19 IACP Recommendations The International Association of Chiefs of Police recommends a minimum of 2 law enforcement officers per 1000 population for those jurisdictions with more than 10,000 population and less than 25,000 population.

29 Benchmark Comparison Conclusion The neighboring benchmark agency with the next lowest officer to population ratio is the Tooele County Sheriff s Office with a 1.81 deputy to population ratio. In order to be equitable with the Tooele County Sheriff s Office we would need to supplement the Operations Division with 7 additional deputies. The Twin Falls County Sheriff s Office has a deputy to population ratio of In order to be equitable with Twin Falls County, the Operations division would need to have 8 additional deputies. The Humboldt County Sheriff s Office has a deputy to population ratio of In order to be equitable with Humboldt County, the Operations division would need to have 12 additional deputies.
30 MINIMUM STAFFING LEVELS ANALYSIS
31 Minimum Staffing Levels Assessment 12 hour shifts 6 Deputies per shift 2 shifts per day 365 days per year 12 x 365=4380 total shifts per year 1 Deputy is scheduled to work 182 shifts per year A deputy averages 20 days of leave each year A deputy averages 7 days of training each year A deputy actually works 155 shifts per year 24 x 155= /155=28.25 The existing staff cannot cover 660 of the required shifts each year. The Patrol Teams within the Operations Division are four deputies short of working all of the necessary shifts.
32 Minimum Staffing of 8 hour shift schedule On an 8 hour shift schedule, there are a total of 6570 shifts that need to be filled. A deputy is scheduled to work 260 shifts annually. With leave and training, a deputy actually works 220 shifts a year. 24 deputies can only work 5280 shifts annually, leaving 1290 shifts unfilled. 6 additional deputies are needed on patrol to fill 8 hour shift schedule.
33 Minimum Staffing on a 10 hour shift schedule On a 10 hour shift schedule, 5840 shifts need to be filled. A deputy is scheduled to work 208 shifts annually. With leave and training, a deputy actually works 174 shifts annually. 24 deputies work 4176 shifts annually, leaving 1664 shifts unfilled. 9 additional deputies would be necessary on patrol to fill a 10 hour shift schedule.
34 Minimum Staffing Issues Due to the necessity of filling the outlying area patrol spots 24 hours a day, seven days a week, when a deputy is absent from Wells or Jackpot, the position is filled by an on-duty Elko/Spring Creek area deputy, leaving an already shorthanded patrol area, even more shorthanded. Currently, due to having open positions in the operations division, teams are staffed with only 5 deputies. With 3 deputies regularly assigned to Elko/Spring Creek, there are often only 2 patrol deputies working in Elko/Spring Creek, covering a population base that exceeds 13,564 persons on any given shift.

45 Patrol Area Assessment The deputies assigned to patrol the Elko/Spring Creek area are doing a disproportionate amount of work when compared to the Wells, Jackpot and Rural patrol deputies. Those deputies assigned to the Elko/Spring Creek patrol area are the most short-staffed and have the heaviest workload. We cannot move deputies from the Wells, Jackpot or Rural areas to work in the Elko/Spring Creek area as the Wells and Jackpot area require 24 hour, seven day a week coverage and those deputies assigned to the rural areas cover the largest geographical portion of Elko County, requiring them to extensively travel to effectively work the workload that they are assigned to complete. If deputies were re-assigned from Wells, Jackpot or the Rural areas to the Elko/Spring Creek area, they would most likely be dispatched to Wells or Jackpot to answer calls for service, increasing response times to those areas and therefore would in no way increase coverage in the Elko/Spring Creek area.
46 The ICMA Center for Public Safety Management recommends that officers within patrol teams average no more than 60% of their time dedicated to workload, with a minimum of 40% of their time available for proactive patrol duties, in an effort to maximize their potential ability to detect and/or deter criminal activity.

55 Time Available for Patrol Those Deputies assigned to the Wells patrol area, Jackpot patrol area and Rural patrol area are within the ICMA Center for Public Safety Management recommendation of having a minimum of 40% of their duty time available for proactive patrol. Those deputies assigned to the Elko/Spring Creek patrol area have a workload time in excess of the maximum 60% recommendation of the ICMA Center for Public Safety Management. These deputies do not have enough time available for proactive patrol, thereby severely limiting their ability to detect and/or deter crime.
56 Patrol Staffing Study Results The results of the four methods of analyzing staffing of a law enforcement agency are extremely consistent. All four methods indicate that the patrol portion of the Elko County Sheriff s Office Operations Division is understaffed and needs more deputies to properly perform its function. Wichita State University Study: 28 Deputies IACP/BJA recommendation: 10 Deputies Benchmark Agency Comparison: 6-51 Deputies Minimum Staffing Analysis: 4-9 Deputies Workload Analysis: 4 Deputies The four methods corroborate and support each other. The Wichita State University/IACP/BJA, Benchmark, Minimum staffing and workload analysis methods of determining staffing are consistent in their conclusions.
57 Suggested Solution Increase Operations Division patrol function by 4 Deputies, increasing staffing on each patrol team by one deputy in the Elko/Spring Creek areas. Alleviate the work load that is presently overwhelming the current Elko/Spring Creek patrol staff. This would allow the deputies in all areas a more equal distribution of work. This would allow the deputies in Elko/Spring Creek more time available for proactive patrol The addition of 4 patrol deputies in Elko/Spring Creek would bring the deputy to 1000 population ratio to approximately 1.47 and the Elko County deputy to population ratio to approximately Based upon current workload levels, the addition of 4 deputies in the Elko/Spring Creek would potentially increase the time available for proactive patrol to approximately 36.88%, which is approaching the suggested 40%.

63 Investigations Unit Findings In order to effectively investigate the crimes that were reported to the Elko County Sheriff s Office last year, approximately 4,693 hours of investigative time would need to be expended. Our general investigative division has 3 detectives. Each Detective spends approximately 1,182 hours investigating crimes annually, totaling 3,546 hours of time spent by the entire unit, which is short 1,147 hours. 1 more detective in the general investigation unit would allow the unit enough hours to effectively investigate the crimes reported to the Sheriff s Office which required investigation.
64 Suggested Solution Supplement the General Investigations Unit with one additional Detective. Offers the citizens of Elko County with the investigative services that they are currently lacking. Provides the General Investigations unit with the ability to effectively investigate the crimes that they are assigned to investigate.
65 Budgetary Consideration The increase to the Sheriff s Office operating budget for staffing to the Operations Division of the Elko County Sheriff s Office by 4 patrol officers and 1 detective would be approximately $778, to $827, the first year.
