I will need your help with all of them. First, we need to recruit new members to our organization. But, it s not about numbers. We need to bring in people who are willing to work and help us complete our mission. I challenge you all to recruit just 1 person this year. 1 person who wants to serve and help us support the US Coast Guard. If we can do that, we will double our strength. Second, we need to get more involved with Marine Safety/ Environmental Protection. This is an area that our Active Duty members need help with. This includes Commercial Fishing Vessel Examiners, Sea Partners and Waterways Watch, just to name a few. We are fortunate to now have the District Staff Officer for Marine Safety in our Division. Laurie Huselton will be more than happy to answer any questions you may have. Finally, I would like to increase the number of Program Visitors in the Division. This program is the easiest to complete and qualify in. An online class and two supervised visits and your paperwork goes to DIRAUX. This also ties in with Marine Safety as many of our handouts cover this topic. Getting a new member qualified starts them off in their career in the USCG Auxiliary and this is the best way I can think of. Please follow the Chain of Leadership and Management. We solve our problems at the lowest level possible. There are many experienced Auxiliarists in each Flotilla to help you. Reach out to them. They are waiting to help you. These are all attainable goals and if we work together we can do all of this and much more. I am honored to be your Division Commander and together we will strive to continue to be the best Division in D5NR. Paul Casalese Division Commander FROM THE VICE-COMMANDER Communication is the glue that helps hold all of the Auxiliary members together. Without the cohesiveness that is provided by good communication we get frustrated, and lose interest in the mission that we have sought to fulfill. One of my goals this year is to improve the communication that takes place up and down the Chain of Leadership within the Auxiliary. I have asked all of the Division Staff Officers to report not only to their District Staff counter parts but to also keep open channels to their Flotilla Staff counter parts, to insure that we maintain active communications. I am also

2 COMPASS January/February 2018 Page 2 asking all members to keep communications open with their Flotilla Staff and the Flotilla Staff to maintain open communications with the membership. Over the years, I have heard numerous times that members are frustrated because they do not know what is going on. I myself have felt frustrated at times, when it seems that no one is talking to each other. In this day of electronics, it is all too easy to assume that everyone finds the information that they need on the various websites, blogs and other social media sites. At times we can be the victims of information overload, and the amount of information that is available to everyone can cause confusion and keep us from getting the essential information that we actually need. But electronic communication is not always the best way to keep our membership up to day, when all is said and done, we still need to keep our member to member communications active and healthy. I will be keeping everyone in the Division as informed as I can through my various Auxiliary roles and I challenge everyone in the Division to do the same thing. If for some reason you feel I am not fulfilling my goal in any way, please let me know. If I do not know that something is broken, I cannot fix it. Paul Casalese, The PUBLIC EDUCATION AWARD This achievement award is presented to the individual that has put in the most instructor hours in the field of Public Education during the award period which ends on 1 November. This Year s award foes to George Doyle, Wayne Jopling and Dough Smith of Flotilla 16-05, for 48.5 hours of Public Education. The Outstanding Performance Award is presented to an individual who STANDS OUT in the performance of their Division Staff duties. The recipient of this year s award is Terry Bearce, Flotilla Commodore Barry Kyper presents Basil (Bill) Iwanyk, Flotilla Commander Flotilla 16-07, the UNITED STATES COAST GUARD AUXILIARY NATIONAL COMMODORE S ACHIEVEMENT AWARD for 60 Years of Service. The MARINE DEALER VISITOR AWARD - This achievement award is to the individual that has completed the most Marine Dealer Visits during the award period which ends on 1 November of this year. This year s recipient has been in the Auxiliary since This year s award goes to Paul Casalese of Flotilla for 228 visits. The MEMBER TRAINING AWARD - This achievement award is to the individual that has put in the most instructor hours in the field of Member Training during the award period which ends on 1 November of this year. This year s recipient has been in the Auxiliary since This year s award goes to Paul Casalese of Flotilla for 101 hours of Member Training. The VESSEL SAFETY CHECK AWARD - This award is presented to the individual having completed the most Vessel Safety Checks on Vessels, Operational Facilities, and PWC s during the award period, which ends on 1 November of this year. The recipient of this year s award has been in the Auxiliary since This year s award goes to Basil Bill Iwanyk of Flotilla for 103 vessel exams. The OPERATIONAL SUPPORT AWARD - These awards are presented to the individuals who consistently provide Operational Support to the Coast Guard. The first set of awards goes to members who have provided almost 2900 hours of support to Station

5 COMPASS January/February 2018 Page 5 Manasquan Inlet as Watchstanders, Food Services and our Ombudsman. The award goes to the following individuals: Bill Francen, Paul Harren, Sal Chiappetta, Holger Skurbe, Joe Kran, Garth Dugolinsky, Ruth Dugolinsky, Paul Casalese, Frank, DeFillippo, Bill Castagno and John Morrone, The next set of awards goes to the individuals who have provided support to the Atlantic Strike Team, would the following individuals please come forward: Harvey Monter, Frederick Kretsch and Dorothy Smith. The next set of awards goes to individuals who have provided support to the Station Atlantic City Auxiliary UTL Boat Implementation Team: Franz Azoulas, Jim Haag, Joe Kran and Jerry Weaver and Laurie Huselton. This year s award goes to John Fisher of Flotilla DIVISION 16 AUXILIARIST OF THE YEAR The ON THE WATER - OPERATIONS AWARD - This year this achievement award goes to the individual who performed the most hours on Auxiliary Safety Patrols, Regatta Patrols, ATON and Chart Updating Patrols during the award period which ends on 1 November of this year. This year s recipient has been in the Auxiliary since The award goes to John Morrone of Flotilla for 171 Operational hours. The recipient of the Auxiliarist of The Year for Division 16, William R. Francen, Flotilla 16-07, who continues to demonstrate superior performance and leadership skills and is clearly a driving force in his Flotilla. He leads by example and is involved in all aspects of the Auxiliary. A special thanks to Paul Casalese, Terry Bearce and Laurie Huselton for the pictures of the Change of Watch. AUXILIARISTS ON DUTY FOR THE HOLIDAYS As the Holidays were celebrated, the U.S. Coast Guard continued to serve our nation this holiday season. And, standing the watch side by side with their Active Duty Shipmates, are members of the US Coast Guard Auxiliary. At Station Manasquan Inlet, Auxiliarist Paul Casalese, an Auxiliary Food Service Specialist from Flotilla 16-08, continued a 4 year tradition where he relieves the Active Duty Culinary Specialists so they

6 COMPASS January/February 2018 Page 6 can spend the holiday with their families. The holiday menu included Shrimp Cocktail, Prime Rib, Baked Potato, Garlic Broccoli, a salad bar and for dessert, NY Cheese Cake. About mid morning, Shipmates from Flotilla made their traditional stop to wish the duty crew a Merry Christmas. Of course, they brought lots of goodies too! Further south, at Station Barnegat Light, Auxiliarists Malenie & Mike Piscetelli, both Auxiliary Food Service Specialists (AUXFS) from Flotilla 07-09, relieved the Active Duty Culinary Specialists for the 2nd year in a row. Their menu included Crab Legs, Steak, Mashed Potatoes, Broccoli, Onion Rings, Biscuits and for dessert, they had Cheese Cake and Chocolate Mousse. The AUXFS program is just one of the many ways the USCG Auxiliary supports the Coast Guard. DIVISION MEETING JANUIARY 9, 2018 Division Commander, Paul Casalese, presents Auxiliarist Ruth Bearce, Flotilla with her 15 year Service Award. Ruth serves as the Division's Human Resources and Diversity Staff Officer. BRAVO ZULU RUTH! 5NR SPRING TRAINING CONFERENCE Members of 5th Nothern District (5NR) will come together on the 2nd weekend of the months of March and September to share our ideas and to attend classroom training sessions. The next DTRAIN on March 9-11th, 2018 is approaching fast. Why should I go to D-Train?

7 COMPASS January/February 2018 Page 7 Let us share the thoughts from 5NR DIRAUX, LCDR Taylor. "You have volunteered to an elite organization, where we ask much from you. Anyone can volunteer, but Coast Guard Auxiliarists are held to a higher standard and in order to be utilized, you will need special skillsets that the training at DTRAIN offers. DTRAIN is not just about the training, but does it in a way where fellowship is everywhere, in an easy atmosphere of camaraderie and friendship, and where recognition takes place." The AUXLAM-B course is currently scheduled for the Fall DTRAIN. This is a National C School course and interested students must register with Ken Kendall at lbi42@comcast.net directly in order to be considered. All selected students must be under orders to attend thus all registrants must have completed the Auxiliary Core Value training. Additional information will be provided to those who apply and are selected. There are a limited number of seats available so it is best to register with Ken quickly. Spring D-Train is just around the corner, where else can you receive training that equals that of the finest military force in the country? Where else can you rub elbows with like-minded individuals who volunteer their time and talents to save lives and protect our waterways? Where else can you share information and fellowship with long standing friends from across the district in many venues at this event? Where else can you commune and share your thoughts and ideas with Coast Guard flag officers, National elected officers, your own district leadership and others? D-Train provides all of these opportunities and more. Itâ s knocking on your door, will you open the door to participation or let this outstanding opportunity slip away? Hope to see you there. AUXLAM A This is a leadership and management course for flotilla level elected leaders focused on responsibilities and management skills. It lays the foundation for all leadership skills necessary to successful leadership in the Coast Guard and the Auxiliary. This is a facilitated and interactive course dealing with Self Awareness, Motivation, Strategic Leadership, Team Building, Ethics, Conflict Management and Performance Problem Solving. The AUXLAM course is presented in two parts: A and B. Members may take the A or B course in any sequence. ATLANTIC CITY BOAT SHOW The 39th annual Progressive Insurance Atlantic City Boat Show is the largest show in the Mid-Atlantic & Northeast regions, hosting over 35,000 attendees each year with more than 550 boats. Planning has started for the Atlantic City Indoor Boat Show, February 28 to March 4, We are looking for volunteers to staff our booth. There will be 3 shifts each day; , and Wednesday through Saturday. On Sunday the hours are and Uniform of the day will be Trops. This includes the Cardigan Sweater, Wooley Pully sweater, lightweight blue zip up jacket and the Foul Weather Parka. The

8 COMPASS January/February 2018 Page 8 parka liner is NOT authorized for wear alone with the Trops. Either the Garrison Cap or the Combination Cap is authorized, your choice. MANDATED TRAINING Many of our Members completed the 10 Mandated Courses several years ago. Weather can be tricky. Even in 50, if you ve got 20 mph winds, temperatures actually drop down to near freezing. On days like these, it s best to bundle up. Loss of coordination, rational thinking and motor skills can set in within minutes. If you must go outside, wear several layers of loosefitting, lightweight, warm clothing rather than one layer of heavy clothing. The outer garments should be tightly woven and water repellent. Layering may depend on your activity level, but to best maximize your comfort, there are three layers, that you can add or subtract when outdoors. 1. The base layer: the layer against your skin helps regulate your body temperature by moving perspiration from the skin. Cotton retains perspiration so it s best if your base layer be made of merino wool, synthetic fabrics or even silk. 2. The insulating layer: protects your from the cold. Wool, goose down and classic fleece are great insulating layers. 3. The shell layer: shields you from wind and rain. The shell should allow at least some perspiration to escape. Without proper ventilation, perspiration can t evaporate but will condense inside of the shell. Make sure the shell layer is roomy enough to fit easily over other layers and not restrict movement. Here are some additional tips to help you dress for the weather: Wear mittens, which are warmer than gloves. Cover your mouth with a scarf to protect your lungs. Wear a hat. A hat will prevent loss of body heat. Speaking of hats, studies show the old saying of the majority of body heat leaving through your head is a myth! The face, head and upper chest are five times as sensitive to changes in temperature, but heat will leave from any body part left uncovered. Bottom line: dress warmly from head to toe. Can t think of anyone? Neither can we.. but we wouldn t be a humanitarian service if we didn t keep our followers, friends and family clued in on how you can keep safe and warm too.

9 COMPASS January/February 2018 Page 9 L2 AUXILIARY LEADERSHIP LINK NOTICES Auxiliary New Member Advancement Process Beginning 01 February 2018, all newly enrolled members of the U.S. Coast Guard Auxiliary are required to complete the Basic Qualification II (BQII) Course to move forward from Approval Pending (AP) status to any other Auxiliary membership status. Currently enrolled members, including those in AP status before 01 February 2018 are not required to take the course although it is highly recommended. Upon completion of the seven BQII modules, both new and existing members will receive credit that is equivalent to completing the Administrative Procedures Course (APC) or the Flotilla Leadership Course (FLC) needed to advance in elected office and will be awarded one leadership credit toward their Auxiliary Operations (AUXOP) qualification. Auxiliary members who are familiar with customs, traditions, and history of the Coast Guard Auxiliary, understand our missions and programs, the operational structure, the policies and regulations that guide us, and our protocols and uniform wear will be far better prepared to serve the Coast Guard than less knowledgeable members. The Auxiliary Leadership Courses for Leadership Competencies The Auxiliary is increasingly asking for a minimal level of training and knowledge for members to move up in the organization. Initially it was Mandated Training. Now, completion of the Basic Qualification Course (BQCII) is needed for new members to move forward from Approval Pending (AP) status to any other Auxiliary membership status. These high expectations have reached leadership levels. We now have Leadership courses available to everybody. These courses are the 5 Leadership Competencies courses. Records of course completion are shown in your AUXDIR/OFFICER profile. Leadership competencies are the knowledge, skills, and expertise the Coast Guard and Auxiliary expect of their leaders. They generally fall within four broad categories: Leading self, Leading others, Leading performance and change, and Leading the Coast Guard Auxiliary. Together, these four leadership categories and their elements are instrumental to career success of members, whether appointed or elected. Developing them in all members of the Coast Guard team will result in the continuous improvement necessary for us to remain Semper Paratus. This leadership training consists of three components: (1) The Coast Guard Auxiliary leadership competencies, (2) responsibility levels and required levels of expertise, and (3) methods for gaining and demonstrating competency. There are five levels of training corresponding to the member s level in the leadership chain from Flotilla Commander to Commodore. Members are free to study and test against any and all levels regardless of the members' current position. All passed levels are captured by AUXDATA and shown in the member s AUXDIR/OFFICER record. The Auxiliary Leadership Competencies Online course student study guide can be found on the National Training Directorate website at DEPT. Check with What s New on the T-DIR website for additional links. Upon completion of the course at each level, you will need to log in to the National Testing Center at and then find and complete the appropriate test for the specific level that you wish to test for in order to earn credit for that level.
