These licenses will be purchased off the State of Maryland contract which has been competitively bid. Additional quotes were also requested and SHI provided the lowest quoted price per license. These licenses will allow for the upgrade from software version 2003 to version 2010 on all county computers. The Microsoft Office 2010 is our software for Outlook, Word, Excel, PowerPoint, Access and OneNote. This is the second and final step in the upgrade process and the amount is within the project budget and no additional funds will be needed. Carroll County Volunteer Emergency Services Association In Conjunction with the Office of Public Safety Briefing Paper February 16, 2012 Issue: A transfer from the Reserve for Contingencies to the Carroll County Volunteer Emergency Services Association needs to be made to fund the purchase of a reserve Advanced Technical Rescue vehicle. Transfer From Transfer To Amount Reserve for Contingencies-0310 Volunteer Emergency Services Assoc-0169 $134,242.50 Background: On January 26, 2012, the Board of Commissioners approved the purchase of a reserve Advance Technical Rescue vehicle by Carroll County Volunteer Emergency Services Association in the amount of $268,485. The vehicle is to be owned by CCVESA, and paid one-half by Carroll County Government ($134,242.50) and one-half by CCVESA ($134,242.50). In addition, Carroll County Government will loan CCVESA $89,495.00 as a non-interest bearing loan, secured by a security interest in the vehicle. The loan shall be repaid in two equal payments of $44,747.50: the first payment made on or before February 1, 2013; and the second payment made on or before February 1, 2014. Desired Action: Approve the transfer to purchase the vehicle.

BACKGROUND _The State has adopted the Maryland Building Performance Standards COMAR 05.02.07 on January 1 st and each jurisdiction has 6 months to complete a review, adopt those standards at the local level and submit any locally adopted amendments back to the State. Our review has been completed and we are prepared to proceed to holding the appropriate workshops and schedule the public hearing. has been invited to attend.
