1 Commander November 1, 2017 General Orders # Series, published monthly by the VFW Department of Idaho. To be read at regular Post meetings, and placed in file for future reference. 1. I have rescinded my appointment of Bob Jones to the National VFW Programs Committee. My new appointment to the National VFW Programs Committee is Nate Suekel. Nate is a Life Member of Capitol City Post 63 and District 5 Commander. This committee will formally meet at the National Convention in Kansas City, MO in July Thank you, Nate for your commitment to serve. 2. Membership : With 4 months behind us District 8 is still in the lead with 90.27%. The new addition to the 100% club is Montpelier in District 7. District and Post membership chairpersons please continue to encourage our yearly pay members to extend their membership early. Let s make 100% by December 31 st. Sr. Vice Commander Rockey Davis has put together a letter that can easily be adapted to your post. It encourages your yearly pay members to extend their membership early or, better yet, convert to life and receive no more dues notices. 3. District and Post Commanders: Now is the time to be looking at the All State and All American Requirements for your District and Post. There are differences. Pull up the SOP s on the Department website and read them again. 4. Western Conference will be November 3 4 in San Diego. Senior Vice Commander Rockey Davis and I will be attending. Chief of Staff / PSC George Peacock will be in charge while I am gone. 5. Veterans Day Programs and Buddy Poppy distribution: Remember every Post is to distribute the VFW Buddy Poppy. Poppies grew across the war-torn battlefields of Europe in World War I, and this year marks the 100 th anniversary of the U.S. entering that war. Be prepared to help our Veterans in need with a Post Relief fund. 6. Community Activities: We still have Posts not reporting to the State Junior Vice Commander. If Bill had any hair, he would be pulling it out. Get those reports in please. That is how we maintain our nonprofit status with the IRS. And, please, send them directly to Bill - NOT to Department Headquarters.

2 7. Mental Health Awareness and Suicide Prevention: The Blue Tear Drop Pin with the gold combat boots has received a lot of attention across the state. This is worn to remind people of our Veterans with mental health issues and those lost to suicide. Auxiliary President Marilyn Neal, Department Surgeon Dareld Hazeltine and myself are bringing this message to people across the state. If you see an opportunity in your community to present a program and need assistance, please contact one of us. The pin is quite eye catching and wearing it will give you the opportunity to tell the story. We want to get more of the pins out and if your group wants a quantity to distribute, the order form is attached. You may also contact Marilyn Neal at her address: marilynneal@yahoo.com if you have questions. 8. Thank You District 2 for the hospitability shown to Marilyn and I at your meeting in Kendrick. It was great to see all Posts represented. 9. Thank you, Chief of Staff George Peacock, for presenting the All American awards to Jerome, Burley and Buhl in District 6 while I was in District Meet your Legislators Thursday Evening beginning at 5:00 p.m. on January 11 at the Red Lion Downtowner Boise. This is an annual Legislative Reception and an opportunity for veterans service organizations and individual veterans to meet and converse with their State Legislators. Come a day early for Mid-Winter and put on your social face as your State Legislators prepare for the 2018 session. This is a great opportunity to inform them about veterans issues in the state. 11. Mid-Winter Conference and Homecoming. January Make plans to attend. Thank you, PSC Terry Thomas and wife, Lori for Chairing this important Department Meeting. 12. Dates to remember in November: November 7 Election Day November 11 Veterans Day November 23 Thanksgiving Have a happy and safe Thanksgiving holiday. Commitment. 3 Adjutant/Quartermaster October 2, State Quartermaster Tom Black: Comrades, The list of Posts that are late with the Quarterly Audit or Post Bond is pleasantly small. We just need to get the last few Posts taken care of and we will continue to demonstrate the sheer excellence that is the Department of Idaho. When your Post sends their Buddy Poppy order to Department Headquarters, I then order them from National. This process can take a month or more depending on how much/many they are processing. There are poppies available at our Headquarters office. Shipping poppies to your Post is very cost-prohibitive; however any Post that wants them can pick them up at the office. Please remember that I am always here to assist any member or Post with anything needed. I am available at the other end of an or phone call. 2. The following Posts need to send missing Audit Reports to Department Quartermaster: 2909, 2905, 10300, 6232, The following Posts/Districts need Bonds for the year. Applications were due August 31. Post District Meetings for November are: None are scheduled. 5. Directory Changes: a. Post 4900 has changed their meeting date in November from November 7 th to November 14 at 7:00 pm due to a conflict with the Emmett Election Day. The Post is a polling place. b. Caldwell Post 3886 has changed their meeting date and time to the 2 nd Thursday of the month at 7:00 pm. c. Moscow Post 2095 has combined the offices of Adjutant and Quartermaster. Current QM George Stockton has assumed both offices. 6. Reminder from Programs Chairman Bob Jones: the deadline for entries to the Post for both Voice of Democracy and Patriot s Pen Programs was October 31, In addition, the deadline for completion of Post judging is November 15 th. Thanks for your support of these important youth programs. Contact Bob Jones at for questions. 7. Reminder: Please send all RAFFLE ticket stubs and monies to Raffle Chairman John Crotinger, 450 Whitetail Drive, Grangeville ID The drawing will be held at Midwinter Conference so everything needs to be to him prior to that time! 8. The Veterans of Foreign Wars is joining the U.S. World War I Centennial Commission in announcing the WWI Poppy Program to raise awareness about World War I and generate funds for local VSO chapters all over the country. The VFW is proud to share with you the WWI Poppy Program; an opportunity to generate resources for your Post while helping to honor the 4.7 million Americans who wore the uniform during WWI. Poppies grew across the war-torn battlefields of Europe after World War I, and this year marks the 100th anniversary of the U.S. entering that war. From 2017 to 2019, the U.S. World War I Centennial Commission will tell the story of those American veterans, through events, exhibits, and memorial efforts, and the VFW is proud to be a partner in this important commemoration.

November is Veterans in the Classroom Month. VFW and VFW Auxiliary members are encouraged to volunteer in their schools to talk about their military and home front experiences to students. Invite your local military recruiter to join you to talk about military service today. Additional information can be found in the VFW Community Activities and Citizenship Education VFW Chairman s Manual. Participate in this activity as part of National Veterans Awareness week, November 5-11, as designated by Congress. 10. Safety Awards Program Information from Commander Dan Neal: It s time for our Posts to be looking at our community Public Service Personnel. These are our local heroes that oftentimes get overlooked. Each year, the Veterans of Foreign Wars selects emergency medical technicians, law enforcement and firefighter personnel to receive VFW Public Servant Awards. Submit your Post candidate for these awards to Department Headquarters by January 1, 2018, so the Department can forward them to National by their February 1, 2018 deadline. A. VFW National Emergency Medical Technician Public Servant Citation: Any individual, who actively gives emergency medical treatment, provides rescue service or civil disaster assistance as a member of any public or volunteer company organized to give emergency medical care, provide rescue and civil disaster assistance to our nation s citizens. B. VFW National Law Enforcement Public Servant Citation: Any individual who serves in a municipal, county, state or federal unit tasked with enforcement of the laws pertaining to their area of responsibility. This award does not apply to individual employed by private companies or security services. C. VFW National Firefighters Public Servant Citation: Any individual who actively fights fires as a member of any public or volunteer company organized to fight fires and give assistance to our nation s citizens. Criteria for these awards Candidates must have demonstrated: 1) Recognition by their colleagues or those they serve. 2) Consistent excellence in the performance of their duties 3) Consistent dedication to their official responsibilities over a period of years and continuous growth in responsibilities and skills within their profession Documentation required for all Candidates 1) Nomination letter containing the candidate s name, title, address, telephone and identifying the award for which the individual should be considered. 2) One (1) page resume of the candidate s overall background. 3) One (1) page resume of the candidate s background in their field. 4) One (1) page listing of the candidate s accomplishment and awards in their field. 5) Photograph (preferably a head shot) of the candidate. VFW Programs will create citations for the following awards in each Department: VFW National Law Enforcement Award VFW National Firefighter Award VFW National Emergency Medical Technician Award Each Department will receive their three awards and contact their recipients to arrange a presentation.

5 11. November Check List Review state incorporation paperwork for your post. You should get a card from the Secretary of State that must be signed and filled out and returned no later than 60 days from the date on the card. Posts need monthly Audit Reports. Posts need monthly Community Activity Reports sent to the JVC by the 26 th of the month. Posts should have received their entries for VOD & Patriots Pen. Remember due dates for VOD & Pat Pen is 1 st of November to the posts and the 15 th of November to the districts. Membership on Nov 11 should be at 85%, and Mid Winter Conference 95%. Work the continuous and unpaid members. Recruit new members and see if you can sign all up as life members. District Commanders Post inspection dates should be set by now. Be sure to call your posts before the inspection to insure their meeting is still taking place. Posts this is the time to review last years inspection report and to insure that you have everything necessary before the inspection. Posts and Districts your IRS form 990 is due to the IRS no later than 15 November each year. Remember Wreaths across America the 2 nd week of December.
