1 NEWS LETTER January 2017 Hawaii AOC Diamond Head Chapter Page 1 President s Message Hau'oli Makahiki Hou! The New Year looks to be full of new opportunities for electronic warfare to establish new capabilities and procedures that will move EW into the 21 st century of warfare taking the fight to the adversary. At the end of November, RADM Montgomery was briefed on the USPACOM State of EW. Acknowledging the challenges facing the employment of EW, he s incorporated several of the recommendations into his FY17 priorities and long-range goals. Notable among them is the development of a comprehensive US- PACOM strategy for Joint Electro-Magnetic Spectrum Operations (JEMSO). The evolution of EW and more critically, the understanding of the EMS is making progress and is on the horizon. In other EW news, I will be travelling to Singapore to attend the newly-formed AOC Singapore chapter s AOC EW Singapore event to reinforce the initial connections that were made during the 5 th Annual PACOM IO Symposium. There are opportunities all across this AOR to further the awareness, understanding and effectiveness of electronic warfare. I m counting on all of us to continue pushing these efforts forward as we move the EW football further down the field! Cheers! Major Mike Noe Welcome New Members!! 3 January 2017 Hawaii AOC Diamond Head Chapter Page 3 Report from the 5 th Annual AOC Pacific Conference Honolulu Hawaii By COL Ret. Arthur N. Tulak The Chapter can take great pride in the successful execution of the annual Pacific AOC Conference, cohosted with U.S. Pacific Command as part of a larger Pacific IO Symposium, that continued on 10 and 11 November at Camp Smith. The 5th Annual AOC Pacific Conference saw many firsts. It was the first time we had a 4-Star Flag Officer as a speaker. The total number of Stars attending was 12, all of whom had speaking roles. General Brown, Commanding General of U.S. Army Pacific, led off the conference as the Key Note Speaker. His remarks on Multi-Domain Battle, and the importance of Information Operations and Electronic Warfare shaped and informed discussion for the remainder of the conference. Many speakers used his remarks to provide context for their own presentations. This was also the first time that we had corporate exhibits. Bronze Sponsor, Sierra Nevada Corporation, rented one of the Laulima rooms across from the main hall, and ran a U.S.-only demonstration for the two days of the Conference. In addition, Bronze Sponsor D-TA Systems also set up an exhibit table in the main hall (DeRussy Hall). For the first time, the AOC Pacific Conference agenda included Chapter activities on both days, with reports from, Mr. Tuhin Das, the President of the Canadian Maple Leaf AOC Chapter, and Mr. Jeff Malone, Past President of the Australian AOC Chapter. This was the first time we have included time for the Chapters of the Pacific Theater, and it will be the template for future AOC Pacific Conferences. Leading off the week s activities, the Hawaii Chapter ran a golf scramble on Monday 7 November at the Mamala Bay Golf Course, on Hickam AFB. This event was sponsored by Chesapeake Technology International. Throughout the week s activities for both the ACOC and Symposium, Chapter volunteers helped to ensure that the conference went smoothly in all respects. Mahalo to Chapter Volunteers: TSgt USAF Angela Boyea; CPT USA (Former) Kenneth Dehoff, Jr; Col USAF Ret. Jack De Tour; CPT USAR Al Llaga; SGT USA Thomas Mangine; SGM USA Oskar Ramirez, and; MSgt, USMC, John Ward. Major Moses provided historical perspectives on the challenges facing the Pacific EW community in the 1970/80s and the challenges and rewards of being an AOC Chapter leader. Major Moses encouraged AOC members to support their chapter. The audience gave him a rousing applause and Lt. Gen. Elder presented Major Moses a memento of his contributions to the AOC, as chapter president for several terms, and as a loyal member for decades. Sadly, at the time of this writing, Major Moses passed away (see page 4). The continuation of the Hawaii AOC Chapter is another success for Major Moses who served so faithfully.

5 January 2017 Hawaii AOC Diamond Head Chapter Page 5 Diamond Head Chapter Starts up STEM Scholarship By LTC Gary M. Lyke, STEM Committee Chairman Last month, the Diamond Head Chapter established the "Old Crows Hawaii STEM Scholarship fund" in cooperation with the University of Hawaii. The scholarship is sponsored by Chesapeake Technologies International (CTI) and will support the Siemens Building Technologies Fund, administered by Josh Kaakua and the Office of STEM Education. The purpose of this fund is to support the University of Hawaii at Manoa, College of Engineering's participation in the Pacific Alliance Louis Stokes Alliances for Minority Participation Program (LSAMP). The scholarship is designed to bridge educational institutions, government agencies, community, and private industry to increase undergraduate education in the fields of science, technology, engineering, and mathematics (STEM). The first selection of the scholarship will be made in April for the next academic year with payment being made to the scholar in August when the school year begins. All the best to our industry partners, government agencies, and dedicated private support for making this scholarship possible. In Memoriam, Major, USMC, Ret. Mark Moses. The Chapter mourns the loss of Past Chapter President Mark Moses, who passed away on December 21, 2016, just weeks after addressing the 5th AOC Pacific Conference at the Hale Koa Hotel. Major Mark Moses served 24 years in the United States Marine Corps, primarily in the aviation fields. Mark stated his military career as an enlisted man, and was later commissioned. He earned a BS in Physics (with Special Honors) from the University of Texas at Austin. During his tour with Marine Forces Pacific, Major Moses was the Electronic Warfare Officer, and in this position, helped to create the EW range. He also later worked as a project manager at the Pacific Missile Range Facility at Barking sands. Maj. Mark Moses. MAY 25, 1948 to DEC 21, Major Moses served for a total of 8 years as Chapter President, first from , while on active duty, and then again from following his retirement from the Service. Major Moses served initially as Chapter President while on active duty at MARFORPAC HQs, where he worked in the Electronic Warfare community. After retiring from military service, Mark served his community, as state Office of Veterans Services Director, and Hawaii State House of Representatives for the 40th District, where he was a member of the Public Safety and Military Affairs, Finance, and Transportation Committees. In addition to serving as Chapter President, Mark served Veterans through the Hawaii departments and posts of the American Legion, Disabled American Veterans, Fleet Reserve Association, and the National Association for Uniformed Services. Graveside services were held at the Hawaii State Veterans Cemetery in Kaneohe on December 27, 2016, with the Honor Guard provided by MARFORPAC. AOC Chapter members Arthur Tulak and Andy Mukk attended. Mark is survived by his wife, Kyong Soon, Sons James, Michael, Matthew, Mitchell, and daughter Madalyn.

CDR O Brien s citation: CDR Joseph O'Brien is commended for his pivotal role in leading the Hawaii AOC Chapter, and for establishing the Annual Pacific IO Symposium as one of AOC's flagship events, improving US and Allied proficiency in IO, EW, and Cyber skills.
