13 Green Bay MPO Prospectus The Green Bay MPO was designated in January of 1974, and the Brown County Planning Commission (BCPC) Board of Directors has served as the MPO s Policy Board since the beginning. The MPO Policy Board s membership has remained largely the same since the MPO was first designated, but the weight of this membership has changed over time. A significant modification to the Policy Board s composition occurred in the summer of 2014 when a representative of Green Bay Metro and a representative of the Wisconsin Department of Transportation (WisDOT) were added as voting members. These representatives were added to satisfy the Policy Board membership requirements associated with the Green Bay Urbanized Area being designated a Transportation Management Area (TMA) following the 2010 US Census. The Policy Board s voting is weighted by member entity. For example, the City of Green Bay is the largest municipality represented on the Policy Board, and it has seven of the Policy Board s 28 votes. The Brown County Board of Supervisors has three of the Policy Board s 28 votes, and these supervisors represent the City of Green Bay, City of De Pere, and the rural portion of Brown County. The moderately-sized communities such as the City of De Pere, the villages in the urbanized area, and the Town of Ledgeview each have one of the Policy Board s 28 votes. Green Bay Metro and WisDOT each have one vote, and the county s rural villages and unincorporated towns share the remaining Policy Board votes. The MPO Policy Board is currently advised by a Technical Advisory Committee (TAC) for all major transportation plans and studies, and each member of the TAC has one vote. The Policy Board is also advised by the Brown County Transportation Coordinating Committee (TCC) when it selects projects for funding through the urbanized area s Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program. Each TCC member has one vote, and an MPO staff person serves as a member of the TCC. Purpose of the MPO Work Program The Green Bay MPO s Transportation Planning Work Program is an annual publication that summarizes the MPO s recent accomplishments, provides examples of significant transportation planning issues that are facing the MPO planning area, describes the work the MPO will do during the year, and identifies how federal, state, and local transportation funding will be spent on MPO tasks. The publication of an MPO work program is required by federal law (23 CFR ), which states that metropolitan transportation planning activities performed with funds provided under title 23 U.S.C. and title 49 U.S.C. Chapter 53 shall be documented in a (transportation) planning work program. Since 2015, the US Department of Transportation has recommended that the Green Bay MPO and other MPOs include work program activities that: Address the transition to performance-based planning and programming. Coordinate planning efforts to ensure a regional approach between the MPOs, state Departments of Transportation, and operators of public transportation. Identify and address access to essential services. Activities that address these three emphasis areas are noted throughout this work program. 13

15 List of MPO Accomplishments: January 1, 2015 September 30, 2015 The following significant activities were completed by staff between January 1 and September 30, 2015: Program Support and Administration (Work Element ) Staff developed the MPO s reports and reimbursement requests to WisDOT for the fourth quarter of 2014 and the first and second quarters of Staff also completed financial expense reports for these periods at the request of the Brown County Finance Department. Staff completed the Draft 2016 Green Bay MPO Transportation Planning Work Program. Staff also sent the document to representatives of WisDOT, FHWA, and FTA for review and comment. Staff participated in three quarterly MPO Directors meetings in Madison. Staff finalized the contract with the venue that will host the 2015 MPO State Conference. Staff participated in teleconferences with representatives of WisDOT s Central Office and FHWA to discuss possible topics for the 2015 MPO State Conference. Staff also met with representatives of the WisDOT Northeast Region Office to discuss the conference agenda and finalize plans for a narrated tour of the I-41 reconstruction project. Staff participated in the Wisconsin Land Information Association s annual conference. Staff participated in a webinar entitled Americans Views of Transportation and Livable Communities. Staff attended an AASHTO bicycle facility standards training session at the WisDOT Southeast Region Office. Staff made updates to the MPO s website and Facebook page. Staff attended the 2015 Port of Green Bay Symposium. Staff attended transportation sessions at the National APA Conference in Seattle. Staff prepared for and participated in the MPO s mid-year and fall reviews with representatives of WisDOT and FHWA. Staff prepared for and participated in nine Green Bay Transit Commission meetings, eight MPO Policy Board meetings, five MPO TAC meetings, 32 MPO staff meetings, and several other administrative meetings. 15

16 Long-Range Transportation Planning (Work Element ) MPO Long-Range Transportation Plan Performance Measures Implementation Staff collected and analyzed data for the MPO s 2015 Transportation System Performance Measures report. Staff completed the bridge condition and pavement condition sections of the 2015 report. Staff also developed the vehicle, pedestrian, and bicyclist crash sections of the report. Staff completed maps for sections of the report. Staff finished the 2015 Transportation System Performance Measures Report and presented the report to the BCPC Transportation Subcommittee (MPO TAC) and BCPC Board of Directors (MPO Policy Board). Completion of the 2045 MPO Long-Range Transportation Plan Staff developed the plan s draft future transportation system assessment of needs section and revised other draft sections of the plan. Staff also developed maps for many of the plan s draft sections. Staff developed a high-density land use development scenario to estimate the possible long-term traffic impacts of this type of development pattern using WisDOT s Northeast Wisconsin Regional Travel Demand Model. This scenario was developed as a comparison to the land use patterns that are currently recommended in the comprehensive plans of the Metropolitan Planning Area communities. Staff prepared materials and PowerPoint presentations for meetings. Staff held an environmental consultation meeting with environmental resource agencies. Staff conducted a meeting of the MPO s LRTP Technical Advisory Committee and presented two draft chapters. Staff prepared maps for the completed draft chapters. Staff developed an Environmental Justice (EJ) analysis with maps. Staff finalized the draft document, prepared and distributed numerous public participation materials, conducted a public open house meeting and public hearing, created a PowerPoint overview of the draft plan and presented it to two advisory committees and the BCPC Board of Directors, and developed an adoption request staff report to the BCPC Board. 16

17 Maintenance of the Northeast Wisconsin Regional Travel Demand Model Staff worked with a representative of WisDOT s Traffic Forecasting Unit to review and improve the trip production and attraction elements of more than 100 Traffic Analysis Zones (TAZs) in WisDOT s Northeast Wisconsin Regional Travel Demand Model. This task was completed at the request of WisDOT s Traffic Forecasting Unit. Staff discussed traffic forecasts for STH 29 and the nearby street system with WisDOT Traffic Forecasting Unit staff. The forecasts were prepared after MPO and WisDOT staff refined approximately 50 TAZs in the STH 29 impact area. Congestion Management Process (CMP) Implementation Staff finished collecting AM peak, PM peak, and midday driving time data for the CMP street and highway system. Staff finalized the street and highway study segments in the MPO s GIS mapping system. Staff calculated Delay per Vehicle per Mile and Total Delay per Mile for the CMP street and highway system during the AM peak, PM peak, and midday periods. Staff developed a GIS database for the bicycle parking information that is being collected for the CMP. Staff also uploaded the bicycle parking dataset to ArcGIS Online and created a new web map application to collect and document bicycle parking locations and associated data. Staff collected information from communities and school districts in the Green Bay MPA regarding bicycle parking at parks, schools, municipal buildings, and other public facilities. Staff field-checked the bicycle parking information that was received from communities and school districts. Staff also took pictures of the bicycle parking accommodations and developed profiles of the parking accommodations for the ArcGIS Online database. Staff began to collect information about bicycle parking at businesses in the Green Bay Metropolitan Planning Area (MPA). Staff updated the MPO s traffic signal and roundabout location databases. Environmental Impact Statement (EIS) for Transportation Improvements in the Southern Portion of the Green Bay Metropolitan Area (Non-MPO Activity) Staff prepared for and participated in meetings with the Brown County Executive, Brown County Planning Director, other Brown County staff, and representatives of the City of De Pere and WisDOT to discuss how to proceed with the Southern Bridge Environmental Impact Statement (EIS) and I-41 Interstate Access Justification Report (IAJR). 17

18 Staff developed a briefing paper for and a history summary of the Southern Bridge project at the request of the Brown County Executive. Staff developed cost range estimates for the remaining Southern Bridge project alternatives and sent the estimates to WisDOT and the Brown County Public Works Department for review and comment. Staff reviewed updated WisDOT traffic forecasts for the Southern Bridge project s IAJR and forwarded the updated forecasts to the consulting firm that is developing the IAJR s traffic analysis (SRF). Staff participated in EIS Lead Agencies meetings with representatives of WisDOT and Brown County. Staff also discussed the status of the IAJR traffic analysis peer review with representatives of WisDOT, SRF, and the consulting firm that is conducting the peer review (Strand). Staff provided information about the Southern Bridge project to the Green Bay Area Chamber of Commerce in response to a request from a Chamber representative. Short-Range Transportation Planning (Work Element ) Annual Review of the Green Bay Metro Fixed Route System Staff completed data collection for and wrote the 2015 Green Bay Metro Annual Route Review and Analysis Report. Staff also presented the report to the Green Bay Transit Commission. Green Bay Metro East Side Route Study Staff met with Green Bay Metro staff to discuss a timeline for the study. Staff collected data and created maps that show the economic and demographic characteristics of the Metro service area. The maps were used to identify potential transit hub locations on Green Bay s east side as well as areas where route modifications might be beneficial. Staff created a bus passenger survey to collect trip information and identify desired destinations that Metro does not currently serve. Staff also coordinated the printing and collection of the surveys and began the process of tabulating the survey responses. Staff developed maps that show desired destinations, existing trip patterns, proposed route modifications, and a recommended east side hub location. Staff developed a proposed bus route schedule and a financial impact analysis for the study. Staff completed the Draft East Side Route Study and distributed it to Green Bay Metro administrative staff for review and comment. 18

19 Staff met with Green Bay Metro administrative staff to discuss the Draft Green Bay Metro East Side Route Study. Staff also made slight revisions to the draft document at the request of Metro staff. Staff presented the final East Side Route Study to the Green Bay Transit Commission and answered questions from the commissioners. Section 5310 Enhanced Mobility of Seniors and Persons with Disabilities Program Staff finalized the project agreement template for the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program that is administered by the MPO. Staff also developed a project agreement between N.E.W. Curative Rehabilitation and Green Bay Metro for the purchase of two vehicles through the Section 5310 Program. Staff participated in two teleconferences with representatives of WisDOT and the state s other large MPOs (Milwaukee, Madison, and the Fox Cities) to discuss the project application process for the CY 2016 Section 5310 Program. Staff updated the mailing list of potential applicants for Section 5310 Program funds. Staff also updated the MPO s Section 5310 Program website, distributed application information to potential Section 5310 Program applicants, and answered questions from potential applicants. Staff developed a PowerPoint summary of the CY 2016 Section 5310 Program to present to the BCPC Board of Directors. Staff also presented the summary to the BCPC Board and answered questions from the members. Staff participated in a conference call/webinar regarding the BlackCat system that will now be used to administer the Section 5310 Program throughout the state. Staff reviewed and scored two applications for funds through the CY 2016 Section 5310 Program. Staff also organized a meeting of the Brown County Transportation Coordinating Committee (TCC) Section 5310 Program Review Subcommittee to discuss and score two applications for the Section 5310 funds, facilitated the subcommittee meeting, tabulated the subcommittee members scores, prepared and presented a staff report to the Brown County TCC regarding the subcommittee s funding recommendation, and prepared a staff report to the BCPC Board of Directors regarding the TCC s funding recommendation. Public Participation Process Staff made updates to the MPO s list of interested parties. Staff began its annual review of the MPO s Public Participation Plan. The review will be completed in the fourth quarter. 19

20 Transportation Alternatives Program (TAP) Staff compiled information about the Transportation Alternatives Program (TAP) in preparation for the next project application cycle and to answer questions from potential applicants. Staff presented information about the Green Bay Urbanized Area s TAP to representatives of the Green Bay Area School District, City of Green Bay, Live54218, Center for Childhood Safety, and a local consultant. Title VI Planning Staff updated the MPO Title VI and Non-Discrimination Program s board and committee composition tables in response to membership changes. Staff completed the MPO s 2015 Title VI/Non-Discrimination Work Plan Update and Accomplishments Report at the request of WisDOT. Planning Assistance to Requesting Communities and Agencies Staff developed a summary of the proposed state budget s major impacts on bicycle and pedestrian facilities for a meeting with the Brown County Executive. Staff prepared for and participated in three meetings with representatives of the De Pere School District and City of De Pere to discuss methods of improving traffic circulation and pedestrian safety at and near an elementary school in De Pere. Staff also reviewed a pick-up/drop-off area design option for the school at the request of De Pere s Planning and Economic Development Director. Staff then submitted comments about the option to the Planning and Economic Development Director and De Pere School District Superintendent. Staff responded to questions from De Pere staff regarding pedestrian crossing treatments at roundabouts. Staff worked with BCPC staff to prepare for and facilitate a public visioning session for the Town of Lawrence Comprehensive Plan Update. Staff developed the Town of Lawrence Comprehensive Plan Update s Transportation Chapter, presented it to the plan s advisory committee, and made revisions to the chapter based on committee input. Staff began to develop an update to the Brown County Comprehensive Plan s Transportation Chapter. Staff developed a PowerPoint summary of the Green Bay Metropolitan Area Intersection Crash Study and presented it to the BCPC Board of Directors. Staff conducted a field review of the roundabouts at the new STH 29/CTH FF interchange at the request of a former Brown County Board Supervisor. Staff also reported its findings to the former board member. 20

21 Staff prepared for and participated in a meeting of the Advance (Green Bay Area Chamber of Commerce) Municipal Issues Committee. Staff also presented information to committee members and state legislators regarding the impacts of the governor s budget on bicycle and pedestrian facilities in Wisconsin. Staff discussed a possible process for developing a bicycle and pedestrian plan for the Village of Allouez with the village s Planning and Zoning Administrator. The discussion occurred at the request of the Planning and Zoning Administrator. Staff reviewed a proposal for bicycle and pedestrian facilities along Riverside Drive in the Village of Allouez at the request of the Village Administrator. Staff also discussed its findings with the Village Administrator. Staff researched and discussed commercial street corridor sign standards and bicycle facility design standards with the village s Planning and Zoning Administrator. Staff met with the Brown County Planning Director and Brown County Engineering Manager to discuss adding bicycle and pedestrian facilities to a county highway when the road is reconstructed. Following this meeting, staff developed summaries of the bicycle and pedestrian facilities that are recommended for the county highway in adopted plans and sent the summaries to the consultant who is working with the Brown County Public Works Department on the project. Staff continued to work with state, county, and community officials to develop street layout and site development concepts for land at Austin Straubel International Airport. Staff assigned new street addresses for area communities. Staff updated the MPO s online roundabout tour website to include pictures and brief descriptions of area roundabouts that were built in Staff discussed existing trail development and extension plans with a representative of the Town of Ledgeview. Staff also discussed potential methods of connecting trails in the southern portion of the metropolitan area. Staff participated in a meeting with Brown County staff to discuss converting an abandoned rail line to a multiuse trail. Staff prepared for and participated in a meeting with representatives of WisDOT, Green Bay, and Brown County to discuss possible methods of improving safety at the intersection of West Mason Street and Packerland Drive in Green Bay. Staff prepared park and ride lot location information at the request of the Village of Allouez. Staff met with representatives of the Port of Green Bay to discuss potential port expansion opportunities. 21

22 Staff met with representatives of Brown County to discuss the county s proposed highway improvement project list. Staff prepared a summary of Metropolitan Planning Area bicycle facilities for a research project being conducted by a graduate student at the University of New Mexico. Staff participated in three meetings of a local obesity prevention and wellness organization (Live54218) to discuss methods of improving health through physical activity. Staff developed a Brown County crash statistics PowerPoint for a presentation to the De Pere Area Men s Club. Staff also presented the information to the club and answered questions from the members about crashes and other transportation issues. Staff reviewed current bicycle facility design standards and recently-completed regional bicycle and pedestrian plans from other parts of the state and country to identify effective techniques for improving the area s bicycle and pedestrian system. Staff attended a public information meeting regarding the CTH ZZ reconstruction project that was hosted by the Brown County Public Works Department. Staff collected available data and began developing a three-dimensional animated rendering of the CTH ZZ reconstruction project. When the rendering is completed, it will be shown at public meetings to illustrate where the county highway will be realigned, how bicycle and pedestrian facilities will be added, and other aspects of the project. Staff assigned new street addresses at the request of communities. Staff continued to work with state, county, and community officials to develop street layout and site development concepts for land at Austin Straubel International Airport. Planning Assistance to Green Bay Metro Staff made revisions to the Draft Green Bay Metro Comprehensive Bus Stop Study, developed the final document, posted the study on the MPO s website and Facebook page, and presented the study to the Green Bay Transit Commission. Staff developed the May and August editions of the Green Bay Metro Quarterly Route Data and Analysis Report. Staff also presented results to the Green Bay Transit Commission. Staff attended two public information meetings held by Green Bay Metro to discuss upcoming route changes. Staff developed maps that show proposed modifications to fixed bus routes and the paratransit service area boundary. Staff updated the Green Bay Metro Route Guide to reflect recently-approved route modifications. 22

Staff consulted with and provided information to Green Bay Metro staff regarding various service, compliance, and/or other issues. Planning Assistance to WisDOT Staff reviewed information from WisDOT about its Every Day Counts initiative that focuses on establishing transportation system performance measures and targets at the state and MPO levels. Staff also prepared for and participated in the first meeting of the initiative s planning team in Madison. Staff participated in a Wisconsin Bikeways Project focus group session at the request of the consulting firm that is completing the project on behalf of WisDOT and the Wisconsin Bicycle Federation. Transportation Coordination for Seniors and People with Disabilities Staff chaired and staffed three meetings of the Brown County Transportation Coordinating Committee (TCC). Staff reviewed the Non-Emergency Medical Transportation (NEMT) audit report that was published by the Wisconsin Legislative Audit Bureau in May of Staff developed a letter to the Wisconsin Legislative Audit Bureau and the Wisconsin Department of Health Services (DHS) that summarizes the TCC s comments and concerns about the NEMT audit report and DHS s response to the report. The letter was developed at the direction of the TCC. Staff developed and submitted written testimony on behalf of the Brown County TCC for a public hearing that was conducted by the state s Joint Legislative Audit Committee regarding the state s audit of NEMT services. Staff participated in a Request for Proposals (RFP) process in partnership with the Aging and Disability Resource Center of Brown County (ADRC) in an attempt to secure a vendor to provide specialized transportation services in Brown County. Staff reviewed and scored a proposal, developed follow-up questions, met with the potential provider, and made a recommendation to award the service contract. Staff wrote a letter on behalf of the TCC that endorses the ADRC s application for FY 2015 Specialized Transportation (85.21) Program funds. Staff prepared for and participated in a meeting with representatives of Red Cross and N.E.W. Curative Rehabilitation, Inc. to discuss and resolve issues associated with transferring Red Cross specialized transportation service to N.E.W. Curative. Following this meeting, staff prepared for and participated in a meeting with 23

24 representatives of the Brown County Aging and Disability Resource Center, N.E.W. Curative, Red Cross, and WisDOT to discuss fares and other aspects of the transportation service. N.E.W. Curative began providing the service on July 1. Staff prepared a map for N.E.W. Curative that shows the service area for its specialized transportation program. Staff developed and presented a proposal to the ADRC Board to conduct a specialized transportation needs study in Staff also answered questions from ADRC Board members. Staff participated in three meetings of the Northeast Wisconsin Regional Access to Transportation Committee. Transportation Improvement Program (Work Element ) Staff presented Major Amendment #1 to the Transportation Improvement Program (TIP) to the BCPC Board of Directors for final approval. After the amendment was approved, staff prepared the final documents and distributed them to WisDOT, FHWA, and FTA. Staff developed Major Amendment #2 to the Transportation Improvement Program (TIP) for the Green Bay Urbanized Area. Staff then conducted a public review process, held a public hearing, and presented the amendment to the BCPC Board of Directors for final approval. After the amendment was approved, staff prepared the final documents and distributed them to WisDOT, FHWA, and FTA. Staff developed the MPO s first mid-year TIP update. The mid-year update was processed as a major TIP amendment (Major Amendment #3 to the Transportation Improvement Program (TIP) for the Green Bay Urbanized Area). Staff developed a summary of proposed modifications to the TIP project scoring criteria and a potential scoring system for the new criteria. Staff also distributed this information to the BCPC Transportation Subcommittee, presented the information at a subcommittee meeting, and answered questions from subcommittee members. 24

25 Following the subcommittee meeting, staff evaluated ten projects to determine how the proposed scoring system compares to the existing scoring system. Staff developed a report to the BCPC Transportation Subcommittee that summarizes the information that was presented and discussed during the entire STP-U project selection criteria and scoring and revision process. Staff also presented the report at a Transportation Subcommittee meeting and answered questions from the members. Staff developed a report to the BCPC Board of Directors regarding the BCPC Transportation Subcommittee s recommended revisions to the STP-U project evaluation and scoring process. Staff also developed an approval resolution for the revised evaluation and scoring process. The revised project evaluation and scoring process was approved in May of Staff reviewed a WisDOT-generated list of approved projects in the Green Bay Urbanized Area to determine if the project descriptions and funding amounts match those of the projects in the TIP. Examples of Significant Transportation Planning Issues in 2016 MPO Long-Range Transportation Plan Performance Measures Implementation The MPO s 2045 Long-Range Transportation Plan that was adopted by the Brown County Planning Commission Board of Directors (MPO Policy Board) on October 7, 2015, includes a list of transportation system performance measures. These measures address: Transportation Structures and Pavement Condition Transportation Safety Highway and Street Operation, Safety, and Accessibility Bicycle and Pedestrian Facilities Public Transportation Transportation Services for Seniors and People with Disabilities Freight Transportation In 2016, MPO staff will work to achieve the performance measures goals and objectives by implementing the strategies identified in the long-range plan. Staff will also adjust the performance measures as necessary after FHWA publishes the final rules for the measures. In addition, staff will monitor progress toward the achievement of the goals and objectives through the development of an annual transportation system performance measures report. Coordinated Public Transit - Human Services Transportation Plan Update The human services transportation provisions of federal transportation legislation aim to improve transportation services for people with disabilities, older adults, and low-income populations by ensuring that communities coordinate the use of federal transportation funds. This coordination is designed to enhance transportation access, minimize the duplication of services, and provide the most cost-effective transportation possible with the resources that are available. Federal transportation legislation also requires that Coordinated Public Transit Human Services Transportation Plans be developed and updated before counties and other entities can receive money through federal funding sources such as the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program. In 2016, MPO staff will prepare a full update of the county s current Coordinated Public Transit Human Services Transportation Plan in cooperation with many public and private sector transportation providers as well as representatives of the people who rely on specialized transportation services in Brown County. Brown County Bicycle and Pedestrian Plan Update The current Brown County Bicycle and Pedestrian Plan Update was adopted in 2011, and it has been used by state agencies, county departments, and many communities to design facilities and develop plans over the last four years. In 2016, MPO staff will update the plan s goals and objectives, recommendations, and other elements to meet existing design standards and reflect current state, county, and community bicycle and pedestrian priorities. 27

28 Environmental Impact Statement (EIS) for Transportation Improvements in the Southern Portion of the Green Bay Metropolitan Area (Non-MPO Activity) In 2015, MPO staff continued to develop an EIS to identify a preferred method of handling projected transportation demand in the southern portion of the Green Bay Metropolitan Area. Some of the work completed in 2015 included working with a consultant on a traffic analysis to determine if a new interchange can be added to I-41 south of Scheuring Road, facilitating lead agencies meetings with representatives of WisDOT and FHWA, and providing project status reports to the BCPC Board of Directors, participating communities, and other organizations. In 2016, staff will continue to work with WisDOT, FHWA, Brown County s Public Works Department, communities, and the public to develop the EIS and Interstate Access Justification Report (IAJR). 28

Summary of 2016 Transportation Work Activities Work Element : Program Support and Administration Program Support and Administration The MPO s 2016 program support and administration activities include the financial and personnel management of the transportation planning program, public information and assistance, the development of the 2017 Transportation Planning Work Program, the completion of quarterly reports to WisDOT, and transportation planning staff education. Time spent in training sessions, workshops, and meetings is also included under this work element. In addition, staff will continue to participate in quarterly FHWA/MPO/WisDOT meetings to discuss transportation planning, policy, financial, and technical issues and questions. Direct and Indirect Expenses Direct expenses include printing and postage, supplies and equipment, travel and training, telephone, and computer hardware and software. Indirect expenses include office rent, personnel services provided by the Brown County Human Resources Department, and accounting services provided by the Brown County Department of Administration. These expenses are summarized in Table C: 2016 Cost Allocation Plan for the Green Bay MPO. 30 Congestion Management Process (CMP) Implementation* Because the Green Bay Urbanized Area s population exceeded 200,000 following the release of the 2010 US Census data, a CMP was developed and approved in December of 2013 that addresses congestion on the major transportation facilities within the MPO s Metropolitan Planning Area. In 2015, MPO staff completed the data collection process necessary to identify peak and off-peak travel delays on the CMP s street and highway system. Staff also mapped and analyzed the data to identify where these delays exist, the likely causes of these delays, and possible methods of reducing the delays. In 2016, staff will continue to collect and analyze data to assess progress toward meeting the transportation system performance targets that are identified in the CMP. Environmental Impact Statement (EIS) for Transportation Improvements in the Southern Portion of the Green Bay Metropolitan Area**** MPO staff will continue to work with WisDOT, FHWA, Brown County s Public Works Department, communities, and the public to complete the EIS and Interstate Access Justification Report (IAJR). Annual Review of the Green Bay Metro Fixed Route System*** The annual review of Green Bay Metro s routes will be conducted at the beginning of 2016 and presented to the Green Bay Transit Commission in the spring of In addition to the full route review, staff intends to continue preparing smaller quarterly review summaries to measure the number of people who ride each fixed route at different times of the year. 32 Planning Assistance to WisDOT** Staff will continue to offer planning assistance on state transportation matters such as local roads and land uses near state projects as requested by WisDOT staff. Specifically, staff will work with WisDOT to implement the state s long-range multimodal transportation plan (Connections 2030) and rail plan (Wisconsin Rail Plan 2030). Staff will also work with WisDOT to implement the statewide bicycle and pedestrian plans, help to coordinate the I- 41 Majors and Interstate Conversion Projects, study the preservation of the STH 172 corridor and the possible extension of high-speed rail service to northeast Wisconsin, analyze the vehicular impacts of major developments on metropolitan area interchanges, and coordinate the urbanized area s Transportation Alternatives Program (TAP) application process. In addition, staff will help WisDOT develop a statewide freight plan, an update to the statewide highway plan, and performance measures and targets as required by MAP- 21. Transportation Coordination for Seniors and People with Disabilities*** MPO staff and Brown County s Transportation Coordinating Committee will continue to meet each quarter to review and coordinate transportation services for seniors and people with disabilities. MPO staff will also continue to administer the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program for the Green Bay Urbanized Area. Work Element : Transportation Improvement Program (TIP)** Work on the TIP will be completed in the fall of 2016 with the publication and distribution of the Transportation Improvement Program for the Green Bay Urbanized Area. The programmed highway and transit projects will be reviewed and ranked to determine the distribution of the urbanized area s STP funds. The TIP will summarize all short- and long-range highway/transit planning study improvement recommendations, examine the availability of federal highway and transit funding, review the implementation progress of previously programmed projects, and address the urban area s compliance with FTA private sector participation regulations and the Section 504/ADA local effort. The TIP will also include a financial capacity report (as outlined in FTA Circular ), a summary of how the program of projects complies with the federal Environmental Justice and Title VI regulations, and other items required by federal transportation legislation. 45 Appendix 1: Title VI Accomplishments between January 1, 2015, and September 30, 2015 Staff developed an Environmental Justice (EJ) analysis with maps for the MPO s 2045 Long- Range Transportation Plan. Staff created maps that show economic and demographic information for the Metro service area for the Green Bay Metro East Side Route Study. The maps were used to identify potential transit hub locations on Green Bay s east side as well as areas where route modifications might be beneficial. Staff participated in three meetings of the Northeast Wisconsin Regional Access to Transportation Committee. Staff completed the MPO s 2015 Title VI/Non-Discrimination Work Plan Update and Accomplishments Report at the request of WisDOT. 45

49 Appendix 3: Metropolitan Planning Factors Federal transportation legislation identifies eight planning factors that must be considered by MPOs when developing transportation plans and programs. These factors are: 1. Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency. 2. Increase the security of the transportation system for motorized and non-motorized users. 3. Increase the safety aspects of the transportation system for its users. 4. Increase the accessibility and mobility options available to people and for freight. 5. Protect and enhance the environment, promote energy conservation, and improve quality of life. 6. Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight. 7. Promote efficient system management and operations. 8. 53 Appendix 5: MPO Self-Certification Summary The BCPC Board of Directors (as the MPO s policy board) is charged with implementing the metropolitan planning process in accordance with applicable requirements of federal transportation legislation, the Clean Air Act, the Civil Rights Act, and the Americans with Disabilities Act. All agencies involved in the transportation planning process must also be held accountable to these federal requirements. By federal law, agencies providing transportation services and/or receiving federal money must categorically adhere to the requirements as listed in the MPO s adoption/self-certification resolution. With the approval of the Self-Certification, the policy board is certifying that regulations and policies of the MPO as a sub-recipient of federal aid are in compliance with applicable federal and state employment opportunity laws and guidelines, affirmative action goals, equal employment opportunity requirements, employment practices, procurement activities, and transportation services. The Transportation Planning Work Program includes documentation that as an agency and in partnership with its members, the MPO policy board adheres to the applicable requirements of federal transportation legislation and the Clean Air Act. The 10 requirements for self-certification are summarized below. (1) 23 U.S.C. 134, 49 U.S.C. 5303, and this subpart. These citations summarize the metropolitan planning requirements. This MPO is currently certified and has an approved Transportation Improvement Program, Long-Range Transportation Plan, Transportation Planning Work Program, and Public Participation Plan. This MPO also has the required interagency agreements, approved metropolitan area boundaries, and annual listings of obligated projects. Green Bay MPO Compliance: The MPO complies with this requirement because it currently has an approved TIP, Long-Range Transportation Plan, Transportation Planning Work Program, and Public Participation Plan. The MPO also has all of its required agreements, approved boundaries, and listings of obligated projects. (2) In non-attainment and maintenance areas, sections 174 and 176 (c) and (d) of the Clean Air Act, as amended (42 U.S.C. 7504, 7506 (c) and (d)) and 40 CFR Part 93. State and local transportation officials take part in the 3C planning process to determine which planning elements will be implemented to improve air quality. Green Bay MPO Compliance: This requirement does not currently apply to the Green Bay MPO because it is not within a non-attainment or maintenance area. (3) Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000d 1) and 49 CFR Part 21. Title VI prohibits exclusion from participation in, denial of benefits of, and discrimination under federally-assisted programs on the grounds of race, color, or national origin. Green Bay MPO Compliance: The MPO complies with this requirement through the policies identified in the Green Bay Metropolitan Planning Organization (MPO) Title VI and Non-Discrimination Program/Limited English Proficiency Plan that was approved by the Brown County Planning Commission Board of Directors (MPO Policy Board) on June 4,

54 (4) 49 U.S.C. 5332, prohibiting discrimination on the basis of race, color, creed, national origin, sex, or age in employment or business opportunity. (5) Section 1101(b) of the MAP-21 (Pub. L ) and 49 CFR Part 26 regarding the involvement of disadvantaged business enterprises (DBEs) in USDOT-funded projects. The DBE program ensures equal opportunity in transportation contracting markets, and in the statute Congress established a national goal that 10% of federal funds go to certified DBE firms. Green Bay MPO Compliance: The MPO will follow Brown County s DBE policy if outside contractors are hired to complete MPO projects using federal MPO planning funds. (6) 23 CFR Part 230, regarding the implementation of an equal employment opportunity program on federal and federal-aid highway construction contracts. Green Bay MPO Compliance: This requirement does not directly apply to the Green Bay MPO because it is not involved in federal or federal-aid highway construction contracts. However, the MPO follows Brown County s equal employment opportunity policy because the MPO is housed within the Brown County Planning Commission. (7) The provisions of the Americans with Disabilities Act of 1990 (42 U.S.C et seq.) and 49 CFR parts 27, 37, and 38. Programs and activities funded with federal dollars are prohibited from discrimination based on disability.
