2 Summary The International Association of Chiefs of Police (IACP) seeks to partner with a qualified vendor to create an online benchmarking and data visualization tool for law enforcement agencies use in conducting comparative analyses with peer agencies. About the IACP The IACP is the world s leading association of law enforcement executives with over 2, members from around the world. In addition to chiefs of police and law enforcement personnel of other ranks, IACP members include city and county managers, criminal justice researchers, university faculty, and members of many other professions. The IACP was founded in 1893 to encourage cooperation and exchange of information among police administrators, and to promote the highest standards of performance and conduct within the police profession. Headquarters staff comprises approximately 1 professionals engaged in a variety of activities, from grant management and research to training and technical assistance, all designed to advance leadership and professionalism in policing. Project Background The notion of a nationwide platform for comparative police performance analytics is borne out of the IACP s Midsize Agencies Section, a progressive group of nearly 3 police executives from jurisdictions ranging in population from 5, to 5,, and inspired by the Overland Park, Kansas, Police Department Benchmark Cities Survey. Benchmark Cities Survey. In 1997, then-overland Park, Kansas, Police Chief John Douglass sought a way to compare his department with other similarly situated and resourced departments. Working with City Hall and the local Chamber of Commerce, he identified more than two dozen comparable cities and began what has since evolved into the Benchmark Cities (BMC) Survey. The survey, updated annually, provides a broad range of information about each of the participating departments, including agency demographics, resources, crime, arrests, and traffic data. With that information, participating agencies can set better goals and objectives, and compare their performance in various areas. The survey results are posted to the Overland Park, Kansas, website each fall in a series of PowerPoint slides that are highly anticipated by participants, researchers, and the media: IACP Midsize Agencies Section. Chief Douglass championed the idea of nationalizing the survey during his tenure as chairperson of the IACP s Midsize Agencies Section. The majority of departments participating in the Benchmark Cities Survey are also active members of the IACP Midsize Agencies Section. 3 audience became goal of the Section, led by Chief Douglass and a subcommittee devoted to this task. Grant Funding. IACP staff works closely with the Section to advance its goals. To that end, in 213, IACP was awarded funding from the U.S. Department of Justice Office of Community Oriented Policing Services (the COPS Office) to develop an online nationwide benchmarking and data visualization tool, market its availability to the law enforcement community, provide technical assistance to agencies using the tool, and conduct analysis and follow-up on the resulting global data set. The vision is to create an online nationwide benchmarking and data visualization tool that would serve not only as a means for individual agencies to make performance comparisons, but also a source of promising community policing strategies to benefit the field. Objectives / Scope of Work The IACP seeks a qualified firm to adapt the existing Benchmark Cities Survey data collection instrument into a secure online environment where participating agencies can Create secure online profiles Input data for a variety of variables (see examples in Table 1) and/or import from external sources Receive a recommended list of peer cities based on data input Self-select / identify comparable jurisdictions and benchmarking factors/variables View the benchmark results in a series of easy to interpret and visually appealing graphics (charts, graphs, tables) Export benchmark results and data in.pdf and/or.xls or similar Connect with and contact other participating agencies, either through an integrated forum (preferred) or externally (sharing of contact information) Perform comparable analytics (i.e., compare their jurisdiction to the average results of benchmarked cities) The number, type, and complexity of variables to be collected and benchmarked is not yet finalized. The selected vendor will work collaboratively with IACP staff and BMC/Midsize subject matter experts to define and standardize benchmark variables. The existing Benchmark Cities Survey includes more than 2 discrete data points, too many to logically include in a nationwide online solution. (See attachment I for a sample of the current BMC data collection instrument.) IACP staff categorized the existing survey questions and asked current BMC participants and Midsize Section members to rate the importance of each category on a scale of one to five: 1 = not important for a national survey; 5 = very important. The results are summarized in Table 1, below. IACP will focus on and prioritize those categories identified as most important by our stakeholders for inclusion in the nationwide online survey. Interactivity i.e., the ability to click on and off comparable jurisdictions and variables. Free form narrative block for comments, annotations, etc. An unlimited number of users Basic analytics (comparing straight numbers, as well as averages, standard deviation, etc.) To the extent which funding allows, the IACP would like to explore the possibility of importing data from external sources (e.g., FBI UCR, U.S. Census, Bureau of Justice Statistics, Department of Education, Department of Transportation, and departmental computer aided dispatch and records management systems) Budget As a grant funded initiative, limited funds are available to achieve the desired result. We have budgeted $5, for the items requested in this RFP. Co-Branding / Sponsorship. Partnering with the IACP to develop an online police performance benchmarking tool may represent an opportunity for some vendors to showcase broader technologies and services they offer that may be of interest to police agencies or their parent jurisdictions. The IACP will entertain proposals where our budget is maximized through a co-branded partnership option. Timeline The IACP hopes to award a contract by September 15, 214. The online benchmarking and data visualization tool should be complete and integrated into the IACP website ( by October 1, 215. Ideally, a beta version would be available in time for the 215 annual BMC meeting and 215 Midsize Agencies Section midyear meeting. Both are typically held in the spring. Technical Requirements Vendors should provide information regarding how they will address the following: - Section 58 - As a federally funded endeavor, the tool must be meet the minimum level of accessibility set forth in the Section 58 Technology Standards. - Site Hosting - The tool should seamlessly integrate into the existing IACP website, either linked to and hosted separately or through the provision of code or files to the IACP for uploading to the site. 6 - Security - Data should be secure, owned by the IACP, and accessible only to those participating in / contributing to the system - User authentication The vendor should propose a method of validating users and limiting access to law enforcement agency personnel Vendor Evaluation Criteria Upon the closing date of this RFP, the IACP will review the responses based on each vendor s ability to meet the overall objective and each of the criteria outlined above. Finalists may be invited to demonstrate or discuss their solutions. The IACP may contact current users of the vendor s solution to evaluate its performance in an actual production environment and to obtain user feedback. Upon completion of the demonstrations and such further evaluation as deemed necessary, the IACP may determine, at its sole discretion, not to select a vendor and to initiate another search at a future date. IACP may also, at its sole discretion, award components of the process to different vendors. Vendor Submission Requirements Vendors responding to this RFP must submit the following information. Responses should be limited to 15 pages, but ancillary literature, such as marketing materials and team-member resumes, can be included as attachments. The IACP will assume no costs for the preparation of the requested information. Submission requirements include: A narrative description of the proposed solution(s) addressing the desired objectives and technical requirements above. A description of the vendor's organization, methodology, and support, including number of years in business, total staff size, experience levels and length of service of staff, etc. Indicate the amount of experience you have working with associations. A description and explanation of the vendor's implementation strategy, to include a breakdown of the various tasks, implementation timeline, support, etc. The contact information for a minimum of three current users of the vendor s solution whose requirements closely resemble those of the IACP. 7 All vendor responses will be used solely for the purposes described herein. Requests for Interpretation of the RFP All questions and requests for clarification or interpretation of the meaning of the RFP, and any other correspondence concerning the RFP, should be directed to: Tracy Phillips The IACP reserves the right to share any information given as a result of a response or clarification with all other vendors responding to the RFP. Deadline for Submission of Responses Complete vendor responses must be received at the IACP Headquarters in Alexandria, Virginia, no later than 5pm EDT on August 8, 214. Vendors may arrange for hand-delivery, deliver their responses electronically, or use mail or delivery services, provided that the submission is received by the deadline regardless of mailing date. Proposal files submitted via attachment should not exceed 1MB. Type of Contract It is the IACP s intent to avail itself of the most favorable terms and conditions it can negotiate. It is the IACP s intent to award a contract based on proposed time and cost estimates that stipulate that the vendor assumes responsibility for the completeness and performance of its work product. This Request for Proposal, any written materials altering the Request for Proposal, the vendor s initial response and all addenda to that response may be incorporated as part of the contract. 8 As recipients of federal funds, the IACP must meet certain requirements outlined by the U.S. Department of Justice, Office of Community Oriented Policing Services. We are also responsible of assuring that any subcontractors also comply with all of the applicable Federal regulations. Prospective vendors should be willing to enter into contract with the IACP that certifies compliance with the applicable requirements. Reservation of Rights This Request for Proposal does not commit the IACP to award a contract or pay for any cost incurred in the preparation and submission of a proposal. The IACP reserves the right to waive or modify any particular requirement(s) in this RFP, with or without notice and with or without cause, to accept any proposals, and to reject any and all proposals and to call for new proposals.
