Editor: Sue Carty FSO-PB, , suesatwood@ftc-i.net FLOTILLA 12-1 LOOKING FOR NEW HOME FOR FEBRUARY 21 MEETING Our monthly meetings will no longer be held at Big Water Resort, Summerton, effective as of our January 2011 meeting. A committee, headed by Larry Odom, is currently looking for our new home. All members will receive an prior to our next month s meeting, February 21, where the meeting will be held. Our meeting time will still be 7:00 PM. A Note from the Flotilla Commander Joe Livingston FC mail to: jlivingston@super-sod.com Well, we re off and running in We ve got a great slate of FSO s and I want to thank each one of you for stepping forward to serve our flotilla. I am extremely proud of the enthusiasm that each of you shows through your participation in Flotilla activities and in your attendance to our meetings. Every one of you has volunteered to serve the Flotilla in some capacity. That is 100% participation! Our average Flotilla meeting attendance rate is in the 70 to 80 per cent range. This is outstanding, especially for a unit in which many members have to travel as far as 30 miles to attend the meetings. Each one of you can be proud to be a member of Flotilla 12-1! 2 Continued from page 1 A Note from the Flotilla Commander We have come a long way since the seeds of Flotilla 12-1 were planted and, as I ve said before, we owe a debt of gratitude first to Larry Odom for his determination and commitment to getting the fledgling Detachment 1 of Flotilla 12-3 Lake Murray afloat and under way, and secondly to Perry Moses and Tammy Rodvansky as our past FC (Flotilla Commander) and VFC (Vice Flotilla Commander) for their outstanding leadership in bringing Flotilla 12-1 up to speed alongside the other outstanding flotillas in Division 12. We can all be proud of the tremendous progress that we ve made with these excellent leaders at the helm. Looking forward, I am excited about It is true that our AOR (area of responsibility) is large and we are few. It is also true that we have much more to do to help make Lake Marion a safer place for boaters. I am convinced however that with the commitment and determination that each of you have shown, there is no doubt that Flotilla 12-1 will get the job done! A Note from Vice Commander John Owen VFC mailto: j2owen@bop.gov Semper Paratus! (Always Ready) - After associating many years with organizations working to be prepared, Always Ready takes on special meaning. Always Ready is not an end product. To me it is a continuous cycle of training, using, educating and evaluating. Especially when it comes to providing service to the U.S. Coast Guard with accomplishing their mission. Our flotilla made significant contributions to the Coast Guard mission over the last few years and I look forward to providing further assistance. We (as Auxiliarists) understand the lack of safety and environmental knowledge within our marine and boating communities. As a flotilla, we have the opportunity to make an impact. I thank all of you for your volunteer service and look forward to the upcoming year. 3 A Note from IPFC Perry Moses, III (Immediate Past Flotilla Commander) mailto: I can t express enough my appreciation for all that you did during these first two years of Flotilla I felt that our Chartering Ceremony called upon us to be an example to the rest of the Division and we have fulfilled that call more than admirably. Each member has shown a genuine commitment to the ideals of the Coast Guard Auxiliary and has stepped up and volunteered to help promote boating safety on Lake Marion and the surrounding areas. We began as a very green group of ladies and gentlemen and have progressed to the point where now we have within our flotilla most all of the PQS (Personal Qualification Slots) that are needed to perform our basic task. When you look back to the first meeting we had at Goat Island Landing of prospective members, I don t think any of us realized how much work was required to actually function as a flotilla. Furthermore, I don t think the general public realizes that we don t just get in our boats and patrol the lake or standby to be called to assist any boater in need. We are held to a much higher standard. Education and ongoing training are a must if we are to continue to provide the assistance to the Coast Guard that we are charged to do. How do we do this? We continue to spread the word about the fun and fellowship that we enjoy as members of Flotilla 12-1 and the personal satisfaction that comes from improving our personal skills as boaters. Also, the satisfaction that comes from helping others, educating both experienced boaters and new boaters, and doing what we can to assist the Coast Guard in their many responsibilities. I am confident that the flotilla is in great hands with Joe and John at the helm and that all of us will continue to work hard to improve our skills and to aid the public. A Note from past Vice Commander Tammy Rodvansky mailto: tammylr@ftc-i.net I would like to thank you for all the support you have given me over the last two years as your Vice Commander. I have called on you more than once to either hold an office or lend support to a mission. Each and every time you have come through for the Flotilla. Our Charting Ceremony was well attended by our Division as well as the local Media and Political Officials from both Clarendon and Orangeburg Counties. We have far surpassed what our Division would have expected from their newest Flotilla. With the fewest number of members we were able to accomplish the following in our first two years: 13,252 Mission Hours (817 PA, 206 PE) 1,056 Vessel Inspections 442 Marine Dealer Visits I have enjoyed working our many different missions with you. It has been a pleasure to serve as your Vice Commander. May we continue to grow as individuals as well as a Flotilla and continue to strive to promote boating safety on Lake Marion. **** Teamwork allows common people to attain uncommon results. **** It's easy to make a buck. We appreciate all your time and efforts. Tammy was also instrumental in starting our flotilla website and is in the process of updating and adding to what is already available to us. THANK YOU TO PAST FLOTILLA STAFF OFFICERS Thank you to all who have served as a staff officer devoting your time and talents toward establishing a flotilla we are all proud of. I wish that more flotillas would consider having this uniform as the optional dress for their functions as well. 4

This award is now one of five awards (Operations, VE, Public Affairs, Program Visitor and Public Education) that replaces the Soaring Eagle Award. This award, along with other Division 12 awards, was presented at the Division 12 Change of Watch Banquet that was held in Myrtle Beach on January 8. Perry Moses, III - Auxiliary Commandant s Letter of Commendation Perry feels that even though he was presented with this award that the honor belongs to the entire flotilla. Without all of our members pitching in and helping shoulder the responsibilities of starting a new flotilla and bringing safe boating awareness to Lake Marion, this award would not have been presented. 6 (Cont d) CONGRATULATIONS TO: Sue Carty - Commodore s Certificate of Appreciation Serving in 2010 as ADSO-PB (Assistant 7th District Staff Officer for Publications) 2011 Flotilla Staff Officers - our 2011 staff officers were sworn in by John Owen VFC with Vito Giardina DCDR (District 12 Commodore), Joe Livingston FC and members looking on. Each staff officer was given a Staff Officer Appointment letter for their office listing their duties and responsibilities. OTHER FLOTILLA NEWS: PROPOSED 2011 STANDING RULES OF FLOTILLA 12-1 U.S.C.G. AUXILIARY Joe Livingston FC had ed a copy of the proposed 2011 standing rules to all members. If you have not had a chance to review and your yes or no vote back to Joe, please do so as soon as possible. Our votes are necessary to accept them. PERRY S PHOTO FROM THE BOATING ACCIDENT LAST JULY HAS NOW APPEARED IN TWO AUXILIARY MAGAZINES. Please refer to the Publications Staff Officer report on page 16 for all the details. NEW FLOTILLA 12-1 MEMBER Commodore Jay Dahlgren, past District 7 Commodore, has transferred to our flotilla from Flotilla 12-3 Lake Murray. With him, he brings a lot of experience and ideas. Please see his new member biography on page 8 of the newsletter. MORE PVs (PROGRAM VISITOR) AND PEs (PUBLIC EDUCATION) NEEDED A letter from Bill Riley DSO-PV (District Staff Officer) District 7 was read that more PVs are needed to help spread the word about boating safety. It is not difficult to become a PV and is important to promote us through businesses, marinas, etc. PEs are also needed to teach the public about boating and safety. For more information, please contact Perry Moses. UNIFORM AND ACCESSORIES QUESTIONS Should anyone have questions about procurement of uniforms and accessories, contact either our FC or VFC. We need to keep any questions within our flotilla because the Auxiliary Center does not have the staff to answer these types of questions. HONOR GUARD FOR DIVISION 12 Division 12 is starting an honor guard, primarily for funerals where family members request This very moving ceremony, and are looking for volunteers. If you would be interested or want to know more, contact our FC. FLOTILLA PROCTOR NEEDED FOR OUR FLOTILLA A volunteer is needed for this position. Please contact our FC for more information. FLOTILLA LEADERSHIP CLASS HELD JANUARY 22 With new leadership for 2011, comes the importance of training for our new FC and VFC. Both Joe Livingston and John Owen attended the class. Great start for our leaders. 6

7 Continued from page 5 Other flotilla news GREAT IDEA FOR OLD AUXILIARY AND COAST GUARD MAGAZINES You know those old Breeze, Navigator or other magazines that you have read but are now just lying around the house; well, now you can put them to good use. Remove your name and address label, take them to your family physician s, eye doctor s or any other place of business and ask them to place them in their waiting rooms. Spreading the name of the Auxiliary and Coast Guard couldn't be easier to reach out to a large number of people. Just think about that and then do it! JOE LIVINGSTON - MEET OUR NEW FC Joe was born in 1952 at Fort Stewart, GA. His father was career Army, and as a result he has been fortunate to live in many different places, both here and abroad during his life. In 1972, he graduated from Orangeburg Calhoun Technical College with an Associate of Applied Science degree in Mechanical Engineering Technology. In 1974, he graduated from Georgia Southern University with a Bachelor of Science Degree in Manufacturing Engineering. He has been married to Carol for 30 years, and they have two boys, Joel and Richie. Joe has worked at Super Sod in Orangeburg for 24 years, and is responsible for Marketing, Sales, and Internal Operations. He loves boating, being outdoors and on the water and has been an outdoorsman all his life. Joe enjoys hunting and fishing as well. His first introduction to the Coast Guard Auxiliary occurred about 20 years ago when he stopped by an Auxiliary booth at a boat show in Charleston. He thought of joining several times through the years but, since the closest Flotillas were over an hours drive away, he never did. Then, about 4 years ago, Bill Riley, former Division 12 Commander, came into our Super Sod office to order some sod. He was in uniform and we struck up a conversation about the Auxiliary. Joe told him of his interest in the organization and Bill told Joe that a new unit was being formed at Lake Marion and invited me to come to the next meeting. Joe did and, as they say, the rest is history. He has now been a member of the Auxiliary for about 3 years. The Auxiliary is a great organization and Flotilla 12-1 is an outstanding flotilla. I m very proud to be a member of both. BY THE WAY: Joe is a 2011 Orangeburg Board of Directors member 7

8 JOHN R. OWEN - MEET OUR NEW VFC John lives in Sumter with his wife, Denise, and their two children; son, Derek, 14 years old and daughter, Danielle, 10 years old. He is currently employed with the Federal Government and during the past 28 years has lived in North Carolina, Virginia, Washington D.C., Pennsylvania, New Jersey, Georgia and South Carolina. John is an US Army Veteran (four years). John enjoys outdoor activities - golf, boating, hunting, fishing, hiking and camping. His father (deceased) spent 26 years with the US Navy so John always grew up around water, boats and ships. It wasn t until a few years ago, while living in Georgia, that a co-worker spoke to him about the co-worker s membership and training in the Auxiliary. He provided further information and introduced John to a group of the funniest and welcoming folks John had ever met. From that point on, John knew he had to be a part of this action. He was transferred before his application was processed and ended up in Sumter, where he made further inquiries about the Auxiliary. John was initially referred to Flotilla 12-1 Lake Murray which then lead him to Flotilla 12-1 Lake Marion and Perry Moses. From there, the fun has continued. COMMODORE JAY DAHLGREN - MEET OUR NEWEST MEMBER Our newest member and coxswain, Commodore Jay Dahlgren, lives in Orangeburg and has since 1975 following his retirement from the U.S. Navy as a Master Chief Cryptologist. COMO Dahlgren first joined the CG Auxiliary in He has been a member of the U. S. Power Squadrons since 1991 and actually joined the Auxiliary to conduct vessel examinations for his fellow Lake Murray Power Squadron boaters (at that time Congaree Power Squadron). In 2002, Dahlgren was elected District Seven Commodore and served in that capacity He is still the only resident South Carolinian to have ever held that office after only been an Auxiliary member for 10 years, which is also the shortest time any Auxiliarist has been elected to that office. Having run a successful beverage distribution company for 27 years following his Navy retirement, he is now fully retired from gainful employment. 11 DIVISION 12 CHANGE OF WATCH WEEKEND, JANUARY 7-8, 2011 BEACH COLONY RESORT, MYRTLE BEACH, SC Flotilla 12-1 acted as the host flotilla for this annual meeting attended by about 80 members and spouses along with a number of regular Coast Guard officers and enlisted men who interact regularly with the Coast Guard Auxiliary. Sector Charleston was represented by Captain Michael White, Commander Richard Sunderland, Lieutenant JG Matthew Kahley and Senior Chief Jeffery Dale. Station Charleston was represented by Senior Chief Dewey and BM1 Jason Miller. Station Georgetown was represented by Chief Robin Dean and BM1 Dan Amen. District 7 was represented by CWO Ursula Walters from Miami. Friday night began with a drop in at the DCDR s (District Commander) room, Vito Giardina. 12 Continued from page 11 Division 12 Change of Watch Saturday morning meetings began with the Commander s Call open to all members; however, discussions and voting limited to flotilla commanders and Division Staff Officers followed by the Division Meeting where all Auxiliarists may participate. The weekend was capped with the Change of Watch banquet Saturday night. A number of awards were presented with 12-1 getting our share. We were honored for being the most outstanding flotilla in the area of vessel examinations thanks primarily to Steve and Tammy Rodvansky. Also, Perry Moses was honored with the Auxiliary Commandant s Letter of Commendation. This honor belongs to the entire flotilla. Without all of our members pitching in and helping shoulder the responsibilities of starting up a new flotilla and bringing safe boating awareness to Lake Marion, this award would not have been presented. 14 ******** STAFF OFFICER REPORTS ******** CoMmunications Don Kerl Communications Services - Tammy Rodvansky I am currently working on getting access back to update our web site. In the meantime, please check out the site and if you find anything (photos, other web sites, etc.) send me an and I will work on getting it on the site as soon as I can. Flotilla 12-1 website: FiNancial Sep Harvin Jr Human Resources John Owen The new year in on us already and we are off to a great start. During our January meeting, Dick Phillips introduced Tom Vose from Manning, who is interested in joining us. I ll be assisting Tom with materials and applications. As soon as the Auxiliary e-learning site is available, I ll start the process to begin fingerprinting new members. Something of interest: if you have someone interest in the Auxiliary, a quick site full of information is available in the Department H (Human Resource) on the national site. They have listed many resource materials and information for new and potential members that are downloadable. National website: click on Departments tab, then Human Resources Information Systems Don Carty This year the AUXDATA dept. has updated the Member Activity Form ANSC-7029 on line, which is used to enter hours that support Auxiliary missions and activities that are not reportable on mission forms such as study, meetings, travel, s, prep, phone, etc. It can be accessed on the forms page of the Aux member page. http// I have ed the 2010 ANNUAL MEMBER LETTERS to all members of our Flotilla as of January 5, As of January 1, 2011 all missions and data for entry into AUXDATA must be on the proper form. I am asking all members to use the forms and that you send to me, and that you submit them within 30 days of the mission. 15 Member Training Perry Moses III This is the time of the year when we set our goals for the new year. I trust that every member will review where they stand and strive to improve for There are a number of easy and badly needed PQS (Personal Qualification slots) that we as a flotilla need. One of the first slots is Partner Visitor. This qualification entitles the Auxiliarist to visit marinas and maintain display racks. Lee Rudd is our FSO-PV and has done a great job in promoting this service. Another is VE. This PQS is a little bit more difficult to reach but should follow shortly after the PV. Again, this is badly needed and gives the Auxiliarist an opportunity to have a one on one teaching experience with boaters. The Coast Guard has charged the Auxiliary with doing more in the area of prevention and being a PV is one of the great ways to accomplish this request. All of the safety literature does us or the public no good sitting in our storage closet. We must get it out to the general public and this is one great way to do it. If you are not yet PV qualified and need help to get started, either talk with me or Lee Rudd. Other PQS opportunities are instructor, radio watch stander, and of course AuxOP. My hat is off to our new members who have taken on the goal of becoming crew qualified in We have three new members and one relatively new member who should easily meet this goal early in Keep up the good work, mates. As I will note in the Operations report, we need more coxswains and crew to more effectively patrol the lake and have a bigger presence during the peak boating season. I know of at least two of our current crew qualified members who are working toward coxswain. With the new coxswains and our new transferring in coxswain, we should be able to better patrol the lake. The crew and coxswain academy that starts in March in Charleston will give all of Division 12 an opportunity to train to the same standard and make all of us better crew and coxswain. I hope that all of our existing crew and coxswains as well as candidates will make every effort to attend most of these sessions. Training: Sexual Harassment Prevention Workshop was given during the flotilla meeting. OPerations Perry Moses III The weather has prevented us from patrolling since early November. While we are all anxious to get on the water for regular patrols and training, we are still hampered by bad weather. Unless we have air temperatures 50 degrees or above, we do not have the proper equipment to get orders. Hopefully, we will soon be getting weather that permits us to be out and working on the water. Just because it is cold does not keep fishermen from venturing out and we need to be there as a reminder to them to practice safe boating habits. As FSO-OP, I would like to challenge our crew and coxswains to diligently try to have at least one boat on the water each weekend beginning with Memorial Day through Labor Day. I know that this is a tall order and can only be met by increasing the number of coxswain and crew in the flotilla. Hopefully, we will have four new crew members and maybe two more coxswains by Memorial Day and this will make this goal more attainable. I continue to be gratified by the spirit and hard work of each of our flotilla members and know that everyone will try hard to fulfill their responsibilities and become a better Auxiliarist. 15

I want to thank all of you who have helped me to make our newsletter all of the above and hope you will continue in the future. If you have any questions, please don t hesitate to contact me. Each and everyone of you are important to keep our newsletter alive and well. REMINDER: FSO reports and any articles that any member would like to submit for the newsletter are due the Monday after our flotilla meeting. If you need more time, please let me know so I am aware that you will be submitting an item for the newsletter. IMPORTANT- if a staff officer gives a verbal report at a Flotilla meeting, please me the information you gave. By a staff officer ing me their report, I will be able to include that information in the newsletter to pass on to all our members. Perry s photo from the boating accident last July near Scarborough s Landing, has now appeared in two Auxiliary magazines. 1. The Breeze an Auxiliary magazine for the 7 th District that we belong to. The photo is on page 17 with an article Is it too Late to Take a Boating Safety Course? 2. Buoy 13 an Auxiliary magazine from District 13 located in Oregon state. Tom Loughlin, DSO-PA, D7 submitted an article to the magazine titled Boating Fatality- Your Family along with Perry s photo. Both are on page 33 of the publication. This is one way we were able to get our name out to other flotillas. William Hayes also submitted a great article from last July about the alligator that was shot and killed, also near Scarborough s Landing. His story almost made it into the Breeze as well and may still be seen in an upcoming internet issue of the magazine.
