2 STAFF REPORT Subject: Establish a Correctional Officer Medical Assistant (S121) position within the Trinity County Sheriff s Office and appoint Jose Pina into that position. Date: February 18, 2014 ISSUE: Should the Board approve the establishment of a Correctional Officer Medical Assistant (S121) position within the Trinity County Sheriff s Office Jail Facility and appoint Jose Pina into that position. BACKGROUND: The Trinity County Jail Facility currently has one Jail Medical Assistant. The Sheriff s Office would like to establish a position titled Correctional Officer Medical Assistant in order to assist and work in conjunction with the current Jail Medical Assistant. The Jail Medical Assistant could rely on the Correctional Officer Medical Assistant as back-up when they are going to be away from the Jail Facility or for after hour emergencies. The Sheriff s Office is asking that Jose Pina who is currently employed with the Sheriff s Office as a Correctional Cadet be appointed as the Correctional Officer Medical Assistant. Mr. Pina has the training and qualifications to be a Correctional Officer Medical Assistant. ALTERNATIVES INCLUDING FINANCIAL IMPLICATION: - Approve the request to establish a Correctional Officer Medical Assistant and appoint Jose Pina as a Correctional Officer Medical Assistant. - Do not approve the request to establish a Correctional Officer Medical Assistant which will leave Jose Pina as a Correctional Cadet. RECOMMENDATION: It is staff s recommendation that the Board approve the establishment of a Correctional Officer Medical Assistant (S121) position within the Trinity County Sheriff s Office Jail Facility and appoint Jose Pina into that position. 4 Trinity County Date Last Revised: 01/14 FLSA: Covered EEO: 5 CORRECTIONAL OFFICER/JAIL HEALTH MEDICAL ASSISTANT I DEFINITION Under supervision, provides medical assistance to patients in a county correctional facility; assists physicians and/or nurses in patient care and works in a training capacity, learning to supervise inmates at the County Detention Facility and maintain Facility security; to learn procedures and methods for the care, custody, and confinement of inmates; to oversee work details and leisure activities; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is the entry and first working level in the Correctional Officer/Jail Health Medical Assistant class series. This classification assists the Jail Health Medical Authority and/or Contract Medical Care Provider in providing public health services to inmates at the Trinity county jail and Juvenile Hall. Incumbents performing Correctional Officer duties related to the care, custody, and confinement of inmates at the County Detention Facility. This class is distinguished from Correctional Officer/Jail Health Medical Assistant II by the fact that Correctional Officer/Jail Health Medical Assistant II incumbents are expected to be fully trained and capable of performing assignments with minimal guidance and supervision. A Correctional Officer/Jail Health Medical Assistant I may be promoted to Correctional Officer/Jail Health Medical Assistant II after demonstration of sufficient skills and knowledge and sound work habits. REPORTS TO Jail Commander, Jail Health Medical Authority, and/or Correctional Officer/Jail Health Medical Assistant II as a lead/shift person. CLASSIFICATIONS SUPERVISED None EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (The following is used as a partial description and is not restrictive as to duties required.) {Many of the assignments described below are performed in a training and learning capacity} CORRECTIONAL DUTIES: Assists with supervision of inmates in the County Detention Facility; may oversee inmates during leisure time activities and on work details; checks work areas to insure that inmates are working on assigned projects; sees that facilities, cells, and grounds are kept sanitary; conducts periodic block checks; learns procedures and performs searches of inmates; performs searches of cells and other areas for contraband; maintains discipline among inmates; opens and censors incoming mail; maintains and updates Detention Facility records; responds to inquiries regarding inmate detention and Detention Facility policies within constraints of Department regulations; learns to receive and book inmates; learns fingerprinting and takes photographs; learns to assign prisoners to cells according to the Facility classification plan; learns
5 CORRECTIONAL OFFICER/JAIL HEALTH MEDICAL ASSISTANT I - 2 EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (continued) requirements and releases prisoners on proper authorization, returning personal property and clothing; may testify in court and before disciplinary boards; delivers pre-packaged medications, according to specific instructions; learns methods and procedures and investigates incidents and violations of rules at the facility for disciplinary reports and possible citation or arrest; collects and secures evidence; may transport inmates to and from court, medical appointments, and other institutions; supervises inmates and visitors during visiting hours; serves warrants; operates a centralized control system controlling access and movement in the Facility. MEDICAL ASSISTANT DUTIES: Prepares rooms with appropriate and adequate supplies and equipment for examinations and treatment; assist in medical check-in including reviewing forms and documents for completion; take medical history of patient; take and chart vital signs and other pertinent information; assist with physical exams and patient preparation for appropriate medical procedures; assist in clean up after appointments; perform various office clerical duties including telephone and site reception, typing, filling, photocopying and record keeping; assist with various referral follow-up activities including lab requests and results; build and maintain positive working relationships with staff, inmates, and others to maintain good customer service; order medical and office supplies; attend jail health and juvenile hall meetings as directed and make reports. TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods, frequently stand and walk; maintain mental alertness during periods of inactivity; ability to stoop, kneel, and bend over; sufficient manual dexterity and eye-hand coordination; vision to read printed materials and a computer screen for prolonged periods of time; hearing and speech to communicate in person and over the telephone; lift and move objects weighing in excess of 100 lbs with assistance; physical ability to sustain extra physical effort for a substantial period of time and restrain prisoners; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. TYPICAL WORKING CONDITIONS Work is performed in a secured correctional facility with exposure to individuals who may be hostile or place the incumbent in potentially harmful situations; work is performed in a variety of temperatures and weather conditions; continuous contact with inmates, other staff and the public.
6 CORRECTIONAL OFFICER/JAIL HEALTH MEDICAL ASSISTANT I - 2 DESIRABLE QUALIFICATIONS Knowledge of: Basic knowledge of correctional procedures and inmate control problems. Good public relations techniques. Basic medical assistance practices and procedures. The general geography of Trinity County. Modern office methods and procedures. Principles and practices of work safety, especially related to communicable diseases. Proper English usage, spelling, grammar and punctuation and basic mathematical calculations. Ability to: Learn the purposes, methods, and procedures for the care and custody of inmates at the Trinity County Detention Facility. Learn to perform a variety of corrections work. Read, understand, and interpret laws and regulations regarding operation of the County Detention Facility care and custody of inmates. Gather and organize data and information. Interview and secure information from people. Make independent judgments and adopt quick, effective, and responsible courses of action during emergencies. Think clearly and act calmly in emergency situations. Evaluate situations and respond appropriately. Prepare clear, comprehensive reports. Meet standards of adequate physical stature, endurance, and agility. Learn technical and tactical proficiency in the use and care of firearms if necessary. Work with computerized law enforcement information systems. Operate a keyboard and/or typewriter with sufficient skill to perform booking and report preparation assignments and to enter and extract a variety of data and information. Perform a variety of office support work. Take and transmit clear and complete directions and information. Effectively, tactfully, and courteously represent the Sheriff Department with the public and other law enforcement agencies. Interpret work orders and explain procedures to patients. Learn proper sterilization procedures and proper handling of human samples including human fluids and wastes. Work with persons with communicable diseases. Act quickly and calmly in emergency situations. Establish and maintain cooperative working relationships.
7 CORRECTIONAL OFFICER/JAIL HEALTH MEDICAL ASSISTANT I - 3 DESIRABLE QUALIFICATIONS (continued) Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Some previous work experience with a correctional system or in a position having substantial public contact is highly desirable. Graduation from High School, certification as a Medical Assistant and one year working in a physicians office, clinic, correctional facility or similar setting. Special Requirements: Completion of a Basic Jail Operations Course approved by S.T.C. must be accomplished within 12 months of initial employment. Completion of P.C. 832 and weapons training is required within 12 months of initial employment. Possession of, or ability to obtain, an appropriate valid California Driver s License.
