2 ABOUT THIS GUIDE Facility managers, treaty compliance officers, and others engaged in arms control implementation need to be able to quickly locate the appropriate offices when seeking answers to time-sensitive questions regarding arms control policy and implementation. For this purpose, this guide provides contact telephone and fax numbers (commercial and DSN) for the primary U.S. government offices involved in arms control compliance and implementation. Each entry also includes a brief description of office functions and capabilities. Offices are listed alphabetically and are organized into two sections: the first section contains those offices responsible for arms control policy; and the second section contains those offices focused on arms control implementation. 4 POLICY DEPARTMENT OF COMMERCE BIS Bureau of Industry and Security, Office of Nonproliferation and Treaty Compliance (NPTC) Phone: Fax: The NPTC is responsible for administering the Commerce Department s multilateral export control responsibilities under the Nuclear Suppliers Group, the Missile Technology Control Regime and the Australia Group (chemical and biological controls). It also administers U.S. unilateral foreign policy export controls. In addition, this office is responsible for the industrial compliance provisions of arms control and disarmament treaties (e.g., Chemical Weapons Convention) and for representing U.S. industry and security interests in multilateral arms control and disarmament deliberations (e.g., Biological and Toxin Weapons Convention).
