2 POTENTIAL THREATS OF NUCLEAR SECURITY Potential threats to nuclear security shipment involve criminals or terrorists acquiring and using for malicious purposes as: - Nuclear weapons - Nuclear material to develop improvised nuclear explosive devices - Radioactive material that could harm individuals or the environment (by dirty bomb) The impact of the malicious use of radioactive material upon human health and the environment, could be devastating, particularly in the case of a nuclear explosive device. The main threats in ensuring physical protection for nuclear and radioactive material transports: - Theft - Sabotage - Unauthorized access - Malicious Acts

4 EUSDR Action Plan PA 11 /Action 1 To support the Danube states in the administrative cooperation and improvement of qualifications of law enforcement, judicial authorities and other services PA 11/Action 11 To establish standardized operational procedures for joint activities in case of trans boundary technical-technological water traffic accidents

5 PROJECT RELEVANCE GOAL: all the states along the Danube area will cooperate together in order to ensure the security of the hazardous transports and to prevent radiological accidents, accidental marine pollution or terrorist attacks. PRIORITY: Optimize the security of naval transports of hazardous products on the Danube river IMPORTANCE: The qualifications of law enforcement and other authorities will be improved, and also the administrative cooperation between the Danube states, as stated in the Action 1 of the EUSDR Action Plan. CHARACTER IMPACT: High level of protection for the population from the areas located along the navigable channel of Danube

6 PROJECT CONTEXT The Danube Basin Region is characterized by the presence of a high number of industrial risks sites which present a constant danger to the environment and citizens (Kozloduy, Cernavoda) and also offers the possibility of naval transport for many hazardous materials. Past examples of severe pollution have shown that accidents do happen, and that knowledge of the risk potential, preparedness as well as rapid response mechanisms are essential to prevent, be prepared or reduce damage. 7 PROJECT CONTEXT Romanian Gendarmerie is the competent authority, at national level, with exclusive attributions in ensuring security of naval transports of special products, such as: - Weapons - Ammunition - Combat equipment - Explosive materials - Narcotic drugs - Toxic substances - Nuclear, radioactive or hazardous materials and substances

8 One of the risks occurring lately, which could permanently damage the Danube River ecosystem is naval transport of hazardous products. Project s benefits: - Protection of the environment and river population along the Danube river - Counter imminent threats of a security incident over the transported products, particularly due to some hostile actions.

11 PROJECT OBJECTIVES 1 Improving the legal and procedural framework at national and international level related to missions of ensuring naval transport protection of hazardous products on the Danube river 2 Improving the operational capabilities of Romanian Gendarmerie and its relevant partners. Through the cooperation between the riverane countries of the Danube region participating within this project could be prevented possible radiological accidents, accidental marine pollution and terrorist attacks. A better understanding of the actual situation by the national and local authorities could be useful in identifying the specific needs of the targeted area.

12 PROJECT ACTIVITIES 1. Drafting standardised operational procedures for protection of naval transports and joint activities in case of hostile actions or transboundary technical-technological water traffic accidents. Output: common standard operational procedures Result: number of persons trained concerning the SOPs

Developing an IT&C platform for data exchange with all the national and international authorities /agencies involved in the field of naval transport of hazardous materials on Danube river. Output: an electronic communication and data exchange platform Result: institutional operational communication system in place

14 PROJECT ACTIVITIES 3. Training of personnel involved in planning, organizing, execution, monitoring and control of the missions related to ensure security of naval transport of hazardous products. Output: curricula's for training and concepts for international exercises Result: number of persons trained, 2 international exercises organized

15 PROJECT ACTIVITIES 4. Procurement of equipment and materials for the personnel involved in planning, organizing, execution, monitoring and control of the missions in order to increase their operational capabilities, such as: Assault boats Diving equipment Night vision google GPRS Tracker

16 PROJECT ACTIVITIES Output: Proper logistic intervention Result: Optimal operational capabilities of intervention leading to minimizing and mitigating the radiological consequences of any theft, sabotage or other malicious acts THERMAL IMAGING INFRARED CAMERAS An advanced thermal imaging and threat detection systems are used for a wide variety of imaging, thermography, and security applications, including airborne, environmental monitoring, and chemical, biological, radiological, nuclear, and explosives (CBRN) detection.
