3 Welcome to APBI Day 2 PEO IEW&S Outpace the threat with technical excellence, adaptability, and rapid solutions that support a broad range of operating environments JPEO-CBD A resilient Joint Force enabled to fight and win unencumbered by a chemical, biological, radiological, or nuclear environment OSBP Promotes acquisition opportunities where small businesses can support C4ISR systems, battle command research, development, and engineering for the readiness of the Army, Warfighter, and Nation PEO C3T Delivering a network that enables high-speed, highcapacity voice, data and video communications even in austere and remote locations

4 A Message to Industry Acquisition Must Pace the Threat The Operating Environment threat characteristics will be highly lethal, adaptable, and far ranging In order to evolve ahead of emerging threats and maintain an asymmetric advantage, it is paramount we increase capability to further-enable aerial freedom of maneuver with our Warfighters conducting air-ground operations Dimensional Effect With the proliferation and emergence of new and increasingly complex threats to Army aircraft, material solutions must universally detect, warn, and defeat Foster Open and Adaptable Programs to Deliver Now

5 Industry Partnership & Accountability Need your help with timely, qualified proposals. Expect aggressively managed programs and contract performance accountability (delinquency notices and CPARS). More use of liquidated damages involving national security contracts and incentives. Open, continuous feedback, better industry day events, and smarter, mission-focused contracts. Expect longer-term contracts (min 5 years) and leveraging COTS/NDI (see new Department guidebook).

6 Challenge to Industry Threat Stay ahead of threat changes and rapidly changing technology and competition; Understanding Intelligence support to Acquisition and applying Operational Demand Signals We (the US Army) will retain the capability to rapidly deploy, and we will destroy any enemy anywhere, anytime. -GEN Mark A.
