5 INTEGRATION CJIS POLICY COUNCIL S S VISION Enhance the safety of Michigan s s citizens by providing the ability to access and share complete, accurate, and timely information for public safety purposes. (approved by the CJIS Policy Council October 19, 2000)
6 INTEGRATION CJIS POLICY COUNCIL S S GOALS Define what an integrated system is. Define criminal justice information stakeholders. Define operational requirements. Develop a strategic plan for implementation of a system meeting the needs of all the stakeholders. (approved by the CJIS Policy Council October 19, 2000) Secure sufficient funding to support implementation.
7 What was LEIN? In 1967, LEIN went live with only stolen vehicles and a list of drivers who were revoked, suspended or denied. Agencies began adding outstanding arrest warrants soon after.

21 Sample Local CJIS * Annual Operating Cost CLEMIS (Greater Wayne, Oakland, Macomb and Livingston counties) (CLEMIS serves over 100 police agencies including the Michigan State Police, over 50 fire agencies, prosecutors, courts, FBI and FIA.) 5,000 licensed units access LEIN/CJIS $9 million annual operating budget Kent County Sheriff s s Office 350 licensed units access LEIN/CJIS $1.5 million annual operating budget Allegan County (Includes 7 local police agencies and 19 M.S.P. units) u 199 licensed units access LEIN/CJIS $450,000 annual operating budget * Annual Operating Cost: includes equipment amortization, software licensing and personnel cost to operate and maintain local Criminal Justice Information Systems.
22 NOTE: A number of local dispatch authorities supply and support remote access (MCT & Talon products) to State of Michigan mobile units. The identified Central Dispatch Authorities that support State of Michigan mobile units AT NO COST to the State include MECEOLA (Mecosta and Osceola counties Consolidated Central Dispatch Authority), Saginaw, Van Buren and Allegan counties, for a total of 96 mobile State of Michigan units.
23 FACTS: Even with the increase in the local match, CJIS has lost. 4 CJIS Auditors and 2 CJIS Trainers have been lost. MICJIS has failed its last two FBI NCIC/National CJIS audits and is expected to fail the next audit. Fewer agencies are paying their annual LEIN fees. This requires those agencies that are still paying fees to make up the shortfall.
