Purpose. To provide a general schedule of events and assign responsibilities for the Navy Shore Sailor of the Year (SOY) selection week. 2. Background. Each year, every command Navy wide convenes a selection board to select and recognize the best enlisted Sailor. The goal of the Navy Shore SOY selection week is to recognize all nominees and select the very best all-around Sailor assigned to a shore activity for meritorious promotion to chief petty officer. Sustained superior performance, leadership, selfimprovement, command and community involvement, and military appearance are the keys to selection. SOY candidates who excel in all these areas while assigned to a very demanding and challenging billet will be given special consideration. 3. Discussion. This year, per references (a), five Sailors will compete in Washington, DC, the week of 15 through 19 April 2018 for the honor of representing each of their fleet and shore activities at the Fiscal Year 2017 Navy Shore SOY competition. Due to the level of recognition, spouses of the SOY nominees are authorized invitational travel orders in support of this event. Transportation will be provided. Rental vehicles are not authorized. 4. Uniforms. SOY nominees must wear service dress blues for board interviews, office calls and announcement ceremony; board members must wear service dress blues for the board, and service khaki at all other times; administrative support staff must wear service khaki or service uniform (as appropriate); and all personnel will wear civilian business casual for icebreaker, dinner, and tours. 5. Action. The timeline in enclosure (1) will be adhered to throughout the Navy Shore SOY week. Any changes to this notice must be coordinated through the Chief of Naval Operations Command Master Chief (CMDCM) Charles Chip Collins.
