2 Air Cadet League of Canada Nova Scotia Provincial Committee Annual General Meeting October 18, 2014 The meeting was commenced at A minute of silence was observed to remember all the friends and cadets who have passed on since our last meeting, we especially remember the members of the armed forces who have made the ultimate sacrifice. The Head Table was introduced and customary self introductions were conducted. A call was made for additions to the agenda. The following items we added to the agenda: 1. Presentation by Captain Roberts regarding Squadron Trip Moved by Gene Bell that the agenda be accepted as amended. Seconded by Bud Burnsten. Motion carried. Moved by Dan Kehoe that the minutes of the 2014 SAM be approved. Seconded by Art LeDuc. Motion carried. Moved by Charlie Baxter to approve the interim business of the society as conducted by the Executive. Seconded by Earle Lantz. Motion carried. Moved by Jim Mullins to accept the Chairman s Report as included in the package. Seconded by Dan Kehoe. Motion carried. Full report is in the appendix. Remarks from the ACL National Representative, Don Doern: Don stated how pleased he is to be here in Nova Scotia for the AGM. He brings greetings and congratulations from the National President of the ACL. It has been a busy year for the National Committee. The 5 year plan for the Cadet Program renewal project is ongoing. There have been many discussions on ways to make the program better. The goal is to make it leaner but more efficient. Any monies saved will be reinvested in the program. There will be more discussions during the National SAM. An emphasis has been placed on getting more compliance with the completion of the ACC9 s and we are to be congratulated on our effort to have them in on time. National uses the information provided to identify and quantify what the League provides and contributes to the Cadet program, roughly 30 million dollars per year. He was happy to hear Cornelia speak about the importance of volunteer screening. It is imperative to continue the push to get every person at every level screened. It is important in the litigious society to ensure that we are protected. We will be celebrating the 75 th anniversary of the Cadet Program in It has been decided that it

3 would be more appropriate to encourage celebrations be set up in each province rather than have one or two events in Ottawa. National has decided that the resources allotted for the Ottawa celebrations would be better spent assisting the provincial celebrations. National will be providing pins for each of the cadets in the program and banners will be distributed to each of the provincial committees. Finally, he asks the question Why are we here? This year he had the pleasure of serving as an escort officer during the IACE in Great Britain. It was gratifying to watch the 23 Cadet Officers from Canada become ambassadors and take on leadership roles during the IACE. The cadets got to enjoy experiences not available to the average person and receive a valuable experience. It has become a tradition that the Cadets exchange their countries T shirts during the final days and Canada s red T shirt was the most sought after. The biggest proof of our cadets impact was during the final evening event, when most of the Cadets attending the IACE were wearing Canada s red shirts. There was a question about what else was being looked into with regards to the 75 th anniversary. Don indicated that they are looking into having a member of the Royal Family attend some events. National is also looking into whether a Snow Bird will fly the Cadet colours. Paul noted that the cut off date for having a coin like the one for the Mounties has already passed but that there is still a possibility through the political process. Another question was asked about the temporary hold on issuing new uniforms. Don indicated that the hold has been lifted and that they have available stock of uniforms. It was noted that there are no Cadets in Nova Scotia without a uniform. There is a new system in place for ordering uniforms and parkas. He also stated that parkas are no longer automatically issued as there is little need for them in southern BC but a great need in Northern Canada. Pipes and Drums Demonstration Remarks from the DND Representative, Dave Herman: Captain Herman reported that DND has automated their forms. The RCP1, which is their request for support, is automated using Sharepoint. This form needs to be completed for every Cadet event. Once the form is received by the ACO s office, the activity can be approved and all arrangements for support can be arranged in the background. It should be noted that there is no insurance in place for an activity that is not approved. The rule of thumb is that the RCP1 should be received by the ACO s office 30 days before the event, but the office will do everything possible to find a work around with less notice. He gets questions about what to do if a Cadet gets hurt. Call 911. All medical costs that aren t covered by the parent s insurance can be covered by DND. The CO is the liaison between the parents and the ACO s office. Captain Herman has set up a File repository which can be accessed by the Air Cadet officers in every squadron. This holds all the documents which the squadrons use including the LSA request, banking information forms, student credit documents, calendars, etc. The Cadet Unit Surveys are now automated. They take about 20 minutes to fill out. The intent of the survey is to find out how the unit is doing and where the shortfalls are. Only 4 units have completed the survey so far. The due date has been extended until October 30, There has been over 300 glider famils and over 200 power famils flown so far this fall. We have had a problem with the power famils as Debert is the only place that we can contract right now. Negotiations are taking place to find resources in Greenwood and Sydney. Each unit needs to submit their Unit Annual Returns which includes the unit s succession plan and their LSA plans. The CO s are becoming better at spending their LSA money. There are restrictions on what LSA money can be spent on, for example LSA money cannot be used to buy infrastructure or to provide unit T shirts for the cadets. CO s can call the ACO s office to find out how much is in their budget. Each unit

4 is provided with a set amount for supplies and a pro rated amount based on the number of cadets in the unit. One area where there is a problem is Specialist days. The CO s need to understand who is a specialist. Only officers or CI s are classed as specialists not Civilian Volunteers. CO s must ask for permission and then fill out the forms. The CATO states that each squadron is entitled to 5 days each training year but there is not enough money in the budget to provide this. There are currently 1271 Cadets registered in the program. The staffing is filled once a year and increases or decreases in staffing is not reflected until the following training year. If it is necessary to decrease positions CI s go first then CIC s. Training officer and CO replacements must go through the ACO s office. It takes almost 60 days to approve a new CO. A copy of the Volunteer Screening form is in the form repository. All volunteers need to be screened. Anyone who is not in a paid position is a volunteer. If somebody gets a hit on their criminal records check, they must apply for a pardon before they will be accepted. The squadron CO has the final word on who is allowed to volunteer with the squadron. Art LeDuc asked about volunteer supervision of cadets. Captain Herman responded that the CATO states that all volunteers must be under the supervision of a person in a pain position. Bruce Morse requested that an e mail be sent outlining CIC and CI commitment in regards to liability. ACA visits are currently on going. There is still a Late joiners policy where Cadets who enter the program late can go through an accelerated training program in order to be placed with cadets in their same age group. Captain Herman emphasized that it is the cadets responsibility to give the proper paperwork to their Guidance Counsellors in order to obtain school credits. Photos of proper Dress are located in the file repository. The new RCAF ranks and buttons will be coming out soon. We will see the change over take place next Year. National Course deadline is December 15 th. Power and Glider applications need to be in by mid November. The Interview Boards will sit on February 14, 2015 in Cape Breton, February 20, 2015 in Truro and February 21, 2015 in Halifax. Any squadron who is planning a trip out of province or out of country needs to give a minimum of 90 days advance notice in order to make any arrangements. This will likely be Captain Herman s last meeting as he will no longer be in his position by the SAM. Business arising from previous minutes: Ed Mroz questioned why the Fundraising Committee report would name specific squadrons in their SAM report and asked that that information be removed. A discussion was held on the ticket sales. Jim Mullins said that the committee would take the issue under advisement. Treasurer s report: Discussion was held on the McCabe Trust. There are only 2 signing officers right now. Moved by Charlie Baxter that Wendell Crowell be named as the third signing officer for the McCabe Trust and that he be furnished with the terms of the trust. Seconded by Earl Lantz. Motion carried. Moved by Earl Lantz that we accept the Treasurer s report as presented. Seconded by Cornelia Hatcher. Motion Carried. Full report is in the appendix. Executive Director s report: The full report is in the appendix. John Huczel reported that the cut off date for medals for ACR s is April 30 th in order to guarantee that the Cadet Long Service Medals are received for the ACR. The is no longer

5 a generic insurance certificate, it must be ordered online. It may take up to 3 weeks to receive the certificate. Screening Committee report: Cornelia Hatcher brought up that the RCMP has new forms. Please fill out forms for both the Police Records Check and the VSS. Sometimes the RCMP will only issue the VSS. The VSS covers the Police Records Check. She also reminded everyone to write legible on the application forms. Moved by Don MacCumber that the Executive Director, Regional Directors and Committee Reports be accepted. Seconded by Merv Steadman. Motion Carried. Full reports are in the Appendix. Elections: The Nominating Committee submitted their slate of candidates. There were three calls for nominations from the floor. Hearing no further nominations, Ed Mroz moved that the slate of candidate be acclaimed as nominated. Seconded by Phil Chatterton. Motion carried. By law Revisions: Jim Mullins provided the reasoning for each of the proposed changes. The full copies of the changes are located in the appendix. Moved by Wendell Crowell that the preamble to the by laws be amended as proposed. Seconded by Bud Burnsten. Motion Carried. Moved by Phil Chatterton that Section 9 be amended as proposed. Seconded by Art LeDuc. Motion carried. Moved by Charlie Baxter that Section 10 be amended as proposed. Seconded by Bud Burnsten. Motion carried. Motion carried. Purchase of engraving machine: John Huczel requested that we use LSTF funds to cover the cost of an engraving machine. Discussion was held on the LSTF monies which are available to Nova Scotia. We have been notified that we must spend the surplus in our funding or we will lose it. Also, that we will not be able to carry over balances in our account from year to year in the future. Moved by Art LeDuc that John Huczel and Paul MacNeil look at ways to spend the surplus LSTF money and make recommendations to the Executive Committee for approval. Seconded by Jim Mullins. Motion carried.

6 Not for Profit Corporations Act: This act was introduced by the federal government. We are looking into the process necessary to transition to the provisions of the new act. Presentation by Captain Roberts: Captain Roberts provided a presentation on the trip her squadron is planning to attend the 70 th anniversary of VE Day. She asked for a letter of support from the Committee. It was agreed that the Committee would provide a letter of support. Date and venue of 2015 Semi Annual Meeting: The SAM will take place on 18Apr2015 at 77 Arrowhead in Truro. Gene Bell moved that the meeting adjourn.

7 AIR CADET LEAGUE OF CANADA NOVA SCOTIA PROVINCIAL COMM ITTEE 2015 SEMI-ANNUAL MEETING - 18 APRIL CHAIRMAN S REPORT It has been a busy six months since we last gathered. Gene has been hard at work on the IACE project and it is now approved for the next three years. There is a great deal of concern about the future of suitable parade locations for several of our squadrons. DND is experiencing problems with the Seamanship school at Windsor Park and the Drill Shed at Stadacona. There are 8 squadrons housed in DND quarters. 18 Squadron shares space in Shearwater along with two Sea Cadet Corps and a Navy League Corps. Schools operated by the Metro Halifax School Board are increasingly expensive. Sponsors will have to keep a particularly sharp eye on this item. We now have a new guide and procedures for the Lord Strathcona Trust Fund. Paul will bring us up to date on the plans for utilizing the remaining funds which must be spent by the end of this month. There have been some developments on the financial scene for the PC and a full briefing will given at the meeting. A sysposium is planned for 2 senior cadets from each PC to coincide with the kickoff for th the 75 anniversary in Ottawa at the national SAM in November. More to follow as the programme is developed. 11 Cape Breton Region Squadron Reports 29 Squadron has a staff of 8 Officers 8 CIV s who work very hard and put in long hours to ensure that the many programs work properly. The squadron is involved in Biathlon and submitted two teams (male & Female) who finished in the top group in the province. They also compete in the Band competition in Halifax and participate in the band seminars. They have a range team,drill team and several sports teams.the squadron participated in the League ticket sales. They will have 24 cadets going to summer camp as well as 1 staff cadet and two senior courses.acr will be held on Mar 23 at Sydney Academy at 1000 hrs. 45 Squadron will end the year with 25 cadets on strength. They have a staff of 6 officers and 1 CI. Activities include Gliding in the spring,bowling and sports. They participated in this year`s league ticket sales. ACR will be held on Apr 12 at the Glace Bay Armories. 562 Squadron will finish the year with 27 cadets on parade and have a staff of 6 Officers and 3 CI`S. They will participate in the RDA weekend and have a squadron Band as well as a drill team. They have participated in the league ticket sales. They have 13 cadets going to summer camps as well as 1 staff cadet. ACR will be held on May 12. This Squadron suffered the tragic loss of their Commanding Officer Capt Bruce Bugler on Mar 27. He was a very popular Officer and good friend to many who knew him. He will be missed. 587 Squadron have a staff of 6 Officers and 6 CIV`s and have 42 cadets on the nominal roll. They will be attending the RDA weekend and will send 13 cadets to summer camp including two senior courses plus 1 staff cadet. They participated in the league tickets and requested extra tickets and turned it into a fund raiser. They have a squadron band and participate in community events. ACR will be held on May Squadron started of the year with a new CO and some new Ideas.They presently have 23 cadets and are involved in activities such as Range team,bush survival and RDA weekend. They have plans for a Joint Band project with 562 squadron next year. Cadets Participated in the league ticket sales. ACR is planned for May Squadron is a small squadron with 3 Officers and 1 Pending and 2 CI`s. they currently have 11 cadets who will be participating in the RDA weekend and a planned survival exercise with army cadets from Corp They have participated in the league ticket sales. A joint ACR will be held with the Army Cadet Corps. On May Squadron currently have 4 Officers and 2 CIV,s and have 22 cadets on strength. They will attend the RDA weekend and will take a citizenship tour to Halifax following their ACR which will be held in May. ( Date to be announced)the Squadron has participated in League ticket Sales. 719 Squadron has c compliment of 6 Officers no CIV.s and 45 cadets on strength.they participate The will be going to Pictou for the RDA weekend.they have a Squadron Band and participate in Rifle team, Effective speaking, Bush Survival,and Biathlon. They have two senior camnp courses as well as 20 camp positions at Greenwood. ACR will be held on May Squadron is a small but very active squadron with only one officer and 6 CIV,s.They have 14 Cadets on the Nominal roll. They have a small drill team which will be going to the drill team competition in Pictou. ACR will be held on Apr 30, followed by a citizenship tour to Halifax. 12 NORTH EAST REGION Things are quiet from squadrons in the north east region with the exception that 596 Tatamagouche will get a new CO at the ACR in May as Capt. Schofield is stepping down. 17 cadets from 154 Amherst and 17 cadets from 875 Antigonish are going to Europe in May. The area has some of the best Nova Scotia air cadets, who have earned their power and glider wings, along with many more cadets who will be attending CFB Greenwood CTC, week s courses, this summer and who will share their new skills and knowledge, to their fellow cadets during 2015/16 training year going into Air Cadets 75 th Anniversary.

14 This placed all squadrons in a great position for continue growth with public relation announcements of ACR s, and is a great time to invite family,friends and new youth, ages 12 18, to see the best that air cadet youth program has to offer and a reason to join next fall This will be follow up by fall recruitment. Local RCSU(A) has also help with graphic design and support in allowing us to use box code, cadets.ca website and toll free number for parents/guardian and youth to go online or call with questions and get answers on how to join cadets. Thank you goes to Canadian Heritage who generous provided a quantity of Canada lapel pins, small flags, stickers and posters for Canada Flag 50 th in February15th, 2015, Twitter #Flag50 Halifax area air cadets show leadership and shown squadrons support for Canada Flag 50th. Thank you to Shearwater Aviation Museum (SAM) who supported a static display of Hurricane and Spitfires built scale 1/72 models by air cadets for Battle of Britain 75 th anniversary in 2015 in support of 111 Mic Mac Wing Dartmouth. Also, NSCC Aviation Institute in Dartmouth, who still has offer air cadet squadron s to take tours and to arrange for special orientation day for senior air cadets at levels 3/4/5. Also, NSCC has donated a Cessna cabin that is being refurbished in Greenwood for future training aid and community relation. Squadrons will be completing in the regional sports and drill competition this April 18th to 26 th, Also Halifax Effective Speaking, supported by several Toastmaster judges, was held on April 12 th the winner moves to the provincial on April 18 th, Finally, thank you, to everyone as we end National Volunteer Week, April 12 to18th, 2015 in Canada to ACL NSPC executives, directors, members, and Sponsors Committees members, for your valuable volunteer time and support of the air cadet youth program. Also, too many RCSU(A) and NS Detachment support staff in CFB Shearwater, cadet Building 4 who volunteer time outside of their regular duties and for their continue support. Lastly, many thank you s to all CO s, CIC, Civilian Instructors and Civilian Volunteers staff, for your personal dedication and commitment and extra volunteers hours on running the air cadet youth program throughout many Halifax local communities to the greatest youth program in Nova Scotia and Canada. 865 Squadron has 45 cadets on strength with approximately in attendance each week. There are 5 Officers and 4 CI s. During the past year the cadets have participated in curling, model building, Laser tag at Alpha Strike for Christmas, bowling at Stadacona, Fall camping trip in Beaverbank. Their training has included First Aid course, the band is up and running cadets participated at Greenwood band workshop, HRM music testing weekend They have started an inaugural guitar club on Fridays. The drill team also meets on Friday. We Have range training on Thursdays. The Squadron has volunteered to assist the Kiwanis with their Christmas tree sales. They also assisted in the Alderney Landing clean up for Cadet day. The Battle of Britain Parade, Remembrance Day At the Cadet review there will be a change of Command and the Sponsoring Committee Chair will also change. 15 The Squadron parades on Monday night (Building 4, Shearwater) between 6 and 9 pm and usually there are approximately 100 cadets on parade in full uniform. The Squadron continues its recruiting efforts. Full complement of Officers and CIs. They maintain a Parent Committee and is very active, along with Sponsors in raising funds for the Squadron This year the Squadron went on trip to Ottawa, raising their own funds. The optional program is very active with a good representation of volunteers. Although the Squadron has had encountered a few snow storms it continues to adhere to the program All in all the Squadron is in good shape. Paul MacNeil Squadon Director 250 Vimy 250 Vimy Squadron parades on Monday night between 6:30 to 9 pm and usually there are approximately 70+ cadets on parade in full uniform. Full staff of Officers and CIs. They maintain a Parent Committee and is very active group, along with Sponsors in raising funds for the Squadron air cadet activities. Like all Halifax area Squadron has had encountered a several snow storms they continues into the program Squadron is in good shape and working on accommodation issues for the short and long term plan. Elaina Gaetan, Squadron Director, 292 Halifax Fairview 292 Halifax Fairview Squadron continues to be a strong, active squadron with engaged cadets who regularly participate in a full range of cadet related activities with a dedicated staff providing guidance, support and leadership. Other than the significant challenges the winter weather has imposed on all of us, (i.e. postponed and/or cancelled activities), the most notable challenge facing 292 during this reporting period has been the loss of the squadron s permanent training/parading facility. In November 2014, the squadron Commanding Officer, Captain Amy Sharpe, was advised that WP41 (the Botswain School in Windsor Park) was deemed out of bounds until further notice due to structural damage, thereby leaving the squadron without a home effective immediately. This not only impacted the squadron s ability to parade and train, but also meant the squadron s supply shed, containing uniforms and other equipment, would have to be removed from the building. The Squadron s co sponsoring body was quick to secure a temporary location for the cadets to parade the following training night, and they have since been parading at the Halifax Armoury and storing their supply cache in a commercial storage facility. As it became apparent there was no future re entry date being presented for the facility in Windsor Park, staff and sponsoring bodies have been actively seeking an alternate location for the squadron. Many avenues of inquiry have been exhausted including local schools, church halls and other community venues. In particular, the Bayers Lake Armoury was a location being strongly considered. That location appeared to be a good fit, and would have allowed the squadron to remain on the Halifax Peninsula. A great deal of time and effort was put into exploring the feasibility of 292 using that location on a permanent basis. On March 31 st, the squadron was advised there is no available office or storage space for cadets at the Bayers Lake Armoury. There was, however, a suggestion that some reduced space might be allocated there if the squadron would be willing to lease the space. Unfortunately this option could be costly, and would not allow enough area for parading or supply storage.

16 Efforts continue to secure a sufficient permanent location. In the meantime, parading and training continue with great zeal at the Halifax Armoury. 292 Squadron continues to provide cadets a full range of mandatory and discretionary cadet related activities where morale appears high. The resiliency and adaptability of the cadets and staff in these circumstances is commendable. The show must go on! Cornelia Hatcher and Roy Young Squadrons Directors, 342 Bedford Lions Our Squadron has 80 cadets on strength with approximately in attendance each week. During the past cadet year the cadets have participated in Laser tag, FTX to Aldershot, Senior leader in Truro, Aviation weekend at the Bedford Lions Den, Range competition, Sent a team to Provincial Biathlon, Metro Region Sports Camp and completed a Fitness Test. The Squadron also is involved with the Duke of Ed program. During the year they have volunteered to help the Waverley Legion by serving at a dinner, and assisted with the distribution of poppies at both the Waverley and Bedford Legions, They also assisted the Lions Club with their Christmas Tree sales. Christmas was celebrated with a Dinner at the Lions Club Bruin Centre where the officers and Volunteers served the Cadets. The Squadron has 2 Power and 2 Glider with 3 cadets going as Staff for Phil Chatterton, Squadron Director 615 Bluenose 615 RCACS parades on Wednesday evenings at CFB Stadacona, normally at the drill shed, but during the winter months are relocated to the Naval Engineering School which provides adequate classroom and office space but drill and marksmanship training cannot be accomplished. The squadron has a strength of 26 cadets and parades an average in the 80% range. 615 Squadron regularly participates in the following: Trident Fundraiser Tri Service Pipes and Drums Joint Band Program Biathlon (Both male and female competitors at provincials and regionals) Ground School Battle of Britain Parade Remembrance Day Parade at VMB First Aid Training, in conjunction with 33 Field Ambulance and CAF Health Services Atlantic Sports 615 Squadron has also done or are planning to do the following

20 IACE 2016 COMMITTEE REPORT NSPC SAM 18 April 2015 Official approval for the Maritimes to host the IACE in was received from DCdts on 10th Feb and the approved working copy of the hosting schedule of activities was received 27th Feb. I updated our executive committee during a telecon on 3rd March and asked those members of the IACE Committee to begin getting details for the activities planned in their respective areas. On 9th March Paul MacNeil and I had a productive meeting with Maj. Constantine and Capt. Meaney, from RCSU(A), defining areas of responsibility and various alternative options to the schedule if required. In the next few months we will be looking at cost and more detailed plans to be presented at the next National meeting during the ACL AGM scheduled for Edmonton in June. This summer s IACE will be hosted by the Alberta Provincial Committee for their third year. They will be hosting seventy cadets from Australia, Belgium, China, France, Hong Kong, Netherlands, New Zealand, South Korea, Switzerland, Turkey, the United Kingdom, and the USA. We expect to host similar numbers for our first year in Planning activities, within budget restraints, for a group this large is a challenge. We are striving to make this visit and unforgettable experience for these visiting cadets as we show off the Maritimes. We are open to ideas to assist us in doing this. Wiesner Financial Compliance Officer DATE: 14 April 2015 SUBJECT: Squadron Financial Reports (ACC9) for the year ended Aug 31, 2014 Squadron financial reports are due by the end of October each year. To date we have Received 22 reports totaling 73% however of those 22, there are 5 reports (highlighted in Yellow) which require additional work/corrections. These are currently under review. The others have been submitted to National as correct which means we have only Achieved 56.7% as far as HO is concerned. Those squadrons outlined in red are past due and urgent attention is required. The receipt of these reports are a requirement by ACL head office as we have a requirement as a national charity to show due diligence in the use of public funds and to ensure the League maintains its registered charities status. Timely and accurate financial reports are essential to satisfy those requirements and to ensure safety of squadron funds. Failure to comply in a timely manner could result in a squadron being placed on probation. The Board of Governors at National have mandated that Provincial Committees must reach 100% compliance with our reports to ensure the safeguarding of Squadron funds and to demonstrate we are utilizing public funds in a responsible manner. We have conducted and will conduct group and individual training sessions as required which will hopefully improve accuracy and more timely submission. Group training sessions have been conducted in Central and Halifax Metro with individual sessions on a squadron basis in Cape Breton and other regions of NS. Additional Training sessions will be conducted on an on-going basis as required. We have all heard about Renewal taking place in the Cadet Program which is a sweeping change in structure, reporting relationships and funding within DND. A review by DND approximately 1-1/2 yrs. ago evaluated the effectiveness of our3 elements participation in the partnership and of the 3 elements, the Air side come off less in meeting DND objectives for their core values. While this is a one sided review which we don t necessarily agree with, so we undertook a project to extract the dollar value of our support from our ACC9 s across the country. We have never known the true value of that support which comes from all levels of the League which includes Provincial

22 Committees, Squadrons, Sponsors, National Assessments and Volunteers. The results of that review were significant with $40M in total representing the civilian side of the partnerships contribution to the CCO. We estimate on an annualized basis the other two leagues would combined contribute another $40M making $80M or 27.6% in total of what is a $290M program expenditure with DND of course making up the major portion. The foregoing information is only possible with the timely and accurate submissions of our ACC9 s. Please review the attached Data Base Report and contact the undersigned as appropriate. 25 Air Cadet League of Canada Nova Scotia Provincial Committee Annual General Meeting October 18, 2014 The meeting was commenced at A minute of silence was observed to remember all the friends and cadets who have passed on since our last meeting, we especially remember the members of the armed forces who have made the ultimate sacrifice. The Head Table was introduced and customary self introductions were conducted. A call was made for additions to the agenda. The following items we added to the agenda: 1. Remarks from the ACL National Representative, Don Doern: Don stated how pleased he is to be here in Nova Scotia for the AGM. He brings greetings and congratulations from the National President of the ACL. It has been a busy year for the National Committee. The 5 year plan for the Cadet Program renewal project is ongoing. There have been many discussions on ways to make the program better. The goal is to make it leaner but more efficient. Any monies saved will be reinvested in the program. There will be more discussions during the National SAM. An emphasis has been placed on getting more compliance with the completion of the ACC9 s and we are to be congratulated on our effort to have them in on time. National uses the information provided to identify and quantify what the League provides and contributes to the Cadet program, roughly 30 million dollars per year. He was happy to hear Cornelia speak about the importance of volunteer screening. It is imperative to continue the push to get every person at every level screened. It is important in the litigious society to ensure that we are protected. We will be celebrating the 75 th anniversary of the Cadet Program in It has been decided that it

26 would be more appropriate to encourage celebrations be set up in each province rather than have one or two events in Ottawa. National has decided that the resources allotted for the Ottawa celebrations would be better spent assisting the provincial celebrations. National will be providing pins for each of the cadets in the program and banners will be distributed to each of the provincial committees. Finally, he asks the question Why are we here? This year he had the pleasure of serving as an escort officer during the IACE in Great Britain. It was gratifying to watch the 23 Cadet Officers from Canada become ambassadors and take on leadership roles during the IACE. The cadets got to enjoy experiences not available to the average person and receive a valuable experience. It has become a tradition that the Cadets exchange their countries T shirts during the final days and Canada s red T shirt was the most sought after. The biggest proof of our cadets impact was during the final evening event, when most of the Cadets attending the IACE were wearing Canada s red shirts. There was a question about what else was being looked into with regards to the 75 th anniversary. Don indicated that they are looking into having a member of the Royal Family attend some events. National is also looking into whether a Snow Bird will fly the Cadet colours. Paul noted that the cut off date for having a coin like the one for the Mounties has already passed but that there is still a possibility through the political process. Another question was asked about the temporary hold on issuing new uniforms. Don indicated that the hold has been lifted and that they have available stock of uniforms. It was noted that there are no Cadets in Nova Scotia without a uniform. There is a new system in place for ordering uniforms and parkas. He also stated that parkas are no longer automatically issued as there is little need for them in southern BC but a great need in Northern Canada. Pipes and Drums Demonstration Remarks from the DND Representative, Dave Herman: Captain Herman reported that DND has automated their forms. The RCP1, which is their request for support, is automated using Sharepoint. This form needs to be completed for every Cadet event. Once the form is received by the ACO s office, the activity can be approved and all arrangements for support can be arranged in the background. It should be noted that there is no insurance in place for an activity that is not approved. The rule of thumb is that the RCP1 should be received by the ACO s office 30 days before the event, but the office will do everything possible to find a work around with less notice. He gets questions about what to do if a Cadet gets hurt. Call 911. All medical costs that aren t covered by the parent s insurance can be covered by DND. The CO is the liaison between the parents and the ACO s office. Captain Herman has set up a File repository which can be accessed by the Air Cadet officers in every squadron. This holds all the documents which the squadrons use including the LSA request, banking information forms, student credit documents, calendars, etc. The Cadet Unit Surveys are now automated. They take about 20 minutes to fill out. The intent of the survey is to find out how the unit is doing and where the shortfalls are. Only 4 units have completed the survey so far. The due date has been extended until October 30, There has been over 300 glider famils and over 200 power famils flown so far this fall. We have had a problem with the power famils as Debert is the only place that we can contract right now. Negotiations are taking place to find resources in Greenwood and Sydney. Each unit needs to submit their Unit Annual Returns which includes the unit s succession plan and their LSA plans. The CO s are becoming better at spending their LSA money. There are restrictions on what LSA money can be spent on, for example LSA money cannot be used to buy infrastructure or to provide unit T shirts for the cadets. CO s can call the ACO s office to find out how much is in their budget. Each unit

27 is provided with a set amount for supplies and a pro rated amount based on the number of cadets in the unit. One area where there is a problem is Specialist days. The CO s need to understand who is a specialist. Only officers or CI s are classed as specialists not Civilian Volunteers. CO s must ask for permission and then fill out the forms. The CATO states that each squadron is entitled to 5 days each training year but there is not enough money in the budget to provide this. There are currently 1271 Cadets registered in the program. The staffing is filled once a year and increases or decreases in staffing is not reflected until the following training year. If it is necessary to decrease positions CI s go first then CIC s. Training officer and CO replacements must go through the ACO s office. It takes almost 60 days to approve a new CO. A copy of the Volunteer Screening form is in the form repository. All volunteers need to be screened. Anyone who is not in a paid position is a volunteer. If somebody gets a hit on their criminal records check, they must apply for a pardon before they will be accepted. The squadron CO has the final word on who is allowed to volunteer with the squadron. Art LeDuc asked about volunteer supervision of cadets. Captain Herman responded that the CATO states that all volunteers must be under the supervision of a person in a pain position. Bruce Morse requested that an e mail be sent outlining CIC and CI commitment in regards to liability. ACA visits are currently on going. There is still a Late joiners policy where Cadets who enter the program late can go through an accelerated training program in order to be placed with cadets in their same age group. Captain Herman emphasized that it is the cadets responsibility to give the proper paperwork to their Guidance Counsellors in order to obtain school credits. Photos of proper Dress are located in the file repository. The new RCAF ranks and buttons will be coming out soon. We will see the change over take place next Year. National Course deadline is December 15 th. Power and Glider applications need to be in by mid November. The Interview Boards will sit on February 14, 2015 in Cape Breton, February 20, 2015 in Truro and February 21, 2015 in Halifax. Any squadron who is planning a trip out of province or out of country needs to give a minimum of 90 days advance notice in order to make any arrangements. This will likely be Captain Herman s last meeting as he will no longer be in his position by the SAM. Business arising from previous minutes: Ed Mroz questioned why the Fundraising Committee report would name specific squadrons in their SAM report and asked that that information be removed. A discussion was held on the ticket sales. Jim Mullins said that the committee would take the issue under advisement. Treasurer s report: Discussion was held on the McCabe Trust. There are only 2 signing officers right now. Moved by Charlie Baxter that Wendell Crowell be named as the third signing officer for the McCabe Trust and that he be furnished with the terms of the trust. Seconded by Earl Lantz. Motion carried.
