The Convention was great although we had many challenges with the location change. Kim and the staff did an excellent job of keeping the Convention on track. Thank you to Kim, Angie, Gene and Kathy for a job well done. Speaking of jobs well done, a special thank you to Commander Keller and President Dausey for the great year that we have just finished. Also we were very fortunate to have two Past National Commanders in Chiefs John Gwizdak and John Smart participate in our Convention. My theme for the upcoming year is One for All-- All for One -- Teamwork. I will be stressing the importance of the VFW Programs and membership. By accomplishing the programs we will be doing the work of the VFW. We will be serving the veterans, promoting patriotism, perpetuating the memory and history of our comrades and their families sacrifices for freedom. I ask that everyone become familiar with the requirements of the programs and how to report the results of your efforts. The success of your Post depends on your individual efforts as they are combined with the efforts of your Post team. The number of members that an organization has strengthens the organization s ability to obtain benefits for the Veterans. Membership is said to be the lifeline of the VFW. Membership is everyone s responsibility and we all should strive to recruit and maintain members for the VFW. As said earlier we have a lot of work to do and I challenge each and every member to start working and reporting in all VFW Programs and if you haven t started your membership program for this year, please put together your plan and start working membership today. I have challenged you to do the work of the VFW. I pledge to you that I will do my very best each and every day to make this great organization better than it already is. BUDDY POPPY: NATIONAL BUDDY POPPY DISPLAY CONTEST. The time frame for registering and setting up the Buddy Poppy displays for the National judging at Convention will be the same as last year. Entries will be accepted for registration and may be set up beginning at 8 a.m., Saturday, July 23, until noon, Monday, July 25, Winning displays will be identified with appropriate ribbons on Tuesday morning and announced later on the convention floor. Displays must be removed prior to 3:30 on Tuesday afternoon. Contact your Department Quartermaster to place your order for Buddy Poppies. Remember that your Poppies should be ordered a minimum of 12 weeks in advance of your distribution date. Be sure to specify a date by which the poppies are required; do not use, ASAP. Miscellaneous items (coin cans, caps, buttons, posters, etc.) should be ordered directly from the VFW Store at or the VFW Store/Emblem and Supply Catalog. To foster true patriotism through historical and educational programs. The Manual of Procedure provides that Post relief funds may be used for programs such as Voice of Democracy, Youth Essay, Citizenship Education, and Community Service as long as suggestions in the chairmen guidebooks are used as an example of promoting these programs. Posts are further reminded that Section 711 of the Manual of Procedure provides that non-profit organizations, exempt from taxes under Section 501(a) of the Internal Revenue Code, may assist with the distribution of Buddy Poppies, provided there shall be no division of proceeds. A donation to these groups may be made from the Post general fund. 7. CLOSING: State Headquarters will be closed July 4, 2016 for Independence Day. 8. COMPUTERS AVAILABLE: Does your Post need a computer? How would you like to get one for free? That s right, FREE. I have a number of desktop PCs available. They are older models but fully functional in today s office environment. While you won t particularly want to run high-end graphic programs on them, they are perfect for day to day office use and high speed Internet. All of them are loaded with Windows 7 and can be upgraded to Windows 10. I ll even include a keyboard and mouse. I have a few LCD monitors but once they are gone you will have to get your own monitor. From my experience, lots of CRT monitors are available either free or very cheaply. 8 9. DUES RESERVE FUND: The attention of Post Commanders and Quartermasters is directed to section 218 of the Manual of Procedure, Duties of Quartermaster, which provides for the Dues Reserve Fund. The Post Quartermaster is required to maintain a dues reserve fund to which shall be credited not less than fifty percent of the Post s part of the current year s dues paid by each member prior to July 1, including life membership dues payouts received from the National Organization as set forth in section 717 of the Manual of Procedure ACCOUNT ACCESS: All accounts were reset so the new Officers could take control of their s as of June 20 th. This will be the primary means of sending correspondence from State Headquarters to Post and District Officers. You will receive all General Orders, special notices and any other documentation that you need via . This will help cut down on postal expenses and speed up the response time for you receiving the information. Here are directions for logging into your new account for the first time. 1. Go to Department web site 2. Click on Member Tools, VFW webmail. 3. The user name is your address; put that on the first line (see below for your new address). 4. Your default password will be Veteran.2017! Once you have accessed the mail program you will be asked to change it, it must contain at least one uppercase letter and one number. For District Officers your address will be cdrdist1@va.vfwwebmail.com or adjdist1@va.vfwwebmail.com or qmdist1@va.vfwwebmail.com for Districts other than the first just replace the 1 with your District #. Room Rate $92.00, cut-off date Phone INCORPORATION: The attention of the Post Commander is directed to section 708 of the National By-Laws and the Manual of Procedure, which prescribes the procedure for the Incorporation of Units. It shall be the responsibility of the Post Commander to ensure full compliance with both sections and to ensure that all state requirements for annual filing, fees, etc., are met in a timely manner.

9 Posts should take the necessary steps to incorporate under the laws of the state in which the Post is located. Financial responsibility laws, as interpreted by the courts, may cause members of unincorporated Posts to be at risk. Incorporating under the provisions of section 708 of the National By-Laws and the Manual of Procedure and the laws of the state will provide protection for Post members. Posts are urged to contact their Department Adjutant to obtain the proper forms for incorporating. The Articles of Incorporation must be reviewed by the Commander-in-Chief prior to forwarding them to the proper state authorities. 14. JR. VICE C-I-C CAMPAIGN: IT IS VIRGINIA S TIME Comrades as you all know Hal Roesch is a very serious contender to become the Southern Conference s candidate for the position of National Junior Commander-in-Chief 2018 progressing to National Commander-in-Chief in Virginia has never had a National Commander-in-Chief in the 116 year history of the VFW. To be successful Hal must actively campaign in all the 14 states in the Southern Conference for the next two years. A successful campaign requires funding. Comrades, let s get behind Hal and have your Post and individual Comrades donate to this very important project. Send your donations to State Headquarters marked for Hal s Campaign. All donations regardless of size will be greatly appreciated. 15. LEADERSHIP REFERENCE GUIDE: The Leadership Reference Guide has been discontinued in its traditional format. In an effort to better serve the members of the Veterans of Foreign Wars of the United States, we have created "VFW Training and Support," where you will find training material relating to Membership Recruiting and Retention; Community Service, Youth Scholarships and Activities; Media and Public Relations; Post Service Officers; Member & Officer Training, Forms and Templates; and Veterans & Military Support. The online Document Repository will be maintained as a system of managing documents utilized primarily by Department Officers and members of the National Council of Administration. 16. LEGACY LIFE MEMBERSHIP: Legacy Life Membership: This prestigious program is available to all Life Members. Three levels of membership each offer their own package of exclusive member benefits. Financial contributions to the Legacy Life Member program are tax deductible to the maximum extent allowed by law. The Life Membership Board of Trustees has fixed the following dues payout for Life Members and the National Council of Administration concurred in that payout at its February 29, 2016 meeting. Life Member payout September 2016 and January 2017 will be: Plan ABC Plan D Plan E A total payout of $9.48 for each life member ($3.16 to each Post, Department and National). A total payout of $10.74 for each life member ($3.58 to each Post, Department and National). A total payout of $21.18 for each life member ($7.06 to each Post, Department and National).

10 18. MEMBERSHIP: Commanders and Comrades, We just finished Doug's year, by the time you read this hopefully we will have made the Department and Doug All- American. I checked Memstats this morning and we needed just 271 to make it. I hope I will be congratulating you in my next entry with A JOB WELL DONE. Commander Gimble has set us in motion to work as a team this year. This means all Post in the Department should be reporting all of their activities and working Membership. I ask you to not forget about the unpaid annuals. If we work as hard to renew those as we do to get new ones, all Post would more than likely would reach their quota. We had recruited and reinstated over 2,000 at last count for the year. Just imagine where we would be if we had that many more annuals to add to our total. Commander Gimble has asked me to get membership started earlier this year. I agree that we do little through the summer months. We have the Fourth of July right ahead of us. I hope all will take advantage of the holiday and recruit new members. We also have many other events going on through the summer months. Don't use the excuse that its to hot. We can all work for a few hours a day no matter how hot it is. I am ready willing and able to help you in your efforts to start early. Give me or State HQ a call or and we will assist you. I hope we will have exciting news for you next month. We are working on a venue that should generate quit a few members for the Department if we can arrange it. Make sure to save the July G.O. hard copy that all Commanders in the State will receive. It has State and National Membership programs in them. MEMBERSHIP WEBINAR TRAINING: Tom Hines-PDC Membership Committee Doc Crouch-Committee Howard Minton-Committee Continuing Membership webinar training will be held on the second Wednesday of each month from 11 a.m. 12 p.m. CST. All interested parties are encouraged to participate, and each session will be recorded for those unable to participate live. 20. NATIONAL CONVENTION HOUSING: 117th National Convention Housing officially opened February 17, Housing reservation information will be located on the convention website accessed through the main VFW website at The convention website will also have general convention information including the registration form and links to other convention related information for Charlotte July 23-27, 2016 including a tentative agenda. 21. NATIONAL CONVENTION REGISTRATION: Section 222 of the Manual of Procedure states each Post will pay, in advance, a National Convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a ten dollar ($10) delegate fee provided the Post has paid the mandated $25 advance registration fee. All advance registrations should be mailed to the VFW National Headquarters, 406 West 34th Street, Kansas City, MO 64111, ATTN: Convention Registration or you may register on-line by going to PARTNERS IN PATRIOTISM: Have You Heard About the VFW s Partners in Patriotism? Would you like to support the VFW s life-changing programs for veterans, service members and their families without receiving all of the unwanted mail? The VFW has developed an option that lets you support VFW programs on a monthly, quarterly, or yearly basis, as well as reduce expenses and eliminate unwanted mail. It is called Partners in Patriotism. As a member of Partners in Patriotism, you

The student entry deadline for will be November 1, 2016 for both contests. 24. 16 ALL STATE DISTRICT CHECKLIST For a District Commander to qualify, the Commander must meet the following All State District Commanders criteria: 1. For a District to be eligible it must increase its membership by meeting its assigned membership quota of 100% plus by June 30, All Posts in the District must be inspected and have the report on file at State Headquarters by December 16, Post Quartermasters, for all Posts in the District, must be properly bonded by August 30, District Quartermaster must be properly bonded. DUE: August 31, All Audit Reports, for the District and all Posts in the District, must be turned in to State Headquarters as required by the National By-Laws and Manual of Procedure. This award will be presented at the State Convention. THE RICHARD A. (AL) GUAGER AMERICANISM AWARD is awarded annually and rules for this contest are sent to each Post in the spring. Posts placing second through ten will receive a Department Citation. THE GEORGE E. McCRACKEN HONOR GUARD/COLOR GUARD AWARD is awarded to the most outstanding Post Honor Guard/Color Guard. WOODDELL MEMORIAL POST QUARTERMASTER AWARD is awarded annually to the Post Quartermaster who has shown outstanding dedication to his Post and the Department. The Post Commander must send in a nominating letter on why the Post Quartermaster should be considered for Quartermaster of the year. Submission must be received the day prior to the awards judging. The recipient is to be selected by a committee headed by the State Quartermaster. The award will consist of a custom-lettered citation, plus a check in the amount of $ from the Department. This award will be presented at the State Convention. THE CLAIR B. POFF PUBLIC RELATIONS AWARD is awarded to 3 Posts for the most outstanding newsletter or publication for their size group and then forwarded to National for judging. RINER AWARD is awarded to the District Commander with the highest percentage gain in membership over last year. (BILL) ALLEN HOSPITAL AWARD is awarded to Posts for their outstanding reporting in hospital work. KELLEY MEMORIAL VOICE OF DEMOCRACY AWARD (Trophy) is awarded to the Post that sponsors the State s first place winner and will be presented at the Winter Conference Banquet. Each Post that participates in the program will receive a citation. The State VOD winners will receive: 1 st place $2,000.00; 2 nd place $1,000.00; and 3 rd place $ and a plaque, to be presented at the Winter Council. The winners are expected to attend the Winter Conference where 1 st, 2 nd, and 3 rd winners will be announced with the 1 st place winner reading his/her essay. LARRY MATTERA MEMORIAL PATRIOT S PEN PLAQUE is awarded to the Post that sponsors the State s first place winner and will be presented at the Winter Conference. The State Patriot s Pen essay winner will receive: 1 st place $1,000.00; 2 nd place $750.00; and 3 rd place $ and Citation, to be presented at the Winter Council. The winners are expected to attend the Winter Conference where 1 st, 2 nd, and 3 rd winners will be announced with the 1 st place winner reading his/her essay.

25 SCOUT AWARD The Scout selected for this award will receive a plaque and a check for $ The award will be presented at the State Convention. This competition is open to any Scout between the ages of 15 and 18 who is still in High School. Each scout must submit his/her application to a VFW Post for sponsorship. The Post may select a Scout of the Year entry and submit the application to the District Scouting Representative, for judging, no later than March 15, Each District may submit one (1) entry to the Department. Entry must be submitted no later than April 1, Each Post participating in the Scout Program will receive a citation. Department judging for this award will be conducted by the Department Scouting Committee. The Department s winning entry will be submitted to National for judging. COMMUNITY SERVICE RECORD BOOK should be kept from May 1, 2016 to April 30, 2017 for State judging. Plaques will be awarded to the top three (3) entries. Special Citations will be awarded to the fourth through tenth places; and all other entries not placing in the top ten will receive a citation. The top three winners will be presented plaques/citations at the State Convention. One award from National will be presented for the top State entry. In addition to the above awards, all Posts entering a Community Service Record Book will have a chance to win a monetary award in the amount of $ if judged best overall entry in their respective membership category. 29 Instruction for Completion of Hospital Committee Report 1. Enter the date of the actual event in the "Date" column. 2. A brief entry identifying the activity should be made in the "Description" column 3. The "Number of Individuals Participating In Each Visit" column is the total VFW members who actively served to support the activity. 4. "Total Hours" is the sum of the time devoted to the event (including travel to and from). 5. "Patients Benefited" is the total number of veterans (all veterans; not just members of your Post) served by the particular visit or activity. 6. The "Value of Services Or Donations" column requires an entry of the estimated dollar value of goods or services contributed in support of the activity. Membership Mission Recruit, retain, and mentor a stable membership base, including all generations of veterans, which is well-versed in institutional knowledge and actively involved at all levels of the organization. Introduction For the past several years, the VFW has been relatively successful in recruiting members aged 39 and younger. The only way to make this success permanent is to retain those members, recover past members, and recruit new members. We must improve the way we communicate with our members at all levels of the organization. Does your Post, District, State or Department have a newsletter, , or an outreach team that visits fellow members? In many cases, we have lost touch with our members. We need to know who they are and what their needs are. Let s get back to basics our first priority is taking care of our members and the veteran community as a whole. Membership Goals 1. Build a strong organization for the future. 2. Work together to achieve the VFW s goals. The VFW National Headquarters staff is here to assist in coordinating programs, developing new membership initiatives and building awareness among our membership and the entire veteran community. 37 Retention Defined Although retention is not a prerequisite for the All-American program, it is extremely important to understand how retention is derived and the important role retention plays in accomplishing growth. The number of paid annual members in your Post on July 1 is your ensuing year s prior year total. One more new or recovered member is required to make up for each prior year annual member the Post fails to retain. Your Post retention is derived from six types of payment components based on your prior year total of annual members: A prior year annual member pays his or her annual membership dues. A prior year annual member pays the life membership installment fee. A prior year annual member pays for life membership dues. A prior year annual member transfers to another Post and pays his or her annual membership dues. A prior year annual member transfers to another Post and pays the life membership installment fee. A prior year annual member transfers to another Post and pays life membership dues. Life Membership Amnesty All life members who are reported deceased between July 1, 2016 and Aug. 31, 2016, will be removed from the Post rolls and the Post s prior year membership count will be adjusted accordingly. Post Commander and Quartermaster New & Recovered Member Award The top 10 Post commanders and quartermasters in each division who report more than 50 new and recovered annual members by Jan. 1, 2017, will each be awarded: A distinctive leather zippered Padfolio. Kansas City Spree The top two Post commanders and the top two District commanders in each divisions who achieve 100% membership by April 1, 2017, along with their spouse or guest, will be awarded: Round-trip airfare to Kansas City, Mo, from the airport nearest the awardee s home. A fun-filled weekend that may include but is not limited to - touring, shopping, and a complete tour of the VFW National Headquarters. 100% Post, District & Department A distinctive streamer will be awarded to every Post, District and State/Department that achieves 100% or greater in membership before July 1, % Commander Drawing Each Post and District commander that exceeds 100% in membership by July 1, 2017, will be placed in a drawing. 20 post commanders and 12 district commanders will be drawn to receive: A $1,000 stipend to be used toward attending the VFW National Convention.
