The House Mark provides $32.0M for this entire PPA, while the Senate Mark provides $33.5M, but also moves back IJ to its own PPA and funds it at $3.0M. 9 FY 2017 Continuing Resolution Currently operating on a Continuing Resolution (CR) through April 28, Continues at near FY 2016 Omnibus level. Typical CR rules, such as: new programs cannot be started, existing programs cannot be terminated, and we are to maintain operations, services and program activities at levels consistent with FY 2016; Final FY 2017 appropriation could potentially be at a lower funding level than FY 2016 U.S. Department of Commerce National Oceanic and Atmospheric Administration NOAA Fisheries Page 9
10 FY 2017 Commissions Funding NMFS prioritized distributing funds to the Commissions as early as possible under the CR The release of funds in early January brought your FY17 funding levels to approximately 50% of the anticipated FY17 total. We will continue to fund the Commissions as early as possible as the fiscal environment unfolds during the year. 13 FY16 Gulf of Mexico Red Snapper Grants March 2-3, 2016: A workshop was held in New Orleans to identify research that would most improve red snapper stock assessments. May 16, 2016: Based on the workshop recommendations, a Request for Proposals (RFP) was distributed by the Mississippi-Alabama Sea Grant Consortium to develop an experimental design to be used to assess the absolute abundance of the red snapper population. (Phase I) July 15, 2016: Six full proposals were received by this deadline. Late July-Early August 2016: Proposals reviewed by a Technical Review Panel; all six proposals were funded to expand their designs. September 1, 2016: Work on funded Phase I projects began to produce an experimental design to assess the population of red snapper. December 6, 2016: Work on funded Phase I projects concluded and reports were submitted to four independent expert reviewers.
14 FY16 Gulf of Mexico Red Snapper Grants (cont.) January 10-12, 2017: A workshop was held in New Orleans for the Principal Investigators of the Phase I projects, the Red Snapper Steering Committee, state representatives, and the four independent experts to review the experimental designs and discuss options for the critical components of the best experimental design that can be used in Phase II implementation. March 2017: A second RFP will be released for Phase II of the red snapper project. April 2017: Letters of intent are due from teams planning to submit a full proposal to Phase II. June 2017: Full proposals due. September 2017: Notification of funding decisions made. October 2017: Phase II project initiation. September 2019: Projects must be completed including all analysis and write-ups.

17 FY17 S-K Process Next Steps Full Applications have received a minimum of 3 technical reviews. Approximately, the top 90 applications will move to the panel review. Panel Nominations Due Feb. 21, 2017 Panels meeting in Boulder, CO April 4-6, January February March April May June Approximately 50 applications will be recommended for funding based on panel scores.
18 Aquaculture Work in the Gulf Gulf of Mexico Oyster Aquaculture Small Grants Funding Opportunity August 2016 NOAA funded a $375,000 grant opportunity through the GSMFC to address opportunities and challenges of oyster farming in the Gulf. Gulf of Mexico Offshore Aquaculture Roundtable November 2016 Hosted by NMFS, GSMFC and the Gulf Seafood Institute During Roundtable, NMFS staff met with seafood industry leaders to: Discuss challenges / potential solutions for development of an offshore aquaculture industry in the Gulf Address concerns about the environmental, economic, and regulatory factors of the Gulf Aquaculture FMP. Currently there are no permit applications in the pipeline.
