2 Objectives Review problems every organization must address to meet today s and tomorrow s environmental challenges. Examine how ECATTS will help you meet your environmental challenges. Case studies: Air Force, Navy, and SGS. Benefits Take a test drive.
3 Challenges It is everyone s responsibility living or working on an Air Force Base to ensure that they comply with the environmental regulations impacting their job. PACAF There is zero tolerance for violating environmental rules and regulations while working or living on this base. CO NAS Pensacola.
4 Challenge To meet these challenges the environmental staff must ensure that: All staff working on the base receive the appropriate training that enables them to work in an environmentally responsible manner, and All contractors are provided with the appropriate training that enables them to understand today s environmental regulations and how they impact their work activities.
5 Challenges The basic challenges to achieving these objectives are a lack of: Funding, Resources, Commitment, Contract requirements, Delivery mechanism, and Tracking system.
6 ECATTS A just-in in-time web-based based environmental compliance assessment, training, and tracking system that provides a flexible platform for meeting today s and tomorrow s training requirements. Links training to work activities. Training that is completed in blocks of no more than 20 minutes.
7 ECATT Is customized to meet the requirements of each installation. Is continually enhanced by ICLD to ensure that ECATT Meets the customer s changing needs. The content is copyrighted to protect the more than two year investment made in creating the training modules.
8 ECATTS Base-developed training is easily incorporated into ECATTS. System enhancements are based on the needs of all the customers. Once the system is deployed, the annual maintenance fee is for unlimited usage, content update and system enhancements.

14 PACAF EMS-ECATTS ECATTS (Air Force): Shifting from a functional focus to a process- centric focus, Expanding ECATTS to include more than 200 organizational activities, Expanding ECATTS to include more than 900 functional activities within each base s organizational structure, and Providing training for more than 900 processes performed at each base.
15 Navy s Return on Investment Number of Violations Pre ECATTS Deployment Based on statistics provided by the Florida Department of Environmental Protection. From 1990 through 2000 the state conducted 10 Compliance Inspections and identified 61 major violations. From 2000 through 2005, post ECATTS deployment, the state conducted 7 Compliance Inspections and identified only 1 major violation. Post ECATTS Deployment

Requirements are included in every contract language that requires the contractors to complete the training and successfully pass the assessment. 21 Benefits Air Force Pacific Command is the leader in providing relevant environmental training to all personnel living or working on one of its bases. PACAF encourages its bases to think-out out- of-the the-box in designing a system that meets their unique requirements. PACAF is embarking on an EMS-ECATT ECATT system for its bases.
22 Benefits The Navy has forged excellent relationships with its regulator community. The regulators are impressed that the Navy is providing environmental compliance training to everyone working on the base. Regulators are holding contractors accountable for their mistakes and not the Navy.
