4 COCOA POLICE DEPARTMENT CHIEF S MESSAGE 2015 was a busy year that focused on connecting with the community through new programs and a continued emphasis on making a positive difference. The men and women of this agency responded to 63,768 calls for service in This number represents a 9% decrease over the prior year in which officers handled 58,017 calls for service. Of these calls for service, approximately 800 involved a call made to Officers also responded to 5,667 reports of suspicious activity, 3,851 reported disturbances, 3,745 traffic stops and 1,803 calls to assist other agencies, which round out the top five types of calls. Among the highlights of 2015 was a number of pro-active community relations events including National Night Out, Neighborhood Watch, Police Athletic League, Christmas Toy Drive and Shop with a Cop among so many other outreach programs. The department also opened its first thrift shop through its Cocoa Community First non-profit, which is designed to fund all the community relations programs offered by the agency. The partnerships we share in our business community are priceless. Without them, we could not provide the type of community outreach we see in our city. The nonprofit is a huge part of that partnership, and we hope it will allow us to reach more people. Our community oriented approach to policing was very successful in It was featured by the Korean Broadcast System (KBS) as a model for law enforcement effectiveness around the globe. We were also internationally recognized by PETA as a Compassionate Police Department for saving three pit bulls that were trapped in a storm drain. Video of the rescue reached more than 30-million views on social media pages. We also launched new programs, including PredPol, also known as Predictive Policing. The program is based on call history and uses data involving types of calls, times and locations to predict when crime is most likely to occur and where. Officers use the data to put themselves in those areas for high visibility patrols in order to deter crime. In 2015, we upgraded our communications center, provided security for major events including the City s Mardi Gras, craft fairs, Octoberfest, 4th of July, and concerts. We accepted delivery of a new mobile command post and continued working to upgrade the fleet of police vehicles and radio systems. In addition, five officers, with more than 100 years of combined experience, retired, so we are continuing our mission to recruit and hire the best candidates to fill vacancies left by attrition. I m proud to have also announced new promotions including a sergeant, who becomes the only active female sergeant among the ranks and only the second in department history. Our officers and our civilian personnel do an amazing job in providing service to our citizens. Whether it is a call for service request or pro-active community relations, we are working every day to deliver the best and highest quality public safety service available. Within these groups, the expenses are categorized among Personnel, Operating and Capital. In FY 2015, police personnel costs came in at approximately $6.3 million. Support Services personnel costs came in at approximately $988, for a combined total of approximately $7.3 million. This part of the budget funds salaries, wages and benefits for the department s near 100 employees. Under capital expenses for police services, more than $450,000 was used to fund the replacement of 11 patrol vehicles, purchase two new motorcycles for traffic enforcement and special events, two heavy duty trucks and four Segway vehicles, also for special events. Capital expenses for support services included approximately $317,000 for upgrades within the communications center. The upgrades allow for more efficient communications between dispatchers and patrol officers as well as improved handling of 911 calls and other public requests for police services. The operating costs for both police and support services totaled approximately $1 million.

9 ANNUAL REPORT 2015 ACTIVITY SUMMARY The above chart depicts a three year summary of patrol level activity which includes the number of reported calls for service in which an officer was asked to respond. The activity also includes the number of police initiated proactive patrol checks. This proactive activity is meant so show high visibility of police presence in order to deter potential criminal activity, enhance safety and improve the overall quality of life in the City of Cocoa. In 2015 Cocoa police officers handled a total of 63,768 calls for service. Of this number, 29,991 involved a citizen request for police response and 33,777 involved police initiated patrol checks. The chart reflects a steady increase in both numbers compared to the prior year s activity. Tracking these numbers enables department administrators to better understand current and future allocation of manpower and resources and serves as somewhat of a gauge in the effectiveness of proactive patrol checks in reducing criminal activity. 9

10 COCOA POLICE DEPARTMENT COMMUNITY CONNECTIONS COMMUNITY POLICING REDEFINED New Thrift Shop Provides Steady Funding Source for Police Non- Profit s Community Outreach Programs. Chief Mike Cantaloupe announced the official grand opening of the department s non-profit thrift store on October 2, The Cocoa Community First Thrift Shop is located in the Byrd Plaza at 801 Dixon Blvd. The grand opening event featured the Cocoa Community First Community Resource mobile unit where officers showcased the department s outreach programs and offered free popcorn and snow-cones. Inside the store was a wide selection of quality donated items to choose from for purchase including clothing, household items, sporting equipment, art and more. The proceeds from all sales benefit the Cocoa Police Department s youth and community outreach programs including the Police Athletic League, the annual Christmas Toy Drive, Shop with a Cop, Cops and Kids youth summer camp and many others. Our officers came up with the idea of a non-profit to help support and fund these outreach programs on a regular basis, Chief Mike Cantaloupe said. These programs are so important for our kids and our community and the thrift shop gives us a steady funding source. We encourage everyone to join us in celebrating this grand opening. 10

11 ANNUAL REPORT 2015 The Cocoa Community First Thrift Shop was made possible with the help of countless volunteers and business partners including the owner of Byrd Plaza who donated the space for the store. Officers with the Community Resource Unit also have office space in the back of the store. This is a win-win for us because it not only provides a revenue stream for our programs, it also allows our officers to be closer to the community they serve, Chief Cantaloupe added. Donations are always accepted during regular store hours, which are Tuesday-Friday 9:30 a.m. - 5 p.m. and Saturdays from 10 a.m. - 4 p.m. You may also call the shop at to make arrangement to pick up donated items. Anyone interested in volunteering may contact the shop to inquire and apply. Cocoa Community First is a registered 501 (c) (3) non-profit dedicated to supporting the community outreach programs of the Cocoa Police Department. 11

12 COCOA POLICE DEPARTMENT INNOVATIVE POLICING: PredPol NEW TOOL PROMISES TO PREDICT CRIME BEFORE IT HAPPENS PREDPOL improves department s ability to direct patrol resources in order to reduce crime. 12 Technology that tracks, maps and predicts crime trends is now being used by patrol officers as a tool to reduce the overall crime rate in the City of Cocoa. Predictive Policing, more commonly known as PredPol is cloud based software that enables law enforcement agencies to better prevent crime by generating predictions on the places and times that future crimes are most likely to occur. The program does this through constantly ingesting data on the number of calls for service, the times, locations and types of crimes police officers respond to. It then translates the data into boxes or hot zones where patrol resources can be more efficiently and proactively deployed. We believe this will allow us to use our patrol resources more effectively, said Chief Mike Cantaloupe. By putting our officers inside these hot zones, we have a better chance of catching a crime in the act or, even better, preventing it from happening in the first place. PredPol processes crime data in order to assign probabilities to future crime events within geographic regions and within specific times. It also presents estimated crime risks in a useable format in order for law enforcement administrators to effectively and strategically deploy resources. The program uses three data points in making its predictions: past type of crime, place of crime and time of crime. It has its advantages without a doubt, said Officer Brandon McIntyre who patrols the city s north area. It guides the officers to go to particular areas, conduct patrol checks and getting yourself out there and talking with the people in the different neighborhoods, and that causes the visibility to go up and less crime all together. PredPol creators tout success stories from police agencies around the country including the City of Atlanta, which according to PredPol data, saw aggregate crime decreased by eight percent and nine percent during its initial launch. It also showcased the results from the Norcross, Georgia Police Department where it reports a 15-30% reduction in burglaries and robberies just four months after deploying in August 2013.

13 ANNUAL REPORT 2015 BODY CAMS The evolving role of policing in a viral video society It is so easy for people to question the actions of a police officer. The conduct of our profession should be held to the highest standard, but in the age of emerging technologies such as social media and the growing presence of what are refered to as citizen journalists, those in law enforcement know that perception is reality. It has changed the dynamics, not only regarding how we do our jobs, but the tools we are forced to use to add to our line of defense. The recent trend of viral videos on social media is a prime example. People are looking for opportunities to capture the activity of law enforcement officers. In many cases, they are seeking to capture officers in a negative or hostile situation. After due process, if an officer is found to be out of line or used excessive force or abused the power of the position, there will be zero tolerance for such behavior. If it happens here, the officer will be terminated along with his ability to ever wear the badge again. Contrary to the vocal minority, the facts indicate this happens in only a small percentage of cases nationwide. Fortunately, within the Cocoa Police Department, we have not received complaints involving abuse of power or excessive use of force since I became chief in While there have been a handful of complaints regarding aggressive officers, after due process, which is a fair and unbiased review of all the facts, evidence and circumstances, the complaints are typically deemed unfounded. A big part of that is due to the implementation of body cameras. The Cocoa Police Department is the first agency in Brevard County to equip its patrol division, from sergeants through patrol officers with the cameras. Our contract with Taser International began in 2013 with a yearlong pilot program using six cameras. In January 2014, we deployed another 42 cameras, and they have become a vital tool, not only for evidence gathering in criminal cases, but in capturing every citizen encounter with the officer. This technology, coupled with regular officer training and our focused efforts on community policing, have put us in new arena where we are becoming a model agency around the world for effective solutions. Our operational model is being recognized by media outlets from as far away as South Korea. We recently hosted a television crew from the Korean Broadcasting System. The New York City based crew spent half a day with us learning about our programs including our community relations unit, police athletic league, neighborhood watch, drop-a-dime, body cameras and our overall community policing philosophy. It is an honor that our efforts are being recognized but more importantly, the Cocoa Police Department remains committed to the community first philosophy in our mission to protect and serve. 13

14 14 COCOA POLICE DEPARTMENT PROMOTIONS Sergeant Moon is only the second female to serve in sworn leadership role In October, Chief Mike Cantaloupe administered a new oath of office to the department s newest sergeant, Amy Moon. Sgt. Moon is a 16-year veteran of the agency. She graduated from what was then known as Brevard Community College Criminal Justice Academy (now Eastern Florida State College). As part of her new duty assignments, Sgt. Moon will manage a squad of as many as seven officers, who will directly report to her. Sgt. Moon is the only active female sergeant serving the department, and is the second female sergeant in department history. I m confident she will do great things for the agency and for the city, Chief Cantaloupe stated during a special swearing-in ceremony. We are proud to have her among our leadership ranks New major s position oversees support services administration Sgt. Amy Moon Major Eric Austin joined the Cocoa Police Department in February He was promoted to Major on December 7, His command staff duties encompass all aspects of police support services administration which includes the communications center, records, equipment, accreditation, training, budget, finance and accounting, information technology project management, building maintenance, field training evaluation program, policy development and recruiting and hiring. During his tenure with the police department, Major Austin has worked in every area of operations. He was a school resource officer, detective, patrol sergeant, community relations sergeant and lieutenant over professional compliance. Major Eric Austin Major Austin is considered a law enforcement subject matter expert, and is an adjunct instructor at the Advanced Law Enforcement Training and Police Academy at Eastern Florida State College. He holds a bachelor s degree in political science from the University of Central Florida and is on track to earn a master s degree in business administration from Webster University in Major Austin is a native of Melbourne, Florida where he currently resides with his wife.

In addition, there were two part-time booking officers, five reserve officers and one auxiliary police officer. The agency also saw five officers retire with a combined 125 years of service and experience. The department continues to recruit and hire the best possible candidates to maintain staffing levels and deliver high quality public safety services. 15

16 COCOA POLICE DEPARTMENT CRIME DATA The Cocoa Police Department is required by Florida statute to collect and report statistical data on specific crimes and report the data to the Florida Department of Law Enforcement for inclusion in the State s Uniform Crime Report (UCR). The specific crimes are called index crimes, which are tracked uniformly across all jurisdictions. These index crimes are collected from all law enforcement agencies in the state, and are meant to provide a summary of crime data that meet the minimum requirements ot the National Uniform Crime Reports program. It also functions as a way to maintain agency statistics and provide a barometer of the number of index crimes that occur in a community to determine crime and clearance rates and ascertain how often crime occurs. Since crime is a sociological phenomenon influenced by a variety of factors, this data is not meant to be used as a measurement of law enforcement effectiveness. 18 COCOA POLICE DEPARTMENT CRIME TRENDING DOWNWARD On average, the overall crime rate in the City of Cocoa trended downward over the last five years. In 2015, we saw our first increase since 2012, but the current crime rate is still nearly 3% below what it was in The year-to-year increase could be due to a number of factors including an increase in the overall population. The overall crime rate is calculated by the Florida Department of Law Enforcement, and is based on a formula that evenly calculates the number of incidents per 100,000 people. In 2015 the population for the City of Cocoa grew to 18,313, which is up from 17,678 a near four percent increase based on the formula. While the crime rate shows an increase of approximately 19%, this translates into about 271 additional index crimes reported from the prior year. 18

The information provided to the Florida Department of Law Enforcement Uniform Crime Report (UCR) includes domestic violence as a separate category; however, domestic violence offenses are inclusive of the total number of offenses listed in the overall crime index. This chart simply extracts the numbers to identify which of the overall crimes were domestic in nature. Tracking the data on domestic violence allows policy makers at the state and local levels to make informed and impactful decisions regarding prevention of future incidents of domestic violence. The mission of this unit is to assist victims of crime by providing assistance to victims in the immediate aftermath of crime and continuing to support them as they rebuild their lives. This is done through a coordinated effort throughout the community to connect the affected individual with programs and resources such as counseling, crisis intervention, assistance with court processes, victim compensation and a variety of other services. 20 COCOA POLICE DEPARTMENT AWARDS AND RECOGNITION OFFICER OF THE YEAR: Officer Dee Meisner Officer Dee Meiser has been with the Cocoa Police Department since She has served in many capacities including patrol, training and community policing. In 2015, Officer Meisner assumed the duties of community outreach officer and successfully organized several community events. Among the most noteworthy was the annual Christmas Toy Drive and the Shop with a Cop event. Officer Meisner worked day and night to get the toy drive completed, and was challenged due to the fact that normal resources from years past were no longer available. With limited resources and new challenges not faced in previous years, Officer Meisner worked tirelessly Officer Dee Meisner to make things happen. Her efforts and her leadership provided Christmas gifts to more than 400 children and their families. Officer Meisner also works with the city s Neighborhood Watch groups, schools, civic organizations and churches to provide crime prevention awareness and education along with community outreach. She mentors children, and is always available to help those in need. 21 ANNUAL REPORT 2015 EMPLOYEE OF THE YEAR Justin Archey Crime Scene and Property and Evidence Technician Justin Archey began working for the Cocoa Police Department in July, Since that time, he has proven his knowledge and efficiency in single handedly managing the property and evidence department along with the sophisticated detail that comes with responding to crime scenes. Justin is considered an expert in his field, and not only demonstrates his knowledge of criminal evidence and procedures, he readily shares it with others in order to benefit the entire agency. In January and March Justin not only took in hundreds of pieces of evidence, but was also called to mulitple crime scene invesitgations. He took thousands of photographs and processed hundreds of pieces of evidence that played a big role in helping our detectives secure prosecution and solve crimes. Justin does the work that would easily require two to three full time personnel to accomplish. He is dedicated above and beyond the call of duty, and he demonstrates this dedication on a daily basis, often coming to work early, leaving late and returning whenever he is called upon without hesitation and without complaint. 22 COCOA POLICE DEPARTMENT AWARDS AND RECOGNITION COMPASSIONATE P O L I C E D E P A R T M E N T Officer Matt Rush s proactive attention to detail, which launched a multi-agency rescue of three dogs trapped in a storm drain in October, earned the department a new title. The People for the Ethical Treatment of Animals (PETA) gave the Cocoa Police Department its Compassionate Police Department Award for the rescue efforts. The organization sent an honorary certificate to the department. In a letter addressed to Chief Cantaloupe, PETA President Ingrid Newkirk wrote We hope this kind and heroic effort will inspire others to come to the aid of animals in need. The letter goes on to state, In recognition of this action, we are sending your department a framed certificate and a box of delicious vegan cookies to share. Chief Cantaloupe responded by stating, We are grateful for the recognition, and are proud of our agency and Officer Rush. All of our officers do outstanding service in our community every day. We are glad we are able to make such a positive impact. On October 27, 2015 at around 7:30 a.m., Officer Matt Rush was on routine patrol duty when he heard dogs barking as if in distress. When he stopped to investigate where the barks were coming from, he located a trio of pit bulls trapped in a storm drain underneath SR 520 in the eastbound left lane. Officer Rush realized he could not free the trapped dogs by himself, and he summoned the assistance of Brevard County Animal Services and the Cocoa Fire Department. After about 45 minutes, firefighters, police officer and animal control officers were able to free the dogs. They were determined to be in good condition, and were later returned to their owners. Video of the rescue, which was captured by freelance videographer Greg Hartman, was provided to several news agencies, and was posted on social media pages. It garnered more than 30-million views.
