5 U.S. Naval Mobile Construction Battalion Four Caribbean Deployment

6 '71-72 deployment The main bocly of NMCB-FOUR arrived at the Naval Station, Rota, Spain, to fine! the Seabee Camp in dire need of repairs. Work began and within a couple months, the Seabee Camp, Ciudacl de Plata or Silver City, was transformed into a smal I city w i th its own post office, laundromat, exchange, theater, sports arena and traffic signs. FOUR also sent details to England, Scotland, Greece, Sicily and Panama. The mission of these detachments was to rehabilitate office spaces, living quarters and recreational facilities. 2

7 U.S. Naval Mobile Construction Battalion Four was commissioned March 8, 1951 at the U.S. Naval YarEls and Docks Supply Depot, Davisville, R. I. At that time, FOUR comprised of 8 officers and 282 enlisted men. The first deployment of FOUR was to U.S. Naval Station, Bermuda, in the West Ind ies. In the last 22 years, the Battalion has covered m illions of miles to carry out their assigned tasks. Being an East Coast Battalion, FOUR saw duty in Morro co; the Bahamas; Port-au-Prince, Haiti; Newfoundland; Sc ot 1 a nd ; Puerto Rico; Guantanamo 13ay, Cuba; and Rota, Spain. Four's Past NMCB- FOUR returned to Davisville, R. I. from Rota, SpaininJulyl965. Four months later, the entire Battalion was transferred to Construction Battalion Center, Por t Hueneme, California, their new permanent duty station. The Vietnam Crisis necessitated the move from East Coast to West Coast. The me n received military and technical training with numerous briefings on Vietnam. New horizons began to unfold for the Battalion. From 1965 to 1969, new names of towns began to leave lasting impressions on the men of FOUR. Vietnam deployments to Chu Lai in 1966; Camp Hoover, Da Nang in 1967 and 1968; Camp Adanir in ~ Then in May 1970, NMCB-FOUR began its deployment at Camp Sh ields, Okinawa, as the Pacific Alert Battalion ready to move out any place in the Pacific on short notice. When FOUR found its next deployment to be in Europe, the peaceful mission of construction was again a reality. The "Best of Type" Award went to the Battalion for the 1969 Vietnam and 1970 Okinawa deployments, two consecutive years. NMCB-FOUR had won th is same award s ix times while with the Atlantic F leet. 3

RUSCYK, CEC, USN, became the 14th Commanding Officer of NMCB- FOUR when he as sumed command of the Battalion on 16 December Commander RUSCYK received his commission to Ensign in January A native of New Britian, Connecticut, he earned his Bachelor of Science Degree from Duke U niversity in Comm and er RUSCYK is a Professional Engineer registered in the State of North Carolin::i. CDR J.A. Ruscyk Commanding Officer Dec to Oct Commander RUSCYK began his Na - val career with NMCB - SIX where he served as a company commander. Corn p 1 et in g a tour with naval Schools, Constructions, Port Hueneme, California, as assistant officer- in-charge of Equipment Op erators' Schools. He departed the military for a year. During this time he served as a construction en - gineer on various projects with a civilian enterprise. Returning to the Naval service as a Lieutenant in 1962, Com m and er RUSCYK was assigned as Assistant Public Works Officer MCAS, El Toro, California. Following a tour at MCAS, Cherry Point, North Carolina as res i d en t officer- in - charge of construction he served a tour with OICC, Saigon, Vietnam as Construction Coordinator f o r which he rece i ved the Navy A chievement Medal with Combat "V". Returning to the St ates in 1967, Commander RUSCYK became the Public Works 0 ff ice r at NASS, Fallon, Nevada. As assignment as Assistant Shore Facilities Systems Officer on the Staff of CINCPACFLT, Hawaii, directly preceded the Commander's attachment NMCB-FOUR. Commander RUSCYK's other decorations include the Meritorious Unit Commendation Ribbon, the National Defense Service Medal, the Vietnam Service Medal and the Republic of Vietnam Campaign Medal. Before attend i ng Post-Graduate School in Monterey, Ca 1 if or n i a Commander RUSCYK and his wife, Mildred, went on a brief tour of the Virgin Islands. 6

14 CDR R.E. Alexander Commanding Officer November 1970 to - Commander Robert E. ALEXANDER, CEC, USN, received his commission as an Ensign in the U.S. Naval Reserve after graduation from the U niversity of New Mexico, Albuquerque, New Mexico in June of After attending CECOS at NCI3C Port Hueneme, Commander ALEXANDER was assigned to NMCB-NINE serving as company commander during battalion deployments to Okinawa and Alaska. In 1960 Commander ALEX ANDER augmented from the U.S. Naval Reserve to the Regular Navy and was reassigned to the Staff ofthe Commander, Construction Battalions, U. S. Atlantic Fleet, in Davisville, Rhode Island. While with COMCBLANT, Commander ALEX - AND E R served as Assistant Operations OCficer, F 1 a g Administrative Unit. In February 1962 Commander ALEXANDER was Assigned to the Officer- in-ch a r g e -o f-construction, U. S. Naval VLF Communications Facility, Australia and served as Resident Officer in Charge of Construction, Northwest Cape, Australia until March of ln April 196~ com - mander ALEXANDER reported as Assistant Public Works Officer, U. S. Naval Air Station, Moffett Field, California. In June 1966 he en t ered Stanford University :for duty under instruction and graduated with a Master of Science Degree in Civil Engineering (Construction). In July 1967 Commander ALEXANDER reported to the Naval Air Training Division, Nava 1 Facilities Engineering Com - mand in Pensacola, F 1 or id a as the Facilities Management Officer. From April 1969 to April 1970 he served as the Operations OCficer for the THIR TIETH and the THIRTY-SEC 0 ND U. S. Naval Construction Regiments in the First Military Region of the Republic of Vietnam. Upon completion of Vietnam service, Commander ALEXANDER served as Head, Resident Officer in Charge of Con - struction, Pacific Department of the Western Division, Naval Facilit ies Engineering Command in San Bruno, California. Commander ALEXANDER is authorized to wear the Bronze Star with Combat "V", the Navy Commendation rvl e d a 1 with Combat "V", the Navy Achievement Med a 1, the Navy Meritorious Unit Commendation, the Combat Action Ribbon, the National Defense Service Medal, the Vietnam Service Medal with Four Bronze Stars and Fleet Marine Force Combat Operations Insignia, the Vietnam Cross of Gallantry with Silver Star, the Vietnam Armed Forces Meritorious Unit Citation (Gallantry Cross) and the Republic of Vietnam Campaign Medal with Device. Commander ALEXANDER is a registered professional engineer (Civil Engineer) in the State of California. He is married to the former Elwyn Potter of Dalkieth, Western Aust r a 1 i a. The ALEXANDERS have two children, 1\Tatthew and Greer. r

16 LCDR. J. T. Mergner Executive Officer May 1970 to LCDR Mergner was raised in Livingston, New Jersey. Upon graduation from the United States Naval Academy in 1961, he was commissioned as an Ensign in the Civil Engineering Corps and ordered to duty at the Public Works Center, Newport, Rhode Island, where he served as the Assistant to the Operations Officer. In 1964 he received a Master of Civil Engineering degree from Rensselaer Polytechnic Institute.. After attending CECOS Basic Course and the NBC Warfare Defense (Ashore) Course at the U. S. Army Chemical Corps School, Fort McClellan, Alabama, he reported to the U.S. Naval Station, Keflavi.k, Iceland, for duty as Public Works Transportation Officer. Following this tour, LCDR Mergner was assigned as Assistant Resident Officer in Charge of Construction, U. S. Naval Base, Charleston, South Carolina. In April 1968, he was ordered to the Con struction Directorate, U. S. Military Assistance Command, Vietnam. He was assigned to the Real Estate Division where he was responsible for real estate acquis ition in the I and II Corps Tactical Zones. For this work he was awarded the Bronze Star Medal. Prior to reporting to NMCB-FOUR, he was assigned as Director, Contract Administration Division, Naval School, CEC Officers, Port Hueneme, California. LCDR Mergner is a member of the American Society of Civil Engineers, the Society of American Military Engineers, the U. S. Naval Institute and Tau Beta Pi and Chi Epsilon Societies. He is a Professional Engineer in the state of Pennsylvania. In addition to the Bronze Star Medal he has been awarded the National Defense Service Medal, the Vietnam Service Medal, the Vietnam Honor Medal, First Class, and the Vietnam Campaign Medal.

28 U. S. Naval Mobile Construction Battalion FOUR was awarded the Peltier Award at a ceremony May 17 as the outstanding Construction Battalion of Rear Admiral S. R. SMITH, Commander, U.S. Naval Construction Battalions Pacific Fleet, presented this award to NMCB FOUR Commanding Officer, Commander J. A. RUSCYK, in recognition of the Battalion's performance on their Okinawa deployment. During this deployment as Pacific Alert Battalion, NMCB FOUR accomplished essential construction projects throughout the Pacific from Japan to the Phillipines. The Peltier Award is recognition of the sustained, superior professional and military proficiency of NMCB FOUR men and officers despite difficult climactic and environmental conditions. The distinguished guests at the award ceremony at Port Hueneme included Captain E. R. STACY, Commander, 31st Naval Construction Regiment, Port Hueneme, California and Commander R. D. GAULDEN. Commander GAULDEN, Chief Staff Officer, 31st Naval Construction Regiment, was NMCB FOUR's Commanding Officer until December 16, ' PELTIER AWARD l?4
