List activities and define objectives (max 2 pages) This is a First for Tampa Bay we are proud to present a single DRG application representing both Hillsborough and Pinellas Counties as well as multi-organizational One Team. Our Tampa Bay Defense Community continues to mature coming together as One Voice. The Tampa Bay Defense Alliance (TBDA) teams with our Greater Tampa Chamber of Commerce (GTCC), the Tampa Hillsborough Economic Development Corporation (THEDC) & Pinellas County Economic Development Department (PCEDD) [THEDC & PCEDD combined termed EDOs Economic Development Organizations] and the Tampa Bay Partnership (TBP) to bring valuable support to MacDill Air Force Base and local defense oriented industries across our Bay area. Our eight (8) county Tampa Bay Region is building off our solid foundation 72 year legacy, strategic location nationally to project military power, and robust military community (Active, Guard, Reserve, Coast Guard, NOAA and Retirees/Snowbirds). By working as a region and through collaboration, we champion the tremendous potential of MacDill hallmarking One exciting Future. Funding from the DRG will continue the momentum of our Tampa Bay Defense Community gaining strength through the synergy of coming together aimed toward strengthening the readiness and quality of life of MacDill Air Force Base all the while, orchestrating and enhancing the DOD and Air Force image intended to serve requirements today and well into the future. This year, we have set our major priorities toward: the Defense Budget Environment mitigating impact and evolving pressures of Sequestration and strained fiscal environment; Community Partnership Initiatives (CPIs) teaming with our Bay partners to study, plan and collaborate with our Military leadership on potential Public-Public, Public- Private Initiatives; and, Economic Sustainment and Transformation maintaining our focused execution of 2012 EDC Transformation Strategy as well as recommendations of the FDSTF sponsored 2012 Spectrum Analysis formalizing our MacDill 2025 vision/strategy while enhancing operational potential and insuring military friendly community for our active and retired families. 2 P a g e

3 Defense Budget Environment. Sequestration has proven to be the capstone to an austere Budget environment challenging military readiness, quality of life and small businesses. Compound with threat of enduring Continuing Resolutions (CRAs), continuing Furloughs, overlaid with DoD Budget Cuts, the future is threatening. Recent NDIA/TBDA sponsored studies show nearly 33% of our regional Defense companies have implemented reduction in salaries while 64% have seen contracts curtailed, cut, not funded or not renewed. One person losing a job; One Company losing a contract is tragic. Worst yet is the realization that Contracts lost, jobs lost and businesses lost... do not normally come back. Uncertainty, return from Afghanistan, Quadrennial Defense Review (QDR), volatile Defense policies fuel manpower, force structure and basing decisions... Silent BRAC programmatic changes are occurring... impacting Active, National Guard and Reserve forces. In turn, where cuts/moves are made, oft overlooked are resulting opportunities positively affecting our Bases MacDill has vast potential to receive more forces, manpower and mission... we look to tell the story of MacDill s potential. We need to set seeds to receive forces/missions being realigned. TBDA and our Community partners are engaged - teaming with EFI, FDSTF, The Principi Group and Industry Associations to mitigate, accommodate these pressures today while proactively posturing for tomorrow. Teaming with our WorkForce partners, Business leaders, Community and Family agencies, Education and Transition experts as well as our State agencies, Tampa Bay is supporting MacDill to assuage, preempt and prepare for darkening potentialities. Innovative, charitable, volunteer initiatives are evolving to stabilize and lift up those impacted. A lot is being done... more will be required. Community Partnership Initiatives. An encouraging new model (authority from 2013 National Defense Authorization Act, Sec. 331) hallmarked by Eglin community, is the success available through Public Public, Public Private Partnerships between the Community and the Military Installation. MacDill and our Tampa Bay community are embarking on visionary, innovative Initiatives for future activities. With leadership of the State of Florida, Best Practices from Eglin success and openness of DOD & the Services to consider such partnerships, we are setting up a Tampa Bay Community Partnership Committee to spearhead adoption, engagement and execution of encouraging Initiatives. The return on investment is a better, more stable economic environment... a closer relationship between our Community and MacDill... and likelihood to generate a Community escrow account available to support our Installation, families and associated businesses. Economic Sustainment and Transformation. Tampa Bay and MacDill have completed a comprehensive Military Transformation Strategy led by the THEDC. Concurrently, the recommendations in the Spectrum Analysis mirror those of this Strategy. With this foundation, TBDA and our partners are aggressively engaging in executing the myriad of recommendations and programs inspired. Building on the strengths of our EDOs, Chambers, Tampa Bay Partnership and City Mayors, initiatives are underway to capitalize upon and facilitate the transformation envisioned our priority focused on rollout of MacDill 2025 capturing our Future. Additionally, Tampa Bay will continue to team with our State to realize the unprecedented potential of our High Tech Corridor (HTC) solidifying our economic base while exploring new technology frontiers such as Cyber and UAV... while encompassing robust applications in areas of rehabilitative health, research, modeling & simulation, academia and intelligence. Reaffirming the State s business friendly environment to invite relocation to the HTC all accentuate the vast potential for enduring sustainment and growth of our economy across Central Florida. 4 the western portal to the HTC anchoring the road to untapped potential... new technologies, open space to occupy, business friendly... warmth. Marketing MacDill s Capability, Capacity Opportunity & Potential. Key to MacDill s readiness, sustainment and opportunities is championing its operational capability, logistical capacity, vast infrastructure. Marketing MacDill and the Tampa Bay region is paramount. The scoring of MacDill to be a KC-46 Main Operating Base (MOB) highlighted misperceptions, outdated data and lack of firsthand familiarity with current capacity and capabilities. Marketing... promoting... championing MacDill is our #1 priority. All our TBDA Partners are committed to a multi-year campaign to reverse looming perceptions. Foremost will be development of our vision MacDill The backbone of which will be marketing, promoting and posturing MacDill to endure today s budget environment while solidifying the installations operational readiness & potential. We want to invite Congressional, DOD, DHS, Air Mobility Command (AMC) and State leaders to visit MacDill... come see, learn and appreciate our vision... understand where MacDill will be in Planned trips to meet leaders and stakeholders quarterly in Washington, D.C. and semi-annually to St Louis important to ongoing military program growth. Crucial toward getting off to a strong start will be drafting a marketing/public relations campaign plan from which we will all engage in its execution. TBDA is already proceeding with development of this plan. The DRG will expedite, facilitate a comprehensive program and timeline... all key within the budget climate foreseen. Last, TBDA, TBP, EDOs and our Chambers are opening our community to invite businesses, defense/intelligence agencies, major military Commands to come to Tampa Bay; host Conferences here; see and appreciate the potential the Base exhibits. Business Climate Enhancement. All these planned engagements MacDill 2025 as our vision will all serve to enhance our business climate. The result of the successful implementation of this plan will spur job creation, retention and skills development through company recruitment accentuated through our comprehensive marketing strategy. With unique relationship with our Coalition of Nations supporting US Central Command (CENTCOM) and US Special Operations Command (SOCOM), Tampa s potential extends internationally which all agree is untapped and vital to our growth. The expected outcomes from the advocacy and business climate enhancement projects will strengthen business and community ties to MacDill will strengthen our core foundation to persevere the Budget threats. This focus on MacDill will encourage retired military to remain in the area after their service, allowing our region to benefit from their immense talent and skills. This would result in years of military leadership, training and experience being transferred to the private sector not only to fill jobs in existing industries, but creating the momentum for those individuals to further expand our local economy through entrepreneurship. F. Economic Impact Statement [Attachment 1] The Tampa Bay region has long benefitted from a strong economic foundation the Defense Industry anchored against its cornerstone, MacDill AFB strengthened with the evolution of its two Combatant Commands US Central Command and US Special Operations Command. 4 P a g e

5 Today, Tampa Bay s Defense economic engine is second only to the School Districts in employment generating over 140,000 jobs (in 2011) while accounting for $ 13.8 Billion in Gross Regional Product (7.3% of the Region s total GRP). Key among our defense activities in the Tampa Bay region are the missions and contributions of our Coast Guard, National Guard and Reserve we applaud their incorporation into EFI s 2013 Florida Defense Factbook (January 2013); providing a more encompassing analysis of the economic impact of our defense region. Please refer to our Economic Impact Chart Attachment 1 for data requested. Our Economic Impact captures a regional impact focusing on Hillsborough, Pinellas and Polk counties in parallel & consistent with analyses of the 2013 Florida Defense Factbook. We would like to thank Mr. Rod Lewis and the Haas Center for their support in providing most of the data shown adding depth behind their overarching analyses in the Factbook. Where indicated, we have provided data provided in MacDill s 2011 Economic Impact Statement in support of data requested. Overall, the Tampa Bay region is a treasure economically in addition to the nearly $ 14B and 140,000 jobs our 8 Counties are home to over 50,000 Retirees (almost doubling when Snowbirds come during winter months). G. Does the Project Relate to Other Local/State/Federal Budgets? No. H. Cross-pollinating State Success. The Tampa Bay region continues as a portal to the State s High Tech Corridor (HTC). An anchor to the I-4 corridor, MacDill is a cornerstone from which the HTC flourishes with evolving technologies the TBDA, Tampa Bay and our HTC partners lead in emerging Cyber, Modeling & Simulation and UAV technologies all core to the future evolution of both the nation and Florida. Education, research and economic development are on verge of transformation underway. Complement this potential with array of Defense/Intelligence/Homeland Security related businesses supporting not only CENTCOM, SOCOM, the Wing today and the future are bright. Even more, these research and technological advancements are strengthening parallel communities such as Healthcare, Academia and Finance. Atop this foundation, the Coalition of international partners resident at MacDill supporting CENTCOM & SOCOM offer immense opportunity to extend our business potential overseas. Each Senior Coalition Representative is an Ambassador for his/her nation... enjoying, living and appreciating Tampa s communities allows unique invitation to establish relationships with each of the 60+ nations currently on MacDill. While MacDill is the second largest employer in our region (following the Hillsborough County School System), the home of HQs for CENTCOM and SOCOM attract hundreds of large and small businesses to the adjacent Counties and the HTC... to include important facilities of prime defense contractors such as Honeywell, Raytheon, Boeing, Lockheed Martin, GE Aviation, OshKosh and General Dynamics. This Grant will allow us to strengthen our evolving strategic marketing campaign and further enhance our community-military ties and relationships. With this expanded foundation we will be able to build both inward and outward to include successful business relations with our international coalition partners. This enables us to create an export environment of business opportunities to benefit the region and State of Florida. Lastly, Veterans our Retired community... doubling in size with migrations of our beloved Snowbirds... are a treasure. We cherish each family of our Armed Forces who chooses Tampa Bay as their home. Our outstanding VA Hospitals... tremendous healthcare network... our defense fabric to include businesses and communities... our educational spectrum... our 5 P a g e

6 weather... the military friendly environment Florida commands... ALL reinforce why our military chooses Florida and Tampa Bay to retire in. I. Community Support and Involvement Our Community has enjoyed a strong relationship with the military dating back to the establishment of MacDill Air Force Base in More than 130,000 veterans (including over 150 retired General Officers) call the Tampa Bay area home; largely due to the support and appreciation our Community shows local military families on an ongoing basis. Our proposed plan of action drafting MacDill 2025 vision; coupled with engagement to mitigate budget pressures; with robust marketing strategy all build upon the Tampa Hillsborough EDC Military Strategy Transformation study, begun with the support of a DRG award. Even more, evident by this combined Hillsborough & Pinellas application, all eight (8) Counties of the TBDA are coalescing together bringing added synergy and strength... offering inspiring initiatives, resources, partnerships and leadership all focused on our common goals and priorities... uplifting the treasures of MacDill and our defense friendly potential. Local Match Documentation and Criteria. The collective Tampa Bay Military Community will provide the required in-kind matching support towards the total cost of the project. Those entities include: TBDA THEDC PCEDD GTCC St Pete Chamber Other entities as needed The total in-kind contribution from the three participating organizations exceeds $57, It is believed the actual in-kind match will exceed $100,000 when full actual accounting is completed. 6 P a g e
