4 Chapter-1 TIKAMGARH- DISTRICT PROFILE Tikamgarh has a very rich historical background. The rich historical background attracts a large number of tourists which brings Tikamgarh under the first choice of tourists. Tikamgarh was ruled by Veer Singh Bundela and others. The rulers of Tikamgarh state gave due importance to the Bundeli cultural activities. Tikamgarh music gharana of Asgari Bai Drupad Singing flourished. There are Forts In ORCHHA, GARD KUDAR, BALDEVGARH etc. Kundelshwar, Orchha, Papora, Sun Temple Madkhera are giving religious flavors in this District. Page- 4

5 Geographically, The state of Madhya Pradesh is situated in the heart land of India and Tikamgarh district is situated in the northern part of the state. It is spread over with an area of sq. km, within the North Latitude between 24º26 and 25º34 and East Longitude between 78º26 and 79º21. Administratively, The Tikamgarh district is divided into 06 Blocks viz. Baldeogarh, Jatara, Niwari, Palera, Prithvipur, Tikagmarh. There are 908 Revenuee Villages and 1647 Habitations in the district. Page- 5

It has sex ratio of 901 and literacy rate of 62.60%. The Decadal population growth rate was almost 20.1%. In the district, people belonging to various communities live in harmony. Population consists of majority Hindus and a sizeable Muslim minority along with Jains. Economically, About 70 % population of the district is living in the rural areas. Moreover, a majority of the district population depends on the agriculture for their livelihood. According to the census 2011, of the total workers about 32 % were cultivators, 21 % were agricultural labor and 17 % were engaged in the household industries. Most of them were working with traditional system so their income level is very low. Page- 6

7 The performance of the district has been relatively worse than that of the rest of Madhya Pradesh in terms of per capita income. The per capita income at constant prices in the district was Rs in It is below that of at the state level Rs Constituencies and Administrative Units Tikamgarh district is divided into 06 Blocks viz. Baldeogarh, Jatara, Niwari, Palera, Prithvipur, Tikagmarh. In assembly, it is represented by 5 constituencies which bear 43- Tikamgarh, 44- Jatara, 45- Prithvipur, 46- Niwari, 47- Khargapur. The administrative divisions and constituency area overlap to some area of Jatara, Baldeogarh, Niwari, Prithvipur and Palera. Page- 7

8 LAW AND ORDER SITUATION Tikamgarh district contains 5 Assembly constituencies as mentioned earlier. They are as follows:- 43 Tikamgarh 44 Jatara (SC) 45 Prithvipur 46 Niwari 47 Khargapur In general, the law and order situation in whole of the district is peaceful with no major incidents reported in near past. (The communal harmony is maintained amongst different communities in the district.) However, given the earlier past history of election incidents in the district and expected cut-throat competition in upcoming elections, there is a need to keep a close eye on the situation in the 45-Prithvipur has been traditionally considered to be a politically as well as communally sensitive AC. Special attention should be given to areas like Prithvipur, Khargapur prevent any occurrence of untoward events. In 2008 Vidhansabha election repolling in 03 Polling Stations. Polling Station 14- Ganeshgang in AC 43-Tikamgarh and 69-Teela, 73-Bachhoda in AC 47-Khargapur. In 2013 Vidhansabha election there are no election Incident, Violence occurred. Page- 8

9 Law and order machinery intend to focus its eye on 45-Prithvipur & 47-Khargapur constituency because of its peculiar tripartite structure for political supremacy. Different political parties have their strong support bases in different pockets. In District Tikagmarh a major incidents were registered in VS election. such those areas of 45-Prithvipur are kept under special watch. Apart from one offence registered in border area of Uttar Pradesh. 43- Tikamgarh assembly area remained peaceful. It needs to be taken care of in view of normal election precautionary measures. 70% Border of District Tikamgarh is surrounded with Uttar Pradesh. In the West of District Tikamgarh having District Lalitpur & North having District Jhansi District of Uttar pradesh. In the East of Chhatarpur District & south having Sagar District of Madhya Pradesh. Law and order situation is being reviewed at both district and RO level even prior to this announcement. From time to time, effective actions are being taken for free, fair and peaceful conduct of elections. District Magistrate has issued notifications all arms license holders have been directed to deposit their arms at the nearest police station. Meeting with police officials are conducted at regular intervals to take preventive actions against anti-social elements for smooth elections. The vulnerability mapping exercise is already completed assembly constituencies wise and necessary steps taken. The duties of local police and C.P.M.F. are made known to them according to commission s instructions. The various preventive actions taken for election preparedness regarding law and order situation are attached as Thus, utmost precaution is being taken by the administration for conduct of free, fair and smooth elections. 46 Chapter-10 POLLING STAFF WELFARE For success of any event, importance of the persons carrying it cannot be over- emphasized. It is more so when the event is of nature of elections, biggest and most important in democracy. Election commission has rightly highlighted the importance of welfare plan for the polling staff. According to the directions given by the commission and prevailing healthy practices, we have prepared detailed plan for the welfare of polling personnels. 1. A nodal officer has been appointed for polling staff welfare that will take care of all the requirements of the staff and try to address their inconveniences, if any. It includes food, sanitary and toilet arrangements as well as medical facilities. 5. For medical facilities, liaison with nearest PHC or other facilities is being done. 6. It has been instructed that just after the staff hands over EVMs and other polling materials, they would be relieved immediately. 7. All the transport arrangements are made to carry the staff from dispatching centre polling stations and back to receiving centre. 8. Ramp facility is being provided in all polling stations for physically challenged personnel. 9. Special care has been taken for female personnel, with their allotment to particular PS is being done manually so as to give them PS, close to their working place. Scrolling message would be shown in each channel during special awareness campaign. Local youth groups would organize street plays with other agencies on varied topics related to voter awareness. For appealing to voters, a new method, by which students of the schools would deliver a letter to their parents urging them to vote after explaining its significance, has been devised. It will give a personal touch to the process. Advertisement appealing voters to cast their vote is being displayed on the screens of all the ATMs in the District.
