1 CENAN-PP-H 12 March 2013 MEMORANDUM FOR RECORD SUBJECT: Newark Bay Study Area Coordination Team Meeting 1. The regularly scheduled monthly interagency coordination meeting was held on March 12 th at 10:00 in room 1922b of the U.S. EPA, Region 2 offices and via teleconference. The following people participated in the meeting: Amelia Wagner USEPA, Region 2 Assistant Regional Counsel Eugenia Naranjo USEPA, Region 2 Remedial Project Manager Ann Hayton NJDEP Project Manager/Scientist Jay Nickerson NJDEP Project Manager/Scientist Matt Masters PANY/NJ Program Manager Beth Buckrucker USACE, KC District Project Manager Ellen Simon USACE, NY District Assistant District Counsel Bryce Wisemiller USACE, NY District Project Manager (Harbor) 2. The EPA provided the following information regarding EPA s activities in Newark Bay during the meeting: a. Field Work: a. Large volume Chemical Water Column Monitoring program in the Newark Bay and Lower Passaic River: The lab is still processing the samples and performing the testing. b. Erosion and consolidation measurements in Newark Bay (SEDFLUME program) to support the sediment transport model: EPA has completed the collection and processing of field cores in Newark Bay (14 locations in total). The consolidation/erosion tests are also completed. The data report is expected to be available in April. c. Tierra completed the fieldwork for a multibeam and single beam survey of the NB study area. The data and accompanying report is anticipated to be available in April. b. Risk Assessment: The problem formulation document was submitted to EPA on December 7 th. EPA received Tierra s responses on the Partner Agencies comments. EPA is planning to schedule a meeting with the ecological risk assessors of the partner agencies to discuss Tierra s responses. 3. Corps provided the following information during the meeting: a. Pending final Corps surveys, Northeast Dredging has completed the deepening of the S-AK-2 contract area in advance of the contractual completion date of May 2013.

2 b. The Corps noted that the S-AK-3 contract, which deepens the last leg of the Arthur Kill Channel to NYCT, as well as deepening the western 1000 of Port Elizabeth Channel, has been awarded to GLDD and is fully funded. The contract also includes the minor bend easing in the Kill van Kull, near buoy 10 and the leveling of a construction debris mound in the approaches to Ambrose Channel in the NY Bight Apex. Both of these contract elements are outside the NBSA. Physical construction is anticipated to begin in the March 2013 timeframe. c. The Corp plans to streamline and advance the removal of shoals in the Port Jersey channel. The Corps is now planning three remaining 50 HDP contracts, two to remove accumulated shoals (S-SR-1 (Port Jersey), and S-SR-2 (other shoal areas), both to be solicited later in FY 13), and then a final Anchorage Channel utility corridor contract (S-UC-1), when the water siphon relocation work is completed by the PANY/NJ and NYCEDC sometime in FY 14 or 15. Only the S-SR-2 contract is anticipated to involve construction work in the NBSA. Preliminary testing indicates that the HARS test reach for shoals in the middle section of Newark Bay (the former S-NB-1 and S-E-1 contract areas) is unsuitable for HARS. Other testing results are pending. The Corps is continuing to review new surveys to assess any possible effects from Hurricane Sandy. Ms. Ann Hayton asked about debris due to Hurricane Sandy. Mr. Wisemiller responded that while some debris was observed in Port Jersey channel, potentially as a result of Hurricane Sandy, that the surveys were still being collected in the NBSA and that it was not yet known. Further, since some debris may imbed into the silt, it may only become evident once the area is dredged to remove the accumulated shoals. d. The Corps did not have any active maintenance dredging work in the NBSA to report. The next possible Corps maintenance activity in the NBSA will take place in late 2013 or possibly This may be affected by the Hurricane Sandy recovery law passed, however this is unknown at this time, pending higher level guidance. e. Corps regulatory actions were discussed and are summarized on the attached tables. 4. The Port Authority reported that no active dredging was underway in the NBSA. 5. The next NBSA Interagency Coordination Team Meeting will be held at the Corps offices on April 9 th at 10:00 a.m. 6. The next NBSA public meeting will be on March 19, 2013 at 2:00 P.M. at Corps offices.
