2 Guidance 28 July 09 GDF Update tasking Secretaries of the Air Force and the Navy will: Collaborate to develop a comprehensive Air- Sea Ba8le concept and associated ini9a9ves to counter emerging an9- access/area denial (A2/AD) challenges. 20 February 12: Air- Sea Ba8le mi9gates access challenges by moving beyond simply de- conflic9ng opera9ons in each war figh9ng domain

3 ASB Terms of Reference Anti-Access (A2) Action intended to slow deployment of friendly forces into a theater or cause forces to operate from distances farther from the locus of conflict than they would otherwise prefer. A2 primarily affects Movement to a theater. Area Denial (AD) Action intended to impede friendly operations within areas where an adversary cannot or will not prevent access. AD primarily affects Maneuver within a theater. Air-Sea Battle Problem Statement Adversary capabilities to deny freedom of action in and access to the global commons for Joint/Coalition forces are increasingly advanced and adaptive. These A2/AD capabilities challenge Joint/Coalition freedom of action by causing forces to operate with higher levels of risk and at greater distances from areas of interest. Joint/Coalition air and naval forces must maintain freedom of action by shaping the A2/AD environment to enable concurrent or follow-on operations.
