Napoleon the Wayne County Sheriff s office is the fourth largest law enforcement agency in Michigan, with more than 940 officers and civilian employees. its mission is to protect and serve the citizens of Wayne County as a regional law enforcement resource to the county s 43 local police departments and other law enforcement partners. in addition to providing safe and secure incarceration for an average daily population of 2,000 inmates, the Sheriff s office also provides critical services to each of the county s communities, including fugitive apprehension, internet investigations, border enforcement, child rescue, drug and prostitution enforcement and many others. My ultimate goal is to make Wayne County and all of its communities safer by establishing innovative partnerships with other law enforcement agencies and concerned citizens to address public safety issues that affect us all. 4 Internet Crimes Unit (ICU) tracking down web predators and internet scammers is challenging for the members of the icu, but it is a mission the officers willingly accept on behalf of the children and citizens of Wayne County. this highly trained team possesses nearly 40 combined years of experience in law enforcement and forensic computer analysis. in addition to arresting offenders, the team also conducts training programs for our children and adults on how not to become victims of internet predators and cyber bullies. these popular programs are presented based on demand and the schedules of the team officers. To report suspected internet criminal activity or to schedule an internet safety presentation call (313) Narcotics Enforcement officers working Narcotics enforcement spend countless hours disrupting narcotics trafficking organizations and also addressing neighborhood level drug trade complaints. typically, the officers conduct preliminary investigations, purchase illegal drugs, obtain court-approved search warrants, then present their investigation to the Wayne County Prosecutor s office for arrest warrants. Because the drug trade is a supply and demand issue, the officers will at times attack the problem of individuals (buyers) purchasing drugs in residential neighborhoods. When a buyer or seller of illegal drugs is investigated, the officers frequently seize and impound the offender s vehicle under the county nuisance ordinance. 5 Morality [Prostitution] Enforcement Another major community concern is prostitution and vice-related criminality which can erode a community s quality of life. As with narcotics, officers go after both the supply and demand side of the sex trade. in most cases, officers conduct surveillance on known prostitutes as they solicit customers. on occasion, decoy officers will pose as prostitutes. After an agreement of sex for money is reached, officers move in to make the arrest. each year, sheriff s deputies issue citations to more than 1,000 customers in the city of detroit. The fees and fines collected from the offenders help to pay for the operation of this unit. To report prostitution activity call (313) All information is confidential. Special Response Team the mission of the Special response team (Srt) is to support the WCSo and other law enforcement agencies in Wayne County with a tactical response to critical incidents and high-risk operations in a manner that reduces the chance of violence, injury or death. The Srt is made up of officers selected from within the agency and tactical emergency Medical Support (tems) personnel who are responsible for responding to incidents that go beyond the capabilities of traditional law enforcement, using specialized equipment, weapons and tactics. 6 Secondary Roads The Secondary road Patrol s primary purpose is to patrol the County s Secondary roads and perform activities which help reduce the threat of injury caused by traffic crashes. other duties include: investigating and reporting traffic crashes, taking appropriate action against violators of criminal laws, issuing verbal warnings and written citations for violations, providing emergency assistance, taking complaints and providing traffic safety information and educational programs. For more information call (734) Mounted/Park Patrol Unit the Wayne County Sheriff s Mounted unit, established in 1978, patrols edward Hines Parkway, one of the largest urban parks in the country. it stretches more than 23 miles through five different communities. Park rules and regulations are enforced by deputies on horseback and in patrol cars. they also patrol other Wayne County Parks most commonly known as Center Parks, which include: Bell Creek and Lola valley in redford township, Koppernick Park in Canton, venoy dorsey Park in the City of Wayne and inkster and Colonel Parks in the City of inkster. in addition to patrolling the Center Parks, the Mounted unit and deputies patrol elizabeth Park located in the City of trenton. 7 Marine Unit The Wayne County Marine unit patrols 38 land miles of our international border which is the equivalent of 140 square miles of water. The Marine unit has boats stationed downriver at elizabeth Park, in the Grosse Pointes area, and in van Buren township. These vessels are stationed to strategically respond to emergencies on the detroit river waterfront in partnership with the detroit Police department, the u.s. Coast Guard, and the Windsor Police. The Marine unit is staffed by deputies expertly trained in marine law enforcement, search and rescue, and underwater recovery operations. in rescue and recovery operations, divers frequently perform underwater with limited or no visibility. The officers also train for cold water operations such as ice diving, river diving and many other areas of specialized police diving and rescue operations. For more information call the Marine Unit at (734) Boater and Off Road Vehicle (ORV) Safety Classes the Wayne County Sheriff s office Marine unit conducts Boating Safety and orv Safety courses for the public throughout the year. The courses are held at the trenton Activity Center 2700 Westfield road, trenton, Mi Students must pre-register for this course by calling the Marine Unit at (734) Concealed Pistol License (CPL) Permits the Sheriff and the Wayne County Clerk teamed up to make the Concealed Pistol License (CPL) permit process as convenient and expedient as possible by establishing a CPL one-stop-shop at the Sheriff s road Patrol office, located at 3100 Henry ruff in Westland. Applicants pay their fee, get fingerprinted and submit their paperwork all at this location. 8 Sheriff s Training Center the training unit is primarily responsible for providing state required training that academy recruits receive to become certified police officers, as well as in-service training for current officers. in addition, the Sheriff s training Center also offers several classes that are available to the public, such as reserve officer training, First Aid/CPr, CPL gun safety training and more. For more information call (734) Jail Divisions Wayne County operates the largest jail system in the State of Michigan, which includes three major facilities with an average daily population of about 2,000 people. the facilities house pre-trial felons, as well as sentenced felons and misdemeanants. Division I Andrew C. Baird Detention Facility 570 Clinton Street detroit, Mi (313) Division II Old Wayne County Jail 525 Clinton Street detroit, Mi (313) Division III William Dickerson Detention Facility 3501 Hamtramck drive Hamtramck, Mi (313) New Consolidated Wayne County Detention Center Construction of a new detention facility is currently underway just east of the intersection of Gratiot Avenue and St. Antoine in detroit (across from Frank Murphy Hall of Justice). The new center will consolidate the current three buildings, maximize efficient processing of incarcerated individuals and increase safety to personnel and the public. The elimination of redundant operations and implementation of state of the art technology will ultimately cut costs. 8 CitizeN S Guide to ServiCeS
9 Tether The WCSo operates a tether Program that averages 500 enrolled participants per day and over 3,000 participants annually in each of the last two years. Sheriff s deputies use GPS technology to track and monitor the participants 24 hours a day. The tether Program also utilizes alcohol monitoring equipment that requires participants with alcohol-related offenses to submit to breath tests that analyze the blood alcohol levels right from the homes of the participants. the tether unit uses round-theclock notification procedures from the Monitoring Centers in order to provide a quick response to violations of the program rules. The program receives participant referrals from all of the Wayne County district Courts and Wayne County Third Circuit Court. Felony Friend of the Court Unit in the state of Michigan, over $9 billion is due in child support arrearages. in Wayne County, there are over 30,000 child support civil bench warrants. Bench warrants are issued when a payer fails to pay support timely and fails to appear at a Show Cause Hearing. The Friend of the Court Civil Bench Warrant division actively pursues these payers. They encourage voluntary surrender but will arrest those who fail to appear and resolve outstanding bench warrants. Payers with bench warrants risk commitment up to 45 days in the Wayne County Jail for the first finding of contempt and up to 90 days for subsequent contempt findings. The Court may impose costs and fines as well. 10 Reservists The Wayne County Sheriff reserves are comprised of a diverse group of men and women from all over Wayne County who volunteer at least eight hours per month to assist the Sheriff s office in useful ways. Based on an officer s interest and qualifications, he or she may be assigned to work at any one of the special events in which the department participates. if you are interested in becoming a Wayne County Sheriff s reserve deputy, visit Community Outreach School Safety Presentations The Wayne County Sheriff s office provides a range of important crime prevention services to Wayne County children. Community relations officers provide education programs such as don t go with strangers, say no to drugs, whistle for safety, and handgun safety programs. For more information call (313) Senior Safety Program the Senior Safety Program is an informative crime prevention presentation addressing identity theft, sweepstakes and telephone scams, household and community safety tips. the WCSo also collects donated used cell phones, has them refurbished and gives the phones and chargers to seniors so they can call in an emergency. WCSo representatives also collaborate with organizations to educate citizens on safety in the community and at home. 11 Wayne County Sheriff Youth & Senior Education Fund (WCSYSEF) the Wayne County Sheriff Youth and Senior education Fund (WCSYSEF) was established in 1990 as a 501 (c)(3) organization to benefit the community efforts of the WCSo. The Fund s mission is to assist area youth and seniors by providing them with a range of educational and safety tools to enhance their quality of life. each year, the WCSYSeF holds a golf outing which is the o r g a n i z a t i o n s only fundraiser. the event has grown in size and popularity under Sheriff Napoleon. to date, the Fund has distributed over a half million dollars to charitable organizations that assist youth and seniors in our community.
