5 What is Military Connected? NC HB 1060 defines military-connected as: Parent, step-parent, sibling, or any other person (guardian, aunt, uncle, etc.) who resides in the same household as the student Serving in the active or reserve components of the Army, Navy, Air Force, Marine Corps, Coast Guard or National Guard 5

6 Basis of Military Student Identifier NC LAW House Bill 1060 AN ACT TO REQUIRE THE STATE BOARD OF EDUCATION TO IDENTIFY MILITARY-CONNECTED STUDENTS USING THE UNIFORM EDUCATION REPORTING SYSTEM, AS RECOMMENDED BY THE JOINT LEGISLATIVE EDUCATION OVERSIGHT COMMITTEE. annually identify enrolled military-connected students the principal shall develop a means for serving the unique needs of students identified as military-connected Information is not public record and is not used for growth/performance 6

7 Basis of Military Student Identifier Implementation [ ] - PowerSchool Release in Fall 2014 which includes User-Interface for Military Connected [ ] - Optional Collection of Military Connected Data by LEAs in PowerSchool [ ] - Mandatory Collection of Military Connected Data by LEAs in PowerSchool Students [ ] - Mandatory Collection by Jan 31, 2017, and thereafter in January Note: Rule clarification - due date will be January 31 of each school year. 7

8 ESSA Military Student Identifier Requirement Federal Legislation: "Every Student Succeeds Act" (ESSA) NCDPI DEVELOPS AN ESSA STATE PLAN Reauthorization of the Elementary and Secondary Education Act (ESEA), previously known as No Child Left Behind (NCLB, 2001). Implementation of federal military child identifier. Will show how military students as a group perform in comparison to others, similar to other identifiers for gender and ethnic groups. 8

10 Collect the Data Annual collection - Jan. 31 each year Military data carries over from year to year Schools must review and update current students Military data at the start of each school year Update new student enrollment s Military data throughout the year Ensures correct reporting on the NC School Report Card and all other ESSA reporting of Military student data Enrollment form (DPI sample letter) Modify sample for your district Add form to enrollment packet IMPORTANT If a student has an existing military connection in PowerSchool but does not return a new Military collection form for the new school year, the school should make an effort to verify that the student still has the Military connection. If nothing returns supporting the previous year s Military connection, remove the student s Military connection in PowerSchool. 10

12 Identifying Connection in PowerSchool Quick Reference Document: Connection/status includes: Active Duty National Guard Reserve Retired Disabled Veteran Federal Civil Service Employee Veteran Foreign Military Active Reserve/Guard Deceased Deceased Killed In Action North Carolina is home to the 3rd largest military population in the US, including more than 59,000 school age children of active duty military, Guard and Reserve. 12

Non Military Missing Military Military Connected If the Military link is not displayed at all, the Military screen may need to be added to the security group of those responsible for entering the Military Connected information. Navigation: Start Page > System > Security: Security > Function: Groups 13

Security Group access Military Connected QRD: http://www.nc-sis.org/documents/school_info/ps_qrd_securitygroups.

From the Security Groups screen, select the Group you are editing or create a new group.

Modify the appropriate fields based on the type of access desired for this group. a. Group Name is free form if creating new.

From the Security Groups screen, select the Group you are editing or create a new group. Need to Export or Print Reports? Choose View & Modify 2. Modify the appropriate fields based on the type of access desired for this group. a. Group Name is free form if creating new. b. Access Level can be No Access, View Only, View & Modify. c. Accessible Student Screens check the screen for Military Connected. d. Update other fields based on specific functional needs of this group. e. Click Submit 14

Click the Search Icon 16

17 Mass Set Military Connected to No Navigation: Start Page-School level > Search Field: S_NC_MILITARY.CONNECTED_MILITARY= (blank) 1. Search for students that are MISSING Military Connected Identification > Search Field: S_NC_MILITARY.CONNECTED_MILITARY= (blank) ie: finds students that are not set to Yes or No 2. Once you have your current student selection for those missing identification, choose the function Set Military Connected to No 17

18 Mass Set Military Connected to No 3. The Set Military Connected to No screen opens 4. Click the Yes button 5. The Loading button will run 6. When completed the Military Connected reports page will appear (see slides for Reports) 7. Next: Update Individual Records to Yes as needed 18

Click Military in the Information section of the menu on the left side of the screen 2. Check Yes or No for the question Is student military connected? 3. If No, click Submit. If Yes, continue with additional questions. 19

22 Reports Navigation: Start Page (School level or LEA Level) > System Reports > NCDPI Reports Several reports are available to locate students Military associations and those who are missing Military information. All reports are exportable 22

23 Military Report Use the filters in the Search area to view data in various ways. To edit an existing record displaying on the report, click the Edit link to the left of the record. 23
