workforce with the City of Virginia Beach Highway Department. After he retired, he approached the Virginia Beach Police Department to help in a volunteer capacity maintaining their vehicles. VO Don married his wife of almost 60 years in 1958, Rose Marie Hipple, and they reside in the Kempsville area. They attend First Baptist Church. Don thanks God for his good health at the young age of 80. They have a daughter, Karen in California, Son, Don in Virginia Beach, granddaughters Katie, Annie, Emma and Rachel. Hobbies: Home projects, visiting the ill in hospitals, playing UNO and Canasta cards monthly with friends. Never took up golf, but favorite NFL team is the Pittsburgh Steelers. Favorite place to visit: Outer Banks, Blue Ridge Mountains, San Francisco, California. He has enjoyed any white water rapid trips and climbing rock walls on cruise ships. Donald Hipple Don CONTRIBUTIONS TO THE VBPD & OUR COMMUNITY: Don Hipple has received several awards, certificates, letters of appreciation and VBPD Class Act awards. As a Chaplain he has counted over 240 cases for death notifications, performed several weddings and funerals. Other special awards/ commendations /service include: Nominee for 2016 Volunteer of the Year (VBPD and the VB Rotary Club) Lifesaving commendation from Virginia Beach EMS for life saving efforts of a Virginia Beach detective in 2013 Received commendation from the U.S. Navy - Oceana for efforts during the jet crash in Virginia Beach in April 2012 Helped with recovery efforts in Suffolk, VA after a tornado struck in 2012 Served in Kenya, Africa for 2 weeks in 1986 on a humanitarian mission Thank you Don Hipple for your valuable volunteer service! 10 P age

New Military Liaison Program Virginia Beach Police Department Partners with U.S. Navy Establishing a Military Liaison Program Community Outreach Effort 15 plank owners of the Military Liaison Program outside the Second Police Precinct after completing their training This past September 2017, the Military Liaison Program (MLP) launched. Created by Deputy Chief Zucaro and Lieutenant Harry McBrien, the program is comprised of volunteer Navy personnel who are committed to offering their personal time to mitigate behaviors of military members while visiting the resort area. This program will run spring to fall time as they are needed (officially beginning in 2018). In a partnership between the Virginia Beach Police Department and the U.S. Navy s Naval Air Station Oceana, a community outreach program titled the Military Leadership Program (MLP) was kicked off this past Labor Day weekend. This pilot program was developed as a result of the need to increase outreach with our military community and to decrease the amount of adverse military personnel and police encounters in the resort area. The intent of the MLP volunteers is to serve as positive role models favorably engaging military members and guiding them to good lifestyle decisions. The City of Virginia Beach places the highest value on our partnership and long standing support of our military members and their families. The MLP is yet another way to strengthen that bond. 11 P age

VBPD VOLUNTEER VIEW VO VBPD Volunteer Management Team: OUR VOLUNTEERS ROCK! Operations Division Deputy Chief William T. Dean Deputy Chief William T. Dean Bill commands the Operations Division. He oversees all four precincts, Special Operations, Community Engagement Unit, Animal Control, Ready Response Team, Community Service Officers and the Civilian Volunteer Program. He began his career with the Virginia Beach Police Department in 1986. Volunteer Resource Manager Jo Ann Weger Jo Ann began her career with the Virginia Beach Police Department in 2011. In addition to being the Volunteer Resource Manager/Coordinator, she is the Administrative Assistant to Deputy Chief Dean. She enjoys helping others and has volunteered her time with the Girl Scouts, Red Cross, United Way Day of Caring, the Annual Law Enforcement Memorial Ceremony and she recently became a volunteer with our Animal Care & Adoption Center. Jo Ann is a native of Virginia Beach, married with three children. Office Assistant II Jahmelle Sherman Jahmelle started with the Virginia Beach Police Department in 2016. She has recently received a promotion and has returned to EMS. We are sorry to see her go, but have appreciated all of her assistance and hard work with Operations Administration and the Civilian Volunteer Program.
