2 Overview HSS Development ( HSS ), in response to the RFQ by the purchaser ( Purchaser ), has prepared this proposal. 1.0 Brief introduction to Homeland Security Strategies (HSS) and HSS Development HSS was founded on the need to provide high-tech solutions to combat terrorist and criminal acts. HSS introduced its Bomb Detection and CounterMeasures in the early 1970 s. With technological developments in RF Jamming to defeat remote controlled explosive devices and walk through sensor related telemetry, HSS paved the way for hybrid technologies to serve both detection and countermeasure solutions ; the logical Next-Step approach to dealing with: Suicide Bombers Highjackers Terrorist & Criminal infiltrations Those involved in the engineering of Bomb Detection and Countermeasure technologies such as the RDS400 and the Jamming options understand the severity of issues involved in terrorist acts. While some argue there is a war against terrorism, the real enemy needs a clear name... But during Asymmetric warfare, that enemy does not always wear a uniform, but conceals his or her true intentions. The engineers who design and build the technologies listed herein are well aware of the dangers posed by PBIEDs (suicide bombers) as well as the need to mitigate their nefarious goals. That said, on behalf of HSS, we thank you for considering the solutions presented. We strive to continuously remain at the forefront of defeating terrorist threats, and look forward to address the challenges that lay ahead. 2.0 RDS400 Suicide Bomb Detector The RDS400 is a sensor based Bomb Detector used by EOD Teams and security forces that deal with terror attacks by suicide bombers and criminal terrorist groups. Concealed Person Borne IED threats (PBIEDs) and other weapons are able to be detected in range of RBD400 sensor technology. 2.1 Operating Principle The system is able to scan people in range, enabling the operator to discriminate between a person carrying metallic objects such as shrapnel, and a person who is not. This is a Terrorist Trap for would be Suicide Bombers looking to detonate in a crowded area or a targeted Government building of importance, such as a consulate or embassy. 2.1 System Configuration The system is enclosed in a bollard or cone. The sensor telemetry can be concealed inside one or more enclosures. Each sensor is able to communicate with the operator s interface, creating alerts to detections of possible suicide bomb vests, belts, or body worn explosives containing lethal shrapnel.

3 2.3 Optional Remote Detonator Defeat At HSS, we understand the difference between laboratory testing and operating in the real world. We know that once a terrorist puts on a suicide vest, the situation is no longer as simple as alerting the police force in the adjoining room ; that a hostile just entered the area with intent on doing the worst. Once the officers have neutralized the would-be bomber, what happens if there was a remote trigger? What happens if the handler of that suicide bomber does not see or hear an explosion? Mobile Phone used as a remote triggering device for a bomb vest: The VIP400 is a platform to block communications including mobile bands used for the remote triggering of a bomb.

4 2.4a System Setup The system can be used in most environments, but an initial calibration may be required. This second process is fast and insures that readings are highly accurate based on the system s location. 5 2.4b System Setup (portability continued) The system operator can use the remote monitoring mode to scan and detect suicide bombers at a safe distance. 2.4c System Power: Stationary & Portable Installations The system can operate on AC or DC power. This means the difference between stationary (fixed) installations and rapid setup - in transit / on the move to multiple locations for quick use. AC Power Connectivity DC Power Connectivity

6 2.4d System Demonstration The system can be demonstrated in both open and closed spaces. This is helpful when making a presentation indoors as well as outside. System behavior is able to compensate for most disturbances, thanks to the implementation of its sensitivity controller, helping to balance and regulate efficiency during detection operations.

The Graphic User Interface is able to be managed by the operator so that each detection output level can be measured in real-time, giving the operator the opportunity to further investigate each and every alarm encountered.

10 3.1 Manufacturing Shown below is a production run of the RDS400 HSS has the ability to put together both small and large orders, for Government Agencies and their respective vendors.

11 4.0 Warranty Statement HSS warrants this product has been manufactured using new parts and components and to be free from defects in materials and workmanship under normal use for a period of one year, herein known as the period, as follows: Labor and Parts 1. For 1 year from the date of delivery, HSS will pay the labor charges at an authorized HSS service facility to repair any factory defect. After the 1 year period, purchaser must pay for all labor charges. 2. HSS will supply at no charge, new or rebuilt replacements for factory defective parts on an exchange basis for a three year period from the date of delivery. 3. To obtain warranty service during the warranty period, purchaser must return the parts of modules via prepaid freight to any authorized HSS service facility. There may be estimate fees at the time of evaluation for all items received by HSS should a repair or replacement be required. Validity 1. This warranty does not cover any damage due to accident, misuse, abuse or negligence. This warranty is subject to the proper technical operation, maintenance and storage, in accordance with the supplied instructions. The warranty does not cover raw materials and small spare parts, which are replaced during technical maintenance if necessary (gaskets, bolts, nuts, pins, lamps fuses, etc.). This warranty shall be invalid if the product is subject to misuse or abuse, or if any repairs are attempted by anyone other than an authorized HSS factory service center technician. 2. This warranty is valid worldwide. 3. The Invoice to the purchaser is evidence of the date of purchase. Without such documentation this warranty may be invalid. Liability 1. Repair or replacement as provided under this warranty is the exclusive remedy available to the purchaser. Correction of defects, in the manner and for The Period, shall constitute complete fulfillment of all liabilities and responsibilities of HSS to the purchaser with respect to the product, and shall constitute full satisfaction of all claims, whether based on contract, negligence, and strict liability or otherwise. 2. In no event shall HSS be liable, or in anyway responsible for any damages or defects in the product which were caused by repairs or attempted repairs performed by anyone other than an authorized service facility technician. HSS shall not be liable for any incidental or consequential damages arising from the use of the product or for breach of any express or implied warranty on this product except to the extent prohibited by applicable law, any implied warranty of merchantability or fitness.
