8 Role of Incentives Understanding the client s needs is critical to developing a compelling incentive package. Instead of: What do I have to offer this company? Think of: What are the critical decision factors and how can we address them?
9 Types of Tax Incentives Credit Lowers the amount of taxes due by the value of the credits Refund/Rebate Pay the taxes, get a check back Exemption Do not have to pay the taxes Abatement Do not have to pay the taxes Incentives are offered at both the State and Local level, and are available to eligible existing or new-to-the-area companies.
10 Incentives Eligibility Eligibility for statewide targeted industries Businesses able to locate in other states and serving multi-state and/or international markets are targeted Call centers are generally exempt unless certain eligibility criteria are met Retail and restaurant activities, utilities and mining are statutorily excluded from consideration All projects are evaluated on an individual basis (operating in a target industry does not automatically indicate eligibility)

12 Incentives Eligibility High Impact Sectors Additional awards may be available for eligible projects in the following high impact sectors: Clean energy Corporate headquarters Financial Services Life Sciences Information Technology Semiconductors Transportation equipment manufacturing
13 Incentives Eligibility But for requirement Several programs are inducements By law, eligible companies must demonstrate that but for these inducements, they would not expand in Florida Projects that clearly do not require inducement will not be approved Wage thresholds Most programs have a minimum wage requirement The state average wage is used to determine eligibility
14 Key State Incentives Qualified Target Industry Tax Refund (QTI) Tax refund based on net new to Florida jobs Average wage at least 115% of state average wage ($46,638 per year; $22.42 hourly) Requires 20% match from local community Must be a clear inducement Special considerations for Enterprise Zones, Brownfield areas and Manufacturing companies paying 100% or greater of average county wage Performance based Base award is $3,000 per job Lifetime cap of $7 million per company
15 Key State Incentives Quick Response Training (QRT) Employer-driven training program administered by Workforce Florida Company may use in-house training, outside vendor training programs or a local educational entity to provide training Grant program, not a formulaic amount Reimbursable training expenses include: Instructor/Trainer wages Curriculum development Textbooks/manuals Businesses approved for QRT funding are limited to one grant award per site every two years
16 Key State Incentives Economic Development Transportation Fund (EDTF) Grant to local government to alleviate a transportation impediment Eligibility requirements similar to QTI Must be an inducement for retention, expansion or location Project examples: Turn lanes Access roads Traffic signals
17 Key State Incentives Incumbent Worker Training (IWT) Administered by Workforce Florida Provides training to currently employed workers at existing businesses to avoid layoffs and/or upgrade employee skills Available to all Florida businesses that have been in operation for at least one year prior to application $50,000 maximum grant per business Priority is given to businesses in targeted industries, Enterprise Zones, HUB Zones, Inner City Distressed areas and Brownfield areas
18 Key State Incentives Governor s Quick Action Closing Fund Deal closing tool used at Governor s discretion Addresses a competitive gap between other states Awards under $2M can be approved by the Governor Awards between $2-$5M require notification of House and Senate leadership Awards of more than $5M must be approved by the Legislative Budget Commission Wages must be at 125% of state average and project must have demonstrated local community support

20 Key Local Incentives Hillsborough County Premiere Business Bonus Incentive (PBBI) Designed to: Create high skilled/high wage jobs Stimulate significant new capital investment within the local tax base Attract corporate headquarters Expand and diversify the economic base Increase quality job opportunities Jobs must meet state QTI program award criteria Based on percentage of state s average annual wage and capital investment per new job If within a municipality, city shares cost with county Bonus is paid after compliance is confirmed in fifth year and is amortized over six years
21 Key Local Incentives Property Tax Exemption Program Provides incentive for employment opportunities that will lead to an improvement in the quality of life for residents Ad Valorem tax exemption offered to qualified new businesses locating to the area (and expansions of businesses already located here) Eligibility based on wage (minimum of 115% of state average annual wage) and/or capital investment (must exceed $200,000 per job) Intended to: Provide increased economic development competitiveness Encourage new business development Retain local businesses

24 Commercial Real Estate Database The EDC has launched a website showcasing commercial real estate (office, industrial, flex and land) within Hillsborough County. Need to address land availability concerns was outlined in the Strategic Plan. Project has been driven by the Public Private Collaborative. Database is now online. Users can access the public site, free of charge, via computer or mobile device. Next step: secure 80% of market listings.
25 Commercial Real Estate Database The website is integrated with Google Maps to provide an interactive mapping interface with aerial and street views. Properties can be searched by: For Sale or Lease Size Submarket Special Location Features (Enterprise Zone, CRA, etc.) Rail/Port/Airport Access And more
26 Commercial Real Estate Database Brokers can enter and control their data via an easy to use administration panel. Information is hosted on a secure server with a log in/password that is unique to each company. Brokers can upload marketing materials and flyers, photos, site plans and additional collateral associated with each property. An automatic alert mechanism will notify users when information needs to be updated.
