1 J.B. Coxwell Contracting, Inc has extensive experience in adhering to FEMA and other agencies requirements in disaster response and recovery work. Robert Chip Patterson, Coxwell Disaster Recovery Services Director, brings professional experience in all aspects of emergency management to JBCCI. He served as the Director of Duval County (FL) Emergency for over 10 years. He also served as the Security Coordinator for the City of Jacksonville for 4 years. In these leadership roles, Mr. Patterson managed eleven (11) Presidential disaster declarations and responded to eight (8) Presidential declared areas in a mutual aid capacity. During his service there, Jacksonville/Duval County became the first local government in the nation to be accredited in emergency management (Emergency Accreditation Program). Mr. Patterson had responsibility for ensuring that all disaster operations; from Emergency Operations Center (EOC) activities and Community Relations to implementation of FEMA s Individual Assistance (IA) and Public Assistance (PA) programs were orchestrated to ensure the best and most rapid community recovery possible. Mr. Patterson had direct responsibility for management of a host of federal grants and contracts: Public Assistance Grants (PA) Hazard Mitigation Grant Program (HMGP) Flood Mitigation Assistance Program (FMAP) Emergency Preparedness Grant(EMPG) State Homeland Security Grant Program (SHSGP) Urban Area Security Initiative Grants (UASI) Metropolitan Medical Response System Contracts (MMRS) Emergency Preparedness & Assistance Grant (EMPA) Mr. Patterson was the Incident Team (IMT) Commander to support the Harrison County, MS Emergency Operations Center in the first days following Hurricane Katrina and the IMT Commander to support the Lee County, FL Emergency Operations Center in the first days following Hurricane Wilma. Prior to work in Jacksonville/Duval County, Mr. Patterson was the Response Services Administrator for the State of Florida Division of Emergency (3 years) and the Chief of Operations for the State of North Carolina Division of Emergency (3 years). We use Incident Command System (ICS) principles to ensure we have the organizational and managerial controls in place to manage any size job. The use of ICS opens up daily communication with you, our client. Daily Incident Action Plan (IAP) and situation status meetings ensure we are meeting your short-term and long term goals with the disaster recovery. Our documentation process, from where the debris resides in the right of way to its final disposition, is considered a best practice in the industry.
